href="https://www.solarbe.com/topic/show-htm-itemid-534.html" target="_blank" style="color:#1780C4">分布式光伏</a>发电参与<a href="https://www.solarbe.com/topic/show-htm-itemid-1280.html" target="_blank" style="color:#1780C4">电力市场</a>相关问题思考”作主题报告。</p><p>以下为发言内容整理</p><p><strong>一、分布式光伏发展现状及趋势</strong></p><p>当前，我国新能源进入到快速入市阶段，2023年，国网经营区累计消纳新能源电量1.2万亿千瓦时，其中市场化交易电量5789.55亿千瓦时，占比47.7%，较去年同期提高11个百分点。</p><p>从发展规模来看，分布式光伏装机容量已占光伏总装机容量的近一半。截至2023年底，全国光伏发电装机容量达到6.09亿千瓦，其中集中式光伏3.54亿千瓦，分布式光伏2.54亿千瓦，分布式光伏占比41.7%。2023年，全国新增并网容量2.16亿千瓦。其中，集中式光伏电站1.2亿千瓦，分布式光伏0.96亿千瓦，户用光伏0.43亿千瓦。</p><p>目前，分布式光伏已进入无国家补贴阶段，日照条件较好的地区已基本取消地方补贴，而北京、南京、山东等地仍有补贴，补贴标准0.05-0.45元/kWh不等，补贴年限2到5年甚至更长，其中浙江补贴水平较高。利用小时来看，分布式光伏发电小时明显低于集中式光伏，如浙江分布式光伏平均利用小时约690小时，比集中式光伏平均利用小时少300小时左右。</p><p>成本收益方面，分布式光伏绝大多数没有参与市场，上网电价目前基本为当地燃煤发电基准价。目前，分布式光伏平均投资成本已降至3元/W左右，新并网的全额上网分布式光伏项目收益率已相当可观;对于自发自用、余电上网项目，由于可以抵扣工商业用电，收益率更高。预计未来，分布式光伏成本将继续下降，若保持现有电价政策，收益水平将进一步提升。</p><p><strong>二、分布式光伏参与电力市场现状及问题</strong></p><p>目前，分布式光伏上网电量由电网企业全额收购。2019年5月，国家发展改革委、国家能源局公布了首批26个分布式电源市场化交易的试点名单。目前，仅山东、江苏等部分地区在地方政府推动下开展了分布式光伏就近交易。</p><p>随着国家分布式光伏的高速发展和集中式新能源入市比例的不断提升，国家层面政策要求推动分布式光伏市场化交易。也就是说，未来新建分布式光伏很可能不再为保障性收购，将以市场化作为主要消纳形式。</p><p>分布式光伏快速发展要求加快入市步伐。要以市场机制优化资源配置，随着光伏组件成本快速下降，保障性收购模式下，分布式光伏将获得超额收益，将产生高昂的系统消纳成本。需要准确把握分布式光伏发展已经从量变走向质变的新形势、新变化，以完善的分时价格信号和消纳成本疏导机制，更好体现分布式光伏综合价值，更好承接入市，促进资源高效和优化配置，科学引导产业发展节奏和布局优化。同时，外向型企业为满足出口产品竞争，高耗能企业为完成能耗双控指标等需求，存在较强的绿电购买需求，主要集中在东中部沿海地区，这些省份也是分布式光伏富集省份。但上述区域本地新能源资源特别是市场化消纳的新能源相对有限，企业绿电购买需求难以满足。依托市场机制，通过推动分布式光伏参与绿电市场，畅通新能源供给消纳渠道，更好满足用户需求，并充分兑现分布式光伏环境价值。</p><p>分布式光伏参与市场多年来难以取得实质性进展，主要由于政策制度尚未理顺、市场机制和管理模式等不健全，有待解决以上多方面问题。</p><p>法律法规方面，分布式光伏入市与现有保障性收购要求相矛盾。推动分布式新能源入市，需要与集中式新能源入市统筹考虑，大量省份缺乏新能源入市的政策指引、路径设计和实施细则。价格机制方面，反映分布式光伏价值的分时价格机制不健全，在现有模式下推动新能源入市，部分未开展分时段交易的省份分布式光伏价格可能对标火电市场交易价格，价格不降反升。市场机制方面，现有市场机制难以适应“装机规模小、分布规律散”的分布式光伏项目特征，不同规模、主体的分布式光伏“可观可测可调可控”能力存在较大差异，需要更系统、精细和具有可操作性的市场机制设计。系统调节方面，分布式光伏未公平承担系统调节成本，与集中式新能源权责不对等，仅部分地区探索推动分布式光伏配建储能。</p><p><strong>三、分布式光伏参与电力市场关键机制设计</strong></p><p>考虑到分布式光伏涉及主体特别是户用自然人主体数量较大，涉及光伏扶贫等诸多政策，贴近民生，推动分布式光伏参与电力市场，需要做好顶层设计，确保稳妥起步，逐步化解相关矛盾。市场设计中，应注重以下几方面：</p><p>一是明确市场导向。一方面，双碳目标和新型电力系统建设等能源转型政策要求积极推动分布式光伏发展;另一方面，现有分布式光伏的管理机制使得系统接纳能力日益不足，“搭便车”现象造成的问题日益突出，不利于行业长期健康发展。需要在政府和市场主体之间进一步凝聚共识，加快推动分布式光伏通过市场化交易实现可持续发展。</p><p>二是注重合理公平。当前，分布式光伏主要以保障性收购为主，基本不承担系统调峰成本，以及辅助服务费用、政府性基金及附加等其他运行成本。推动分布式光伏入市，首先引导其合理公平承担系统消纳成本。其中，对于调峰成本，应主要通过分时价格形式体现;对于调频等辅助服务类成本、政府性基金等类型成本，以及配储等政策要求，可与集中式新能源采用相似要求。</p><p>三是做好分类执行。不同分布式光伏项目在接入电压等级、装机规模、调控条件等方面存在较大差异，需要进行差异化入市机制设计。一方面是新老划断，近期宜以推动增量分布式光伏入市作为工作重点，建立适应分布式光伏发展的市场交易机制;对存量分布式光伏，尤其是户用项目，要做好与已有政策的衔接;另一方面是分接入电压等级，对于接入较高电压等级的主体通过聚合直接参与交易的模式引导其参与市场，对于数量庞大的接入低压配电网的主体，则主要通过实现市场价格信号有效传导的模式引导其参与市场。</p><p>四是注重分步实施，初期，市场机制、市场规则应尽量简单，便于市场主体执行，相关费用的疏导应简单明了。执行中，可推动不具备直接入市条件的分布式光伏接受市场价格;对于参与直接交易的工商业分布式光伏，应要求满足一定的电压等级、容量、调控条件，待相关机制更加成熟以后，再逐步放宽分布式光伏参与直接交易的准入条件。</p><p>最后，为引导新能源市场化可持续发展、做好计划与市场的衔接，亟需发挥“有效市场、有为政府”作用，以政府授权合约等机制设计，保障新能源行业发展所需要的合理收益水平。</p>
