The programme was established by the Fourth Summit of the COMESA Authority, which was held in Nairobi, Kenya in May 1999. The COMESA Authority of Heads of State and Government endorsed a decision for the establishment of a formal structure for engagement on matters of peace and security and mandated COMESA Ministers of Foreign Affairs to meet at least once a year to discuss modalities for addressing issues of peace and security. The overall objectives of GPS are to foster Peace for economic development in the COMESA region. The programme therefore is intended to initiate activities which create an enabling environment that enhances governance and democratic practices for peace.</p> <span style="font-style: italic;"><b>GPS emphasizes a number of factors and dynamics and as key considerations for its strategy, namely: </b></span> – Peace and security are fundamental pre-requisites for economic development and growth – Issues of peace and security are addressed in order to reinforce COMESA primary objective of strengthening economic integration and development – The establishment of an institutional framework with specific mandate in conflict prevention, conflict management and post conflict reconstruction. – The involvement of various stakeholders including the COMESA Parliamentarians, civil society and private sector organizations in conflict prevention, management and post conflict reconstruction. – Collaboration and Coordination with Member States and the efforts of other sub-regional groupings in order to avoid duplication of efforts and institutional rivalry. – Recognition of the financial and human resource constraints of Member States; – Utilization of existing national institutions by Member States for capacity building in the implementation of programmes – COMESA is recognized as a major building block of the continental peace and security architecture, under the strategic direction of the African Union. – Enough flexibility to align programme to respond to emerging threats. </div> </div> </div> <div class="row bg-color-white shadow-medium"> <div class="col-xs-12 col-sm-6 content-col col-padding col-padding-xs"> <div class="col-padding" data-type="column"> <p class=""><span style="font-style: italic;"><b>COMESA is guided by the principles expressed in Article 6 of the COMESA Treaty. Accountability, economic justice and popular participation in development; 7. The recognition and observance of the rule of law; 8. The promotion and sustenance of a democratic system of governance in each Member State; 9. The maintenance of regional peace and stability through the promotion and strengthening of good neighbourliness; and 10. These intersect with two other ancillary programme areas that address security and democratic governance. The impact of the two largely cross cutting pillars on the different conflict levels highlights the necessary linkages between peace and security and democratic governance. COMESA has curved a niche on economic dimensions of conflict and as far as possible, it works in collaboration and cooperation with the AU and other RECs that with shared membership. The programme has disseminated its SVAs to several Member States which have committed to develop response mechanisms to address vulnerability factors. COMESA has also provided the AU Continental Early Warning System (CEWS) a platform to disseminate the voluntary Conflict Structural Vulnerability and Resilience Assessments (CSVRA) and mitigation strategy, which will enhance synergy with COMWARN SVA process. <strong>Conflict Management: </strong>The successful establishment of a Committee of Elders has augmented the office of the Secretary General with Preventive Peace-making assignments. The Committee has among other things held high level pre-elections assessment missions to support successful elections ahead of at least six elections as well as supported fact-finding missions and preventive diplomacy missions in situations of conflict or crisis. </div> </div> </div> <div class="row bg-color-white shadow-medium"> <div class="col-xs-12 col-sm-6 content-col col-padding col-padding-xs"> <div class="col-padding" data-type="column"> <strong>Democracy and Governance: </strong>The programme has successfully engaged in preventive diplomacy initiatives through pre-election assessment missions that have ensured peaceful election outcomes in Member States The programme has successfully observed over 30 elections in Member States and made recommendations that have improved the holding of subsequent elections in Members States <strong>Transnational Organised Crimes: Anti Money Laundering/ Countering Financing of Terrorism: </strong>As of December 2022, COMESA has trained over 200 Financial Intelligence Unit (FIU) analysts and reached out to over 1,400 officers to improve the reporting rate of suspicious transactions. The organization has also provided support to various FIUs in the form of hardware, software, and analytical tools. COMESA has facilitated the signing of Memorandum of Understanding between different countries and developed a numeric platform to enable easy and timely sharing of information among anti-money laundering stakeholders. The organization has supported the review of AML/CFT laws of Eritrea, Madagascar, Ethiopia, and Seychelles, and developed guidelines for designated non-financial businesses and professions to enhance their understanding and ensure compliance with respective anti-money laundering laws. COMESA has also trained officials from various law enforcement agencies in financial investigations and asset recovery, and conducted capacity needs assessments to identify gaps in various countries. Finally, COMESA has facilitated membership to various FATF style regional bodies and supported countries in attaining Egmont Group membership to enable unlimited information sharing and capacity building opportunities. <strong>Post Conflict Reconstruction and Development: </strong>The program has established 16 Trade Information Desks (TIDs) equipped with IT infrastructure and solar panels at border posts between DRC and its neighboring countries. TID Managers collect data and provide trade information to small-scale traders and stakeholders while being trained to resolve disputes at border areas. Cross-border trade has increased, and relations between border communities have improved as a result. The program has also established formalized networks, such as Joint Border Committees, comprising key stakeholders and conducted capacity-strengthening training to enhance conflict prevention and resolution and entrepreneurship skills. <strong>Youth Peace and Security: </strong>COMESA, in collaboration with the African Union, Save the Children International, ACCORD, the Horn of Africa Youth Network and other prominent Organisations, organized two Inter-Ministerial Conferences in November 2021 and July 2022, for the Horn of Africa and Southern Africa regions, respectively. The conferences aimed to promote the implementation of the African Charter and the AU Youth Peace and Security Strategy 2020-2024 by encouraging the development and implementation of National Action Plans by Member States in line with the Continental Framework on Youth, Peace, and Security. COMESA also held capacity-building and knowledge-sharing forums for young people, youth-led organizations, and CSOs in conflict prevention, analysis, and mitigation strategies. Through these activities, over 600 young people from COMESA member states were reached. <strong>Children Affected by Armed Conflict: </strong>In collaboration with Save the Children held an Inter-Ministerial Conference on CAAC that brought together 170 participants including children, CSOs working with children, government experts and ministers. The conference was held in Nairobi. The conference achieved the following: <em>– Advocated for more robust protection of children in situations of armed conflict;</em> <em>– Created awareness, Learning and Knowledge exchange on CAAC; and</em> <em>– Mobilized commitments and investments in CAAC.</em> <strong>COMESA/ECOSOCC CSO Engagements: </strong>COMESA established an online platform to facilitate engagement with CSOs in the area of peace and security. Organized a CSO symposium that brought together CSOs from the Southern Africa region. A joint workplan and programming was developed.
