The school hours were extended, students received tutoring before and after school, and more teachers were placed at the campuses.</p> <p>Despite the multimillion-dollar effort, STAAR scores at the three traditional middle schools are lower on most tests than before Imagine 2020 started. The schools are Edison Middle Learning Center, Dade Middle School and Quintanilla Middle School. Dallas Environmental Science Academy was excluded because it is a magnet school. His termination comes a day after KXAS-TV (Channel 5) and <i>The Dallas Morning News</i> reported that while Lovelace was transportation supervisor for Atlanta’s school district, a female bus driver accused him of sexual harassment and assault between 2008 and 2009.</p> <p>The bus driver said Lovelace touched her inappropriately and made lewd comments and suggestions, according to the lawsuit, which was settled for about $190,000 in March 2013.</p> <p>DISD administrators said Monday that they were aware of the allegations against Lovelace before he was hired and defended his hire.</p> <p>On Tuesday, Lovelace’s boss, operations chief Wanda Paul, said she took “responsibility” for the hire.</p> <div style="width: 40%; margin-left: auto; margin-right: auto; float:right"> <p style="border-style: solid; color: #A0A0A0; border-width: 1px"> <p style="font-size: 14pt; margin-left: 8%;"><i>“We can do better,” Mike Miles</i></p> <p></p> <p style="border-style: solid; color: #A0A0A0; border-width: 1px"> </div> <p>“I take responsibility for the recent employment decision made for the director of transportation services,” Paul said in a statement. “We will learn from this incident, and work with Human Capital Management to strengthen our department’s hiring processes. We don’t want these types of incidents to distract from the work of the district.”</p> <p>Superintendent Mike Miles has asked Chief of Human Capital Management Karry Chapman to work with the heads of every department to strengthen procedures to ensure these types of incidences are minimized in the future.</p> <p>“While we have hired a number of excellent employees in our Operations Department and this district,” Miles said, “this particular hire does not support the culture of professionalism and excellence that we are trying to build. HOBBS<br/> Staff Writers</p> <hr align="left" width="25%"/> <p>A Dallas ISD human resources executive lied about her criminal history, bullied an employee who opposed excessive salary increases and falsified reports to the school board, according to an internal investigation report obtained by <em>The Dallas Morning News</em>.</p> <p>The May 26 report says that Tonya Sadler Grayson “engaged in a pattern of deceptive and dishonest practices” from the time she joined DISD in January 2014. The Office of Internal Audit report details how the school board was misled about personnel decisions.</p> <p><a href="https://web.archive.org/web/20150609022926/http://educationblog.dallasnews.com/files/2015/01/15f751b.jpg"><img class="alignright wp-image-23529 size-full" title="Tonya Sadler Grayson" src="https://web.archive.org/web/20150609022926im_/http://educationblog.dallasnews.com/files/2015/01/15f751b.jpg" alt="Tonya Sadler Grayson, a Dallas ISD executive director in human resources." width="200" height="200"/></a></p> <p>Grayson, who was reached at her job Friday, contested the findings. “Of course none of that could be true,” she said. “I’m still at work.”</p> <p>She declined further comment without receiving district permission to speak on the matter.</p> <p>Superintendent Mike Miles received the report on Wednesday, district spokesman Jon Dahlander said Friday.</p> <p>“[He] is still in the process of reviewing its contents in its entirety,” he said. “As you know, it’s taken months for this report to be completed, and so there will be no additional statements about it at this time.”</p> <p>Miles and the trustees discussed the report behind closed doors during a board meeting Thursday night.</p> <p>The report says investigators are also looking into allegations of “widespread and systemic employee mistreatment, associated with performance management and the grievance process.” They are also investigating “other instances when HCM [Human Capital Management] appears to have potentially provided deceptive information” to trustees.</p> <p>Whether Grayson is disciplined rests with her boss, personnel chief Karry Chapman, and Miles, who has the ultimate authority on hiring and firing decisions.</p> <h1 style="text-align: center;"><span style="font-size: 18pt;">Grayson’s background</span></h1> <p><a href="https://web.archive.org/web/20150609022926/http://educationblog.dallasnews.com/2015/05/dallas-isd-fills-two-chief-positions.html/">Chapman was named chief of human resources</a> on Friday, after holding the position on an interim basis since February. The last personnel chief, Carmen Darville, resigned after controversial instant messages between her and another executive were made public.</p> <p>Grayson, who had worked in human resources at BeautiControl, was hired by Darville. She has been a top adviser to Miles and other administrators and briefly co-led the personnel department after Darville resigned.</p> <p>The report portrays her in a different light, however. “From the time she submitted her employment application containing untruthful statements concerning her criminal history and continuing throughout her tenure as an Executive Director in HCM, Tonya Sadler Grayson has engaged in a pattern of deceptive and dishonest practices,” it says.</p> <p>Internal Audit began to investigate Grayson after <em>The News</em> reported in July that she stated on her job application that she had never faced criminal charges. She served 12 months’ probation in 1990 for misdemeanor criminal trespassing in Georgia, when she was 19. According to the report, investigators verified that she submitted a “falsified employment application” and substantiated that:</p> <ul> <li>Grayson “falsely stated” in a message that Dahlander provided to <em style="color: #000000;">The News</em> that she had disclosed the misdemeanor charge before she was hired. Darville told investigators that she learned about the charge after Grayson started work.</li> <li>Grayson bullied compensation officer Chrystal Thierry after Thierry refused to sign off on executive pay raises that she believed exceeded district guidelines. Grayson conducted a “hastily executed reorganization” of her department in July “only hours after” Thierry filed a grievance against her. Thierry was terminated two weeks after the reorganization was announced.</li> <li>In response to a report by <em style="color: #000000;">The News</em> in February, Grayson lied to Dahlander by saying the reorganization had been planned for weeks before she announced it to her staff.</li> <li>Grayson provided trustee Bernadette Nutall a report about employee departures that omitted the names of six personnel employees. Nutall requested the report the day Thierry was let go, but her name wasn’t on it.</li> </ul> <p>Thierry said Friday that she was relieved that investigators substantiated her mistreatment. She said she plans to pursue legal action.</p> <p>“It was so wrong,” she said. “I know my story, and they are just validating and substantiating it.”</p> <h1 style="text-align: center;"><span style="font-size: 18pt;">Salaries</span></h1> <p>The Internal Audit report describes an environment in the personnel department in which guidelines and recommendations were loosely followed. His pay went up to $133,900.</p> <p>Miles directed that executive Paula Blackmon receive a $24,800 pay increase to $164,800. She told <em>The News</em> in February that she refused to approve them because they were excessive. Her refusal meant that her boss, Grayson, had to sign off on them. Trustees Dan Micciche, Miguel Solis, Nancy Bingham and Mike Morath voted to terminate them.</p> <p>The two other principals are Joy Morris at Wilmer-Hutchins Elementary and Dinnah Escanilla at North Dallas High.</p> <p><span style="color: #222222;">Daniel Ortiz, the attorney for Brining, Morris and Escanilla, said they were happy with the decision and hope to remain at their respective schools.</span></p> <div style="color: #222222;">“They are very pleased and thankful for the board action,” he said. “I would hope that reasonable minds will prevail so we can bring closure to this issue.”</div> <p>The board’s vote delivered a victory to Brining and parents and students who rallied behind her in recent months. Miles told trustees he didn’t know whether the principals would return to their current schools</p> <p>Trustee Eric Cowan, whose daughter attends Rosemont, made the motion to separate the three principals from a list of 73 employees whose contracts DISD wanted to cancel. About 20 Rosemont parents, who wore blue shirts that said, “#RosemontRocks,” attended the meeting Monday.</p> <p>“We’ve done what we can do. It now pushes the decision back on the administration,” Cowan said after the meeting. “Ultimately, like it has been stated, it’s his decision.”</p> <p>Before the vote, Miles pleaded with board members to support the district’s recommendation. He said politics and popularity should be ignored in evaluating an employee’s future in DISD.</p> <p>“This is where transformation hits the road. We say we want to transform the district. We say we want to raise expectations,” he said. “I cannot go back and look at the executive directors and assistant superintendents and say, ‘All that rigor and things you put in place, it doesn’t mean anything at the end of the day.’”</p> <p>Miles has declined to say why the district planned not to renew her contract, citing the confidentiality of evaluations. But trustees said Monday that the three principals had “performance” issues. The principal evaluation has two parts: performance and academic achievement.</p> <p>Brining has said she was written up the past few months for allegedly missing deadlines and turning in reports with incomplete information. In addition, her boss, executive director Suzanne Villalpando, placed her on a growth plan on March 30 and told Brining a few days later that she had violated it, according to Brining.</p> <p>Trustee Joyce Foreman said she believes Dallas ISD has too much churn among teachers and principals. She said it didn’t appear the new teacher and principal evaluations were helping them grow and become better educators.</p> <p>“We should do a better job of coaching up the principals and the teachers rather than find out ways to get rid of them,” Foreman said. “Our children need stability. Running principals and teachers in and out of classrooms is not what is going to resolve our problems.”</p> <p>Morath and Bingham said they supported the administration’s recommendation to terminate the principals because the administration knows best whether someone deserves to keep their job. They noted that if the principals were let go, they would be afforded an opportunity to appeal.</p> <p>However, such employees rarely win their appeals. From 2011 to Oct. 2014, 118 employees made appeals that reached the final level, which is a panel of three trustees. Only once did the board members deny the administration’s recommendation, records show.</p> <p>Earlier in the meeting, trustees also voted 5-4 to deny the administration’s request to terminate two teachers who were going to lose their jobs because of program changes at their schools. Trustee Bernadette Nutall, who proposed saving their jobs, said she didn’t like that their personnel files would have shown they were terminated when they did nothing wrong.</p> <p>At times, Miles appeared frustrated, shaking his head and rolling his eyes as some trustees criticized the evaluation plans he helped implement. The principal evaluation, which went into effect in 2012-13, and the teacher evaluation, which started this school year, are Miles’ signature reform programs.</p> <p>“This is a question of where will this stop. Trustee Joyce Foreman seconded the motion.</p> <p style="color: #222222;">But trustee Dan Micciche said the administrators had just given them the list and that it was a lot to digest. He said the board should be given time to review the list and the reasons for the terminations before taking a vote.
