We are focused on fairness and mutual benefit. We have listened to the concerns of our farmers and we acted on them. This agreement includes robust safeguards to protect your livelihoods. EU-Mercosur is the biggest agreement ever, when it comes to the protection of EU food and drinks products. More than 350 EU products now are protected by a geographical indication. In addition, our European health and food standards remain untouchable. Mercosur exporters will have to comply strictly with these standards to access the EU market. This is the reality of an agreement that will save EU companies €4 billion worth of export duties per year."

This agreement comes at a critical time for both sides, presenting opportunities for major mutual gains through strengthened geopolitical, economic, sustainability and security cooperation.

[...]

Full text of the Commission Statement of 6 December 2024 (EN)
Texto completo del comunicado de Prensa de la Comisión de 6 de diciembre de 2024 (ES)
DG TRADE page on the EU-Mercosur agreement

Source : © European Union, 2025 - EP
DMER - Parlaimint na hEorpa

General documents - Last meeting of the DMER Delegation on 9 December 2024 - Delegation for relations with Mercosur

<div style="float:left; Millions of Venezuelans voted for democratic change by supporting Edmundo González Urrutia by a significant majority, according to publicly available copies of electoral records ('actas'). As the authorities have refused to publish official records from polling stations, the announced results remain unverified and cannot be recognised as representative of the will of the people. The Venezuelan authorities missed a key opportunity to respect the people's will and ensure a transparent democratic transition with guarantees for all. Nicolás Maduro therefore lacks the legitimacy of a democratically elected president.

Since election day, Venezuelan authorities have hardened repression and harassment against the opposition and civil society and their families, imprisoning dissenting voices and forcing its own citizens to live in fear or go into exile. More than 2,500 citizens including minors were arrested and, while the EU takes note of the release of some of them, none should have spent a single day in custody. The EU calls on the authorities of Venezuela to end all unjust and arbitrary detentions, including of dual and foreign citizens, and to unconditionally release all political prisoners.

[...]

Full text of the European Council Press Release of 10 January 2025 (EN)

Source : © European Union, 2025 - EP
DMER - Parlaimint na hEorpa

General documents - EP Press Release of 17 December 2024 on honouring Edmundo González Urrutia and María Corina Machado - Delegation for relations with Mercosur

Parliament honours Edmundo González Urrutia and María Corina Machado

President Metsola presented the Sakharov Prize 2024 to Venezuela's Edmundo González Urrutia and María Corina Machado at a ceremony on Tuesday in Strasbourg.

Opening the award ceremony of the Sakharov Prize for Freedom of Thought 2024, President Metsola said: "In their quest for justice, democracy and the rule of law, Edmundo González Urrutia and María Corina Machado are fearlessly upholding values that millions of Venezuelans and the European Parliament hold so dear. Not only would it provide additional export opportunities, but it would also further anchor our political and economic relations with the Mercosur countries.

If concluded, the European Parliament will assess the economic impact of the agreement and review it in light of our commitment to sustainability and labour rights, also taking into account the contribution that, for example, the anti-deforestation regulation would have in addressing our climate concerns.

If we get there, reason should prevail over emotion. I therefore urge everyone to engage in a discussion based on facts. While this deal might not meet our highest ambitions and expectations, I believe the overall consequences of a no-deal would probably far outweigh the shortcomings of an imperfect agreement. We should not see this agreement in isolation but rather as being a symbol of our desired future place in the world", said Bernd Lange (S&D, DE), Chair of the Committee on International Trade.

"The conclusion of the EU-Mercosur trade agreement would mark a historic milestone in strengthening the ties between two regions that share values and ambitions. It has been a long journey that would culminate in an agreement affecting over 700 million people. It would demonstrate the EU's ability to lead in fostering sustainable, rules-based global trade.

The removal of 91% of tariffs would open unprecedented opportunities for European businesses, with benefits for key sectors such as automotive, pharmaceuticals, and agriculture, and would create significant economic growth and employment. At the same time, the agreement would reinforce Europe's commitment to sustainability, including robust measures to combat deforestation and climate change.

The EU would send a clear signal that it prioritises partnerships with democratic allies and shared values, paving the way for a stronger, more resilient Europe on the global stage", said Gabriel Mato (EPP, ES), Standing Rapporteur for Mercosur.

Next steps

Once concluded, the agreement would undergo a legal review, after which it will be translated into all official EU languages. When these steps are completed, the Commission will present it to the Parliament and EU Member States' governments for approval. Parliament must give its consent for any trade agreement to be concluded and enter into force. MEPs would examine the agreement and vote on it firstly in the Committee on International Trade. Subsequently, the plenary would decide whether to approve or reject the agreement.

Background

A free trade agreement between the EU and the founding Members of Mercosur: Argentina, Brazil, Paraguay and Uruguay, would constitute the trade pillar of a wider EU-Mercosur Association Agreement that also includes provisions on political dialogue and cooperation. Although the negotiations were concluded in principle in 2019, they were reopened to address sustainability commitments. If ratified, the agreement would gradually remove duties on 91% of EU goods exports to Mercosur, including industrial and food products, and on 92% of Mercosur exports to the EU. Sensitive agricultural imports would be controlled via quotas, in-quota duties, extended phasing-in periods, and safeguards to address potential market disruptions. The agreement would also emphasise high sanitary and phytosanitary standards, ensuring there will be no lowering of food safety or environmental protection. It would also protect about 350 of the EU's geographical indications (GIs) on the Mercosur market. The agreement aims to strengthen ties between the regions, contribute to economic security, counter protectionism and unilateralism, and establish the EU's largest ever free trade zone, benefiting more than 700 million people thus making it geopolitically extremely significant.

Text of the EP Press Release of 5 December 2024 (EN)
Texto del comunicado de prensa del PE del 5 de diciembre de 2024 (ES)

Source : © European Union, 2024 - EP
DMER - Parlaimint na hEorpa

General documents - EEAS Statement of 25 November 2024 on the presidential elections in Uruguay - Delegation for relations with Mercosur

Uruguay: Statement by the Spokesperson on the presidential elections

The European Union congratulates Yamandú Orsi on his election as President of Uruguay. The Panel was invited by Venezuela's National Electoral Council (CNE) to assess the overall conduct of the elections within the framework of the Barbados Agreement. This timely report sheds light on the electoral process and highlights the lack of substantiation for the results announced by Venezuelan authorities.

The report establishes that election day on 28 July took place in a largely peaceful environment and was logistically well organized. The report clarifies that the CNE postponed and subsequently cancelled three key post-electoral audits. It concludes that "the results management process of the CNE fell short of the basic transparency and integrity measures that are essential to holding credible elections".

[...]

Full text of the HRVP Statement of 15 August 2024 (EN)

Source : © European Union, 2024 - EP
DMER - Parlaimint na hEorpa
