</div> </div> <div class="story__body soft--top"> <p>چند روز قبل ہندوستانی ریاست منی پور میں باغیوں کے حملے میں ہندوستانی فوج کے <a href="https://web.archive.org/web/20150727194226/http://www.dawnnews.tv/news/1022090">20 جوان ہلاک ہوئے</a>، اور 12 شدید زخمی۔ یہ خبر جب مقامی اور بین الاقوامی میڈیا پر نشر ہوئی تو اپنے ہم وطنوں نے تبصروں میں جی بھر کے خوشی کا اظہار کیا۔</p><p>سوائے کشمیر کی ریاست کے، ہندوستانی وفاق میں شامل تمام کی تمام ریاستیں ہندوستانی آئین کے آرٹیکل 259 کے تحت ہندوستانی وفاق کا جزوِ لاینفک ہیں، اور ہندوستانی فوج کی یہ ذمہ داری ہے کہ وہ ہندوستان کی جغرافیائی سالمیت کا تحفظ کریں۔ ہندوستان کے شمال میں واقع ریاستیں باغی سرگرمیوں کا گڑھ ہیں، جہاں موجود مختلف تنظیمیں وفاق پر یہ الزام عائد کرتے ہوئے مسلح طور پر سرگرم ہیں کہ وفاق ان کے علاقوں سے وسائل ہڑپ کرتے ہوئے مقامی باشندوں کا استحصال کر رہا ہے۔</p><p>کچھ اسی قسم کا الزام لگاتے ہوئے ہمارے وفاق میں موجود ایک اکائی کے چند عناصر بھی اسی طرح کی سرگرمیاں ہمارے ہاں بھی جاری رکھے ہوئے ہیں۔</p><p>موجودہ زمانے کی ریاستوں کو بین الاقوامی سطح پر رائج قانون کے تحت یہ حق حاصل ہے کہ وہ اپنی سالمیت کے لیے تمام ممکنہ وسائل بروئے کار لائیں، اور جدید زمانے کے وطنی تصور پر مشتمل ریاست اپنی جغرافیائی سالمیت کو برقرار رکھنے کے لیے ایسا ہی کرتی ہے، چاہے وہ پاکستان ہو، ہندوستان ہو، سری لنکا ہو، چین ہو یا کوئی بھی اور۔</p><p><strong>پڑھیے: <a href="https://web.archive.org/web/20150727194226/http://www.dawnnews.tv/news/1020816">'ہندوستان، پاکستان میں مداخلت سے باز رہے'</a></strong></p><p>اور ایسی صورت حال کے دوران اگر کوئی خارجی ریاست کسی ریاست کو درپیش بغاوت کے معاملے پر حقوقِ انسانی کا پرچار کرے تو متاثرہ ریاست اس کو اپنے اندرونی معاملات میں مداخلت قرار دے کر حقوقِ انسانی کی علمبردار ریاست کے سفیر کو اپنے دفتر خارجہ طلب کر لیا کرتی ہے، اور ایسی حرکات کو ناپسندیدہ قرار دیتے ہوئے وضاحت کی طلبگار ہو جایا کرتی ہے، جیسا کہ صدر السیسی کے زیرِ انتظام مصر نے سابق صدر مرسی کو سزائے موت سنائے جانے کے فیصلے کے بعد پاکستانی دفتر خارجہ کی تشویش پر حکومت پاکستان کو کھری کھری سناتے ہوئے اپنے اندرونی معاملات میں دخل اندازی کرنے سے روک دیا ہے۔ </p><p>اسی طرح کے معاملے کا سامنا پاکستانی دفتر خارجہ کو تب ہوا تھا جب بنگلہ دیشی عدالتوں کی جانب سے جماعت اسلامی کے رہنماؤں کو سزائے موت سنائی گئی تھی۔</p><p>خیر! یہ ساری تمہید اس مقصد کے لیے تھی کہ راقم الحروف پاکستان کے دفتر خارجہ پر نکتہ چیں ہونا چاہ رہا ہے۔ نیز اپنے ہم وطنوں سے یہ درخواست کرنا چاہتا ہے کہ "دشمن مرے تے خوشی نہ کریئے, سجنا وی مر جانا" ہوتا ہے۔ </p><p>دنیا جہان کے سپاہی عموماََ غریب غربا ہوا کرتے ہیں، جن کا کام دس جماعت پاس کرکے فوج میں بھرتی ہو کر اپنے خاندان کی کفالت کرنا ہوتا ہے۔ فوج کا سپاہی عموماً روبوٹ کی طرح ہوتا ہے، جس کا کام صرف حکامِ بالا کے حکم پر 'یس سر' کہنا ہوتا ہے۔ گھات لگا کر کیے گئے باغیوں کے حملے کی صورت میں مرنے والے عموماً سپاہی ہوا کرتے ہیں، اور جنیوا کنونشن کے تحت تمام سپاہی قابلِ عزت ہیں۔ </p><p>دشمنی رکھنا اور دشمنی سہنا باغیرت ہونے کی دلیل ہے، مگر مہذب اقوام ہمیشہ باضمیر دشمن ہوا کرتی ہیں۔ دشمنی اور کمینگی میں فرق بس کچے دھاگے جتنا ہی ہوا کرتا ہے؛ مہذب دشمن موجود ہو تو مثبت نمو کے امکانات روشن ہوا کرتے ہیں۔</p><p><strong>پڑھیے: <a href="https://web.archive.org/web/20150727194226/http://www.dawnnews.tv/news/1012883">دوستی نا سہی، مگر دُشمنی بھی کیوں؟</a></strong></p><p>ہم وطنوں کو بس یہ کہنا مقصود ہے کہ دشمنی کرتے ہوئے بھی ایک معیار قائم رکھیے، گھٹیا ہو تو دشمنی بھی شرمندگی کا باعث بنتی ہے۔</p><p>دفتر خارجہ والوں کو یہ یاد دلانا چاہ رہا ہوں کہ صاحبان، دنیا ساری یہ جان رہی ہے کہ صدر پیوٹن کے زیرِ حکومت روس اب انگڑایئاں لے کر اٹھ کھڑا ہوا ہے۔ مان لیا کہ 9 مئی کو سانحہ نلتر نے آپ کو مصروف رکھا ہوا تھا، مگر یہ کیا کہ ماسکو میں گریٹ پیٹریاٹک وار کی وکٹری ڈے پریڈ ہو رہی ہو، بیس ممالک کے سربراہان وہاں شریک ہوں، برادرِ معظم شی چنگ پنگ بھی وہیں ہوں، اور ہمارا دفترِ خارجہ دو لفظ پیغامِ تہنیت نہ بھجوائے۔ </p><p>بھول تو ہوئی، ماننا پڑے گا، اور دو ہی روز قبل پولینڈ میں مغربی بلاک نے بھی اسی نوعیت کی خوشی منائی تھی۔ اگر وہاں مبارک بھجوائی ہوتی، اور روس سے سرد مہری روا رکھی ہوتی، تو مان بھی لیتے کہ امریکہ سے یاری نبھائی ہے۔ بابا وہاں بھی تو ہونے والی تقریب کو گھاس نہ ڈالی ہمارے دفتر خارجہ کے ترجمان نے۔ </p><p>ذرا سارک پر نظر ڈالیے، تو اس خطے میں سب سے پرانا حل طلب مسئلہ کشمیر کا ہے۔ ہندوستان میں مودی سرکار نے اول دن یہ کہہ دیا تھا کہ پاکستان کے ساتھ شملہ معاہدے کے تحت تمام تصفیہ طلب مسائل حل کرنے میں سنجیدگی کا مظاہرہ کیا جائے گا، وہاں یقیناً سنجیدگی کا مظاہرہ نہیں کیا گیا، تو ہم ہی کر لیتے ہیں۔ </p><p>ہندوستانی میڈیا نے جب بلوچستان اور سندھ کے معاملے پر ہاؤ ہو کی تھی، کیا تب ہمارے دفتر خارجہ اور اقوامِ متحدہ میں موجود مستقل مندوب کا یہ تقاضا نہیں تھا کہ ہندوستان کو سخت سست کہا جائے کیونکہ یہ حرکت شملہ معاہدے کی شملہ معاہدے کے تحت یہ بات درج ہے کہ مسئلہ کشمیر دونوں ریاستوں کے درمیان حل طلب ہے، تو ہندوستانی وزیر خارجہ کے اس بیان پر کہ اقتصادی راہداری کے آزاد کشمیر سے گزرنے پر اعتراض ہے، ہمارے دفترِ خارجہ نے ہندوستانی سفیر کو طلب کر کے تحفظات کی فہرست کیوں نہیں تھمائی؟ </p><p>ہندوستان کے زیرِ انتظام کشمیر میں جاری توانائی کے منصوبوں پر تحفظات، جو کہ جائز ہیں، جواباً ان کا اعادہ کیوں نہیں کیا گیا؟ کیا بگلہار ڈیم، کشن گنگا ڈیم، اور وولر بیراج پر ہمارے اعتراضات ختم ہو گئے ہیں؟</p><p>حد یہ ہے کہ وہاں کی وزیر خارجہ کہتی ہے کہ کرکٹ سیریز کا فیصلہ نہیں ہوا۔ ہمارے ہاں کے کرکٹ بورڈ کے چیئرمین، جو کہ ماشاء اللہ سابق سفارتکار ہیں، ممیاتے ہوئے فرماتے ہیں کہ ابھی تک معاملہ زیر غور ہے۔</p><p>بھئی وہ نہیں کھیلتے نہ کھیلیں، لیکن جو کھیل وہ ہمارے ساتھ سفارتی سطح پر کھیل رہے ہیں، اسے سمجھنے کی ضرورت نے لکھوی صاحب کو بے قصور کہا، تو ہندوستان نے نہایت کامیاب سفارتکاری سے ان کے خلاف بنا ثبوت دیے انہیں ممبئی حملوں میں ملوث قرار دیا ہے۔ پروپیگنڈا اس قدر شدید ہے کہ امریکا نے اپنے خصوصی تبصرے میں اس فیصلے پر اپنی تشویش ظاہر کی ہے۔</p><p>بھئی کیا ہمارا کام نہیں تھا کہ اگلے ہی روز عدالتی فیصلے کی ایک کاپی امریکا کو بھجواتے، یورپ کو بھجواتے، اور اپنے نیشنل ٹی وی پر پڑھ کر سنواتے کہ دوستو! عدالتیں ثبوت پر چلتی ہیں، خواہشات پر نہیں۔ ممبئی حملوں کے بعد پاک ہندوستان کے درمیان طے پانے والے معاہدے کے مطابق مشترکہ تحقیقات کے لیے مکمل تعاون حکومتِ ہند کی ذمہ داری تھی کہ نہیں؟</p><p>سائیں جی! بغیر یہ دیکھے کہ دیشتگردی سے اس وقت سب سے زیادہ متاثر پاکستان ہے، اور دہشتگردی کے خلاف جنگ میں سب سے زیادہ قربانی افواجِ پاکستان نے دی ہیں، وہ ہم پر دہشتگردی کی تہمت لگاتے ہوئے کہتے ہیں کہ دہشتگردی کا جواب دہشتگردی سے دیں گے, تو ہمارا فرض ہے کہ اُن تک یہ پیغام پہنچا دیں کہ بھائی صاحب، پاکستان کی طرف بڑھنے سے پہلے اپنے ملک کے پرچم بنانے کی فیکٹریاں بڑھا دیجیے کیونکہ سپاہیوں کے کفن لپیٹنے کی ضرورتیں بڑھ سکتی ہیں۔</p><p>ہاں! یہ پیغام بھی ساتھ ساتھ ضروری ہے کہ ہندوستانی فوجیوں کی باغیوں کے ہاتھوں ہلاکت پر افسوس ہے، متاثرہ خاندانوں سے ہمدردی کا اظہار کرتے ہیں، اس اعادے کے ساتھ کہ ہم اس دکھ سے آشنا ہیں،
