That pushes them beyond the realm of your average business, but additives can improve your yield at a considerably lower price. The renewable energy generated through this project, which includes a solar panel array and a Battery Energy Storage System, would be able to go online soon after development by utilizing a surplus interconnection with the Pelton-Round Butte hydroelectric project.</p> <p>Warm Springs Tribal members were invited to a public scoping meeting on December 4 to meet the BrightNight team, learn more about and provide input on Salmonfly’s location, size, benefits and impacts.</p> <p>“Warm Springs Power and Water Enterprises has a broad vision for how we support Tribal sovereignty through the intentional design and development of renewable energy that positions the Tribes as leaders in the energy market,” said Cathy Ehli, executive director of the Warm Springs Power & Water Enterprises. “BrightNight has experience collaborating with other Tribal Nations, and we trust that their sensitivity to the cultural needs of Warm Springs members will be an added benefit as we navigate the planning and approval process.”</p> <p>Along with expanding revenue opportunities for the Tribes, Tribal members will be prioritized for manufacturing, installation and solar maintenance jobs, allowing Tribal members to grow careers in the rapidly expanding renewable energy industry.</p> <p>Florida-based BrightNight is the first renewable integrated power company designed to provide utility and commercial and industrial customers with clean, dispatchable renewable power solutions. Their recent projects include the 300 MW Box Canyon solar project in Arizona, with construction ongoing, and a 100 MW combined wind and solar project under construction in India.</p> <p>In close consultation with the WSPWE team and Tribal Council, BrightNight will lead the planning, design and development of the Salmonfly Project following a very involved community input process that:</p> <ul> <li>Begins with gathering preliminary information about the potential layout and location of the project</li> <li>Connects with Tribal members to learn how the project can provide direct benefits to them</li> <li>Develops a plan based on that feedback, to ensure the project’s long-term revenue can support initiatives important to Tribal members.</li> </ul> <p>The project follows a study commissioned in 2010 that found that solar energy is the best option for new renewable energy projects, given the Tribes’ geographic compatibility, its long history of managing largescale utility energy projects and the lower cost of developing solar energy complexes.</p> <p>Over the coming months and years, Tribal members will be able to follow and provide their input through community meetings concerning the project’s development, including the scoping meeting on December 4.</p> <p>“Right now, BrightNight is in the early stages of development of the Salmonfly project — working to understand which areas of the proposed project site are buildable and how to best use the land in culturally sensitive and relevant ways,” said Jaron Wright, senior director of Development at BrightNight. “We are elated to bring our previous experience partnering with Tribal Nations to the community of Warm Springs, and we also appreciate the opportunity to continue learning as we hear what matters to Tribal members here.”</p> <p>The Confederated Tribes of the Warm Springs Reservation of Oregon is a federally-recognized, sovereign Indian tribe occupying the Warm Springs Reservation, which was reserved for its exclusive benefit by an 1855 Treaty with the United States. As part of their annual Small Business Saturday campaign, the SBA toured several downtown Bend businesses that have benefited from COCC’s Small Business Development Center (SBDC) and community support.</p> <p>The businesses visited were Bronwen Active Jewelry, Good Drop Wine Shop, Lark Mountain Modern, Dudley’s Bookshop Café and Haven Home Style.</p> <p>Notable attendees to the tour included Bend Mayor Melanie Kebler, Bend city council members, COCC’s SBDC Director Jennifer Gould, Biz Oregon, the Bend Chamber members and CEO/President Katy Brooks, and the Bend Downtown Business Association.</p> <p>“Small Business Saturday has become America’s call to action to support the backbone of our economy and heart of our communities – our small businesses,” said SBA Administrator Isabel Guzman. “America’s incredible entrepreneurs create jobs, drive innovation, and strengthen our communities, shaping the unique character of neighborhoods across America.”</p> <p>Of the businesses toured, every owner mentioned that Small Business Saturday is one of, if not the most, significant days of the year for their business. The only other day that seemed to compare was Black Friday, and owners remarked that while Black Friday is for the shopper, Small Business Saturday is for the business.</p> <p>“What really excited me was the level of support and engagement we received from the invited attendees who wanted to come out, talk to the business owners and engage with them on a personal level,” said Jennifer Gould. “It helps us all find out what we can do to help support small businesses, along with teaching us what we are doing well already. What can we do to get more tourists and locals to shop locally?”</p> <p>Director of Government Affairs & Strategic Initiatives for the Bend Chamber of Commerce Sara Odendahl remarked on the significance of the SBA making a visit to Bend.</p> <p>“We are thrilled that the SBA has come to Bend to see our community and these local businesses,” she said. “Oftentimes, being on this side of the Cascades makes it so we don’t see some of the same action that the I-5 corridor does, but we still have such a strong and robust local community here. It feels amazing to see it shine.”</p> <p>Each of the business owners mentioned the significance of COCC’s SBDC in their own success, citing examples like the classes taken, access to advisors and professional assistance at every step of the way, even years after each of their grand openings.</p> <p>On the significance of Small Business Saturday, Martin Golden mentioned that small businesses employ more than half of the private sector workforce, and emphasized that it is important for local communities to support these businesses.</p> <p>“Oregon is a small business state,” he said. “Money you spend in the local community, from an economic standpoint, is much more powerful than money spent in big corporations that ends up being sent to another community, state or country.”</p> <p>“I think it’s huge for folks to get out and shop at our small businesses, every day, but especially on Small Business Saturday,” said Mayor Kebler. “Bend small businesses are the heart and soul of the community. By shopping small, you get to support that heart and soul, and find unique items that you won’t get elsewhere. It’s a win-win.”</p> <p>Aside from supporting the economic benefits of small businesses, the conversations across the tour also emphasized the need to support local culture. Small businesses are unique and in a place like Bend, our small businesses provide a sense-of-place that towns dominated corporations don’t have.</p> <p>Simply put, small businesses help keep Bend, Bend. The addition of this crucial infrastructure is key to enhancing safety, efficiency and economic prosperity for the region.</p> <h3>FAA Contract Tower Program Acceptance and Siting Study</h3> <p>The planning process for an ATCT originated in 2008 when the Bend Municipal Airport began to look at tower siting options and cost-benefit analyses. In a pivotal move on October 14, 2020, the Bend Municipal Airport was accepted into the Federal Aviation Administration (FAA) Contract Tower Program, signaling a critical milestone for air traffic control in the region. Subsequently, a formal siting study was completed in 2023, providing essential insights into the optimal location and specifications for the upcoming ATCT.</p> <h3>Design and Construction Teams</h3> <p>A multi-disciplinary project team — Morrison-Maierle for full engineering services, AJT Engineering for cab design and tower specialties, LSW Architects for interior and exterior design and finishes, and Rammah Design for civil engineering and FAA specifications support — designed the tower in accordance with the siting study. In addition to the design team, GRI, Inc. performed the geotechnical analysis for the project, which allowed the team to develop a design that meets seismic requirements. Design surveying was performed by 45th Parallel from Hood River. Progress estimates were developed by Connico, and ESA performed environmental services. The team worked on an accelerated schedule to secure multiple sources of federal funding and maintain eligibility in the Federal Contract Tower Program.</p> <p>The City of Bend put the project out for construction bids in March 2024, and Corp, Inc. was the successful bidder. Tracy Williams, airport manager, has been involved directly with the team throughout the planning, design, and construction of this project.</p> <h3>Key Project Components and Cost</h3> <p>The Bend ATCT project encompasses these main components: the tower structure, a service road, a parking area, utility connections, a tower security fence, and supplemental weather sensors. The unique exterior façade of the eight-story ATCT is tailored to complement Central Oregon’s natural beauty with an eye to being a part of this landscape. The interior layout and components are focused on maximizing functionality, safety, and well-being for employees based in the tower.</p> <p>The total estimated cost for design and construction is $15 million, with funds secured from federal, state, and local sources, including grants. This investment is not only a commitment to enhanced safety but also a boost to the local economy, providing above-average wage jobs to the community.</p> <h3>Construction Timeline</h3> <p>Construction began in July 2024, progressing through the summer and fall of this year, and completion is on track for the fall of 2025. To date, the foundation has been excavated and poured, subfloor utilities have been routed, and the ground-floor concrete surface has been poured.</p> <p>The next major step, erecting the tower’s steel infrastructure, is anticipated to begin in early December.</p> <p>“We are pleased that, owing to the planning efforts of our design team, construction of this long-awaited project is proceeding on schedule,” said Williams. “The control tower will result in safer and more efficient aircraft operations at the Bend Municipal Airport, which will benefit the direct users of the airport as well as our greater community.”</p> <p>Morrison Maierle and our partners are honored to be a part of this project, which will enhance the experience of residents and visitors to the Central Oregon area. These organizations were selected as part of the Fall 2024 Open Call grants cycle which closed in September.</p> <p>The grant partners receiving the awards are nonprofits or community governments working on varied projects which fall into these core focus areas: arts and culture, education, social services, and environmental stewardship. Examples of the projects supported by this grant cycle include community food banks, performing arts programs, wildfire education opportunities, and forest cleanup projects.</p> <p>“Rural Oregonians are doing remarkable work for their communities,” said Erin Borla, Executive Director and Trustee of The Roundhouse Foundation. “We are honored to recognize and support many projects that are making a difference in communities across the state.”</p> <p>The Roundhouse Foundation hosts two Open Call grant cycles per year, in spring and fall respectively, and interested organizations are encouraged to learn more about eligibility criteria at <a href="https://roundhousefoundation.org/eligibility-for-grants">roundhousefoundation.org/eligibility-for-grants</a>.</p> <p>Some of the fall 2024 supported programs:</p> <h3>Arts & Culture</h3> <p><a href="http://www.lanearts.org">Lane Arts Council</a> – <em>Willamette Valley </em>– to improve access for students to participate in creative visual, literary, and performing arts experiences alongside professional teaching artists, and for educators to develop strategies for arts integrated learning and curricula in 20 rural schools in Lane County during the academic year and summer school.</p> <p><a href="https://oregonblackpioneers.org/">Oregon Black Pioneers</a> – <em>Northeast Oregon </em>– to highlight the unique stories of the Black men and women who homesteaded in Oregon’s rural counties between the 1860s-1920s. The project will be made up of three components: in-person community conversations and photo gathering, a StoryMap digital exhibit, and an audio tour created with the Eastern Oregon Visitors Association.</p> <p><a href="http://www.yeshelter.org">Youth Empowerment Shelter</a> – <em>Columbia Gorge</em> – to provide art supplies, space, transportation, field trips and staff capacity for the “Art Path Project,” which will provide personal and career empowerment through creativity to at-risk youth aged 10-23.</p> <h3>Education</h3> <p><a href="http://www.hdesd.org">High Desert Education Service District</a> – <em>Central Oregon </em>– to offer stipends to Native American Elders, artists, and other Tribal members who assist the Native American Success Collective, which strives to connect Native students and families with the pre-K to post-secondary school system, while bringing cultural awareness into classrooms across Central Oregon.</p> <p><a href="http://www.songforcharlie.org">Song for Charlie</a> – <em>North Coast –</em> to bring a new digital resource hub, “New Drug Talk Oregon” to families of teens and young adults, keeping them safe in the face of the fentanyl epidemic. A free digital hub provides digestible information and actionable tools for the emerging drug landscape, educating caregivers on how to talk to their child most effectively about substance use and mental health.</p> <p><a href="https://www.ucfd1.org/">Umatilla County Fire Department </a> – <em>Northeast Oregon – </em>to retrofit a donated trailer as a fire prevention education and community awareness rig. The trailer will also be shared throughout the region by other counties and departments for use in raising awareness and educating the community on fire risks and prevention.</p> <h3>Environmental Stewardship</h3> <p><a href="http://www.oregonshores.org">Oregon Shores Conservation Coalition</a> – <em>Oregon Coast </em>– to provide the “CoastWatch in the Schools” program to rural K-12 schools in 7 coastal counties. The program includes plug & play curriculum packages that meet state standards, along with workshops & field trips. These curriculum enhancements increase outdoor, place-based learning, STEAM skills, ocean literacy, & environmental stewardship for thousands of students.</p> <p><a href="http://www.rvfoodsystem.org">Rogue Valley Food Systems Network</a> – <em>Southern Oregon</em> – to implement efforts outlined in the Rogue Valley Community Food Assessment and Action Plan, which focuses on reducing hunger, fostering a thriving food economy, promoting conservation, and reducing food waste.</p> <p>Sisters Community Leadership Initiative (SCLI) – <em>Central Oregon </em>– to extract and dispose of abandoned vehicles and RVs on forest lands in collaboration with the USFS, Discover Your Northwest, local businesses, and volunteers. This project expands the reliable, year-round weekly garbage collection system for houseless persons in the Deschutes National Forest in Sisters.</p> <h3>Social Services</h3> <p><a href="http://www.familybuildingblocks.org">Family Building Blocks</a> – <em>Willamette Valley </em>– to provide evidence-based child abuse prevention services in the Santiam Canyon.
