Cela permet d’éviter les turbulences et de maximiser ainsi la production électrique du parc. </span></li></ul><h3><span style="font-weight: 400;">Quelles sont les différences entre l’éolien terrestre et l’éolien offshore ? </span></h3><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Une éolienne offshore </span><b>produit en moyenne </b><b>60% d’électricité en plus</b><b> qu’une éolienne terrestre.</b></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Son </span><b>facteur de charge </b><span style="font-weight: 400;">(rapport entre l’énergie produite durant une période donnée et l’énergie qu’elle aurait pu produire si elle avait fonctionné à 100% de ses capacités) est </span><b>de 45 à 50%</b><span style="font-weight: 400;">, contre 20 à 30% pour les éoliennes terrestres et 15% pour le photovoltaïque.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Moins souvent arrêtées, elles </span><b>produisent de l’électricité 90% du temps.</b></li></ul><p><span style="font-weight: 400;">Cette différence s’explique principalement par la </span><b>puissance des vents marins,</b><span style="font-weight: 400;"> plus forts et plus constants que sur terre. </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Plus les vents sont forts, plus ils sont capables de faire tourner de vastes pales et des </span><b>éoliennes toujours plus grandes</b><span style="font-weight: 400;">, et plus l’énergie produite sera importante. La puissance des éoliennes offshore tourne autour de </span><b>10 à 15 MW</b><span style="font-weight: 400;">, si ce n’est plus, là où celle d’une éolienne terrestre ne dépasse que rarement 2 à 3 MW.</span></li><li style="font-weight: 400;" aria-level="1"><b>La taille des éoliennes</b><span style="font-weight: 400;"> en mer a presque doublé en un peu plus d’une décennie. Elles sont désormais presque aussi hautes que la Tour Eiffel, entre 250 et 280 mètres de hauteur.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Les éoliennes sont par ailleurs équipées d’un système de contrôle automatisé pour </span><b>maximiser l’efficacité énergétique</b><span style="font-weight: 400;"> en fonction de la force et de la direction du vent. </span></li></ul><h2><span style="font-weight: 400;">Éolien posé vs Éolien flottant </span></h2><h3><span style="font-weight: 400;">L’éolien posé en mer</span></h3><p><span style="font-weight: 400;">Pour fixer ces turbines géantes sur le fond marin, l’éolien posé est la technologie la plus utilisée dans le monde. Elle est cependant limitée à des zones maritimes n’excédant pas </span><b>50 à 60 mètres de profondeur.</b></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">90% des installations posées le sont sur </span><b>monopieux</b><span style="font-weight: 400;">, de grands tubes en acier enfoncés profondément dans le sol par battage. Cette solution a été retenue sur le site de Saint-Nazaire, premier parc éolien offshore français mis en exploitation en 2022.</span></li></ul><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">La </span><b>fondation en </b><b>« jacket »</b><b>, ou « suction bucket jacket » (SBJ),</b><span style="font-weight: 400;"> consiste à utiliser une structure métallique ancrée par pression dans le fond marin. Cette technologie, inspirée des plateformes pétrolières offshore, reste peu répandue et représente moins de 10% des éoliennes installées en mer. </span></li></ul><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Les </span><b>fondations gravitaires</b><span style="font-weight: 400;">, très rarement utilisées, sont de très gros blocs d’acier ou de béton déposés au fond de la mer. Ces blocs servent de support aux mâts des éoliennes. Elles ont été choisies en France pour le site de Fécamp, raccordé en 2024.</span></li></ul><h3><span style="font-weight: 400;">L’éolien flottant : l’avenir du offshore ?</span></h3><p><span style="font-weight: 400;">Déjà </span><b>testé en </b><a href="https://www.dirm.mediterranee.developpement-durable.gouv.fr/la-commission-specialisee-eolien-flottant-r346.html" target="_blank" rel="noopener"><b>Méditerranée</b></a><span style="font-weight: 400;">, </span><b>l’éolien flottant </b><span style="font-weight: 400;">consiste à installer les éoliennes sur de puissants </span><b>flotteurs</b><span style="font-weight: 400;">, fixés au sol marins par des lignes d’ancrage qui les empêchent de dériver. </span></p><p><span style="font-weight: 400;">Cette technologie, très prometteuse, ouvre la voie à un développement accru de l’éolien en mer, à des distances plus importantes des côtes et dans des zones maritimes qui </span><b>excèdent la limite des 60 mètres de profondeur</b><span style="font-weight: 400;">. </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Mi-2024, un appel d’offres a été remporté pour le développement du </span><a href="https://www.bretagne.bzh/actions/grands-projets/energies-marines-renouvelables/focus-sur-la-filiere-de-leolien-en-mer-flottant/" target="_blank" rel="noopener"><b>premier parc éolien flottant commercial français</b></a><span style="font-weight: 400;">, au large de la Bretagne (Bretagne Sud – AO5).</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Ce parc comportera 13 éoliennes en mer, pour une puissance installée de 250 MW. </span><b>C’est le premier parc éolien flottant commercial au monde à se voir attribuer un tarif d’achat</b><span style="font-weight: 400;">. </span></li></ul><p><span style="font-weight: 400;">Les avantages de cette technologie, outre le potentiel de déploiement et de production électrique supplémentaire, tient à son </span><b>acceptabilité</b><span style="font-weight: 400;">.</span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">En allant plus loin des rivages, </span><b>l’impact visuel des parcs éoliens est limité,</b><span style="font-weight: 400;"> et les </span><b>problématiques de co-usage,</b><span style="font-weight: 400;"> notamment avec le tourisme et la pêche, sont considérablement </span><b>réduites</b><span style="font-weight: 400;">.</span></li></ul><p><span style="font-weight: 400;">Le </span><b>coût</b><span style="font-weight: 400;"> de cette technologie demeure très élevé, mais la possibilité de </span><b>« remorquer » une éolienne flottante, </b><span style="font-weight: 400;">sans avoir à la construire en mer pourrait considérablement alléger les coûts d’installation et de maintenance.</span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">La France s’est engagée en 2023 dans la </span><b>création d’une filière de </b><a href="https://polemermediterranee.com/domaines-dactions-strategiques/industrialisation-des-flotteurs-deoliennes/" target="_blank" rel="noopener"><b>fabrication et d’assemblage de flotteurs</b></a><span style="font-weight: 400;">, pour ne pas prendre de retard sur ce récent développement technologique.</span></li></ul><h2><span style="font-weight: 400;">Le parc éolien offshore français en 2025</span></h2><p><span style="font-weight: 400;">Avec </span><b>3500 km de façades maritimes</b><span style="font-weight: 400;"> et le </span><b>deuxième plus important gisement en vent d’Europe </b><span style="font-weight: 400;">(derrière le Royaume Uni), la France dispose d’un potentiel éolien offshore estimé à 220 GW, de quoi alimenter théoriquement 4 fois la population française en électricité ! </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">À Belfort, en 2022, Emmanuel Macron a fait part d’un </span><a href="https://www.legifrance.gouv.fr/dossierlegislatif/JORFDOLE000046329719/?detailType=EXPOSE_MOTIFS&detailId=" target="_blank" rel="noopener"><span style="font-weight: 400;">objectif</span></a><span style="font-weight: 400;"> ambitieux : </span><b>installer 50 nouveaux parcs éoliens en mer</b><span style="font-weight: 400;">, avec l’objectif de </span><b>40 GW de puissance installée en 2050.</b></li></ul><p><span style="font-weight: 400;">Pour rappel, </span><b>95% du parc éolien européen est aujourd’hui partagé entre 5 pays</b><span style="font-weight: 400;"> : le Royaume-Uni (44%), l’Allemagne, le Danemark, les Pays-Bas et la Belgique. </span></p><h3><span style="font-weight: 400;">Parcs opérationnels, en construction et en développement</span></h3><p><span style="font-weight: 400;">Début 2025, </span><b>3 parcs éoliens en mer,</b><span style="font-weight: 400;"> d’environ 500 MW, sont opérationnels. </span></p><ul><li style="font-weight: 400;" aria-level="1"><b>Le </b><a href="https://parc-eolien-en-mer-de-saint-nazaire.fr" target="_blank" rel="noopener"><b>parc éolien de Saint-Nazaire</b></a><span style="font-weight: 400;"> est composé de 80 éoliennes, réparties sur 78 km</span><span style="font-weight: 400;">2</span><span style="font-weight: 400;"> à plus de 12 kilomètres des côtes atlantiques. Ouvert en 2022, le parc couvre actuellement </span><b>20% de la consommation électrique du département de la Loire-Atlantique.</b></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Mis en service en 2023, </span><b>le </b><a href="https://www.eoliennesenmer.fr/facades-maritimes-en-france/facade-nord-atlantique-manche-ouest/saint-brieuc" target="_blank" rel="noopener"><b>parc éolien de Saint-Brieuc</b></a> <span style="font-weight: 400;">est composé de 62 turbines, réparties sur 75 km</span><span style="font-weight: 400;">2</span><span style="font-weight: 400;"> à 16 kilomètres des côtes.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Dernier né, </span><b>le </b><a href="https://parc-eolien-en-mer-de-fecamp.fr" target="_blank" rel="noopener"><b>parc éolien de Fécamp</b></a> <span style="font-weight: 400;">a été mis en exploitation en 2024. Avec ses 71 turbines, il couvre à lui tout seul </span><b>60% des besoins en électricité du département de la Seine-Maritime. </b></li></ul><p><span style="font-weight: 400;">Plusieurs parcs sont actuellement en construction ou en développement en France : </span></p><ul><li style="font-weight: 400;" aria-level="1"><b>Le </b><a href="https://www.parc-eolien-en-mer-du-calvados.fr" target="_blank" rel="noopener"><b>parc éolien du Calvados</b></a><b> (Courseulles-sur-mer)</b><span style="font-weight: 400;">, dont la mise en service est prévue pour 2025.</span></li><li style="font-weight: 400;" aria-level="1"><b>Le </b><a href="https://iles-yeu-noirmoutier.eoliennes-mer.fr" target="_blank" rel="noopener"><b>parc éolien de Yeu-Noirmoutier</b></a><span style="font-weight: 400;">, dont la construction devrait être achevée en 2026.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Le </span><a href="https://parc-eolien-en-mer-de-dunkerque.fr" target="_blank" rel="noopener"><b>parc éolien de Dunkerque</b></a><span style="font-weight: 400;">, prévu pour 2028.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Le </span><a href="https://www.eoliennesenmer.fr/facades-maritimes-en-france/facade-manche-mer-du-nord/projet-centre-manche/centre-manche-1" target="_blank" rel="noopener"><b>parc éolien Centre Manche 1</b></a><span style="font-weight: 400;">, prévu pour 2031. </span></li><li aria-level="1">Le <strong><a href="https://www.eoliennesenmer.fr/facades-maritimes-en-france/facade-nord-atlantique-manche-ouest/projet-en-bretagne-sud" target="_blank" rel="noopener">parc éolien Bretagne-Sud</a></strong>, premier parc flottant commercial au monde, également prévu pour 2031.</li><li aria-level="1">Les <a href="https://www.eoliennesenmer.fr/facades-maritimes-en-france/facade-mediterranee/projets-en-mediterranee" target="_blank" rel="noopener"><strong>parcs éoliens Méditerranée 1 et 2</strong></a>, tous deux prévus pour 2031. </li></ul><p><span style="font-weight: 400;">Enfin, divers </span><b>appels d’offres</b><span style="font-weight: 400;"> ont été émis pour de nouveaux parcs. Les lauréats de ces appels d’offres devraient être connus prochainement. </span></p><h2><span style="font-weight: 400;">D’immenses défis techniques, logistiques et sécuritaires</span></h2><h3><span style="font-weight: 400;">Construire un parc éolien en mer</span></h3><p><span style="font-weight: 400;">La construction d’un parc éolien en mer est une opération complexe. Elle nécessite l’intervention de </span><b>bateaux de levage</b><span style="font-weight: 400;"> et de </span><b>navires spécialisés</b><span style="font-weight: 400;">, dotés de systèmes de positionnement dynamique, qui transportent les différents composants (fondations, mât, nacelle, pâles…) pour </span><b>les assembler en pleine mer !</b><span style="font-weight: 400;"> Un puzzle géant qui se joue au gré de la houle marine, au centimètre près ! </span></p><h3><span style="font-weight: 400;">Maintenance curative et préventive</span></h3><p><span style="font-weight: 400;">En phase d’exploitation, la </span><b>corrosion accélérée des équipements</b><span style="font-weight: 400;"> et la </span><a href="https://parc-eolien-en-mer-de-saint-nazaire.fr/le-parc-eolien-en-mer/la-base-de-maintenance/" target="_blank" rel="noopener"><b>maintenance complexe</b><span style="font-weight: 400;"> des parcs</span></a><span style="font-weight: 400;"> génèrent des coûts opérationnels plus élevés que pour l’éolien terrestre. </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">L</span><b>es éoliennes offshore doivent être inspectées régulièrement pour prévenir toute panne</b><span style="font-weight: 400;"> et limiter l’intervention de navires spécialisés.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Le risque d’accident ne doit pas être pris à la légère. Le </span><b>milieu marin est par nature extrêmement hostile :</b><span style="font-weight: 400;"> conditions météorologiques extrêmes, vents violents, vagues scélérates, risques sismiques et tsunamis, etc…. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Les </span><b>câbles sous-marins</b><span style="font-weight: 400;"> font l’objet d’une attention toute particulière, surtout si la zone est ouverte au passage des bateaux de pêcheurs et à la navigation de plaisance, comme c’est souvent le cas en France. </span></li></ul><h3><span style="font-weight: 400;">Des enjeux de sécurité maritime</span></h3><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Le risque de </span><b>collision</b><span style="font-weight: 400;"> entre les turbines et un bateau, en cas de visibilité limitée, doit être anticipé. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Les parcs éoliens en mer peuvent également être ciblés par des </span><b>opérations de sabotage</b><span style="font-weight: 400;">, comme cela a récemment été le cas en mer Baltique, sur des câbles de télécommunication.</span></li></ul><h2><span style="font-weight: 400;">L’impact environnemental de l’éolien offshore sur la biodiversité marine et les fonds marins</span></h2><h3><span style="font-weight: 400;">Études préalables et suivi environnemental</span></h3><p><span style="font-weight: 400;">Avant toute installation, les parcs offshore sont soumis aux mêmes </span><a href="https://unit-e.fr/energies-renouvelables-vs-biodiversite/"><span style="font-weight: 400;">pré-requis environnementaux</span></a><span style="font-weight: 400;"> que les </span><a href="https://unit-e.fr/eoliennes-energie-propre-decarbonee/"><span style="font-weight: 400;">parcs terrestres</span></a><span style="font-weight: 400;">. La construction d’un réseau de câbles sous-marins et la présence des turbines engendrent inévitablement des </span><b>impacts écologiques et environnementaux</b><span style="font-weight: 400;">, qu’il faut connaître et quantifier.</span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Une </span><b>étude d’impact environnemental (EIE)</b><span style="font-weight: 400;"> est systématiquement réalisée pour identifier et quantifier les impacts du parc éolien sur la faune, la flore, les sédiments et le plancher océanique.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Des </span><b>mesures ERC (Éviter, Réduire, Compenser)</b><span style="font-weight: 400;"> sont ensuite proposées pour minimiser ces impacts au maximum, en prenant en compte le risque d’impacts cumulés en cas de multiplication des parcs le long de la côte.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Le cas échéant, les porteurs de projet peuvent </span><b>travailler avec des associations de protection environnementale </b><span style="font-weight: 400;">pour réfléchir aux meilleures solutions. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Créé en 2022, </span><a href="https://www.eoliennesenmer.fr/observatoire/presentation" target="_blank" rel="noopener"><b>l’Observatoire national de l’Éolien en Mer</b></a><span style="font-weight: 400;"> a été chargé, entre autres, d’améliorer les connaissances sur </span><a href="https://www.eoliennesenmer.fr/observatoire/syntheses-cartographies" target="_blank" rel="noopener"><span style="font-weight: 400;">l’impact des éoliennes en mer</span></a><span style="font-weight: 400;">, en collaboration avec l’Office français de la biodiversité » (OFB) et l’institut français pour la recherche et l’exploitation de la mer (Ifremer).</span></li></ul><h3><span style="font-weight: 400;">La pollution sonore sous-marine </span></h3><p><span style="font-weight: 400;">En phase de construction, une problématique bien connue est celle du </span><b>battage des pieux</b><span style="font-weight: 400;">. Le bruit sourd (supérieur à 145 dB), généré par les coups répétés pour enfoncer les pieux dans le sol, peut </span><a href="https://www.eib.org/attachments/registers/86542526.pdf" target="_blank" rel="noopener"><span style="font-weight: 400;">perturber les cétacés et les mammifères marins</span></a><span style="font-weight: 400;">, particulièrement sensibles aux ondes acoustiques. L’éolien posé sur monopieux représente actuellement 90% des éoliennes installées dans le monde. </span></p><p><span style="font-weight: 400;">Des </span><b>solutions</b><span style="font-weight: 400;"> existent pour limiter ces nuisances. </span></p><ul><li style="font-weight: 400;" aria-level="1"><b>Le niveau de bruit peut être augmenté très progressivement</b><span style="font-weight: 400;">, afin de faire fuir les espèces sensibles avant de les blesser. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Il est possible de </span><b>générer des </b><a href="https://www.revolution-energetique.com/dossiers/eolien-en-mer-quest-ce-que-la-technique-du-rideau-de-bulles/" target="_blank" rel="noopener"><b>rideaux de bulles</b></a><b>, ou mur d’eau</b><span style="font-weight: 400;">, pour amortir le son. </span></li><li style="font-weight: 400;" aria-level="1"><b>Les travaux doivent évidemment être arrêtés</b><span style="font-weight: 400;"> pendant les phases identifiées comme sensibles, comme les périodes de mise-bas ou de reproduction des espèces protégées. </span></li></ul><p><span style="font-weight: 400;">Il apparaît aujourd’hui que ces </span><b>dispositifs d’effarouchement</b><span style="font-weight: 400;"> sont plutôt efficaces. Les écologues observent généralement un retour des espèces marines (poissons, crustacés, mammifères…), pendant la phase d’exploitation du site, généralement quelques années après. </span></p><h3><span style="font-weight: 400;">Un effet récif artificiel</span></h3><p><span style="font-weight: 400;">Si l’ancrage des structures, dans un premier temps, perturbe les habitats benthiques, les sédiments et le plancher océanique, des </span><b>effets positifs à moyen / long terme</b><span style="font-weight: 400;"> ont été observés sur les parcs éoliens en exploitation.</span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">De nombreuses espèces (moules, algues, anémones, etc…) viennent se fixer sur les structures immergées, ce qui engendre un </span><a href="https://www.energiesdelamer.eu/wp-content/uploads/2022/05/COME3T-bulletin-3-effet-recif-BD.pdf" target="_blank" rel="noopener"><b>effet récif</b></a><b> artificiel </b><span style="font-weight: 400;">et </span><b>favorise la biodiversité sur site</b><span style="font-weight: 400;"> (ressources nouvelles pour les espèces halieutiques). Le même phénomène peut être observé sur les épaves de navires au fond des océans.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Si le parc est interdit à la pêche, un </span><b>effet réserve</b><span style="font-weight: 400;"> peut être observé, avec une </span><b>augmentation des stocks halieutiques et des populations marines. </b></li></ul><h3><span style="font-weight: 400;">Ondes électromagnétiques, chiroptères et oiseaux</span></h3><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Comme pour les éoliennes terrestres, certains défenseurs de l’environnement pointent le </span><b>risque accru pour l’avifaune</b><span style="font-weight: 400;">, plus exactement le risque de collision avec les pales des éoliennes qui tournent à grande vitesse. Ce risque concerne principalement les </span><b>oiseaux migrateurs</b><span style="font-weight: 400;">, les </span><b>oiseaux côtiers</b><span style="font-weight: 400;"> (goélands, fous de bassan, etc…) et </span><b>les chauves-souris</b><span style="font-weight: 400;"> qui chassent et se reproduisent dans la zone. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">La </span><b>question des ondes électromagnétiques</b><span style="font-weight: 400;"> est également débattue : les vibrations engendrées par le passage du courant dans les câbles sont accusées de perturber les sonars internes des mammifères marins et de troubler leurs migrations.</span></li></ul><p><b>La quantification des impacts des éoliennes sur les écosystèmes marins est un sujet âprement débattu. </b><span style="font-weight: 400;">A ce jour, les études réalisées sur site se montrent rassurantes, notamment pour les oiseaux et les chiroptères. Si aucune énergie n’est exempte d’impact environnemental, les énergies « vertes » renouvelables, comme le photovoltaïque, l’éolien terrestre et l’éolien offshore, </span><a href="https://parc-eolien-en-mer-de-fecamp.fr/environnement/enjeux-etudes/" target="_blank" rel="noopener"><span style="font-weight: 400;">mettent tout en œuvre pour le limiter</span></a><span style="font-weight: 400;">. </span></p><h2><span style="font-weight: 400;">Partager l’espace marin : le défi du co-usage</span></h2><p><b>L’acceptabilité des grands parcs en mer</b><span style="font-weight: 400;"> ne repose pas que sur la performance énergétique et l’impact environnemental des éoliennes. Elle tient aussi à la bonne </span><b>cohabitation</b><b> des installations énergétiques avec d’autres professionnels et usagers de la mer</b><span style="font-weight: 400;">, et à l’importance de </span><b>préserver </b><b>l’attractivité</b><b> des territoires littoraux</b><span style="font-weight: 400;">. </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Les </span><a href="https://www.debatpublic.fr/sites/default/files/2023-11/MEMN_Fiche_41_Peche_parc_eolien_en_mer.pdf" target="_blank" rel="noopener"><b>pêcheurs</b></a><span style="font-weight: 400;">, dont l’activité est déjà fortement impactée par la raréfaction des ressources halieutiques, redoutent que les parcs offshore les privent de zones de pêche essentielles pour le chalutage ou la pêche à la drague. Ils </span><b>s’inquiètent aussi des potentiels impacts négatifs des parcs éoliens</b><span style="font-weight: 400;"> sur la biodiversité marine et ne voient pas toujours d’un très bon œil la multiplication des projets sur les côtes. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">C’est aussi l’altération du paysage et du panorama côtier qui pose problème. Pour les </span><b>professionnels du tourisme balnéaire,</b><span style="font-weight: 400;"> soutenus par certains élus, la multiplication des éoliennes au large nuit à l’attrait touristique de certaines régions. La </span><b>préservation du patrimoine paysager et de la beauté naturelle des côtes françaises</b><span style="font-weight: 400;"> est souvent invoquée pour s’opposer aux nouveaux projets. </span></li></ul><p><span style="font-weight: 400;">Pour répondre aux critiques et sensibiliser le public, plusieurs initiatives ont vu le jour.
