unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20130128225400/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130128225400/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130128225400/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130128225400/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130128225400/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" I have spent the evening going from The City Hall, to Iskan Park, and friends are coming in from the other celebrations at the Castle, and the outlying suburbs and districts. This year there are many Arabs on the streets celebrating with us. Qhataffi</strong> have launched partially successful offensives against the "liberated" areas, with some success is not surprising. The failure to kill or capture him in the earliest days of the uprising means that he and his forces’ commanders have had enough time to regroup, reorganise, and mount a determined resistance to being overthrown. Libya is probably in for a relatively lengthy civil war. </p> <p>So far the greatest threat to the revolution seems to have come from airborne regime offensives against two cities south of Benghazi:</p> <ul> <li><strong>Port Brega</strong> – which government troops briefly took control of. </li> <li><strong>Ajdabiya</strong> – the nearby town inland and north-east to Brega, on the main road towards <strong>Benghazi</strong> came under attack from <strong>Port Brega</strong> once government troops had secured their positions. Normally reliable sources say their contactis in <strong>Ajdabiya</strong> confirmed rumours that the town was bombed in tsurprise attack. There are unconfirmed reports of relatively light civilian casualties – less than 20 deaths and an unknown number injured. </li> </ul> <p>Fighting is continuing and appears to be spreading. I am discounting reports sourced only from insurrectionary sources In <strong>Brega </strong>that they completely repelled the government forces as a police commander in <strong>Benghazi</strong> has said that government troops still control the <strong>Port Brega airport</strong>. — If true, and I see no reason to doubt it, they will be able to bring in reinforcements and continue their attacks on <strong>eastern Libyan cities</strong>. <strong>Brega</strong>’s anti-government forces are likely to mobilise their troops to protect their city the only way they can do this is by road the disadvantages to this against troops who dominate the terrain <strong>(see below)</strong> and can call upon air support are obvious.</p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> This attack was possible because anti government forces allowed government forces to consolidate their hold on Sirte and it’s environs. </p> <h2>Rebels Securing Cities Under Their Control:</h2> <p>Contrary to their claims revolutionary troops seem to be preoccupied with securing their cities rather than engaging in any offensive towards <strong>Tripoli</strong> or <strong>Sirte</strong>. The effect of this has been to allow government troops to dominate most if not all of the terrain outside the rebel held cities and to regroup to start their new offensives.</p> <p>The rebel concentration on defending populated areas but not the roads connecting them or the mountainous and desert regions in-between has allowed the <strong>32nd Brigade</strong> under the command of <strong>Khamis al-Qhataffi</strong> to move freely between the rebel held towns and cities. The brigade is attacking rebel forces in after city in the western-most region of Libya. The key towns to the region between Tripoli and the Tunisian border — <strong>Zawiya</strong> and <strong>Zuwara,</strong> are both reported to have come under attack. Rebel forces seem to have been mostly able to repel these attacks. </p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> The fact that rebel forces have been able to repel <strong>32nd Brigade’s</strong> attacks is largely irrelevant. The brigade are well-armed, well-trained, highly disciplined, and fanatically loyal. Their commander’s strategy is to engage rebel forces, protesters, and defected troops in the areas surrounding Tripoli. </p> <p>As almost all these areas have fallen into rebel hands the rebels are: </p> <p><strong>1:</strong> Being forced to defend what and where they hold. </p> <p><strong>2:</strong> Have been forced to stop their attempts to send armed protesters and troops to Tripoli in support of protesters there. </p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> The government is consolidating their grip on Tripoli as protestor and rebels reinforcements from other towns and cities fail to arrive. Reports from normally reliable sources in the capital say thatr protests are contrinuing in the capital, but are now mostly in groups of hundreds. </p> <p style="padding-left: 7em; text-indent: -7em"><strong>Conclusion:</strong> At present the tactics adopted by the <strong>32nd Brigade’s</strong> commander <strong>Khamis al-Qhataffi</strong> are working.
