كركوك، الاثنين، عن تسجيل 15 إصابة بالكوليرا في المحافظة. <br/>وأوضح الدكتور مجيد حمه أمين، خلال مؤتمر صحفي عقد في دائرة صحة كركوك، ان عدد حالات الإصابة بمرض الكوليرا في كركوك بلغت 15 حالة الى يوم الخميس الماضي وتم التأكد من هذه الحالات من خلال فحص عينات المرضى في مختبرات وزارة الصحة ببغداد ، مؤكداً ان المستلزمات الطبية التي تم توفيرها من قبل وزارة الصحة لمدينة كركوك تغطي 150 حالة إصابة بمرض الكوليرا. <br/>وخلال المؤتمر أكد أمين اهتمام وزارة الصحة بمدينة كركوك وسعيها لتوفير جميع المستلزمات الصحية لمعالجة حالات الإصابة بمرض الكوليرا في كركوك.</p> </div> </div> <hr/> <div class="post كركوك، الثلاثاء، حكومة بغداد إلى المضي بتشكيل قيادة عمليات دجلة وعدم الاستجابة لمطالبات إقليم كردستان، معتبرين أن هذا الأمر سيعطي الحجة لمحافظات أخرى للعصيان، فيما حذروا من إملاءات يفرضها الإقليم في هذا الشأن. <br/>وقال النائب ياسين العبيدي خلال مؤتمر صحافي عقده اليوم في مبنى البرلمان بحضور عدد بعض نواب القائمة العراقية عن كركوك إن الركائز القانونية والموضوعية والميدانية تتطلب المضي قدماً بتشكيل قيادة عمليات دجلة، مبيناً أن المادة 110 من الدستور أشارت إلى صلاحية الحكومة بإنشاء تشكيلات عسكرية في أي محافظة ومنها كركوك. <br/>وأضاف العبيدي أنه من غير المعقول أن يدار الوضع الأمني في جميع المحافظات من الجيش وقوى الأمن بينما تستثنى محافظة كركوك ولا يسمح للجيش بممارسة مهامها ، داعياً الحكومة المركزية إلى عدم الاستجابة لإملاءات الإقليم بعدم تشكيل قوات دجلة.</p> <h3>نائب صدري: تشكيل عمليات دجلة لن يكون مقبولا اذا جاء بسبب الخلافات بين بارزاني والمالكي </h3> <p>قال رئيس كتلة الأحرار النيابية بهاء الأعرجي، الاثنين، ان تشكيل قيادة عمليات دجلة هو كباقي قيادات العمليات التي شكلت في المحافظات الوسطى والجنوبية, ويجب ان لا يغيض ذلك أحدا، لكن الامر لن يكون مقبولا اذا جاء تشكيلها بسبب الخلافات الموجودة بين بارزاني والمالكي، مبينا ان مكتب القائد العام ومجلس الوزراء وفق الدستور هما اللذان يضعان سياسة البلد. <br/>وأوضح الأعرجي ان الدستور واضح في ادارة سياسة البلد، فهناك مكتب للقائد العام للقوات المسلحة وهناك مجلس وزراء هما اللذان يضعان سياسة البلد، وهناك الوزارات الاتحادية التي تسري قراراتها وأعمالها في كل انحاء العراق. <br/>وأوضح ان تشكيل قيادة عمليات دجلة هو قرار كباقي العمليات التي شكلت في المحافظات الوسطى والجنوبية, لذلك يجب ان لا يغيض الغير، وتكون هناك تدخلات من جهات او مؤسسات في مثل هذا العمل، لكن الامر لا يكون مقبولا اذا كان تشكيل العمليات هو بسبب الخلافات الموجودة بين رئيس اقليم كردستان مسعود بارزاني ورئيس الوزراء نوري المالكي و بين الاقليم والحكومة الاتحادية. <br/>وكان القائد العام للقوات المسلحة قد قرر تشكيل قيادة عمليات دجلة التي ستعمل في بعض المناطق المتنازع عليها بين اربيل وبغداد بما فيها كركوك، وهو ما رفضه اقليم كردستان، محذرا من ان ذلك سيفاقم التوتر الحاصل بين حكومة كركوك الأحد إن  مسلحين مجهولين فجروا ، عبوة ناسفة استهدفت سيارة قائد صحوة ناحية الرياض مهدي صالح قرب قرية النوافل مما أسفر عن مقتل نجله في الحال، فضلا عن إلحاق أضرار مادية كبيرة في سيارته، فيما لم يصب نينوى أثيل النجيفي على أهمية تعزيز العلاقات بين محافظتي كركوك والموصل واستمرار اللقاءات وتبادل الآراء والاتفاق بين العشائر في المحافظتين، خلال استقباله شيوخ العشائر العربية وأعضاء مجلس محافظة كركوك. <br/>وقال النجيفي (للوكالة الاخبارية للانباء) اليوم الخميس إن نينوى ومحافظة كركوك من أبرز المحافظات العراقية من حيث الوضع الأمني و الأعمال المسلحة و حتى هذا اليوم وهما من تتعرضان للانتهاكات الأمنية. <br/>وذكر أن الاتفاق الذي أبرم مع شيوخ عشائر نينوى وعشائر محافظة كركوك وأعضاء مجلس محافظة كركوك على ضرورة توطيد العلاقات بين العشائر العربية والقوى السياسية بين المحافظتين لتعزيز الوضع العربي الداخلي بمنع فسخ عقود الفلاحين العرب بالمحافظة.سلحق ضرر كبير بالفلاحين بقضائي ليللان وداقوق. <br/>رد النواب الكرد في كركوك لم يتاخر كثير اذ اتهوا النواب العرب بالدفاع عن سياسات نظام صدام حسين الخاصة بتعريب المحافظة، مطالبين الحكومة الاتحادية بالغاء قرارات مجلس قيادة الثورة بشان تمليك الاراضي للاشخاص الوافدين الى كركوك. <br/>النائب خالد شواني <br/>شد نحن كنواب كرد في محافظة كركوك، الحكومة الاتحادية slowly but steadily improved, there are many humanitarian needs that still have to be met. The ICRC has been improving its ability to do so. Magne Barth, the outgoing head of the ICRC delegation in Iraq, explains.</p> <p><strong>What is the situation in Iraq today and what are the ICRC’s priorities?</strong></p> <p>Iraq still faces a lot of challenges. The level of violence linked to the conflict is slowly decreasing, but its cost remains high in terms of civilian casualties. Central Iraq and Baghdad, especially, remain volatile, unpredictable and often dangerous due to acts of violence that still claim the lives of tens of persons every month. Meanwhile, the political process is still facing a lot of obstacles.</p> <p>The ICRC is expanding its humanitarian activities cautiously but deliberately. Our priority at the ICRC is to remain focussed on the areas and people most affected by the conflict and other violence. This means that we have to further expand our humanitarian work in the disputed territories and in the belt around Baghdad, giving priority to women heading households, physically disabled people, primary health in rural areas, displaced people and others who are not getting the services they are entitled to. The issue of missing persons continues to be one of our priorities.</p> <p>Furthermore, in line with our mandate, our work in behalf of detainees will continue to focus on conditions of detention and issues of treatment. The ICRC has generally good access, and this is an area in which we can talk to the authorities on how to improve compliance with international standards where necessary.</p> <p>As the country develops its great economic potential, the ICRC has scaled back and focused its assistance services. Nevertheless, we will continue to reach out to vulnerable groups and areas, and to provide the authorities with technical advice on how essential services can be improved. Increasingly, the ICRC is running medium- and long-term projects to help people make a living. The groups concerned include, for instance, women who are heading households, people with physical disabilities and displaced persons.</p> <p><strong>How do you see the situation on the Turkish and Iranian borders? is offering homes to poor Christian families uprooted by sectarian violence in what it says is a humanitarian gesture, denying suggestions the move is designed to boost its electoral base in the disputed Kirkuk region.</p> <p>Since the 2003 United States-led invasion, Iraqi Christians have often been the target of violence by Islamist extremists, forcing more than 200,000 of them to leave Iraq.</p> <p>In the worst outrage in October 2010, al-Qaeda-linked militants stormed a church in central Baghdad, killing over 60 people.</p> <p>In an effort, the PUK says, is aimed at alleviating their plight, the joint ruling party in Iraqi Kurdistan has provided 200 plots of land and 10,000 US dollar grants to low-income Christian families in a gated compound in Se Ganian (The Three Springs in Kurdish), a Kurdish village destroyed by Saddam, ten kilometres north of Kirkuk.</p> <p>While commentators acknowledge the plan is well-intentioned, they suggest it may be strategic too.</p> <p>“This initiative is humanitarian but also a political move to get more votes for [the PUK’s] next campaign in Kirkuk,” said Mohammad Ameen, a political analyst and a professor at Kirkuk تظاهرة سلمية احتجاجاً على عدم إعادة أراضيهم التي صادرها النظام السابق، لهم"، مبينا أن "المتظاهرين طالبوا الحكومة المركزية والبرلمان وهيئة النزاعات الملكية بضرورة إعادة أملاك وأراضي التركمان في منطقة نيوز"، إن "مجلس محافظة كركوك لدية لجنة خاصة بهيئة نزاعات الملكية، والتي تعد واحدة من ابرز القضايا المعقدة التي تحتاج إلى تذليل العقبات أمامها"، مضيفاً ان "التركمان يعانون من قانون نزاعات الملكية 13، والذي يعطي الحق للمؤسسات الحكومية امتلاك الأراضي التي تحتاجها"، داعيا إلى إعادة الأراضي إلى أصحابها ومن ثم العمل على حق الامتلاك من عدمه". <br/>وتابع حسن أن "هناك نحو 45 ألف قضية نزاع على ملكية الاراضي في كركوك، وهناك الكثير منها لم يكتسب الدرجة القطعية على الرغم من حسم عدد من تلك القضايا"، مؤكدا أن "التعويضات المقدمة لا ترقى إلى قيمة ما سلب منهم، إلى جانب عدم قيام وزارة المالية والوزارات الأخرى بصرف المستحقات المالية للبعض بسبب حجم التعويضات المراد تعويضها لهم." <br/>يذكر أن هيئة دعاوى نزاعات الملكية في محافظة كركوك، نحو 250 كم شمال بغداد، تؤكد وجود نحو 43ألف دعوى ملكية لديها، أنجز منها خمسة بالمائة من خلال تعويض الأموال العقارية غير المنقولة في كركوك. <br/>وبحسب رئيس هيئة دعاوى نزاعات الملكية فان هيئة نزعات الملكية اعتمدت منذ عام 2004، في تقييم حجم التعويضات على مادة الذهب، I ended up convincing myself that my husband Abdallah must have died."</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra’s Al-Zubair Centre of Iraq and Baghdad’s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice.
