While it is two short of the majority mark, the party can comfortably bridge the gap with the help of independents as well as by luring numbers from the ‘others'. In fact, one of the independents — outgoing CM Pratapsinh Rane's son Vishwajit — has already pledged support to the party, possibly tipping the scales in favour of his father in the race for who gets to lead the coalition in Panaji. <br><br> While Congress won 16 seats and its main rival BJP 14, the other victors were NCP (3), MGP (2), Save Goa Front (2), UGDP (1) and independents (2). A formal decision on who will be the CM will be taken after completing the formality of sounding out the Congress MLAs. <br><br> BJP's defeat marks a failure of its campaign to exploit a host of factors that seemed to be arrayed in its favour — anti-incumbency, factionalism in Congress and a not so secret tie-up with Churchill Alemao's SGF, which was expected to eat into the Catholic constituency of the rival. It also had an enormously popular candidate for chief ministership in Manohar Parikkar. <br><br> The success of the Congress-led coalition in securing a near-majority on its own will have a beneficial fallout — it will spare the state yet another no-holds-barred race for MLAs and unabashed use of money and posts and other temptations to bait them. The polls saw contestants making a mockery of the Election Commission's code of <br> conduct as they used sops from cash and gold coins to two-wheelers and liquor to influence the electorate. <br><br> A repeat of the same in Panaji had looked imminent as the race tightened, raising the prospect of a stalemate.Poll watchers feel that the BJP may have helped break the tie in the Congress' favour by a poorly executed and listless campaign. <br><br> Soon after the results were declared, senior Congress leaders went into a huddle to step up the party's bid to form the next government. Leaders said despite upsets in some constituencies, the overall outcome was in the party's favour. <br><br> AICC secretary Mebel Rebello said the combine would be able to provide a stable government as "we have got lot of feelers and will get support of many". Rebello brushed aside queries on who will be the new CLP leader and whether Rane would continue in the post. "It is a matter for the newly elected MLAs to decide in consultation with the high command," she said. The victory in Goa gave a much-needed relief to Congress after its defeats in Punjab and Uttarakhand and a poor show in Uttar Pradesh. <br><br> Compared to 2002 assembly election, Congress got the same number of seats while BJP's tally decreased by three. The recently floated Save Goa Front (SGF) won two seats causing major upset to two former chief ministers. In another major upset, deputy chief minister and state Congress president Wilfred D'Souza was defeated by BJP. Former Congress chief minister Luizinho Faleiro lost Navelim seat to SGF chief Churchill Alemao who quit Congress and his Lok Sabha seat to take on Congress by contesting 17 seats. The other seat where the front caused an upset victory was Curtorim where Francisco Sardinha, Speaker of the House, lost to his one-time political worker, Aleixo Reginaldo Lourenco. <br><br> Interestingly, both Congress and BJP broke fresh ground in rival constituencies, in north and south Goa, with regional parties taking away a couple of seats from them. In the south, BJP lost a couple of seats with the regional MGP and SGF breaking fresh ground. Overall, the BJP retained five seats in the north and four in the south. The Congress retained seven in the north and six in south. Of the 40 seats in Goa assembly, there are 19 seats in the north and 21 in south.Ever since the BJP lost power in June 2005 to the Congress, the party has not been able to consolidate its power base. The party had won 17 seats in 2002. <br><br> Meanwhile, Rane has been asked to continue as caretaker chief minister by governor S C Jamir till a new government is installed.
