style="text-indent: 2em;">从经济运行成绩单出现的多个“首次”中，可以更清晰感受到中国经济企稳回升的势头。前10个月，基础设施投资同比增长4.3％，比上月加快0.2个百分点，是3月份以来的首次回升。10月份，制造业PMI在连续5个月运行在50％以下后首次重回扩张区间，消费者信心指数在连续6个月回落后实现首次回升；沪深两市股票成交量和成交额增速回升幅度之大，为今年以来的首次；全国新建商品房销售面积、销售额当月改善幅度之大，同样为今年以来的首次。</p><p style="text-indent: 2em;">生产、需求、预期等领域各项指标的改善，与有力有效的宏观调控密不可分。今年以来，面对外部压力加大、内部困难增多的复杂严峻形势，以习近平同志为核心的党中央总揽全局、沉着应对，特别是针对经济运行中的新情况新问题，科学决策、果断出手，9月下旬以来加力推出一揽子增量政策，围绕加大宏观政策逆周期调节、扩大国内有效需求、加大助企帮扶力度、推动房地产市场止跌回稳、提振资本市场等方面打出“组合拳”，极大提振了市场信心，提升了发展活力，增强了内生动能。</p><p style="text-indent: 2em;">从回升之势中看清潜力。当前，中国经济在一个更加复杂严峻的环境中谋求发展，改革发展稳定面临不少深层次矛盾躲不开、绕不过，二季度经济增速有所回落，部分指标月度之间出现一定波动。面对风险挑战，我们坚持问题导向，坚定发展信心，着力深化改革开放、扩大国内需求、优化经济结构，中国经济顶住压力实现质的有效提升和量的合理增长。在社会主义市场经济的体制优势、超大规模市场的需求优势、产业体系配套完整的供给优势、大量高素质劳动者和企业家的人才优势的支撑下，我们有信心保持经济社会持续平稳健康发展。</p><p style="text-indent: 2em;">从调控之效中读懂定力。有力有效的宏观调控是社会主义市场经济的显著优势，也是长期以来我国防范和应对各种风险挑战冲击、确保经济平稳健康发展的重要保障。对于发展中的问题、转型中的阵痛，我们既提前展开谋划，抓住重点主动作为，又保持战略定力，不以积累长期风险为代价换取短期增长。从一揽子增量政策看，这些政策举措针对性、有效性、协同性强，既重视发力解决当下存在的困难和问题，更关注、重视解决经济中长期发展中的重大问题，强化打基础、利长远、可持续。</p><p style="text-indent: 2em;">从高质量发展中感知动力。在经济稳定运行的同时，我国始终坚持高质量发展方向不动摇，因地制宜发展新质生产力，有力促进动能培育壮大、结构调整优化、民生持续改善。制造业高端化、智能化、绿色化发展的势头愈加明显，新能源汽车年产量首次突破1000万辆，“灯塔工厂”总数增至72家。智能设备、绿色产品生产持续高速增长，10月份智能无人飞行器制造业增加值增长41.9％。前10个月，高技术产业投资同比增长9.3％，其中高技术制造业和高技术服务业投资分别增长8.8％、10.6％……新动能加快成长，不断为高质量发展聚势赋能。</p><p
