Victorian Coalition Government believes it is important that Victorian consumers and businesses understand their rights and obligations. Through <a href="https://web.archive.org/web/20130409092208/http://www.consumer.vic.gov.au/" target="_blank">Consumer Affairs Victoria</a>, the Government provides information to provide confidence and encourage responsible business practices.</p> <p>Consumers and businesses are supported via online and printed information, as well as phone and face-to-face services throughout Victoria. The Government also provides compliance assistance to businesses, helping them understand relevant laws to avoid inadvertent breaches.</p> <p>Where disputes between consumers and businesses arise, the Coalition Government provides a free conciliation service through Consumer Affairs Victoria. Since coming to office, the Coalition Government has taken steps to improve this service and to ensure that simple matters or multiple complaints of a similar nature can be resolved quickly.</p> <p>The Consumer Affairs portfolio also includes liquor licensing. There are over 19,000 licensed venues in Victoria as diverse as boutique wineries, restaurants, laneway bars and country pubs. The hospitality sector contributes strongly to the state’s social and economic fabric by supporting tourism, the arts, live music and employment opportunities for thousands of Victorians. The Coalition Government supports this vital sector by reducing red tape, assisting licensees and staff to serve liquor responsibly, and providing incentives for licensees to do the right thing.</p> <p>While many adults consume liquor responsibly, the Coalition Government recognises that it is important to protect the community from the irresponsible actions of a minority of individuals. The Coalition Government has therefore taken a number of actions to reduce and prevent alcohol-related harm.</p> <h2>Achievements and policies implemented</h2> <h2>Consumer Affairs</h2> <ul> <li>Delivered new dispute resolution services, including a new frontline resolution service to resolve simple disputes and expanded onsite conciliation for complex building disputes. <br/><br/></li> <li>$2.4 million to support vulnerable and disadvantaged consumers and tenants through the Specialist Tenancy and Consumer Service. <br/><br/></li> <li>Introduced new services for small business, launching a dedicated small business hotline, dispute resolution and website section to help small businesses know their rights and responsibilities. <br/><br/></li> <li>Launched improved information materials for retirement villages and their residents and worked with industry and resident groups to develop seven good-practice protocols on contentious issues within villages. <br/><br/></li> <li>Worked with other states to stamp out the criminal activity of travelling con men, which resulted in numerous individuals being prosecuted and/or deported. <br/><br/></li> <li>Saved community organisations over $6 million per year with new laws that reduced red tape. <br/><br/></li> <li>Provided information to more than a million Victorians through the web and social media.  <br/><br/></li> <li>Cracked down on unlicensed motor car traders, using a new hotline to help identify suspects. <br/><br/></li> <li>Cross-border co-operation between Victoria, New South Wales and Tasmania to stop travelling conmen from taking advantage of vulnerable consumers. <br/><br/></li> <li>Introduced tough new consumer protections to support the abolition of the fire services levy, including penalties of up to $10 million for a body corporate and $500,000 for an individual, against price exploitation, false representation and misleading and deceptive conduct.</li> </ul> <h2>Liquor Licensing</h2> <ul> <li>Created the Victorian Commission for Gambling and Liquor Regulation, an independent statutory authority responsible for the regulation of Victoria’s liquor and gambling industries. The services it provides include liquor and gaming licensing, compliance and education. <br/><br/></li> <li>Established the Live Music Roundtable, which brings together key representatives from the live music industry, licensed venues, Victoria Police, state and local governments and other relevant experts to tackle issues facing the live music industry. <br/><br/></li> <li>Introduced a five-star rating system and a demerit points system to provide licensees with stronger incentives to comply with liquor laws. <br/><br/></li> <li>Created a new Wine and Beer Producer’s licence to replace the previous vigneron’s licence, which had become outdated and inflexible. <br/><br/></li> <li>Introduced a number of public order initiatives, including a new power allowing licensees, permittees, responsible persons and members of the police force to issue orders to bar problem patrons from licensed premises, and a number of other new offences and penalties.  <br/><br/></li> <li>Legislated prohibiting the supply of liquor to minors in a private home without the consent of their parent, guardian or adult spouse. <br/><br/></li> <li>Added the importance of live music to the objects of the Liquor Control Reform Act 1998, so that it is factored into decisions made under the Act.  <br/><br/></li> <li>Undertook an audit of large, late-night trading venues to ensure that licence and security conditions appropriately protect patron and community safety.  <br/><br/></li> <li>Halved liquor licence fees for over 11,000 lower risk clubs and small businesses.</li> </ul>
