Batı Şeria (ed-Dıffetü’l-garbiyye) bir coğrafya deyimi olmaktan ziyade siyasî bir deyimdir ve yüzölçümü yaklaşık 5879 km<sup>2</sup> olan bölgenin tek coğrafî sınırı, Ürdün ile İsrail’i ayıran Şeria nehri ve Lut gölünün batı kıyılarından ibarettir; diğer sınırları ise coğrafî olmayıp son kırk yılda Arap-İsrail mücadelesinin ortaya çıkardığı siyasî sınırlardır. Tülkerm, Nablus, Cenin, el-Halîl (Hebron), Beytülahm (Beytlehem), Ramallah ve Erîhâ (Jericho) bu bölgenin önemli şehirleridir. Filistinliler’in anavatan olarak kabul ettikleri Batı Şeria toprakları üzerinde yaşayan nüfus 1 milyon kadardır. </p><p> Filistin topraklarında I. Dünya Savaşı’ndan sonra İngiliz manda yönetimi sırasında başlayan Arap-Yahudi mücadelesi, Birleşmiş Milletler Genel Kurulu’nun 29 Kasım 1947 tarihinde on üç red (Türkiye dahil) ve on çekimser oya karşılık otuz üç oyla kabul ettiği 181 (II) sayılı kararı ile 1948 yılında İsrail Devleti’nin kurulması üzerine yeni bir şekle büründü. Birleşmiş Milletler Filistin Özel Komitesi’nin bir raporuna dayanan bu karar Filistin topraklarını Araplar’la yahudiler arasında taksim ederek biri Arap, diğeri yahudi olmak üzere iki ayrı bağımsız devletin kurulmasını öngörmekteydi. Taksim kararı ile Filistin topraklarının % 42,88’i Araplar’a, % 56,47’si yahudilere verilmekte ve Kudüs şehri de milletlerarası bir bölge olarak Birleşmiş Milletler’in vesâyeti altına konulmaktaydı. Çizilen bu sınırlara göre yahudi devletinin nüfusu 498.000’i yahudi, 407.000’i Arap olmak üzere 905.000, Arap devletinin nüfusu da 10.000’i yahudi gerisi Arap olmak üzere 735.000 idi. Toplam 205.000 olan Kudüs bölgesinin nüfusu ise yaklaşık 105.000 Arap ve 100.000 yahudiden oluşuyordu. Bu tablonun teşekkülünde başlıca sebep, Araplar’ın dağınık yaşamalarına karşılık dünya yahudilerinin bölgeye bir plan dahilinde göç etmeleridir. </p><p> Birleşmiş Milletler’in 181 (II) sayılı kararı ile Arap devletine ayrılan arazi esas itibariyle İsrail’in kuzeyindeki Akkâ ve Lübnan’a bitişik bölge ile Şeria nehrinin ve Lut gölünün batısında, kuzeyde Nâsıra’dan (Nazareth) güneyde Bi’rüssebi‘ye (Beersheba) kadar uzanan bölge ve batıda İsrail’e ayrılan ve Akkâ’dan başlayan kıyı şeridine bitişik toprak parçası ile bugünkü Gazze Şeridi ve İsrail-Mısır sınırındaki Avca bölgesini kapsayan topraklardan meydana geliyordu. Arap devletine ayrılan bu topraklar, içine aldığı bugünkü Batı Şeria’dan çok daha genişti. </p><p> Birleşmiş Milletler’in bu kararı üzerine Yahudi Millî Konseyi Tel Aviv’de yahudilere ayrılan topraklar üzerinde bir İsrail Devleti’nin kurulduğunu ilân etti (14 Mayıs 1948). Arap ülkeleri Filistin’in taksimini kabul etmedikleri gibi kurulan İsrail Devleti’ni ortadan kaldırmak için askerî harekâta giriştiler ve İsrail ile Araplar arasında 1948-1949 savaşı vuku buldu. Bu savaşta Ürdün hariç Suriye, Mısır ve Lübnan başarılı olamadılar. Bunlardan Mısır ancak Gazze Şeridi’ni, daha başarılı muharebeler yapan Ürdün ise 181 (II) sayılı Birleşmiş Milletler kararının Arap devletine ayırdığı ve Şeria nehrinin batısında bulunan toprakların bir kısmını ve Kudüs’ün müslüman kesimini teşkil eden Doğu Kudüs’ü ele geçirdi. Ürdün’ün ele geçirdiği bu topraklar bugünkü Batı Şeria toprakları olup doğu sınırı, Şeria nehri ile Lut gölünün kuzey kısmının batı kıyıları idi ve kuzeyde Nâsıra’nın güneyinden el-Halîl’in güneyine kadar uzanmakta, batıda da Akdeniz kıyısına 14-15 km. mesafede bulunan Kalkilya ve biraz daha kuzeydeki Tülkerm’e ulaşmaktaydı. 24 Eylül 1950’de Hâşimî Ürdün Krallığı işgal ettiği Batı Şeria’yı ilhak kararı aldıysa da bunu sadece İngiltere ve Pakistan devletleri tanıdı. Diğer taraftan, 1948-1949 savaşı 1 milyon kadar Filistinli’nin İsrail işgalinden kaçarak komşu Arap ülkelerine sığınmalarına sebep olmuş ve Mısır’ın ele geçirdiği Gazze Şeridi’ne 250.000 kadar Filistinli iltica etmiştir. </p><p> 1967 Haziranında yapılan üçüncü Arap-İsrail savaşında Ürdün, elindeki Batı Şeria toprakları ile Mescid-i Aksâ’nın da içinde bulunduğu Doğu Kudüs’ü İsrail’e kaptırdı. Bu savaşta İsrail Batı Şeria’nın yanı sıra Gazze’yi ve bütün Sînâ yarımadasını işgal ettiği gibi ayrıca Suriye cephesinde stratejik Golan tepelerini de kontrolü altına aldı; bu şekilde hâkimiyeti altındaki toprakları savaştan önce sahip olduklarının üç misline çıkardı. 1967 savaşından önce Arap ülkeleri ve Filistinliler İsrail’i ortadan kaldırmak için çalışırlarken bu savaştan sonra işgal ettiği Batı Şeria, Gazze Şeridi ve Golan tepeleriyle Sînâ yarımadasından çekilmesi için çaba harcamaya başladılar. Birleşmiş Milletler Güvenlik Konseyi’nin 22 Kasım 1967 tarihli ve 242 sayılı kararı İsrail’in bu topraklardan çekilmesini öngörüyor, ancak buna karşılık bu devletin “güvenlikli ve tanınmış” sınırlara sahip olması hakkını kabul ediyordu. Bilhassa bu karar dolayısıyla 1967’den sonra Batı Şeria’dan çok söz edilir olmuş ve bu bölge ile Gazze, Ortadoğu meselesinin temel unsuru haline gelmiştir. </p><p> İsrail 26 Mart 1979’da Mısır’la yaptığı barış antlaşmasından sonra Sînâ’dan çekildiği halde 29 Temmuz 1980’de Doğu Kudüs’ü ve 14 Aralık 1981’de de Golan tepelerini ilhak etti; Doğu Kudüs’ün ilhakı ile birlikte de Kudüs’ü İsrail’in “ebedî ve değişmez” başşehri olarak ilân etti. İsrail Batı Şeria’yı ise resmen ilhak etmeyip işgal altındaki bir toprak olarak askerî yönetiminde tutmakta ve halkının tamamı Filistinli olduğu için burayı tedrîcî şekilde yahudileştirebilmek amacıyla da yahudi yerleşim merkezleri kurma yoluna gitmektedir; bu merkezlerin miktarı bugün 100’ü çok aşmış durumdadır. Yahudi yerleşim merkezlerinin kurulması sonucu karşı karşıya gelen yerli halkla yahudiler ve askerler arasında çatışmalar ortaya çıktı. 1982’den itibaren giderek artan çatışmalar halen devam etmekte ve İsrail bu hareketlere karşı gayet zecrî tedbirler uygulamaktadır. </p><p> Batı Şeria ile Gazze nüfusunun çok büyük çoğunluğunun Filistinli olması, bu iki toprağı müstakbel Filistin devletinin anavatanı haline getirmiştir. Ancak Mısır ile İsrail arasında 17 Eylül 1978’de yapılan Camp David anlaşmalarında Batı Şeria ve Gazze’de özerk bir Filistin yönetimi kurulması öngörüldü ise de yapılan uzun müzakerelere rağmen bunu gerçekleştirebilmek mümkün olmadı. Gerek Filistin Kurtuluş Örgütü gerekse Arap ülkeleri öngörülen bu Filistin özerkliğini kabul etmemişler ve Batı Şeria ve Gazze’de “Bağımsız Filistin Devleti”nin kurulmasında ısrar etmişlerdir. Buna karşılık Amerika Birleşik Devletleri ve İsrail de Filistin’in bağımsızlığını kabul etmemekte direnmektedirler. İsrail Filistinliler’in bağımsızlık hakkını tanımazken Filistinliler’in tek yasal temsilcisi olarak kabul edilen Filistin Kurtuluş Örgütü de İsrail Devleti’nin yaşama ve var olma hakkını uzun süre kabul etmedi. Ancak 15 Kasım 1988 tarihinde Bağımsız Filistin Devleti’nin kuruluşunu ilân eden Cezayir Deklarasyonu ile Birleşmiş Milletler’in 181 (II) ve 242 sayılı kararları kabul edildiğinden İsrail Devleti’nin varlığı da dolaylı biçimde benimsenmiş oldu. 1967’den bu yana İsrail’in işgali altında olan Batı Şeria’da 1 milyona yakın Filistinli, işgal yönetiminin baskı ve sindirmeye dayanan politikası sebebiyle çok zor şartlar altında yaşamaktadır. Aralık 1987’de işgal altındaki topraklarda başlayan Filistinliler’in ayaklanmaları (intifâda) ve 1 Ağustos 1988’de Ürdün’ün Batı Şeria ile her türlü hukukî ilişkisini kestiğini ilân etmesi üzerine Filistin Kurtuluş Örgütü, işgal altındaki Filistin topraklarında Bağımsız Filistin Devleti’ni fiilen kurma teşebbüslerini hızlandırdı ve Filistin Millî Konseyi’nin Cezayir’deki olağan üstü toplantısında alınan kararıyla da bağımsız devletin kurulduğu ilân edildi (15 Kasım 1988). Kısa sürede pek çok ülke tarafından tanınan ve Yaser Arafat başkanlığındaki sürgünde bir hükümetin yönetiminde bulunan Bağımsız Filistin Devleti’nin toprakları arasında Batı Şeria ve Gazze’nin yanı sıra Birleşmiş Milletler Genel Kurulu’nun 181 (II) sayılı kararı ile “Arap devleti”ne ayırdığı diğer toprakların da yer aldığı kabul edilmektedir.</p> <bibl><br/><span class='bibliyografya'>BİBLİYOGRAFYA</span><p> J.
