It is increasingly recognised that low-carbon energy transitions will need to focus as much on social transformations and the meaningful engagement of society as they do technical aspects. Most existing studies to engage society with energy system change focus on discrete forms of participation around specific technologies or particular parts of the energy system, with very few exploring distributed engagements with energy in terms of &#39;whole system&#39; change. We set out to address this research gap in two important ways. First, we report on an innovative approach to opening up diverse issue framings and participant perspectives about energy futures in the UK, called distributed deliberative mapping (DDM), that examines how alternative formats and models of public participation shape appraisal outcomes. In this way, we experimentally broaden out beyond conventional deliberative formats of participation, in terms of &#39;representative&#39; mini-publics and expert elicitation, to also engage with activist, grassroots innovator and consumer-based models of participation and their associated publics. Second, in doing so we develop an explicitly sociotechnical approach, emphasising the oftenunacknowledged social arrangements that are co-produced with the technical elements of energy systems. Six diverse sociotechnical visions were developed and appraised: business as usual, large-scale technologies, deliberative energy society, smart tech society, local energy partnerships and off-grid energy communities. Across the five groups, we find a variety of problem framings that go far beyond the energy &#39;trilemma&#39; and a greater diversity and range of technical and social criteria with which low-carbon energy futures are appraised. Our DDM study involving citizens and specialists shows that incumbent visions of centralised energy systems, such as business as usual and large-scale technologies, perform much lower than decentralised alternatives, such as a smart-tech society and local energy partnerships. New understandings of energy-related practices and an intersectional approach to the socio-demographic factors in energy use will be deployed to enhance stakeholder engagement in Europe&#39;s energy transition. The role of gender will be illuminated by intersectional analyses of energy-related behaviour and attitudes towards energy technologies, which will assess how multiple identities and social positions combine to shape practices. These analyses will be integrated within a transitions management framework, which takes account of the complex meshing of human values and identities with technological systems. The third key paradigm informing the research is the concept of energy citizenship, with a key goal of ENTRUST being to enable individuals overcome barriers of gender, age and socioeconomic status to become active participants in their own energy transitions. It is based on the &quot;Living Lab&quot; paradigm applied to policy making as a powerful instrument to encourage and coordinate stakeholder engagement. The paper describes the preliminary stakeholder analysis performed and the application of &quot;Energy Lab&quot; concept to eleven different EU communities (Kaunas e LT, Torre Vedras e PT, Potenza e IT, Slagelse e DK, Durham and Sheffield e UK, Tulln e AT, Szentes e Hu, Jaslo e PL and Avrig e RO) with the purpose of identifying gaps and needs at regional level, share the knowledge through the discussion of exemplar case studies, maximize the transfer of good practices for the regional implementation plans and derive effective policy recommendations. The results show that the Energy Labs can give a sound basis for a future dialogue and a long lasting co-operation among the different parties and can be therefore considered an investment in the future at community level. Within this context, this deliverable D2.1, as part of T2.1, is essential as its objectives are to develop an energy actor-network typology and to appreciate the complexity of the factors that can play a role in the transition towards a more sustainable energy era. The T2.1 and its &#39;stakeholder analysis&#39; is aimed at informing subsequent work packages in terms of mapping the direct and indirect influences on the energy system, and the actors that comprise it. To accomplish this, an extensive data gathering exercise has been conducted to develop insights on the energy models of Ireland, UK, Spain, Italy, France, Germany, and at the EU level. In addition, a number of key energy topics were studied in greater detail, and a range of discourses on the energy transition were mapped. An extended map for each of the six countries was produced. The extensive data gathering enabled the identification and exploration of areas of interest concerning the energy system, from nuclear phase out and promotion to fuel poverty, renewable energy deployment, energy independence and security, energy economics, political discourses, as well as capturing some influential socio-demographic factors. The multiplicity of fields that interconnect with, and within, the energy system indicates the complexity of the energy system itself, as well as some of the complexities involved in its transition to sustainability. At an individual Member State level, the fact that all six countries studied have a different overall energy model, even though these may share, or have shared, some similar characteristics, is a further indication of the complexities involved. For example, France and Germany are now following different paths with regard to nuclear energy. In the aftermath of World War II, nuclear power was of strategic importance to both countries to enable them to reconstruct quickly and to develop their economies. However, within the past two decades both countries have diverged drastically with Germany opting to decommission its nuclear power infrastructure, while France continues to invest in, and develop, nuclear energy. With regard to the energy transition, the position is similarly complex. Although the energy transition process is slow, each country has entered into it. This is demonstrated by the presence of similar discourses on the energy transition across the member states, as well as by the fact that they have all taken some steps towards a low carbon and sustainable energy system. However, it should also be noted that notwithstanding the moves to integrate EU energy markets, at present it seems that national factors may result in member states making their own individual energy transitions, albeit in a coordinated fashion. Similarities in experiences should not mask the (still) country-specific responses to energy choices-as exemplified by the divergent paths taken by France and Germany with regard to nuclear power. It should be noted here that notwithstanding the extensive data gathering and the comprehensive mapping of significant factors that influence the energy system, what are, necessarily, absent are the discourses of communities themselves regarding the energy system, as well as the social factors, including sociodemographic factors, that impact on communities&#39; engagement with the energy system, and ultimately on their consumption of energy. It is the aim of ENTRUST to identify those &#39;absent&#39; discourses and factors; and to integrate them into our understanding of the energy system. With household emissions constituting more than a quarter of current total energy use in the UK, energy practices in the home have taken on increased policy attention. In this paper we argue that the UK government&#39;s approach is founded upon a variant of methodological individualism that assumes that providing greater energy information to individuals will effect behaviour change in relation to energy use. Such an approach is potentially limited in its effectiveness and does not afford appropriate recognition to all those affected by energy policy. In contrast to this approach, we set out an alternative perspective, a Community Knowledge Networks (CKN) approach to energy and justice which recognises the contexts and relationships in which people live and use energy.
