العراقية الاربعاء، بالسعي الى تحطيم النقابات العمالية والمهنية في العراق على الرغم من انها تشكل علاجا حيويا لمنع الاستبداد والطائفية. <br/><a href="https://web.archive.org/web/20130127091554/http://www.guardian.co.uk/commentisfree/2011/may/10/iraq-union-crackdown" target="_blank" class="external">وذكرت الصحيفة</a> ان الحكومة العراقية تسبح بعكس الموجة الشعبية في المنطقة، موضحة انها تحاول القضاء على النقابات الحرة والمستقلة، مشيرة الى انها قررت منذ اسبوعين منع النقابة الرئيسية في العراق من العمل، وشكلت الحكومة لجنة لمصادرة ممتلكات الاتحاد العام لعمال العراق، والاشراف على ادارته حتى تنظيم انتخابات جديدة له. <br/>ووصفت الصحيفة البريطانية هذا القرار بانه وصفة خطرة تؤدي الى تفكيك احد الهيئات القليلة التي تبقت في العراق والتي توحد Iraki journalists. The independent ones do a very dangerous job &mdash; between the frequent death threats and the actual assassinations, you would think that they would all just throw in the towel and find something less dangerous to do, but no. For every journalist I know who has quit working as a journalist because of the death of a colleague, or having received death threats. But that&#8217;s the job that&#160; Moaid Al-Lami has chosen to do. It&#8217;s not as if he didn&#8217;t know the risks &mdash; his predecessor <a href="https://web.archive.org/web/20130127091554/http://www.reuters.com/article/idUSL27791748" class="external" target="_blank">Shihab al-Tamimi</a>, died of his wounds on February 27th, 2008 after being ambushed in his car by gunmen. (The Committee to Protect Journalists <a href="https://web.archive.org/web/20130127091554/http://cpj.org/2008/02/head-of-iraqi-journalists-syndicate-wounded-in-ass.php" class="external" target="_blank">has an account of that ambush here</a>).</p> <p>Al-Lami himself has escaped two assassination attempts the <a href="https://web.archive.org/web/20130127091554/http://www.protectionline.org/Moaid-Al-Lami-attacked.html" class="external" target="_blank">first was on 20th September 2008</a>, two months after he&#8217;d been elected to succeed Al-Tamimi. That attempt was a targeted bombing that left al-Lami with a shattered arm that took months to heal. </p> <p>The second attempt was just a few weeks ago on <a href="https://web.archive.org/web/20130127091554/http://www.newssafety.org/index.php?option=com_content&amp;view=article&amp;id=18337:ifj-condemns-second-assassination-attempt-on-iraqi-journalists-leader&amp;catid=83:iraq-media-safety&amp;Itemid=100377" class="external" target="_blank">Sunday March 21st when he was attacked by gunmen</a> and narrowly escaped with his life.</p> <p>In between dodging assassination attempts he&#8217;s been running campaigns for a journalist protection law and to increase journalistic professionalism.</p> <p>In short he&#8217;s a brave chap, and a man who cares deeply about the integrity of his profession. تأييد أغلب المشاركين في المؤتمر من قادة وأعضاء النقابات والاتحادات والجمعيات الصحفية في العالم، والذين مثلوا 111 بلدا، مضيفا أنها المرة الأولى التي يفوز بها العراق بهذا الموقع العالمي المهم.</p> <p>وتقدم اللامي خلال الانتخابات ليحتل المرتبة الثانية بعد مرشح بيرو من بين 26 مرشحا وبفارق كبير من الأصوات عن منافسيه وهم مرشحو عدد كبير من البلدان من بينها ألمانيا وإيران والولايات المتحدة وفلسطين وإيطاليا وماليزيا واستراليا وبريطانيا واليابان.</p> <p>واصدرت نقابة الصحفيين العراقيين البيان التالي : </p> <p>انتخب نقيب الصحفيين العراقيين الزميل مؤيد اللامي عضوا في اللجنة التنفيذية للاتحاد الدولي للصحفيين خلال المؤتمر السادس والعشرين للاتحاد الذي اختتم اعماله اليوم السبت في مدينة قاديس جنوب اسبانيا بمشاركة 335 من قادة وأعضاء النقابات والاتحادات والجمعيات الصحفية في العالم&#160; يمثلون مائة واحد عشر بلدا وهي المرة الأولى التي يفوز فيها العراق بهذا الموقع العالمي الكبير .</p> <p>وقالت نقابة الصحفيين العراقيين في بيان لها اليوم السبت ان انتخاب الزميل اللامي جاء وسط تأييد حاشد من اغلب دول قارات أوربا وأميركا واسيا وإفريقيا والدول العربية حيث احتل المرتبة الثانية بعد مرشح بيرو متقدما على منافسيه وعددهم 26 مرشحا وبفارق كبير من الأصوات وهم مرشحو ايرلندا والنرويج والأرجنتين والدانمرك وألمانيا وإيران وتايوان والسويد والولايات المتحدة الأمريكية والأردن والبرازيل وروسيا وباكستان وفلسطين وايطاليا وماليزيا واستراليا والسنغال واسبانيا وزيمبابوي والكاميرون والهند وكرواتيا وبريطانيا المشاركين في التظاهرة ان التظاهرة تأتي لتسليط الضوء على الحالات السلبية التي تفشت في شركة موانئ العراق من خلال حصول الاشخاص المقربين لادارة الشركة على امتيازات ومكاسب وحرمان باقي المنتسبين من تلك الامتيازات. <br/>واضاف ان المطالب التي جاءت بها التظاهرة تتمثل في شمول المستحقين من منتسبي الشركة بتغيير عناوينهم الوظيفية وحسب الضوابط المعمول بها وايجاد عدالة في توزيع قطع الاراضي بين المنتسبين وصرف الارباح لمنتسبي الشركة لعام 2009 التي تأخرت كثيرا. <br/>ولفت الى ان هنالك حالات من التفاوت في مسألة المساواة بين حقوق المنتسبين والتي ظهرت واضحة في عملية توزيع قطع الاراضي وكذلك في مجال العناوين Also the prime minister does not need the Presidency Council, because it is semi-honorary; he understands that the army is at his disposal as the commander-in-chief of the armed forces; and the relations with the United States &#8211; according to the security agreement &#8211; is under the authority of the prime minister&#8217;s office, and hence cannot be activated, even in case of internal dispute as is the case today, except at the wish of the prime minister. العليا للانتخابات فرج الحيدري في حديث لوكالة السومرية نيوز أن الوقت المتبقي لإجراء الانتخابات البرلمانية قصير جداً ولا يسمح بتنظيم الاستفتاء بالتزامن مع موعدها، مبينا أن تنظيم الاستفتاء على الاتفاقية الأمنية أمر غير ممكن . <br/>وأشار الحيدري الى أن رئيس الحكومة نوري المالكي تحدث قبل نحو أربعة أشهر عن موضوع عرض الاتفاقية الأمنية على الاستفتاء الشعبي، لكن الموضوع ترك ولم يتابع من أية جهة رسمية.</p> السعودية .</p> <p><b>دمشق تغلق قناة مشعان الجبوري الفضائية</b></p> <p>اتخذت وزارة الإعلام السورية قرارا بغلق قناة الرأي الفضائية المملوكة لمشعان الجبوري وإعطاء مهلة امدها30 يوما لتصفية القناة. <br/>واشارت مصادر مقربة من الجبوري انه قام ببيع ممتلكات القناة بالكامل لمحطة جديدة سوف تفتح قريبا، يعتقد انها ايضا تروج للارهاب في العراق . <br/>ومن الأسباب التي أدت إلى غلق القناة حسب المصادر ظهور الجبوري في لقاء أسبوعي حيث بدأ بتبني علنا مواقف التحريض على ضرب الجيش الامريكي وقد يكون هذا احد العوامل في توتر العلاقة الامريكيين مع السورين.</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>الائتلاف الوطني العراقي يوجه دعوة رسمية الى ائتلاف دولة القانون للانضمام إليه</strong></p> <p>قال رئيس المؤتمر الوطني احمد الجلبي ان الائتلاف الوطني العراقي قرر بالإجماع في اجتماعه الذي عقده الخميس توجيه دعوة رسمية الى ائتلاف دولة القانون ورئيس الوزراء نوري المالكي رئيس الائتلاف الى الانضمام مع الائتلاف الوطني. <br/>وأضاف الجلبي في تصريحات صحفية ان دمج الائتلافين سيجعل منهما قوة برلمانية تضمن للشعب التمثيل الأفضل ـ بحسب قوله، مشيرا الى ان أعضاء الائتلاف الوطني وخلال الاجتماع التنسيقي الذي ضمهم يوم الخميس قرروا توجيه هذه الدعوة بشكل رسمي .</p> مليون دينار للإتحاد العام لنقابات العمال، مشيرا إلى ضرورة إنصاف الطبقة العاملة ودعم مطالبها المشروعة. <br/>وذكر بيان رئاسي إن طالباني التقى، ظهر الجمعة وفدا من الإتحاد العام لنقابات العمال في العراق ضم نائب رئيس الإتحاد جبار طارش فارس والأمين العام هادي علي لفته وأعضاء المكتب التنفيذي للإتحاد، مشيرا إلى أن طالباني إستمع الى مطالب الوفد المتمثلة بالإسراع في تشريع قانون العمل الجديد وإجراء الإنتخابات النقابية والخلاص من القوانين والقرارات المجحفة التي أصدرها النظام البائد بحق الطبقة العاملة. <br/>وأوضح البيان أن طالباني أبدى إستعداده الكامل لتأييد ومساندة الأهداف التي يناضل من أجلها <p><strong>بعد توقف دام 14 شهراً، محطة القدس الغازية تستأنف أعمالها في العراق</strong></p> <p>افتتح وزير الكهرباء كريم وحيد الوحدة العاشرة بمحطة القدس الغازية والتي كانت متوقفة لمدة 14 شهرا نتيجة خلل فني. <br/>وقال الناطق باسم وزارة الكهرباء هاشم سلطان لوكالة أصوات العراق ان وزير الكهرباء كريم وحيد افتتح الجمعة عملية تشغيل الوحدة العاشرة بمحطة القدس الغازية والتي كانت متوقفة لمدة 14 شهرا نتيجة خلل فني فيها ، مبينا ان الوحدة ستؤمن 100 ميكاواط تضاف الى شبكة الطاقة الوطنية. <br/>واشار الناطق الى ان عملية التأهيل تمت بواسطة احدى الشركات الروسية بالتعاون مع الكوادر العراقية ، مبينا ان الوزارة تعيد حاليا تأهيل وصيانة الوحدة الثالثة بمحطة القدس الغازية والتي ستؤمن عند انجازها 100 ميكا واط اخرى تضف للشيكة الوطنية. <br/>وذكر سلطان ان وزير الكهرباء يقوم بجولات منذ اسبوع على عدد من محطات انتاج الطاقة للأشراف ميدنيا على برامج اعادة التاهيل وتشغيل الوحدات الجديدة التي من المؤمل أن يدخل عدد كبير منها الى العمل قبل نهاية العام الحالي.</p> <p><b>سامي الاعرجي: شركة اماراتية تستأجر أراض زراعية في العراق</b></p> <p>يعتزم العراق ابرام صفقة زراعية بمليارات الدولارات مع شركة اماراتية من القطاع الخاص تتعلق بتأجير أراض زراعية لفترات طويلة،في أكبر صفقة يشهدها قطاع الزراعة في العراق حتى الان. <br/>وأكد رئيس الهيئة الوطنية للاستثمار في العراق سامي الاعرجي ان توقيع الصفقة وصل الى مراحل نهائية،موضحا ان الشركة الاماراتية المستثمرة التي رفض الاعرجي الافصاح عن اسمها ،ستقوم باستئجار اراضي زراعية في العراق لفترة طويلة ،بعد رفع الحظر على ملكية الاجانب للاراض في البلاد. <br/>واشار الاعرجي الى ان الصفقة تنص على زرع منتجات مثل القمح والشعير لكن الاهم أن الاستثمار سيشمل ايضا تركيب نظام لادارة <br/>وأوضح ضياءالدين&quot;أن القطعة الأثارية التي وصلت إلى متحف الإمام الحسين (ع) هي عبارة عن قطعة من الحجر (alabaster) عثر عليها في قمة جبل البقاع في مدينة بعلبك اللبنانية تحتوي على سمكة متحجرة ترجح Unions in Iraq are faced with increasing interference and outright repression from government as they organize and increase their influence. Despite the right to organize being clearly guaranteed in the new constitution, Iraq’s government falls back on blatantly anti–union legislation, some of it dating to the Saddam era, to hamper and restrict trade union activity. <br/>But trade unions are fighting back. On 24 October, hundreds of workers marched on the streets of Basra. Members of 12 unions gathered in front of the headquarters of the General Federation of Iraqi Workers (GFIW) there with banners demanding the central government stop interfering in internal workers’ issues, before marching towards the government administration building in Basra. </p> <p>The GFIW is a Iraqi national centre of trade unions to which two ICEM-affiliated trade unions are members. Among the leaders of this demonstration was Hashmeyia Saadawi, President of the General Union of Electricity Workers and Technicians (GFIW), and a member of the ICEM Executive Committee. <br/>Slogans prominently displayed during the march demanded implementation of new ILO compliant labour law, as well as abolition of Saddam’s Law 150 of 1987, and ministerial Order 8750 of August 2005. <br/>The immediate issue at stake in the 24 October action is the government’s attempt to form a government committee to implement workers’ elections for unions – under the old laws and without involving GFIW&#8217;s executive board. This would continue to prevent workers in the public-sector from unionising, since public-sector workers are not officially allowed to join trade unions under the old legislation. </p> <p>Given that both the oil and gas industry, and the electric power industry remain publicly–owned, this makes elections in those unions, as well as many others, farcical. The problems are compounded by the continued use by authorities of a controversial decree, Order 8750 of 2005, which froze all trade union assets and financial accounts, making it impossible for unions to function effectively. <br/>On arrival at the local government offices, workers met with local officials who promised to support and pass along their demands to the central government. <br/>But this crucial struggle will continue. The Iraqi trade union movement is about to launch a national campaign calling on the government and Parliament to implement a fair and just labour code that gives all workers, in both public and private sectors, the right to join trade unions. Once such a law is in place, then elections must be held, elections that are free from government interference. </p> <p>The campaign has already attracted international attention and support. In the UK, Trades Union Congress (TUC) General Secretary Brendan Barber has written to Foreign Secretary David Miliband asking him to press Iraq to drop its interference, and instead put in place the ILO-compliant labour code that has been drafted, allowing all workers the right to form, join, and have a say in the running of trade unions.
