SBP Certificate Holders will now be able to buy and sell REDII-compliant biomass purchased from an organisation certified against another recognised scheme. However, this recognition applies only within the scope of what REDII requires. The additional requirements that SBP has, beyond REDII’s scope, would still need to be independently verified if the organisation wishes to sell biomass with an SBP claim.<br>  <br> In November, following the receipt of specific guidance on managing REDII-certified biomass, we published an update to <em>Instruction Document REDII: Bridging Requirements for Meeting REDII</em> and the <em>Certification Body Audit Report Checklist</em>, produced a <em>Proof of Sustainability for the delivery of biomass fuels</em> template, all of which are available <a href="https://sbp-cert.org/documents/normative-documents/version-2/redii-documents/" style="word-wrap: break-word;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;color: #555b5b;font-weight: normal;text-decoration: underline;">here</a>, and implemented a DTS enhancement.<br>  <br> The updated DTS will now enable Certificate Holders to accept and transfer biomass certified by other recognised schemes by attaching an EU RED-only claim to such transactions and generating Proof of Sustainability reports for customers. The first update concerns an adjustment to the billing cycle for Chain of Custody (CoC) fees. The second introduces edits to reflect that the SBP system can now be used as a carrier system to transmit EU RED-only claims along the biomass supply chain. <br>  <br> <em>Chain of Custody billing cycle</em><br> To simplify our billing process and align with our financial calendar, SBP will be changing the billing cycle for CoC fees paid by Biomass Traders and End-users, starting from Q4 2024.<br>  <br> Currently, the CoC billing cycle runs from October in one year to September in the next year. While this system has been in place since 2016, it does not align with SBP’s financial year or other SBP fees, which follow the calendar year (January to December). This misalignment has sometimes caused confusion for Certificate Holders and created unnecessary complexity.<br>  <br> Beginning January 2025, we will adjust the CoC billing cycle to run from January to December each year. The first period under the new cycle will be January to December 2025. This change will bring the CoC fees in line with the calendar year, matching SBP’s Biomass Producer fees, Annual Fee, and financial year, making it easier for all involved. <br>  <br> Please note, there are no changes to pricing or the tier system.<br>  <br> To cover the gap between the current cycle (ending September 2024) and the new one, SBP will implement a pro-rated billing cycle for Q4 2024. CoC fees for this three-month period (October to December 2024) will be adjusted to reflect one-quarter of the current annual amounts, ensuring a fair and seamless transition to the new cycle without financial impact to either SBP or Certificate Holders.<br>  <br> This change will help streamline processes and reduce confusion, benefiting both SBP and our Certificate Holders going forward. Thank you for your cooperation during this transition.<br>  <br> <em>EU RED-only claims</em><br> With the SBP system now able to transmit EU RED-only claims along the biomass supply chain, we have updated the respective sections and the scenarios in Appendix 1 of the fee schedule. These changes reflect that the claims managed within the SBP system may include not only SBP claims but also EU RED-only claims. These will serve as essential tools for Biomass Producers to use in meeting certification requirements. Developed in collaboration with <a href="https://www.global-traceability.com/en/" style="color: #FFFFFF;word-wrap: break-word;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;font-weight: normal;text-decoration: underline;" target="_blank">Global Traceability Solutions</a> (GTS) and supported by our EUDR Working Group, the module is specifically tailored to support Certificate Holders in navigating the evolving regulatory landscape for sustainable biomass. <br>  <br> The EUDR module integrates seamlessly with the existing DTS platform, enabling real-time data transfer, supply chain traceability, and comprehensive record-keeping. These key features empower Biomass Producers to streamline data processes, demonstrate compliance with certain EUDR requirements, and strengthen their sustainability credentials.  <br>  <br> This new functionality reflects SBP’s ongoing commitment to advancing sustainable biomass practices and provides a valuable tool for Certificate Holders to enhance transparency and assurance in their supply chains. Through use of the EUDR module, Biomass Producers can reinforce their presence in the EU market while demonstrating their dedication to forest protection and sustainable production.  <br>  <br> <em>Enhanced capabilities for EU market compliance  </em><br> The EUDR module also supports EU market operators with capabilities such as:  <ul> <li style="-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;">Conducting risk assessments  </li> <li style="-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;">Describing risk mitigation measures  </li> <li style="-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;">Submitting Due Diligence Statements to the EU Information System</li> </ul> Following on from the European Commission’s recent launch of the EU Information System, a specialised tool for creating and submitting electronic Due Diligence Statements, we will shortly upgrade the EUDR module to allow submission of the Due Diligence Statement within the DTS, and also provide an updated user guide. This will ensure Certificate Holders can connect directly to the EU Information System via our DTS, further simplifying compliance efforts.  <br>  <br> <em>Voluntary tool now available for trial  </em><br> The EUDR add-on module is currently available for trial at no cost to Certificate Holders, providing ample time to prepare for forthcoming EUDR data requests from EU-based customers. <br>  <br> While the 12-month delay in EUDR implementation offers stakeholders more time to align with the new requirements, we strongly urge Certificate Holders to take advantage of the module immediately.<br>  <br> This is not a time to delay compliance efforts. The guidance for the standard provides further information on the application of the principle, although it is noted that further clarification would be valued by stakeholders.   <br>  <br> With this in mind, we have developed the working paper as a thought-leadership piece. It is not intended to establish requirements or guidance for Certificate Holders but rather to offer potential solutions for applying the principle within the SBP framework, ensuring that woody biomass enters the bioenergy supply chain responsibly.
