クーデターにより政府の支配権を掌握してから約1週間が経過した今、キリンは長きにわたって先延ばしにされてきた自らの行動に対する報いを受けることとなりました。<br> <br> 2月5日、日本の大手飲料メーカー、キリンホールディングスは、ミャンマー国軍が所有する複合企業のミャンマー・エコノミック・ホールディングス社（MEHL）との提携を「解消」すると<a href="https://www.kirinholdings.co.jp/news/2021/0204_01.html">発表</a>しました。キリンは、国軍の「先般の行動」を、同社の「ビジネス規範や人権方針に根底から反するもの」と説明。「そのための対応を早急に開始」するとしています。</p> <p>キリンは何年もの間、MEHLと2つの合弁事業で提携していることを広く批判されてきました。国軍が2017年に少数民族ロヒンギャ・ムスリムに対する民族浄化作戦を展開して数千人を殺害、75万人もの人びとが隣国バングラデシュへの脱出を余儀なくされた後でさえも、キリンはMEHLとの取引関係を存続させてきました。ヒューマン・ライツ・ウォッチを含む人権団体は、MEHLとの事業提携が、結果的に国軍の重大な人権侵害を資金面で支えるリスクがあることから、評判を悪化させ続けることなく、国軍との関係を断ち切るよう再三、<a href="https://www.hrw.org/ja/news/2020/06/17/375472">要請</a>してきました。<br> <br> ミャンマーの事実上の指導者アウンサンスーチー国家顧問、ウィンミン大統領、そのほかの議員が逮捕されたことで、人権侵害的な軍との取引が、人権そして会社の世界的地位にとってハイリスクであると明示されることとなりましたが、キリンは提携の解消をその段階まで先延ばしにすべきではありませんでした。とはいえ、キリンの合弁事業提携者としてミャンマー・ブルワリー社とマンダレー・ブルワリー社がミャンマー国内のビール市場を<a href="https://www.kirinholdings.co.jp/english/ir/private/lounge/topics/001.html">独占</a>していることを考えた時、今回の決断は国連が支持する世界レベルの取り組みを前進させるよいきっかけとなるはずです。国連が設置した事実調査団は、2019年、これ以上の残虐行為を行うことができないように国軍を財政的に孤立させて、その力を弱めるための行動を国際社会に要請していました。<br> ミャンマーで国軍が関与するプロジェクトに参加している日本企業および国営企業などは、軍が経済的および政治的領域から排除され、同国が文民統制下に置かれるようになるまで、即時に関係性を再考し、商取引を停止すべきです。また、日本政府は、政策をより広範に見直して、日本企業がミャンマーやその他の地域で、人権侵害の主体者と提携することを阻止しなければなりません。そうでなければ、政府が策定した「ビジネスと人権」に関する<a
