Photographer: Andrew Harrer/Bloomberg</p></div> <p>Anti-abortion groups are back in Austin pushing a slew of new access-related abortion bills after passing sweeping restrictions in 2011 and 2013. </p> <p>The House State Affairs committee is set to hear a proposal by Rep. Marsha Farney, R- Georgetown, Wednesday that would prohibit abortion coverage by insurance plans in the federal health care exchange. </p> <p>“Our goal is to prevent individuals from being forced to pay for elective abortion for anybody,” said Joe Pojman, one of the bill’s backers and executive director of Texas Alliance for Life. </p> <p>Pojman said individuals who pay into an insurance plan that covers abortion services are essentially funding the procedure for others with the same plan. </p> <p>Health care market expert Sam Richardson, assistant professor at the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin, said that’s how the insurance market works. </p> <p>“There are lots of things that people are required to pay for under the marketplace that they may have no expectation they would ever need because there’s this need to spread risk across people,” Richardson said.</p> <p>A person with diabetes, he said, still pays into a plan that covers the disease because “otherwise there’s no way for a person with diabetes to afford their care.” </p> <p>The bill would allow people to purchase add-on coverage for abortion, but Richardson said he would be surprised if insurance companies chose to offer supplemental coverage, doubting the demand could create a “viable market.” </p> <p>An insurance company would “need to price this coverage at a pretty high level because the only people that would buy it are people who think that they might want to get an abortion at some point,” Richardson said. “And so basically you have this problem where you’re unable to spread risk over a large population.” </p> <p>The proposal would allow for coverage if the abortion would save the woman’s life or prevent impairment of a “major bodily function,” not including risks to mental health.</p> <p>According to the Guttmacher Institute, 25 states have laws similar to the one scheduled to be discussed Wednesday. Eight of those allow individuals to buy supplemental insurance that covers abortion.</p> <p>One of the state’s biggest anti-abortion groups, Texas Right to Life, called the proposal a “problematic weaker version” of a similar bill it’s backing, which has not received a hearing date. </p> <p>Texas Right to Life spokeswoman Melissa Conway said Farney’s bill “effectively does not restrict insurance coverage of abortion at all.”</p> <p>The group is instead pushing for a proposal by Rep. I think IUD and vasectomy are the most effective currently with a 99+% success rate. These methods eliminate further steps by the patients before sex. So there is no prescription schedule or procedure required beforehand. However, in cases of promiscuous sex condoms would probably be well advised to avoid STD.</span></p> <p><span></span></p> <p><span>The costs could be covered through our Medicaid program. For those cases where the patient reaches a situation where it is decided a child is now affordable, we could also cover the entire costs to remove the IUD and reverse the vasectomy. Estimated cost for the initial procedures may run somewhere in the range of $3,000-$10,000. Because the majority of abortions are for low-income women, 80% of whom are single, with low job skills for the most part, these expenditures would avoid the costs of prenatal and post-natal care. It would also eliminate the annual costs for education, food support, housing support, and childcare assistance for the children who are not conceived, thus never born. These additional costs amount to something in the range of $150,000- $200,000+ over the first eighteen years of life.</span></p> <p><span></span></p> <p><span>I personally am very much in favor of no conception and no abortion for economic reasons alone.
