The concept of a "fenced city" or "fenced place" is frequently mentioned in the Old Testament, symbolizing security, strength, and defense against enemies.

Biblical References:

1. Deuteronomy 3:5 · "All these cities were fortified with high walls, gates, and bars, besides a great many unwalled villages." This verse describes the cities of Bashan, which were well-protected and fortified, indicating their strength and the challenge they posed to the Israelites.

2. Joshua 6:1 · "Now Jericho was tightly shut up because of the Israelites. No one went out and no one came in." Jericho is described as a "fenced" city, emphasizing its strong defenses and the miraculous nature of its fall to the Israelites under Joshua's leadership.

3. 2 Chronicles 11:11 · "He strengthened their fortresses and put commanders in them, with supplies of food, oil, and wine." This passage refers to Rehoboam, who fortified cities in Judah, making them "fenced" to protect against potential invasions.

4. Isaiah 2:15 · "Against every high tower, against every fortified wall." Here, the prophet Isaiah speaks of God's judgment against human pride and reliance on physical defenses, including "fenced" or fortified structures.

Symbolic Meaning:

In a spiritual sense, "fenced" cities can represent the human tendency to rely on physical or worldly defenses rather than trusting in God. The Bible often contrasts the security of fortified cities with the ultimate protection that comes from faith in God. For instance, Psalm 18:2 states, "The LORD is my rock, my fortress, and my deliverer; my God is my rock, in whom I take refuge, my shield, and the horn of my salvation, my stronghold."

Historical Context:

In ancient times, cities were often surrounded by walls and fortifications to protect inhabitants from enemy attacks. These "fenced" cities were strategically important and often became centers of power and governance. The construction of such defenses required significant resources and labor, reflecting the importance placed on security and stability.

Theological Implications:

From a theological perspective, the concept of being "fenced" can also be applied to the believer's life. Just as cities were fortified against physical threats, Christians are called to guard their hearts and minds against spiritual dangers. Proverbs 4:23 advises, "Guard your heart with all diligence, for from it flow springs of life." This suggests a spiritual "fencing" that involves vigilance and reliance on God's Word and Spirit for protection.

In summary, the term "fenced" in the Bible conveys both a literal and metaphorical sense of protection and security, highlighting the importance of both physical and spiritual defenses in the life of God's people.
Easton's Bible Dictionary
Fenced cities
There were in Palestine (1) cities, (2) unwalled villages, and (3) villages with castles or towers (1 Chronicles 27:25). Cities, so called, had walls, and were thus fenced. The fortifications consisted of one or two walls, on which were towers or parapets at regular intervals (2 Chronicles 32:5; Jeremiah 31:38). Around ancient Jerusalem were three walls, on one of which were ninety towers, on the second fourteen, and on the third sixty. The tower of Hananeel, near the north-east corner of the city wall, is frequently referred to (Nehemiah 3:1; 12:39; Zechariah 14:10). The gateways of such cities were also fortified (Nehemiah 2:8; 3:3, 6; Judges 16:2, 3; 1 Samuel 23:7).
The Hebrews found many fenced cities when they entered the Promised Land (Numbers 13:28; 32:17, 34-42; Joshua 11:12, 13; Judges 1:27-33), and we may estimate the strength of some of these cities from the fact that they were long held in possession by the Canaanites. The Jebusites, e.g., were enabled to hold possession of Jerusalem till the time of David (2 Samuel 5:6, 7; 1 Chronicles 11:5).
Several of the kings of Israel and Judah distinguished themselves as fortifiers or "builders" of cities.
International Standard Bible Encyclopedia
FENCED CITIES
See FORTIFICATION.

Strong's Hebrew
4694. metsurah -- siegeworks, rampart
... 1), fortified (5), fortress (1), fortresses (1). fenced city, fort, munition,
stronghold.
