in the Tigris and Euphrates rivers, Iraq’s primary sources of surface water, will continue to mar agricultural development unless more equitable water access rights are agreed with neighbouring countries and modern irrigation techniques are more widely adopted to reduce wastage, says a government official. <br/>&#160; <br/>“Iraq must take a legal step with the [help of the] UN and international organizations and community to determine its water rights with these countries… We must start using modern irrigation technology as we are still using the old, traditional ways which waste huge amounts of water,” said Abdul-Razzaq Jassim Hassoun, head of the Planning Ministry’s Agricultural Statistics Department. <br/>&#160; <br/>The Ministry of Agriculture was promoting modern irrigation systems, particularly drip and sprinkle irrigation systems. Sprinkler irrigation would need 4-6 years to complete, but could save 3.6 billion cubic metres of water a year, said Deputy Agriculture Minister Riadh Al-Qaisi. <br/>&#160; <br/>Since 2003, Iraq has tried to reach agreement with Turkey, Syria and Iran over water allocations but nothing has been agreed. The three countries argue that their increasing need for water due to drought makes it impossible to reach an agreement, and they urge Iraq to adopt modern irrigation techniques, instead. <br/>&#160; <br/>In December, the Iraqi Cabinet authorized the minister of foreign affairs to lead negotiations with Turkey and Syria on a water-sharing agreement, but so far no meetings have been held, according to Water Resources Ministry spokesman Ali Hashim; he mentioned that on 20 February Iraq signed a non-binding Memorandum of Understating with Iran to activate already existing joint committees on water issues. “We hope this will lead to agreements in the future,” he said. said Sheikh Khaled al-Mafraji, a leader of the Arab Political Council that groups mainly Sunni tribal leaders.</p> <p>At the heart of the conflict is the Dukan dam, built in 1955 in Iraq&#8217;s northern autonomous region of Kurdistan, 75 kilometres (50 miles) northeast of Kirkuk province.</p> <p>&quot;They release too much water from June to September while from October it is the opposite: there is not enough drinking water and even less to irrigate our lands,&quot; Mafraji complained.</p> <p>Kirkuk province with its rich oil reserves has 250,000 hectares (617,740 acres) of arable land and 16 percent of its workforce engaged in agriculture, according to UN figures. Winter crops include wheat and corn, and summer harvests are mainly sesame, tomatoes and watermelon.</p> <p>A UN factsheet in October 2010 showed that while more rain fell in 2009 compared with 2008, the situation is still critical. Rainfall is now 50 percent below average.</p> <p>&quot;The central government must intervene immediately to ask that our brothers in the north (Kurds) provide the necessary amounts of water for irrigation,&quot; Mafraji said, threatening to hold demonstrations if his voice was not heard.</p> <p>Out of Kirkuk&#8217;s estimated 900,000 inhabitants, some 31 percent live in rural areas, UN data shows. They represent all of Iraq&#8217;s faiths, and are ethnic Arabs, Turkmen or Kurds.</p> <p>Largely because of its oil riches, Kirkuk is at the centre of a tussle between Iraq&#8217;s central government and authorities in Kurdistan, who want to add it to their own region, currently made up of three provinces.</p> <p>&quot;Our suffering began in 2005, when the peasants were forced to set aside one-third of their land and cultivate only small patches near the artesian well&quot; where there was water, said Abdul Rahman al-Obeidi, who owns 450 hectares west of Kirkuk.</p> <p>&quot;The peasants claimed that they (the Kurds) cut off water supplies to force them to leave the area. They do not understand there is a shortage and believe it is a political conflict,&quot; he added.</p> <p>For him, it &quot;is the lack of coordination between the authorities in Baghdad and Sulaimaniyah (the province in which the Dukan dam lies) which fuels the notion that the Kurds are responsible.&quot;</p> <p>The growing water deficit and dams built by Iraq&#8217;s neighbours have significantly reduced the water flow in a country that was until the late 1950s a breadbasket of the Arab world.</p> <p>&quot;The dam holds 1.3 million cubic metres of water,&quot; said Shihab Hakim Nader, director of water resources in Kirkuk province.</p> <p>&quot;There is a strategic reserve of 700,000 cubic metres (which must not be used), which means there remains 600,000 cubic metres that can be used. But the rain is becoming more scarce, and the level of the dam is decreasing.&quot;</p> <p>&quot;Also, the Kirkuk area receives only 30 cubic metres per second of water, when it should be receiving 75. This is only sufficient for drinking water,&quot; he added.</p> <p>The issue is a ticking bomb in a province with strong ethnic loyalties, where Arabs accuse Kurds of intentionally harming the province.</p> <p>&quot;The water issue is critical, and thousands of people driven to unemployment blame their situation on Kurdistan,&quot; said Sheikh Burhan Mezher, the head of Kirkuk&#8217;s agriculture department.</p> <p>According to Tahseen Kader, a former minister of water resources for the Kurdistan region&#8217;s government, the closure of Dukan&#8217;s gates is routine and not a matter for concern.</p> <p>&quot;Every year, even during the time of the old regime (of Saddam Hussein who was ousted in 2003) we used to close the dam gates during the winter,&quot; he said.</p> <p>Kader said that was done &quot;to conserve water for agriculture in the late spring, and for the production of electricity,&quot; and claimed the notion that political motives had driven the dam closure was absurd.</p> <p>&quot;The majority of the inhabitants of the province of Kirkuk are Kurdish, so why would we harm them? The ICRC is doing its utmost to help meet the most pressing needs. This is an update on these and other <span style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"><strong><a href="https://web.archive.org/web/20120514054136/http://www.icrc.org/web/eng/siteeng0.nsf/html/home!Open" target="_blank" class="external">ICRC</a> 30-11-2010 <a title="Operational Update" href="https://web.archive.org/web/20120514054136/http://www.icrc.org/eng/resources/documents/update/2010/irak-update-2010-11-30.htm" class="external" target="_blank">Operational Update</a></strong> </span>ICRC activities carried out in Iraq in September and October.</p> <p>Despite improvements in the security situation achieved over the years in many parts of Iraq, ongoing violence continues to claim the lives of hundreds of men, women and children every month, and to have a serious impact on the lives of many more.</p> <p>Over the past year, the lives of many Iraqi civilians have not changed for the better. Civilians continue to carry the heaviest burden amid the widespread violence. They are still the main victims of the indiscriminate attacks and mass explosions that have taken place in cities such as Baghdad, Ninewa, Diyala, Anbar, Najaf, Kerbala and Basra, and that have left, on average, hundreds of people wounded or dead each month this year.</p> <p>&quot;Indiscriminate attacks against civilians inflict tremendous suffering. They are clearly unacceptable. They are contrary to international humanitarian law and to the most basic principles of humanity,&quot; said Magne Barth, head of the ICRC delegation in Iraq. &quot;Civilians must be protected against violence, as must be medical personnel and facilities&quot;.</p> <p>The humanitarian situation in Iraq remains serious. Iraqis are filled with anxiety and uncertainty about what the future holds. Vulnerable people, such as women heading households, disabled people and detainees, continue to depend to some extent on outside help to meet basic needs.</p> <p>The persistent lack of security and wanton violence have had a considerable effect on the feasibility of providing essential services for the population. The ICRC is doing its utmost to help meet the most pressing needs, especially in rural areas and in the places hardest hit by the conflict and other violence. ICRC activities aim primarily at ensuring that people have access to adequate health, water and sanitation services, and at helping the destitute and other needy people.</p> <p>Visits to detainees held under Iraqi, Kurdistan Regional Government and USF-I authority remain a priority for the ICRC. &quot;Ensuring that detainees are treated humanely and are held in conditions that respect their dignity has been our constant concern since we started working in Iraq 30 years ago,&quot; said Mr Barth.</p> <p>The ICRC continues to speak out about the plight of conflict victims in Iraq. It does so in dialogue with as many parties as possible that can influence the situation on the ground. Its aim is to bring about greater respect for civilians and detainees, and to ensure that unimpeded access is granted for humanitarian action to help the people in greatest need throughout the country.</p> <p>&quot;The role of the ICRC, as an impartial humanitarian organization, is crucial to efforts to protect civilians from harm and to ensure that detainees are properly treated and held in decent conditions,&quot; said Mr Barth.</p> <p>In September and October 2010, in response to the unstable and often changing security environment, the ICRC made further adjustments to its working procedures so that it could continue to provide services to those who need them most.</p> <h4><b>Bringing aid to vulnerable people</b></h4> <p>The ICRC has maintained its support for people facing special difficulties earning a living and supporting their families, such as women heading households and people with disabilities. In September and October:</p> <ul> <li>hygiene kits and food parcels were provided for more than 5,600 people in the governorate of Mosul; </li> <li>emergency aid was provided for more than 170 displaced people in Sulaimaniya governorate; </li> <li>95 grants were made in Kirkuk, Ninewa, Dohuk, Sulaimaniya and Erbil governorates to enable disabled people to start small businesses and regain economic self-sufficiency. Around 700 disabled people have received such aid since 2008; </li> <li>the livestock of 731 needy farmers in the Kifri district of Diyala governorate were vaccinated; </li> <li>around 950 metric tonnes of wheat seed were delivered to some 3,800 farmers in the governorates of Diyala, Anbar, Salahadin, Baghdad and Babil to help them restore their food production; </li> <li>50 kilometres of irrigation canals serving over 7,000 people were cleaned and renovated in the Khalis and Kifri districts of Diyala governorate; </li> <li>600 sheep and 38 metric tonnes of fodder were distributed to 200 farmers in the Baaj district of Ninewa governorate. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>In some rural and conflict-prone areas, health-care services are still struggling to meet the needs of the civilian population. The ICRC continues to help renovate the premises of health-care facilities and train staff. Limb-fitting and physical rehabilitation services are provided by the ICRC to help disabled people reintegrate into the community. In September and October:</p> <ul> <li>10 doctors and 28 nurses successfully took part in a course intended to strengthen emergency services given in Al Sadr Teaching Hospital in Najaf; </li> <li>273 new patients were fitted with prostheses and 1,148 new patients with orthoses at 10 ICRC-supported centres throughout Iraq. </li> </ul> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas, to improve the quality of services provided in communities and health-care facilities. In September and October, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <p>● in Zharawa district, Sadr City, Husseinia and Maamal to 6,384 internally displaced people; <br/>● to the 385-bed Al Imam Ali General Hospital; <br/>● to the 400-bed Al Kindy General Hospital in Baghdad, which was struggling to cope with summer water shortages.</p> <h5>Support for health-care facilities:</h5> <p>The ICRC completed work upgrading: <br/>● Tarmiyah General Hospital, which serves between 250 and 300 outpatients daily, in Baghdad governorate; <br/>● Tamour primary health-care centre, which serves 50 patients per day, in Kirkuk governorate.</p> <h5>Water supply in hospitals:</h5> <ul> <li>The ICRC completed the installation of drinking-water purification units in Baquba General Hospital, Muqdadiya General Hospital, Baladrooz General Hospital and Al Zahraa Maternity Hospital, with an overall capacity of 600 beds, in Diyala governorate. </li> </ul> <h5>Drinking-water supply:</h5> <ul> <li>Five main projects benefiting around 725,000 people were completed throughout the country. </li> </ul> <h4><b>Visiting detainees</b></h4> <p>ICRC delegates visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations confidentially with the detaining authorities, with the aim of obtaining improvements where necessary.</p> <p>In September and October, the ICRC visited detainees held by the correctional service of the Ministry of Justice, the Ministry of the Interior, the Ministry of Defence and various Kurdish Regional Government authorities in places of detention in Basra, Thi Qar/Nasiriya, Baghdad, Babil, Kirkuk, Erbil, Dohuk and Sulaimaniya governorates.</p> <p>In some of these places, to help the detaining authority improve conditions of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In September and October, over 1,000 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to around 800 enquiries from families seeking information on detained relatives. In addition, it issued 249 certificates of detention to former detainees. The ICRC facilitated the voluntary repatriation of two released detainees, and issued two travel documents to refugees to enable them to resettle abroad.</p> <h4><b>Clarifying what happened to missing people</b></h4> <p>In its role as a neutral intermediary, the ICRC continues to chair the mechanisms set up to address the cases of people who went missing in connection with the 1990-1991 Gulf War. At the 67th session of the Technical Sub-Committee of the Tripartite Commission, held on 28 September in Kuwait, the members of the sub-committee reaffirmed their commitment to accounting for people who went missing in connection with the war. At the sub-committee&#8217;s next meeting, which will take place in Kuwait in November, preparations will be made for a joint field mission to the south of Iraq to check on suspected burial sites.</p> <p>On 27 and 28 October, representatives of Iran and Iraq held a high-level meeting in Geneva under ICRC auspices with the aim of determining what happened to people missing in connection with the 1980-1988 Iran-Iraq War. The meeting was the first of its kind following the signature in October 2008 of a memorandum of understanding between Iran, Iraq and the ICRC aimed at expediting the search for information on people previously registered as, or presumed to be, prisoners of war and on others who have gone missing, and at identifying mortal remains.</p> <p>Relieving the suffering of the families of missing persons by clarifying what happened to their loved ones is one of the ICRC&#8217;s priorities. The ICRC continues to provide the Iraqi Ministry of Human Rights and Baghdad&#8217;s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics.</p> <h4><b>Promoting international humanitarian law</b></h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC&#8217;s work. The organization also endeavours to promote international humanitarian law within civil society. In this framework, it organizes presentations for various audiences, which include military personnel, prison staff, students and professors.</p> <p>In September and October, information sessions on international humanitarian law were organized for members of the Iraqi Army, the Peshmerga forces and Assayesh security forces. In October, a &quot;train-the-trainers&quot; course was organized for 14 members of the Iraqi Centre for Military Values and Professional Leadership Development. One member of the Iraqi armed forces attended an advanced course on international humanitarian law at the International Institute of Humanitarian Law in San Remo, Italy, and another attended a workshop on rules of engagement, also held in Italy.</p> <p><a href="https://web.archive.org/web/20120514054136/http://www.icrc.org/eng/resources/documents/update/2010/irak-update-2010-11-30.htm" have fled their homes since 2005 due to water shortages.</em> </p> <p>Iraqis are calling on their incoming government to devote more energy to resolving the country’s chronic water problems, with some experts stating that water will be more important than oil in the long-term development of the county. </p> <p>Even as recent rains have brought some relief to drought-stricken Iraq, the historic problem of water scarcity has forced tens of thousands of rural Iraqis from their homes. The government estimates that nearly two million people face severe drinking water shortages and extremely limited electricity due to hydropower shortage. </p> <p>Meanwhile, diplomatic tensions are running high as promises from upriver counties such as Turkey, Syria and Iran to allow more water into Iraq appear not to have been met. This week, Foreign Minister Hoshiar Zebari denounced a plan by Syria to divert water from the Tigris river to irrigate some 200,000 acres of land as detrimental to Iraq’s future water supply. </p> <p>Iraq’s minister of electricity Kareem Waheed called Syria’s move a “shock” that would “embarrass” his ministry and undermine its commitments to hydropower. Both ministers decried Syria’s plan as a breach of international conventions on down-river water rights. </p> <p>“The next government will be challenged on the water issue and there is no option but to deal with it. I understand that Iraq faces more than one problem, but this one can’t be ignored. No matter what the government is focusing on, this problem will impose itself,” said Dr Awn Thiab al-Ajeli, the head of Iraq’s National Centre for Water Resource Management within the ministry of water resources. </p> <p>&quot;The first step that should be made is to reach a deal with Turkey as well as Iran and Syria in order to have good, stable amounts of water enter to Iraq each day. The current situation is that the amount is good one day, and bad the next. To make this step, a deal must be made between governments, not just between two water ministries. It depends on the diplomatic relations between the two states,&quot; Ajeli said. </p> <p>Officials have said in the past security concerns have overshadowed the development of a forward-thinking water policy. With Iraq’s recent and relative stability, experts are now calling for a plan to tackle the water problems that have afflicted the country – from rising salinity in the southern marshland to the imminent demise of traditional irrigation systems, known as karez, in the north. </p> <p>A UNESCO report found that 100,000 Iraqis have fled their native communities since 2005 due to water shortages. </p> <p>Another United Nations report claims the water levels in the Tigris and the Euphrates rivers, Iraq’s primary sources of water, have fallen by more than two-thirds. The report cautioned that the vital lifelines could completely dry up by 2040. </p> <p>“At the current rates, Iraq’s water supply will fall an estimated 43 billion cubic metres by 2015, far short of the 77 cubic metres that the country will need to avert a widespread humanitarian disaster,” the UN report read. </p> <p>According to UN research, “Inefficient irrigation, lack of government coordination and weak capacity to manage the resource has compounded the current shortage of water… After years of neglect during the previous regime, Iraq’s water managers still lack sufficient technical capability and knowledge to address its growing water crisis. Budget constraints have handicapped the government’s ability to implement a long-term water management plan.” </p> <p>Social problems connected with water scarcity are common in Iraq: fishermen in the southern complain of a declining catches; in agricultural areas, water shortages have caused wheat production to fall by half. According to the UN, Iraq now imports 80 per cent of its food and 90 per cent of Iraq’s land is either desert or “suffering from severe desertification”. </p> <p>“Water is more important than oil for Iraq because we have agricultural lands which, without water, are useless. Agriculture is the future and the new government need to see that,” Ajeji said. </p> <p>The political impact of water relations with upriver countries is not lost on the UN. “We believe that the problem has political dimensions between Iraq and [its neighbours], which are trying to put pressure on the Iraqi government to advance some economic and political interests. The maneuvering has already begun in determining how much water Iraq should really have,” its report said. </p> <p>Dr Mohammed al-Zubaidi, political science professor at Baghdad University, said water is already the defining factor in Iraq’s foreign relations. </p> <p>“Listen, don’t be naïve. Upriver countries dominate down river countries because they control water revenue. This gives them advantages in other fields as well,” Zubaidi said. </p> <p>“Let’s talk about Turkey and Syria. We have concerns that one day they will ask in return for water, one barrel of water for one barrel of oil. That day will come soon if Iraq maintains its ignorant strategies of wasteful water management.” </p> <p>The Baghdad government claims it is doing its part in seeking adequate water for Iraq and applying diplomatic pressure to upriver neighbours. </p> <p>“We have formed delegations to visit Turkey, Iran and Syria to speak with them about sharing water because we face a serious problem in this regard. We have sent letters demanding the need to give us more water,” Jamal al-Battiq, head of parliament’s agricultural committee, said. </p> <p>Neighbouring nations have been reluctant to address Iraq’s water woes, but Mustafa Kibargolu, a professor at Bilkent University’s international relations department, cautioned that water could be the source of conflict in years to come. </p> <p>“[There hasn’t been any] confrontation or high tension stemming from the unsatisfied demands of parties over the use of water. [But] this should not mislead observers into thinking this is unlikely,” Kibargolu said. </p> <p>“Unless some old water policies are purged and new ones introduced. It is a real possibility that this region will become a time bomb in terms of water rights.”</p> <p><a بيانها الى ان كل شبكة تشمل خزانا لتخزين المياه وتوزيعها كانت كافية لتوفير مياه الشرب لتسعة الاف شخص ومياه الري لمئتي هكتار من الاراضي.الا ان هذه الشبكات تضررت من جراء الازمات السياسية والامنية التي لم تتح صيانتها ومن جراء الافراط في ضخ المياه الجوفية عبر الابار الحديثة في فترات الجفاف، بحسب اليونسكو.</p> <p>واوضحت المنظمة ان &quot;سكان تلك المناطق باتوا معتمدين على خزانات المياه التي تغذيها rel="tag">جمعية الصليب والهلال الاحمر</a></p> <div class="entry" dir="rtl" align="right"> <p>Millions of people in Iraq cannot get clean water or water in sufficient quantity. The ICRC is doing its best to improve access to safe water. This is an update on ICRC activities carried out in Iraq in March and April.</p> <p>The Tigris and the Euphrates, which supply the bulk of Iraq&#8217;s water, are slowly dwindling and in some areas can no longer be used as a reliable source of drinking water. Across the country, the shrinking of the rivers is having serious consequences on the functioning of water treatment plants. It also affects underground aquifers, where the salt content of the water is increasing. This water is often unfit for human consumption or even for agricultural use. </p> <p>The volatile security situation in some areas and the rising price of fuel have put additional strain on already scarce services, as have population growth and displacement. In many places, the strain is further compounded by a lack of qualified engineers and staff able to maintain and repair water and sanitation facilities. Many farming communities were hard hit by the drought that struck northern Iraq in 2008. Average rainfall over the past 10 years has been far lower than in previous decades. In the north, water supply systems fed by springs and shallows aquifers have been depleted and often have less water available to meet demand. Although rainfall has been better in many places during 2009 and 2010, low water-levels continue to affect agriculture production, meaning Iraq needs to import more rice and wheat. With less water of sufficient quality generally available, management of the existing resources is key. </p> <p>Because large suburban residential areas have sometimes developed without adequate infrastructure, and certain sewage treatment plants are bypassed, wastewater is discharged untreated into rivers and lakes. Ditches and ponds filled with foul-smelling polluted water blight many neighbourhoods. The United Nations recently estimated that around 83% of sewage is being let into rivers and waterways. </p> <p>Water treatment and distribution facilities are also disrupted by persistent power shortages. Iraq is currently producing around 6,000 megawatts of electricity a day, while demand is estimated at 10,000 megawatts. Health, water and sewage facilities and other infrastructure in many parts of the country still rely on back-up generators to meet their need for electric power. </p> <p>Water distribution systems that are old or badly maintained are further weakened by illegal connections and substandard plumbing within households. Leakages cause large amounts of wasted water and frequent contamination. According to the United Nations, nearly half of Iraqis in rural areas are without safe drinking water. The Iraqi government estimates that 24% of Iraqis in the country as a whole, or nearly one in four, do not have access to safe water. </p> <p>&quot;Reliable access to enough water of sufficient quality remains a major challenge for large parts of the population&quot;, said Julien Le Sourd, the ICRC&#8217;s water and habitat coordinator in Iraq. &quot;The ICRC is doing its utmost to improve this by repairing and upgrading water supply and sewage systems. We do this in partnership with the authorities and we are also providing training for maintenance staff working in water treatment plants.&quot; </p> <p>In March and April, ICRC water engineers:</p> <ul> <li>completed work at the Ashty water station, in Erbil governorate, which provides safe drinking water for around 10,000 people living in nearby villages; </li> <li>built an emergency unit in the 50-bed Qala&#8217;t Salih Hospital in Missan governorate; </li> <li>upgraded the storage capacity for drinking water and for water used in the cooling system in Medical City Hospital, Baghdad. The hospital can accommodate 1,400 patients and treats around 10,000 outpatients per day; </li> <li>renovated a primary health-care centre serving around 400 patients in Sadr City, Baghdad; </li> <li>connected the school of al Rahma camp for internally displaced people (IDPs) in Najaf City, which has 1,000 pupils and teachers, to the municipal water and electricity supply networks; </li> <li>supplied and installed a new mortuary refrigerator with a capacity of 12 corpses in Beiji General Hospital, in Salah Al Din governorate; </li> <li>delivered water by truck to 4,500 displaced people in Sadr City and to 340 in Husseinia and Ma&#8217;amil, Al Imam Ali General Hospital and Fatma al Zahra Hospital, all in Baghdad governorate, and to 360 in Qalawa Quarter camp in Sulaimaniya; </li> <li>installed equipment used to fill water bags for distribution during emergencies at Al Wathba water treatment plant in Baghdad; </li> <li>repaired the Hindiyah water treatment plant in Karbala, which supplies water to around 125,000 people; </li> <li>installed a large-capacity pump in al Fadhliya water treatment plant, Thi Qar governorate, providing drinking water for 82,000 people. </li> <li>assessed, in cooperation with Iraqi Correctional Services engineers, 11 detention facilities under the authority of the Ministry of Justice, evaluating needs and recommending improvements for the delivery of essential services (water, electricity, sewage). </li> </ul> <p><b>Bringing aid to vulnerable people</b> </p> <p>The ICRC maintained its support for people facing special difficulty earning a living and supporting their families, such as women heading households, people with disabilities and displaced people: </p> <ul> <li>more than 2,300 displaced families headed by women in Diyala, Salah Al-Din and Ninawa governorates were given monthly food parcels and hygiene items; </li> <li>around 2,100 people displaced in March from Mosul to Hamdanya and Tilkaif were given food parcels and rice; </li> <li>61 disabled people in Erbil, Dohuk and Ninawa governorates were given micro-economic aid enabling them to start small businesses and regain economic self-sufficiency. A total of 459 disabled people have now received such aid in a programme that started in 2008. </li> </ul> <p><b>Assisting hospitals and physical rehabilitation centres</b> </p> <p>Iraqi health facilities still benefit from ICRC support. To help disabled people reintegrate into the community, the ICRC provides limb-fitting and physical rehabilitation services. In March and April: </p> <ul> <li>six hospitals and three primary health-care centres received medical supplies and equipment; </li> <li>25 doctors and 28 nurses successfully took part in a training course on strengthening emergency services given at Al Sadr Teaching Hospital in Najaf and at Sulaimaniya Emergency Hospital; </li> <li>two people from the Ministry of Higher Education and Scientific Research involved in the teaching of prosthetics and orthotics went to the National Centre for Prosthetics and Orthotics in the United Kingdom under ICRC sponsorship for advanced training. </li> </ul> <p><b>Visiting detainees</b> </p> <p>ICRC delegates continued to visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations in confidence with the detaining authorities. In March and April, the ICRC visited detainees held: </p> <ul> <li>in Counter-Terrorism Directorate and Tasfirat Najaf, in Najaf governorate; </li> <li>in Mina and Samawa prisons, Basra governorate; </li> <li>in Counter-Terrorism Directorate, Kirkuk governorate; </li> <li>in US custody, in Remembrance II, Baghdad governorate; </li> <li>in four prisons and one police station in Erbil, Dohuk and Sulaimaniya governorates. </li> </ul> <p>Around 1,550 detainees held in Hilla I &amp; II Correctional Facilities were given mattresses and recreational items such as ping-pong tables, soccer balls and volleyballs. </p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In March, it arranged for six Iraqi families to enter Kuwait and visit their relatives detained there since 1991. In addition, around 10,500 Red Cross messages were exchanged between detainees and their families in Iraq and abroad during the month of March. </p> <p>During March and April, the ICRC responded to more than 3,600 enquiries from families seeking information on detained relatives. It also issued 220 certificates to former detainees making them eligible to receive social welfare benefits. </p> <p>At the request of the office of the United Nations High Commissioner for Refugees, the ICRC issued 73 travel documents for Palestinian refugees in Iraq to enable them to resettle abroad. </p> <p><b>Clarifying what happened to missing people</b> </p> <p>The ICRC supports the authorities in their efforts to clarify what happened to those who went missing in connection with the Iran-Iraq War and the 1990-1991 Gulf War. It also helps train forensic professionals in the identification and management of mortal remains and regularly supplies equipment. In the past two months: </p> <ul> <li>the Technical Sub-Committee of the Tripartite Commission, handling cases of persons missing in connection with the 1990-1991 Gulf War, held its 64th session in Kuwait, which was chaired by the ICRC and attended by representatives from Iraq, Kuwait and the 1990-1991 Coalition (the United States, the United Kingdom, France and Saudi Arabia). Nine samples of human remains were handed over by the Iraqi to the Kuwaiti delegation for DNA analysis in an effort to determine if they belonged to missing Kuwaiti nationals. The sub-committee will hold a special meeting on forensics in Kuwait in May; </li> <li>mortal remains of Iraqi soldiers were repatriated from Kuwait under ICRC auspices. </li> </ul> <p><b>Promoting international humanitarian law</b> </p> <p>In line with its mandate, the ICRC promotes compliance with international humanitarian law and reminds parties to a conflict of their obligation to protect civilians. In March and April, the ICRC organized a series of seminars and presentations on international humanitarian law for various audiences all over Iraq.</p> </div> </div> <hr/> <div class="post clearfix" هناك ثلاثة ملايين أرملة وخمسة ملايين يتيم في العراق، مطالبا الكتل السياسية بتقديم الدعم لهذه الشريحة لمنع انزلاقهم في زوايا مظلمة تتسبب بمشاكل إضافية للعراق . <br/>وأضاف السامرائي في تصريح نشرته وكالة أصوات العراق، على هامش توزيع ديوان الوقف السني هدايا ماليه لارامل ويتامى في جامع أم القرى ببغداد، أن الحروب التي شهدتها البلاد سواء تلك التي خاضها النظام السابق أم الأخيرة التي وقعت في العراق بعد سقوطه ومنها الطائفية خلال السنوات الأربعة الماضية خلفت ثلاثة ملايين أرملة وخمسة ملايين يتيم في البلاد . <br/>وأوضح السامرائي ، أن ديوان الوقف السني أخذ على عاتقه دفع رواتب شهرية لـ 11 ألف أرملة فضلا عن تقديم هدايا مالية شهرية بمبلغ 50 ألف دينار، ودعا المنظمات والهيئات العالمية والعربية الإنسانية للتدخل وإنقاذ شريحة الأرامل في المجتمع العراقي من محذرا من مغبة إهمالهم بنحو ينعكس سلبا على مستقبل البلاد. </p> <h3><strong>صلوات تحرسها فوهات البنادق.. ومخاوف من ازدياد حدة تهجير المسيحيين </strong></h3> <h4><strong>مسيحيو العراق .. &quot;الحلقة الأضعف&quot; في الصراع السياسي والأمني </strong></h4> <p>تتعرض الأقليات في العراق لاسيما المسيحيين منهم إلى عمليات &quot;تهجير قسري&quot; غذتها بشكل كبير الأوضاع الأمنية المتردية والصراعات السياسية.وتشير الأرقام غير الرسمية إلى تراجع عددهم في العراق إلى أكثر من النصف مقارنة بعام 2003. </p> <p>ورفع متظاهرون مسيحيون في مدينة الحمدانية في شمال العراق يافطات كتب عليها &quot;لسنا أقلية؛ إننا جزء من تركيبة الشعب العراقي&quot;، مطالبين الحكومة العراقية بوضع حد للمأساة التي يعيشونها في هذا البلد، وذلك غداة مقتل طالب وجرح أكثر من ثمانين آخرين حينما استهدف هجوم حافلة كانت تقلهم من مدينة الحمدانية ذات الأغلبية المسيحية إلى جامعة الموصل.</p> <p>و لم يكن هذا الحادث الأول من نوعه الذي يستهدف المسيحيين في هذا البلد، بل تعرضوا لعمليات قتل وخطف وتفجيرات استهدفت بعض الكنائس ما أدى إلى موجة نزوح كبيرة داخل البلاد وإلى الخارج. وقد تعرضت ثلاث كنائس في الموصل إلى موجة من التفجيرات، في حين قتل مسلحون العديد من المسيحيين قبل عيد الميلاد الماضي.</p> <p>ويشكل الكلدان غالبية المسيحيين العراقيين يليهم السريان والآشوريون. ويتواجدون في كافة المحافظات تقريباً لكن وجودهم يتركز في العاصمة بغداد، حيث يتواجد أكبر تجمع سكاني لهم، وفي منطقة سهل نينوى قرب الموصل شمال العراق. في حين أنهم يتوزعون على مناطق أخرى. </p> <p>التناقص المضطرد</p> <p>وتتضارب الأرقام بشأن عدد المسيحيين الذين كانوا يعشون في العراق قبل سقوط نظام صدام. ويقول كامل زومايا عضو المجلس الشعبي الكلداني ـ الآشوري &quot;أن النظام الشمولي الذي كان في عهد صدام حسين لم يكن يسمح بإبراز حجم الأقليات في البلاد و لم يكن يعترف إلا بالقومية العربية وهو الأمر الذي أدى إلى محاولة تعريب السِنَة كل القوميات&quot;. وتقدر الأرقام غير الرسمية أن عدد المسيحيين في العراق تجاوز 1.3 مليون في نهاية التسعينيات من القرن الماضي ليبدأ هذا الرقم في التقلص إذ وصل حسب كمال زومايا إلى 550 ألف في الوقت الحالي بعد أن لجأ الآلاف منهم إلى دول مجاورة هربا من التهديدات الأمنية التي طالتهم.</p> <p>و يقول وليم وردة، رئيس منظمة حمورابي للدفاع عن الأقليات في العراق أن نصف المسيحيين العراقيين خرجوا من البلاد فيما تعرض الآخرون إلى عمليات تهجير داخلية بعد أن تعرضت أرواحهم و مصالحهم للخطر. و يضيف أن منظمته &quot;سجلت خلال السنوات الماضية مقتل أكثر من 800 شخص بالإضافة إلى اختطاف المئات منهم فضلا عن الضغوط التي مورست عليهم من طرف جماعات إسلامية متشددة لتغيير دينهم&quot;. </p> <p>وخلال الشهرين الماضيين فقط غادرت مئات العائلات المسيحية الموصل باتجاه المناطق المجاورة في أعقاب تضاعف الهجمات التي ترتكبها مجموعات مسلحة ضدهم. و كان مكتب الأمم المتحدة لتنسيق شؤون الإغاثة أكد أن &quot;ما مجموعه 720 عائلة مسيحية، أو أكثر من 4300 شخص، غادروا الموصل خلال شهر مارس/ آذار باتجاه مناطق الحمدانية وتلكيف المجاورة &quot; بحثا عن حياة آمنة.</p> <p>ووثقت منظمة حمورابي في تقريرها الأخير &quot;الحملات الإرهابية المختلفة ضد الكنائس والأديرة المسيحية في العراق&quot; حيث يظهر ملحق تفاصيل عن هجمات وقعت على أكثر من 51 كنيسة ودير تعرضت إلى اعتداءات مختلفة من قبل مسلحين أو هجمات بسيارات مفخخة أو عن طريق عبوات ناسفة. كما يشمل التقرير على ملاحق أخرى تتضمن انتهاكات مختلفة تتضمن حالات القتل والاختطاف التي طالت رجال الدين المسيحي.</p> <p>تعددت الأسباب والاضطهاد واحد </p> <p>وفيما تتعد الأسباب التي تقف وراء عمليات القتل و التهجير التي تطال المسيحيين في العراق تحاول كل الإطراف إلقاء اللائمة على الطرف الآخر. ويشير كامل زومايا بأصبع الاتهام إلى الجماعات الإسلامية المتشددة بالإضافة إلى الصراعات السياسية في منطقة شمال العراق وسط فشل الحكومة في بسط الأمن هناك. ويقول &quot; إن هناك حملة مبرمجة لتفريغ العراق من المسيحيين خاصة في المناطق الشمالية&quot;. ويضيف أن عملية التهجير لم تأتي فقط نتيجة الفراغ والتردي الأمني، بل جاءت نتيجة &quot;خطة مدروسة من بعض الجهات&quot;، مؤكدا أن هذه العملية بدأت بشكل منظم منذ عام 2004 بعد أن شملت عمليات التهجير منطقة البصرة وتلتها بغداد وصولا إلى محافظة نينوى فمدينة الموصل.</p> <p>و كان تقرير منظمة العفو الدولية الصادر في تشرين الثاني الماضي أكد أن &quot;الأقليات خصوصا المسيحيين في شمال العراق ضحايا جانبيين للنزاع بين العرب والأكراد على الأراضي المتنازع عليها وللمتطرفين السنة أيضا&quot;. و تقول منظمة حمورابي إن عدد المسيحيين في بغداد أصبح لا يتجاور حاليا 200 ألف بعدما كان عددهم يقارب المليون في نهاية التسعينيات. ويقول رئيس المنظمة وليم وردة &quot; إن الأقليات في العراق هي الحلقة الأضعف في المشهد العراقي، فهم لا يملكون مليشيات ولا أسلحة مما جعلهم يتعرضون إلى عمليات الاضطهاد والقتل&quot;، مضيفا أن &quot;الفراغ الأمني هيئ الأرضية الخصبة لتنفيذ بعض الأجندة سواء بدوافع إجرامية أو بدوافع سياسية بحتة&quot;. </p> <p>وفي وقت سابق نفى الحزب الديمقراطي الكردستاني، الاتهامات الموجهة ضد الأكراد وقوات البشمركة من قبل أطراف عربية داخل الموصل بالوقوف وراء استهداف المسيحيين هناك. وقال غازي فرمان، المسؤول في الحزب &quot; هذا الاتهام باطل، فالذين يتعرضون للقمع في الموصل من المواطنين المسيحيين يضطرون إلى اللجوء إلى إقليم كردستان أو سهل نينوى وهذا طبعا تحت سيطرة قوات البشمركة، فإذا كانت الأحزاب الكردية تقف وراء هذه الاغتيالات والأعمال الشنيعة ضد المسيحيين فلماذا يختار هؤلاء الإقليم أو سهل نينوى ملاذا آمنا لهم؟ &quot;. ووجه الحزب بدوره الاتهام لتنظيم القاعدة والبعثيين ومن وصفها بـ&quot;العصابات المروجة لهذه الشائعات ضد ألأكراد&quot;. </p> <p>حضور ضعيف على المستوى السياسي</p> <p>ومع استمرار عمليات القتل والتهجير التي تطال المسيحيين في العراق، ناشدت عدت منظمات عراقية ودولية المجتمع الدولي التدخل لوضح حد لكل هذه التجاوزات. و طالبت منظمة هيومن رايتس وتش السلطات العراقية بالتحرك فورا من أجل وقف حملة العنف ضد المسيحيين والعمل بشكل خاص على محاسبة المسؤولين عن هذه الأعمال. </p> <p>وأكد عضو المجلس كامل زومايا أن التواجد المسيحي في الحياة السياسية العراقية مازال ضعيفا جدا. فقد تم تخصيص خمسة مقاعد &quot;كوتا&quot; لهم في البرلمان من مجموع 325 مقعداً في قانون الانتخابات الذي أقر مؤخراً، وهي نسبة يصفها زومايا بأنها &quot; أقل من استحقاقهم العددي والنوعي، إلا أنها ـ في رأيه ـ تبقى حالة متطورة مقارنة بعام 2008&quot;، حيث جرى تقليل حصة تمثيلهم في قانون مجالس المحافظات، في عملية أثارت جدلاً كبيراً في البرلمان والأوساط السياسية.</p> <p>من ناحية أخرى انتقدت منظمة حمورابي لحقوق الإنسان في العراق &quot;عدم إتاحة الفرص اللازمة للمسيحيين بما يتناسب مع إمكانياتهم وكفاءاتهم بل وعددهم في عملية التعيينات التي طالما تخضع للمحاصصة بين الكتل السياسية الكبيرة، وانطوت على اعتبارات قومية وطائفية، فكانت الأقليات على العموم والمسيحيين بوجه الخصوص اعتقاده بأن التيار الصدري تراجع عن موقفه المعارض لترشيح المالكي. <br/>وقال عضو الإئتلاف عبد الهادي الحساني بشأن تحديد آلية اختيار مرشح رئيس الوزارء في الحكومة المقبلة، انه إما أن تتم بترشيح شخص من كلا الطرفين&quot;دولة القانون والوطني العراقي&quot; ويتم التوافق على أحدهما، أو يصار إلى عملية موافقة 80 بالمائة من الكتلتين على مرشح معين. <br/>وقلل الحساني من شأن عدم دعوة &quot;دولة القانون&quot; لحضور علي الموسوي المستشار الاعلامي لرئيس الوزراء نوري المالكي ان لقاء مرتقبا سيجمع المالكي واياد علاوي ربما يسفر عن التقارب في وجهات النظر بين القائمتين. <br/>واوضح الموسوي ان اللقاء سيبحث مسالة تشكيل الحكومة في اطار الاتفاقات الاخرى وسياقها بين الكتل الفائزة. <br/>مبينا ان مثل هذا التقارب ستحدده طبيعة المفاوضات بين الطرفين وتطورات الوضع السياسي في البلاد. <br/>الى ذلك أكد كل من رئيس الوزراء نوري المالكي ونائب رئيس الجمهورية عادل عبدالمهدي عقب لقاء جمعهما قبل يومين على اهمية تحريك العملية السياسية بما يسرّع في انهاء ملف الانتخابات تمهيداً لانعقاد مجلس النواب الجديد، والاسراع بتشكيل الحكومة والمنضوية في الائتلاف الوطني العراقي عدم وجود أي خطوط حمر على أي مرشح لرئاسة الوزراء يتقدم به الائتلاف الوطني أو دولة القانون بمن فيهم رئيس الحكومة المنتهية ولايته نوري المالكي. <br/>وقال الأمين العام العليا المستقلة للانتخابات فرج الحيدري انه من المستحيل اعادة عملية الانتخابات البرلمانية . <br/>وقال الحيدري في تصريح نشرته وكالة انباء الاعلام العراقي ان اعادة الانتخابات يجب ان يكون لها مسوغ رسمي ولايمكن ان تجري الانتخابات افضل من التي جرت. <br/>واضاف ان عملية اعادة الانتخابات من جديد ستتخذ جوانب سلبية وانها ستكون مكلفة ماليا، مشيرا الى ان العراقيين قاموا بتحدي كبير للارهاب في السابع من اذار السامرائي : الشارع العراقي متخوف من عودة الاغتيالات </strong></p> <p>أكدت عضوة التوافق العراقي أزهار السامرائي إن الشارع العراقي أصبح متخوفا من عودة عمليات الاغتيالات التي شهدها خلال عامي 2006 و2007 والتي بدأت تنتشر في الآونة الأخيرة. <br/>وقالت السامرائي في تصريح نشر في موقع الحزب الإسلامي ان عودة الاغتيالات لها تأثيرات سلبية على الجانب الإنساني والاقتصادي والاجتماعي والأمني، كما ان لها تأثيرات سلبية على الجانب الاجتماعي لأن التواصل بين المجتمع سوف ينكمش، مشيرة الى ان الوضع الأمني ما زال دون المستوى المطلوب وعلى الأجهزة الأمنية أن تكون أكثر حذراً ودقة في حماية أرواح المواطنين. </p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><strong>خطة سورية بدعم كويتي لسحب مياه من نهر دجلة </strong></p> <p>حذرت وزارة الموارد المائية من خطة أعلنت عنها سوريا بإقامة مشروع بدعم كويتي لإرواء نحو 200 ألف هكتار من أراضيها عبر سحب مياه من نهر دجلة لمسافات طويلة داخل الأراضي السورية ، معتبرة أن هذا الأمر يعد التفافا على الاتفاقات الدولية للمياه . <br/>وقال مدير قسم المياه في وزارة الموارد المائية عوني ذياب نقلته السومرية نيوز ، إن ما تخطط له سوريا عبر تحويل جزء من نهر دجلة إلى عمق أراضيها يعد التفافاً على الاتفاقات الدولية للمياه ، مطالبا الحكومة بأن تأخذ هذا الموضوع على محمل الجد . <br/>وحذر ذياب ، من أن قيام سوريا بسحب مياه نهر دجلة وبكميات كبيرة سيكون له تأثير سلبي على حصة العراق من مياه نهر دجلة ، مؤكداً أن دول المنبع تتناسى دائما احتياجات دول المصب ولهذا يرون عدم اهتمام هذه الدول باحتياجات العراق .</p> <p><b>مدير عام التخطيط في الكهرباء: العام الحالي سيشهد دخول 13 محطة ثانوية للخدمة</b></p> <p>قال المدير العام لدائرة التخطيط بوزارة الكهرباء قصي عبد الستار إن 13 محطة كهربائية ثانوية ستدخل الى الخدمة خلال العام الحالي، مبينا ان الوزارة وضعت خطة لدخول عدد كبير من المحطات للخدمة خلال الأعوام الثلاث المقبلة. <br/>ونقل بيان للوزارة عبد الستار قوله، إن &quot;خطة شبكات النقل شملت بناء وتأهيل خطوط 132 و400 كي. في، وكذلك المحطات الثانوية بهدف معالجة الاختناقات الناتجة عن إضافة وحدات توليدية جديدة&quot;. <br/>وأضاف عبد الستار إن الوزارة &quot;وضعت خطتها المركزية لإعادة بناء وتطوير البنى التحتية لمنظومة الطاقة الكهربائية والمتمثلة بقطاعات الإنتاج والنقل والتوزيع&quot;. <br/>مشيرا إلى إنه &quot;من المؤمل إن تدخل المحطات الثانوية 400 كي .في 132 كي. في، خلال هذا العام </font></span></strong></p> <p><strong>العثور على جثة صبي كان قد اختطف قبل ايام في مدينة السليمانية</strong>&#160;</p> <p>سليمانيه&#8230;.عثرت الشرطة الحكومية على جثة صبي في الـ 16 من عمره في مدينة السليمانية بعد تعرضه لإطلاق نار في رأسه فجر (الاحد)&#160; وذكر مصدر حكومي <br/>&quot; إن شرطة طوارئ مدينة السليمانية عثرت على &quot;محمد ابن الشيخ طاهر شيخ عبد القادر جويسة&quot; البالغ من العمر 16 طالب في المرحلة الإعدادية في مدرسة صلاح الدين وكان قد اختطف قبل عشرة أيام من قبل مجهولين من أمام مدرسته&quot;.</p> <h3>جانب من الأحداث الأمنية والعمليات العسكرية حتى مساء اليوم الأحد</h3> <p>شهدت بغداد وبعض المحافظات العراقية اليوم الأحد أحداثا أمنية عديدة راح ضحيتها عدد من الشهداء والجرحى، كما شهدت عدة عمليات عسكرية شنتها القوات الأمنية العراقية مستهدفة أوكار الإرهابيين والخارجين عن القانون ومخازن الاعتدة والذخائر والعبوات الناسفة في مناطق متفرقة من البلاد . </p> <p>ففي بغداد انفجرت قبل قليل عبوة لاصقة كانت موضوعة داخل سيارة مدنية نوع (كيا) صالون في تقاطع الرواد بمنطقة المنصور غرب العاصمة بغداد. وذكر مصدر امني ان &quot;انفجار العبوة اسفر عن استشهاد مواطن واصابة اخر بجروح بليغة ، تم نقله الى مستشفى اليرموك لتلقي العلاج. واضاف المصدر ان &quot;القوات الامنية المتواجدة في المنطقة فرضت طوقا امنيا حول مكان الحادث ونفذت عملية تفتيش للسيارات والاشخاص بهدف البيحث عن متورطين بالحادث بعد ورود معلومات عن نزول احد الاشخاص من السيارة قبل الحادث بقليل &quot;. </p> <p>كما عثرت القوات الامنية على ثلاث جثث مجهولة الهوية ملقاة على ضفاف نهر دجلة قرب جسر الجمهورية وسط العاصمة بغداد .وذكر مصدر امني ان الجثث التى عثر عليها بعد ورود معلومات من احد المواطنين افادت بوجودها في المنطقة المذكورة ، وجد عليها اثار اطلاقات نارية في مناطق متفرقة من الجسم . </p> <p>وفي محافظة بابل استشهد احد المواطنين اليوم على يد مسلحين مجهولين في منطقة جرف الصخر شمال بابل. </p> <p>وذكرمصدر امني ان مسلحين مجهولين اطلقوا نار اسلحتهم على احد المواطنين وهو امام منزله في المنطقة المذكورة ما ادى الى استشهاده في الحال . مبينا ان المسلحين لاذوا بالفرار الى جهة غير معلومة. ويذكر ان دورية تابعة للجيش العراقي عثرت اليوم على جثة مجهولة الهوية كانت ملقاة على جانب الطريق في ناحية اجبلة شمال بابل كان عليها اثار اطلاقات نارية في منطقة الراس وتم نقلها الى مستشفى الطب العدلى فى المحافظة. </p> <p>وفي صلاح الدين جرح مساء اليوم 4 من افراد الصحوة على اثر انفجار عبوة لاصقة على دوريتهم في ناحية الضلوعية في مدينة تكريت . وذكر مصدر امني ان الحادث استهدف دورية لافراد الصحوة عند مدخل ناحية الضلوعية.مشيراً الى ان القوات الامنية وعلى الفور الى فرض طوق امني وشرعت بحملة تفتيش ومداهمات والقت القبض على احد المشتبه بهم. مؤكداً ان هذه السيارة متوقفة على الطريق.لافتا الى ان المشتبه به تبين انه كان يقوم بمساعدة المسلحين من خلال شراء الاسلحة لهم . ويذكر ان عبوة ناسفة كانت موضوعة امام منزل احد عناصر الشرطة شرق مدينة تكريت وضعها مسلحون مجهولون امس امام منزل محمد سكران مصطفى ويعمل سائقا لمدير ناحية سليمان بيك في القضاء المذكور اسفر انفجارها عن استشهاده ووالدته فضلا عن الحاق اضرار مادية بالمنازل القريبة من مكان الحادث. وفي سياق متصل قتل مساء اليوم 6 من الارهابيين على اثر اشتباكات مع القوات الامنية في ناحية العلم شمال تكريت . وذكر مصدر امني ان مداهمات قامت بها القوات الامنية لعدد من القرى القريبة والتابعة لناحية العلم بحثاً عن المطلوبين اشتبكت القوة المداهمة مع المسلحين اسفرت عن مقتل 6 منهم واصابة احد افراد القوة بجروح مختلفة تم على اثرها نقله الى المسستشفى القريب لتلقي العلاج .ومن جانبها اتخذت القوات الامنية أجراءات أمنية مشددة لغرض القاء القبض على مسلحين اخرين. الى ذلك عثرت دورية في الشرطة العراقية على 4 جثث شرق قضاء سامراء (60 ) كم جنوب غرب مدينة تكريت مركز محافظة صلاح الدين . وذكر مصدر امني ان معلومات استخباراتية ادلى بها احد المواطنين قادت الى مكان الجثث مدفونة باحد المزارع في القضاء المذكور ، مشيرا الى ان الجثث بدت متفسخة مما يدل على مرور فترة زمنية طويلة على دفنها &quot;. واشار المصدر الى ان &quot;الجثث سلمت الى دائرة الطب العدلي للتعرف عليها وتسليمها الى ذويها&quot;. </p> <p>وفي محافظة كركوك عثرت القوات الامنية مساء اليوم على مخبأ للاسلحة يضم انواع عديدة خفيفة ومتوسطة في قضاء داقوق جنوب كركوك . وذكر مصدر امني ان عملية العثور تمت على اثر ابلاغ قدمه احد المزارعين عن وجود المخبأ في احد القرى القريبة من منزله . مبينا انه كان يحتوي على عدد 130 بندقية واكثر من 200 قنبرة هاون وعدد من المواد المتفجرة والاحزمة الناسفة.ومن جانبها استدعت القوات الامنية فريق هندسي للاشراف على نقل هذه الاسلحة الى مكان امن. </p> <p>اما في الانبار استشهد احد المدنيين اثر انفجار عبوة ناسفة في قضاء عانه غرب الانبار. وذكر مصدر في شرطة الانبار ان عبوة ناسفة كانت موضوعة بالقرب من فرن للصمون انفجرت ما اسفر عن استشهاد احد العاملين فيه .مبينا ان العبوة تسببت ايضا في الحاق اضرار مادية في بعض المحال التجارية القريبة من الانفجار فيما اغلقت القوات الامنية كافة الطرق المؤدية الى مكان الحادث خوفاً من وجود عبوات اخرى موضوعة في مكان اخر. وعلى صعيد ذي صلة انفجرت عبوة ناسفة اليوم مستهدفة خط الضغط العالي الناقل للكهرباء بين بيجي وابو غريب في ناحية الكرمة شرق الفلوجة بمحافظة الانبار. وذكر مصدر امني ان الانفجار اسفر عن سقوط عدد من الابراج الناقلة للكهرباء ما ادى الى انقطاع التيار الكهربائي ، مشيرا الى ان القوات الامنية فرضت طوقا امنيا وشرعت بحملة دهم وتفتيش في المناطق المجاورة بحثا عن المنفذين. </p> <p>وفي محافظة ديالى انفجرت عبوة ناسفة اليوم مستهدفة خط الضغط العالي الناقل للكهرباء بين بيجي وابو غريب في ناحية الكرمة شرق الفلوجة بمحافظة الانبار. وذكر مصدر امني ان الانفجار اسفر عن سقوط عدد من الابراج الناقلة للكهرباء ما ادى الى انقطاع التيار الكهربائي، مشيرا الى ان القوات الامنية فرضت طوقا امنيا وشرعت بحملة دهم وتفتيش في المناطق المجاورة بحثا عن المنفذين. كما تمكنت اليوم الأجهزة الامنية من القاء القبض على عدد من المطلوبين لارتكابهم جرائم جنائية وارهابية في مدينة بعقوبة مركز محافظة ديالى. وقال مدير اعلام قيادة شرطة ديالى الرائد غالب عطية ان دورية تابعة لقوات الشرطة تمكنت من القاء القبض على خمسة مطلوبين في مناطق متفرقة من مدينة بعقوبة،مبينا ان قوات الشرطة تمكنت اليوم من تفكيك عبوة ناسفة كانت مزروعة جنوب ناحية بهرز وضعت على جانب الشارع الرئيس الذي تمر من خلاله دوريات الشرطة والجيش العراقي. افاد مصدر امني في محافظة ديالى ان الاجهزة الامنية في المحافظة حصلت على معلومات استخبارية تؤكد دخول افراد من تنظيم القاعدة الار هابي الى مدينة بعقوبة بهدف القيام باعمال تفجير وعنف لاخافة المواطنين . واضاف المصدر في تصريح انه &quot;تم تزويد السيطرات في المدينة باسماء المطلوبين وارقام السيارات التي سيستخدمونها في دخول المدينة ، مشيرا الى ان القوات الامنية اتخذت تدابير امنية مشددة من اجل القبض على المطلوبين في مداخل ومخارج المدينة ومنعهم من تنفيذ مخططاتهم الاجرامية &quot; </p> <p>اما في نينوى افاد مصدر امني في محافظة نينوى ان مسلحين مجهولين هاجموا نقطة تفتيش تابعة للفرقة الثالثة في الجيش العراقي في منطقة حي النهروان غرب مدينة الموصل . واضاف المصدر ان المسلحين فتحوا النار من اسلحة رشاشة باتجاه نقطة التفتيش ما ادى الى استشهاد احد افراد النقطة متأثرا بجراحه ، مشيرا ان الاجهزة الامنية قامت بفرض طوق امني على مكان الحادث بحثا عن منفذي الهجوم . ومن جانب اخر افاد المصدر ذاته ان دورية تابعة للفرقة الثانية في الجيش العراقي عثرت على عبوة ناسفة كانت مزروعة على الطريق السريع المؤدي الى ناحية حمام العليل 40 كم جنوب مدينة الموصل، مشيرا الى ان الدورية تمكنت من تفجير العبوة عن بعد بعد اغلاق الطرق المؤدية الى مكانها دون وقوع اي اضرار تذكر . الى ذلك القت الاجهزة الامنية في محافظة نينوى القبض على 7 مطلوبين قضائيا صادرة بحقهم مذكرات توقيف من المحاكم القضائية في الموصل. وذكر مصدر امني &quot;ان الدوريات التابعة للاجهزة الامنية تمكنت من القاء القبض على المطلوبين و كان بحوزتهم اسلحة في الجيش العراقي اليوم في هجوم مسلح شنة مسلحون ارهابيون مجهولون على دورية تابعة للجيش العراقي في منطقة حي المصارف شمال مدينة الموصل مركز محافظة نينوى . وذكر مصدر امني ان مسلحين مجهولين قاموا بفتح نار اسلحتهم على دورية تابعة للجيش العراقي فى المنطقة المذكورة مما تسبب في استشهاد ضابط برتبة ملازم اول . مضيفا ان الدورية تمكنت من قتل احد الارهابيين . وبين المصدر ان الاجهزة الامنية قامت على اثر ذلك بتطويق مكان الحادث بحثنا عن المنفذين الباقين. </p> <p>وفي محافظة كربلاء قال مدير الشؤون الداخلية والامن في محافظة كربلاء العقيد سجاد حسن، ان الاجهزة الامنية في مديريته القت القبض على متهم ينتحل صفة عنصر امني في المديرية لقيامه بعمليات نصب واحتيال ، والقاء القبض ايضا على متهم يقوم بتعقيب معاملات الجوازات مقابل مبلغ 300 دولار . واضاف حسن ، ان &quot;الاجهزة الامنية في مديريته تمكنت من القاء القبض على متهم يقوم بالنصب والاحتيال على المواطنين واخذ مبالغ مادية وذلك مقابل تعيينهم على ملاك الشؤون الداخلية بالاضافة الى انتحاله صفة منتسب في المديرية &quot;. واشار الى ان المتهم قام بتقاضي مبلغ من المال قدره مليون وتسعون الف دينار من احدى المواطنين لغرض التعيين ، لافتا الى ان المواطن قدم شكوى ضده مما استدعى المديرية الى القيام بجمع المعلومات الكافية عن المتهم وتم القبض عليه واحالته الى الى التحقيق&quot; . وفي السياق ذاته كشف حسن عن استمرار المفارز التابعة للمديرية في متابعة معقبي الجوزات الذي يحاولون ابتزاز المواطنين واستلام مبالغ مالية منهم مقابل اكمال معاملاتهم . مشيرا الى انه تم القبض على متهم يقوم بهذه العملية بعد ان تم استدراجه واعطائه مبلغ 300 دولار لاكمال معاملة جواز لاحد النساء حيث تمت مداهمة المتهم وعثر على المبلغ والمعاملة وتم القبض على المتهم حيث افاد انه يقوم بتعقيب المعاملات بصورة غير قانونية وبالتعاون مع احد الاشخاص حيث تمت احالة المتهم الى القضاء . وحذر مدير شؤون الداخلية والامن في كربلاء كافة المواطنين من هذه المسالة كونها تؤثر سلبا على اداء الاجهزة الحكومية وتساهم في تفشي ظاهرة الرشوة كون المعقبين يقومون بالضغط على الموظف واخذ حق غيره بشتى الطرق داعيا الى ضرورة قيام المواطنين بالابلاغ عن أي حالة مشابهة او أي عملية ابتزاز من قبل المواطنين او align="right">أعلن مدير الصحة العامة في وزارة الصحة إحسان جعفر ان حالتي وفاة سجلتا في الموصل قبل يومين اضافة الى أربع إصابات أخرى ثبت أنها ناتجة عن مرض الحمى النزفية. وقال أن سبب انتشار المرض هو تناول الواحدة&quot;. وأشار إلى أن تغذية الخزانات على نهر دجلة في مستوى معقول في الوقت الحاضر، غير أن الخزانات الثلاثة الكبرى التي تتغذى من الفرات، وهي خزان حديثة وسد الموصل وبحيرة الحبانية تعاني من نقص شديد في المياه.</p> <p>وقد قررت الحكومة في عام 2009 تخفيض المساحة المزروعة بالأرز، والتي تعتمد كلها على المياه من نهر الفرات، بسبب نقص المياه وارتفاع مستويات ملوحة التربة. وعلق عبد الله على ذلك بقوله: القطاع الزراعي</strong></p> <p>وتعد معظم الأراضي العراقية، حوالي 78 بالمائة، غير قابلة للاستخدام الزراعي. كما أن ما يقرب من 9.5 مليون هكتار من الأراضي الهامشية المتبقية تستخدم للرعي الموسمي للماعز percent of its wheat and rice requirements in 2010, according to Hussein Ghazy, a spokesman of the state-owned Grains Company affiliated to the Trade Ministry. </p> <p>Trade Ministry figures show Iraq imported 3.55 million tons of wheat and 1.17 million tons of rice last year &#8211; up from 2.54 million and 610,000 tons respectively in 2008. </p> <p>Rising imports are being triggered by the <a href="https://web.archive.org/web/20120514054136/http://www.irinnews.org/Report.aspx?ReportId=85925" class="external" target="_blank">low water levels in the Euphrates and the Tigris</a>, which is causing reduced production, said Aoun Thiab Abdullah, a senior official in the Water Resources Ministry. He warned Iraq could face another difficult agricultural season this summer. </p> <p>“The amount of water we receive from the Euphrates at the border with Syria is still low at about 250 cubic metres per second… As for the Tigris, we have seen a 50 percent drop in the flow rate from 1,680 cubic metres per second [in and prior to April 2003] to 836 cubic metres per second. He noted that reservoirs fed by the Tigris were at a reasonable level at present. </p> <p>However, the three biggest reservoirs fed by the Euphrates &#8211; Haditha Reservoir, Mosul Dam and Habaniyah Lake &#8211; have severe water shortages, he said. </p> <p>Because of water shortages and high levels of soil salinity, the government decided in 2009 to halve the area planted with rice, all of which is dependent on water from the Euphrates. </p> <p>“This situation worries us, especially as the summer season is coming and it could even affect the beginning of the next winter season, when the first irrigation [in October and November] is needed,” Abdullah said. </p> <h3>Weak agricultural sector </h3> <p>Most of Iraq &#8211; 78 percent &#8211; is not viable for agricultural use. Almost half of the remaining 9.5 million hectares is marginal land used mainly for seasonal grazing of goats and sheep, according to a <a href="https://web.archive.org/web/20120514054136/http://www.nationalaglawcenter.org/assets/crs/RL32093.pdf" class="external" target="_blank">June 2004 report for the US Congress</a>. Agricultural output accounts for only about 4 percent of gross domestic product. </p> <p>Agriculture has been paralysed by decades of war and insecurity, underinvestment, and the unchecked cutting down of trees for firewood, which had worsened salinity and desertification. According to the Agriculture Ministry, salinity affects at least 40 percent of agricultural land, mainly in central and southern Iraq, while 40-50 percent of what was productive land in the 1970s has been affected by <a href="https://web.archive.org/web/20120514054136/http://www.irinnews.org/Report.aspx?ReportId=84142" class="external" target="_blank">desertification</a>. </p> <p>A Food and Agriculture Organization (FAO) <a href="https://web.archive.org/web/20120514054136/http://www.faoiraq.org/images/word/Agriculture%20Overview%20Feb09.pdf" class="external" target="_blank">report</a> estimated that “one third of the Iraqi population resides in rural areas and depends upon agriculture for their livelihoods. However, this segment of the population suffers disproportionately from poverty and food insecurity as 69 percent of all Iraqis living in extreme poverty and food insecurity reside in rural areas.” </p> <p>FAO noted that Iraqi wheat farmers saw a 55 percent reduction in production during 2008 due to severe drought conditions, and dependence on imports is estimated to have risen in 2008 to 74 percent for wheat and 69 percent for all cereals. </p> <p>A joint report by FAO and the Inter-Agency Information and Analysis Unit (supported by major UN agencies and offices in Iraq) entitled <a href="https://web.archive.org/web/20120514054136/http://www.fao.org/fileadmin/user_upload/ISFP/Iraq_Food_Prices-Final.pdf" class="external" target="_blank">Iraq Food Prices Analysis</a>, said food prices in Iraq had risen at a steeper rate than global food prices, largely because of an 800 percent rise in domestic fuel and electricity prices in 2004-2008. </p> <p>According to Mahdi Al-Qaisi, undersecretary in the Agriculture Ministry, Iraq produced 117,000 tons of rice and 1.281 million tons of wheat in the 2008-09 season.
