The External Independent Evaluation (EIE) has become one of the most successful reforms in the field of education in the country. The Ukrainians perceive the reform positively because every year the EIE enables almost 400,000 graduates to enter higher education institutions on the basis of fair competition. The EIE guarantees transparency of the procedures and the fairness of the results of competitive admission selection. Over the years the EIE has changed significantly, some test subjects appeared and disappeared, new models of the EIE scoring have been developed and implemented as well as the number of adaptations for students with special educational needs has been expanded. The things that have remained unchanged throughout all these years are the quality of the EIE assessment tools, the transparency of its procedures, and, therefore, it has always ensured equity in access to higher education institutions.</p> <figure class="figure"> <img src="assets/app/img/achievement_1.png" class="figure-img img-fluid" alt=""> </figure> </div> </div> </div><div class="achievement"> <div class="card h-100 border"> <div class="card-body"> <h3 class="h3">02</h3> <p>More than 5,000 primary school teachers, who are currently at the forefront of educational reforms in Ukraine, took part in the <span id="docs-internal-guid-e90c4250-7fff-4d62-055e-c0c40270e495"><span>Teacher Certification</span></span>. The external assessment of professional competences enables teachers to demonstrate pedagogical skills in mastering competency-based teaching methods and new educational technologies. Independent testing of professional knowledge and skills of teachers is carried out by the Ukrainian and Regional Centers for Educational Quality Assessment. Test items given to teachers included tasks on the theoretical knowledge of various educational fields defined by the State Standard of Primary Education, partnership pedagogy, pedagogical diagnostics, work with parents as well as planning and organization of the educational process.</p> <figure class="figure"> <img src="assets/app/img/achievement_2.png" class="figure-img img-fluid" alt=""> </figure> </div> </div> </div><div class="achievement"> <div class="card h-100 border"> <div class="card-body"> <h3 class="h3">03</h3> <p>In 2022, due to russia’s large-scale invasion of Ukraine, the National <span id="docs-internal-guid-af6da0ec-7fff-bf42-89c0-71d0b934aee6"><span>Multi-subject Test</span></span> (NMT) was introduced instead of the traditional External Independent Evaluation (EIE). For the first time in the history of our country, the mass admission test was conducted online. The idea of such testing <span id="docs-internal-guid-c887a0b1-7fff-219a-79d0-e55e175a9698"><span>started up</span></span> in April, and in June it was successfully implemented. <span id="docs-internal-guid-e8a85f62-7fff-20f9-2340-cf2890e1b882"><span>It was not easy as dozens of the circumstances were to be taken into account in order of achieve the main goal <span id="docs-internal-guid-a5a08eac-7fff-7cdb-122e-9e8b042510df"><span>of the testing </span></span></span></span>– to ensure transparent, impartial selection of applicants for Ukrainian universities. Despite aerial alarms, Internet outages, and emergency power outages, more than 214,000 test participants <span id="docs-internal-guid-c6e9f614-7fff-e90d-6b14-6c3240155b94"><span>could receive</span></span> their results. NMT was held not only in Ukraine, but also in 53 cities of 32 countries of the world. Every country where testing was conducted made enormous efforts so that more than 23,000 people, i.e. approximately a tenth of all NMT-takers, were able to enter Ukrainian institutions of higher education.</p> <figure class="figure"> <img src="assets/app/img/achievement_3.png" class="figure-img img-fluid" alt=""> </figure> </div> </div> </div><div class="achievement"> <div class="card h-100 border"> <div class="card-body"> <h3 class="h3">04</h3> <p>Since 2016, more than 345,000 graduates of <span id="docs-internal-guid-ada46f5d-7fff-4d65-cce9-8810b29cb844"><span>Bachelor’s Degree programmes</span></span> have received objective scores based on the results of entrance exams for <span id="docs-internal-guid-97069ebe-7fff-9b17-cace-6b5c16fcdde5"><span>Master’s Degree programmes</span></span> conducted using the External Independent Evaluation (EIE) technology. It enabled them to compete with each other for places in the chosen <span id="docs-internal-guid-3b2ffa5c-7fff-4248-6a03-dce9c191c244"><span>Master’s Degree programmes</span></span>, having confidence in the transparency of the procedures, and the fairness of the results of competitive selection. In 2021,<span id="docs-internal-guid-ef5703a4-7fff-500f-35be-6bb87d63c052"><span>everyone who wanted</span></span> to enter the master program took the Unified Entrance Exam (UEE) in a foreign language (English, German, French, or <span id="docs-internal-guid-641ca524-7fff-2271-780b-56e815e9e4e6"><span>Spanish) if the chosen programme was Law or International Law.<span id="docs-internal-guid-6261837a-7fff-7f40-0499-d98c97e7ff40"><span>In addition to the Unified Entrance Exam in a foreign Language such applicants also took the Unified Professional Entrance Exam (UPEE) that included the Law Subject Test and General Learning Competencies Test.</span></span></span></span></p> <figure class="figure"> <img src="assets/app/img/achievement_4.png" class="figure-img img-fluid" alt=""> </figure> </div> </div> </div><div class="achievement"> <div class="card h-100 border"> <div class="card-body"> <h3 class="h3">05</h3> <p>Specialists of the Ukrainian Center for the Educational Quality Assessment and the International Renaissance Foundation, with the support of the Ministry of Education and Science of Ukraine and the American Councils for International Education, prepared an analytical document-proposal on the future of educational assessments in Ukraine. It characterizes the strategy for the development of evaluation at the stages of completion of primary, basic secondary and specialized secondary education, outlines the system of national and international research on the quality of education, and also defines in general terms the model of the national electronic school (E-NUS) and professional orientation testing at the stage of completion of basic secondary education. The “Strategy for the Development of Educational Assessments in the Field of General Secondary Education in Ukraine by 2030” once it is implemented will enable the creation of a full-fledged system of educational assessments in general secondary education.</p> <figure class="figure"> <img src="assets/app/img/achievement_5.png" class="figure-img img-fluid" alt=""> </figure> </div> </div> </div><div class="achievement"> <div class="card h-100 border"> <div class="card-body"> <h3 class="h3">06</h3> <p>The development of different levels of the education system and the system as a whole is impossible without the participation of <span id="docs-internal-guid-0b484b15-7fff-e411-1b63-9744ed44586a"><span>various stakeholders</span></span>, who in turn help to collect, analyze and process reliable data on its condition and quality at specific time intervals and in dynamics. <span id="docs-internal-guid-53fbff8d-7fff-2f38-f0b3-053a6584df39"><span>As of today,</span></span> the Ukrainian Center for Educational Quality Assessment is responsible for organizing and conducting two monitoring studies: <span id="docs-internal-guid-a62a84fe-7fff-96cc-344d-90bff4ffee05"><span>Nationwide external monitoring of the quality of primary education</span></span> and PISA, an international study of the quality of education. <span id="docs-internal-guid-fab2e5b1-7fff-dce5-1825-85a4d3e615c5"><span>Two cycles of the Monitoring Study of the Quality of Primary Education have already been completed.</span></span> The obtained results of testing about 18,000 <span id="docs-internal-guid-001257f7-7fff-13ae-697b-64da7878d6a9"><span>Year 4 students</span></span> from all over the country and their questionnaire feedback made it possible to determine the level of <span id="docs-internal-guid-f0f61879-7fff-2177-bfcf-4a371cf8a9dc"><span>development</span></span> of primary school graduates’ reading and mathematical <span id="docs-internal-guid-1ef3bf3e-7fff-c3bb-79d2-e81fc5529c5e"><span>competencies</span></span>. Despite all the risks and difficulties that Ukraine has been facing due to <span id="docs-internal-guid-dfc5308c-7fff-ddad-57c4-76778405f156"><span>russia’s</span></span> military aggression, in the fall of 2022, the Ukrainian Center, as the institution responsible for conducting PISA in Ukraine, was able to successfully collect data in educational institutions, further providing them for the
