Bosnia failed to meet a November 2011 deadline set by the European Court of Human Rights to reform its discriminatory constitution, which precludes Roma and Jews from running for high office.  Roma are marginalized and subject to widespread discrimination. More than fifteen years after being indicted for the 1995 Srebrenica genocide, Bosnian Serb wartime commander Ratko Mladic finally faced trial in The Hague.
