<blockquote> <p>الرمادي (العراق) (رويترز) &#8211; ينحي عبد الله حسن باللائمة في فساد محاصيله على نقص المياه المزمن ولا يثق كثيرا في أن الحكومة الجديدة ستستطيع احياء قطاع الزراعة بالعراق الذي دمرته الحرب ويعاني من قلة الاستثمارات.</p> <p>عبد الله (50 عاما) اب لخمسة ابناء ويعيش بالفلوجة في محافظة الانبار بغرب العراق وقد اضطر للتخلي عن زرع أفدنته الخمسين والحصول على عمل بقطاع البناء بعد أن قضت سنوات الجفاف على محاصيله من القمح والشعير والطماطم ( البندورة) والخيار والبطيخ.</p> <p>ولا يحدوه امل كبير في العودة الى الزراعة التي كانت مصدر دخله الاساسي على مدى 35 عاما وينوي بيع جزء من أرضه مع استمرار تراجع مستويات المياه في الانهار والخزانات مما يرفع تركيز الملوثات في المياه.</p> <p>وقال &quot;يسوء وضع التربة يوما بعد يوم لان مستوى الملوحة يزيد والخصوبة تقل. هذا مثل السرطان الذي يصيب جسم يعاني العراق من نقص حاد في المياه يتوقع أن يتفاقم مع نمو سكانه الذين يبلغ عددهم نحو 30 مليونا.</p> <p>وتغلب على العراق مساحات من الصحراء القاحلة لكن به أحد اكثر أنظمة الري اتساعا في العالم غير أن سنوات الحرب ونقص الاستثمارات والعقوبات حالت دون استغلاله القليل الذي تبقى من المياه.</p> <p>ويوفر نهرا دجلة والفرات وهما النهران الرئيسيان بالعراق القليل من الغوث للسهول الجافة لان السدود الكهرومائية في تركيا وايران وسوريا المجاورة قللت من تدفق المياه.</p> <p>والاستثمار في البنية التحتية المتهالكة مثل مضخات المياه ضروري لقطاعات رئيسية كالزراعة والنفط فضلا عن جهود اعادة الاعمار الاوسع نطاقا بعد سبع سنوات من الغزو الذي قادته الولايات المتحدة وأطاح بالرئيس صدام حسين.</p> <p>وكانت محافظة الانبار وهي منطقة صحراوية شاسعة من المناطق التي تضررت بشكل خاص. وأصبحت مساحات كبيرة من الاراضي التي كانت صالحة للزراعة على نهر الفرات غير مستخدمة لعدم كفاية طرق ضخ المياه النظيفة في التربة.</p> <p>وتقول الامم المتحدة انه يتم صرف نحو 83 في المئة من مياه الصرف الصحي دون معالجة في المجاري المائية فيما تقدر الحكومة أن 24 بالمئة من العراقيين لا يحصلون على مياه امنة.</p> <p>وتعمل الحكومة مع خبراء أمريكيين محاولة انشاء محطات للمعالجة وبحيرات صناعية لتنقية المياه الملوثة.</p> <p>وأنفق فريق اعادة اعمار محافظة في الانبار -وهي وحدة أنشأتها الولايات المتحدة للمساعدة في اعادة بناء العراق- اكثر من 100 مليون دولار لبناء وصيانة منشآت المعالجة ويتوقع أن تتوفر المياه النظيفة لنحو 97 بالمئة من السكان بحلول نهاية العام.</p> <p>ويعيش نحو 90 بالمئة من سكان الانبار البالغ عددهم 1.4 مليون نسمة على امتداد نهر الفرات حيث انخفضت مستويات المياه انخفاضا حادا. وكان متوسط معدل التدفق بالنهر الف متر مكعب في الثانية قبل اقامة سدود وتباطؤ معدل التدفق فيه الى 290 مترا مكعبا في الثانية في أغسطس اب الماضي وهو أدنى مستوياته منذ ستة أعوام.</p> <p>ويقول مسؤولون عراقيون ان منشات الصرف الصحي غير كافية ويشيرون الى أن تكلفة انشاء نظام للصرف الصحي في بلدة الرمادي تبلغ 400 مليون دولار على الاقل.</p> <p>وتساءل ابراهيم مدلول مدير ماء الانبار &quot;أين سنجد المستثمرين الذين سيأتون ويستثمرون 400 مليون دولار في مشروع كهذا..&quot;</p> <p>وأضاف أنه يتطلع الى مساندة الحكومة المركزية لدعم مشاريع بهذا الحجم.</p> <p>وقد يطول الانتظار.. فالعراق يعيش حالة من التشكك السياسي منذ انتخابات السابع من مارس اذار التي لم تسفر عن فائز واضح.</p> <p>وقد يستغرق تشكيل حكومة جديدة عدة اشهر وسيعني هذا تأجيل المشاريع الجديدة التي تحتاج الى موافقة الحكومة.</p> <p>ومن المتوقع أن تركز الحكومة الجديدة على تحسين الخدمات الاساسية بما في ذلك التفاوض على مزيد من امدادت المياه من الجيران والتركيز على ترشيد استهلاك المياه القليلة التي لدى العراق.</p> <p>ويهدد نقص المياه تطوير حقول النفط في العراق الذي يتمتع بثالث اكبر احتياطي في العالم والذي عقد في العام الماضي صفقات يمكن أن تدفعه الى مصاف كبريات الدول المنتجة.</p> <p>فيجب ضخ كميات كبيرة من المياه تحت الارض للحفاظ على الضغط عند استخراج النفط. ويحتاج انتاج برميل واحد من النفط الى نحو 1.6 برميل من المياه.</p> <p>ويعتبر تطوير الزراعة وقطاع النفط -الذي يعمل به عدد يزيد عن عدد العاملين في أي قطاع اخر- ضروريا لصرف الشبان العاطلين عن التشدد مع تعافي العراق من أعمال العنف الطائفي التي شهدها عامي 2006 و2007 .</p> <p>لكن عبد الله الذي يجني الفي دينار (1.71 دولار) في اليوم من عمله بالبناء لا يتوقع تحسنا كبيرا مع تولي الحكومة الجديدة.</p> <p>وقال &quot;لا أظن أن صحوة حكومية ستحدث خاصة shattered by war and starved of investment.</p> <p>The 50-year-old father of five from Falluja in western Anbar province was forced to abandon his 50 acres of land and take a job in construction after years of drought killed off his wheat, barley, tomato, cucumber and watermelon harvests.</p> <p> <a title="drought_anbar" href="https://web.archive.org/web/20130128203321/http://www.flickr.com/photos/27086036@N02/4675228808/" class="external" target="_blank"><img alt="drought_anbar" src="https://web.archive.org/web/20130128203321im_/http://static.flickr.com/4047/4675228808_c81b6a0ab2.jpg" border="0"/></a> <p>He has little hope of returning to farming &#8212; his primary source of income for 35 years &#8212; and plans to sell some of his land as water levels in rivers and reservoirs continue to drop, increasing the concentration of pollutants in the water.</p> <p>&quot;Day after day, the soil situation is deteriorating because the level of salt is increasing and fertility is decreasing. It&#8217;s like a cancer hitting the human body,&quot; Hasan said.</p> <p>Already damaged by decades of war and sanctions, Iraq has acute water shortages which are expected to worsen as its population of around 30 million grows.</p> <p>A country dominated by arid desert landscapes, it has one of the most extensive irrigation systems in the world but years of war, underinvestment and sanctions have prevented it from properly harnessing what little water it has left.</p> <p>Iraq&#8217;s main rivers, the Euphrates and the Tigris, provide little relief to the parched plains as hydroelectric dams in neighbouring Turkey, Iran and Syria have stemmed the water flow.</p> <p>Investment in dilapidated infrastructure like water pumps is vital for key industries like agriculture and oil, as well as the broader reconstruction effort seven years after the U.S.-led invasion that ousted Saddam Hussein.</p> <h3>SEWAGE THREAT</h3> <p>Parched Anbar province, a vast desert area, has been hit particularly hard. Large areas of formerly arable land by the Euphrates have become unusable because of insufficient methods to pump clean water through the soil.</p> <p>The United Nations says around 83 percent of sewage is being discharged untreated into waterways, while the government estimates 24 percent of Iraqis do not have access to safe water.</p> <p>Working with U.S. experts, the government is trying to build treatment plants and biological lagoons to clean polluted water.</p> <p>In Anbar, a Provincial Reconstruction Team &#8212; a unit set up by the United States to help rebuild Iraq &#8212; has spent over $100 million (69 million pounds) to build and maintain treatment facilities and expects 97 percent of residents to have clean water by year&#8217;s end.</p> <p>Around 90 percent of Anbar&#8217;s 1.4 million people live along the Euphrates, where water levels have dropped dramatically. The river had an average flow rate of 1,000 cubic metres per second before being dammed and slowed to 290 cubic metres per second last August &#8212; its lowest level in six years.</p> <p>Iraqi officials say sewage facilities in Anbar are insufficient. A sewage system for the town of Ramadi would cost at least $400 million, they say.</p> <p>&quot;Where are we going to find investors who will come and invest $400 million in a project like that?&quot; said Ibrahim Madlool, the director general of water for Anbar province.</p> <p>&quot;We are looking for support from the central government to support us in projects of this magnitude.&quot;</p> <h3>POLITICAL VOID</h3> <p>The wait may be long. Iraq has been in political limbo since a March 7 election produced no outright winner.</p> <p>It could take months before a new government is formed and that means delays in new projects that need cabinet approval.</p> <p>The new government is expected to focus on improving basic services, including negotiating more water supplies from neighbours and focussing on efficient use of the little water Iraq has.</p> <p>The lack of water threatens development of the oilfields. Iraq has the world&#8217;s third-largest reserves and struck deals last year which could propel it to major producer status.</p> <p>But large volumes of water must be pumped under ground to maintain pressure as oil is extracted. Production of a barrel of oil requires around 1.6 barrels of water.</p> <p>Developing agriculture and the oil sector, which employs more people than any other industry, are seen as crucial for keeping unemployed youth away from the insurgency as Iraq recovers from the sectarian bloodshed of 2006 and 2007.</p> <p>But Hasan, who earns 2,000 dinars ($1.71) a day in construction, expects little improvement from a new government.</p> <p>&quot;I don&#8217;t believe that a conscious government awakening will happen, especially after more than seven years of this deterioration,&quot; he said. But there are a number of constraints. </p> <div style="border-right: lightgrey 1px solid; padding-right: 5px; border-top: lightgrey 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: lightgrey 1px solid; width: 360px; padding-top: 5px; border-bottom: lightgrey 1px solid"> <p><a title="red_crescent_giving_emergency_food_and_survival_pack_to_IDPs_al-hashemi_compound_babil" href="https://web.archive.org/web/20130128203321/http://www.flickr.com/photos/27086036@N02/4233751145/" class="external" target="_blank"><img style="display: block; float: none; margin-left: auto; margin-right: auto" height="262" alt="red_crescent_giving_emergency_food_and_survival_pack_to_IDPs_al-hashemi_compound_babil" src="https://web.archive.org/web/20130128203321im_/http://static.flickr.com/4059/4233751145_7222d5e3ac.jpg" width="350" border="0"/></a></p> <p>Iraqi Red Cresent Society staff hand out supplies to displaced families in Babil Province</p> </p></div> <p>First, the ongoing violence, especially in central Iraq, is not conducive to the smooth development of local NGOs and/or their relations with government or UN bodies, and providing any aid in these circumstances is fraught with problems. <br/>On 11 December 2009 UNHCR <a href="https://web.archive.org/web/20130128203321/http://www.unhcr.org/4b222efe9.html ">reiterated its concern</a> about involuntary returns amid ongoing violence: “UNHCR&#8230; advises against involuntary returns to Iraq of persons originating from Central Iraq until there is a substantial improvement in the security and human rights situation in the country.” </p> <p>&quot;Many groups continue to face significant threats with UNHCR offices reporting that the numbers of Iraqi refugees returning are being offset by new arrivals,” it said. </p> <p>Second, establishing the bona fides of local NGOs in the current climate and ahead of elections scheduled for 7 March 2010 may be difficult for UN bodies, hence the lengthy vetting processes. </p> <p>The UN already has a number of safeguards in place: UNHCR, for instance, has said local NGOs, to become eligible partners, need to be officially registered as NGOs; have a satisfactory track record; be able to set up their own bank account; and have satisfactory audit reports from previous years. </p> <p>Third, in a society where government is weak, NGOs are relatively new and controls are lax, it may be difficult to boost cooperation between local NGOs and government, let alone between local NGOs and UN bodies, one analyst said. </p> <p>“The Iraqi government is still building itself up and facing numerous challenges in many fields ranging from internal and external security to economic and public services. Cooperation with NGOs is still not one of its priorities,” said Hamid Hassan Adul-Aziz, a lecturer in politics at Basra University. </p> <p>“NGO culture is still a new phenomena. Most NGOs are either affiliated to political parties, under their control or at least sympathize with some of them,” Abdul-Aziz said. </p> <h3>“Equal opportunities” </h3> <p>But Basil Abdul-Wahab al-Azawi, head of the Commission of Society Enterprises, an umbrella group of more than 1,000 NGOs inside and outside Iraq, called for a greater role for local NGOs. “Giving us equal opportunities with international NGOs and the Iraqi government will help achieve the necessary support, and rapid successful outcomes,” he said. </p> <p>“If the current mechanism for assisting IDPs [internally displaced persons], refugees and returnees is implemented next year then the outcomes will be as disappointing as they are now,” said al-Azawi, adding that encouraging IDPs and refugees to return without ensuring decent housing, effective public services, jobs and financial assistance was a recipe for disaster. </p> <p>“We have to make sure that the basics for return to their areas of origin are available… Only in this way will the results be good,” he said. </p> <p>Mizhar Abid Ahmed, a local government official in Iraq’s western Anbar province, which has seen numerous bombings, said the security situation was hampering cooperation with NGOs: “We sometimes tell NGOs we are not ready to cooperate with them when we see the security situation in the area they want to visit is not good or we can’t dispatch enough security forces to protect them.” </p> <p>The 2010 UNHCR <a href="https://web.archive.org/web/20130128203321/http://www.unhcr.org/cgi-bin/texis/vtx/page?page=49e486426" class="external" target="_blank">Iraq operations profile</a> says one of its key targets is the expansion of the “national NGO partnership programme” to broaden the agency’s impact at the community level. <br/>Maha Sidky, a spokesperson for UNHCR in Iraq, told IRIN by email that UNHCR had strengthened its links with local NGOs since the second half of 2008, and had switched from dealing almost exclusively with international NGOs as in previous years, something it had been forced to do for security reasons. </p> <h3>No large-scale returns yet </h3> <p>UNHCR said that although more IDPs and refugees are returning to their areas of origin, large-scale returns had not yet taken place. He knows little of what goes on outside of the compound, which is exactly the way his employer wants it. </p> <p>The routine can be dull. But what irritates him most is the traditional Arab clothing – including a box hat and a dagger slung through his belt – he must slip into when guests arrive. </p> <p>In his home country of Bangladesh, Hasan only ever saw the uniforms in movies. </p> <p>“I never imagined that I would work in Iraq in the house of a VIP,” he said. “I didn’t even like to see these clothes on television, let alone wear them. But I’ve gotten used to this new situation, even with the difficulties I face.” </p> <p>Hasan earns 400 US dollars per month. The pay is generous, he says, compared to the salaries of other migrant servants in the city. </p> <p>As in other Iraqi cities, thousands of foreign workers are taken to Anbar to do low-wage, unskilled work. Desperate for employment, Bangladeshis are snapping up such jobs in western Iraq, despite the region’s reputation for violence. </p> <p>According to the Anbar labour commission, an estimated 15,000 male and female workers have been brought to Anbar province this year. Nearly 90 per cent are Bangladeshis, who work as waiters, servants, nannies, cleaners and farmers. </p> <p>Many of the foreign labourers in Anbar were employed in the United Arab Emirates until the global financial crisis hit last year, leaving unskilled employees scrambling for work. </p> <p>Iraq was one of the few places offering “good jobs and good salaries”, said Khaleda, a woman from Bangladesh who works for a family in Ramadi. </p> <p>The employment of foreign workers has bred resentment among some in Anbar. The provincial council estimates there are 15,000 unemployed Iraqi men in the region, a former al-Qaeda stronghold now controlled by Sunni tribes. </p> <p>Some worry that unemployment may threaten security in the province, driving young men to join gangs and extremist networks. While the United States and Iraqi militaries have stemmed the flow of weapons and fighters entering Anbar from Syria, trafficking along the western border remains one of Iraq’s top security concerns. </p> <p>Sunni tribes that backed insurgent groups turned on them in exchange for financial backing and power from the US military and the Iraqi government. But their new alliances made them vulnerable to retaliatory attacks, and some of Anbar’s tribal elite worry Iraqi employees cannot be trusted. </p> <p>Bangladeshi workers have gained a reputation for having a strong work ethic and making few demands. More importantly, as outsiders they are reliant on their employers. </p> <p>“Foreign workers don’t ask for leave, and they don’t ask to be exempted from any duties,” said Hasan’s employer. “They’ll do anything from cleaning the toilet to serving guests. And they don’t reveal the secrets in the house like Iraqi workers, who always dawdle and chat about the fortunes and personal relationships of the households they work in.” </p> <p>“One of my former Iraqi workers was a spy for my ex-wife. I fired him after I found out he was telling her about my relationships and my travels,” he added with a smile. “Another servant seemed sympathetic to insurgents, so I fired him too. One can remain at ease when hiring Bangladeshi workers.” </p> <p>The employer’s household is spacious and lavishly decorated, but his servants say they sleep on the floor and eat the family’s leftovers, while the gruelling work and long hours leave them exhausted. </p> <p>&quot;[My boss] or one of his assistants usually wakes me up with a kick if I’m late,” said Syed, another Bangladeshi servant in the household. </p> <p>“Spitting in my face is one of worst things that I have to deal with. [My boss] doesn&#8217;t use his hands, but he spits and uses bad language if he’s angry.” </p> <p>Bangladeshi workers often speak English and broken Arabic. Syed says they are mocked by their employers and their guests. </p> <p>“They think we can’t understand what they say,” he said. “But we have to take it because we’re paid well compared to what workers get in other places.” </p> <p>He says he believes he has a good relationship with his employer and, defying the stereotype of a passive Bangladeshi worker, complains openly and regularly to him. He says his boss can be insulting but values his excellent tea and hubbly-bubbly. </p> <p>Syed’s sister works for another elite family, but both are not allowed to leave their homes to visit. </p> <p>“The only reason that I would leave this house is if I died,” he said. “Then they will send me home, at my expense.” </p> <p>The employer says he is protecting his servants by keeping them inside the compound. </p> <p>&quot;Servants here don&#8217;t understand how dangerous the streets are,” he said. “I’m sometimes hard on them out of concern for their own safety. My safety is connected to theirs. They could be kidnapped by the armed groups that we’ve been fighting for years and could question them about my personal life and that of my family. That&#8217;s why I treat them like that.&quot; </p> <p>“I haven’t left this house since the moment I arrived eight months ago, because all of the workers could be killed by armed men,” Hasan said. “[My boss] and his men are all al-Qaeda targets, which is probably one of the reasons he hires foreign workers.” </p> <p>The influx of foreign workers has not sat well with some unemployed Iraqis. </p> <p>Ahmad Taha, a Falluja resident, says he and seven other Iraqis were laid off from their hotel jobs and replaced by Bangladeshi workers. </p> <p>“I&#8217;m out of work because of them,” he said. “I swear if I see any one of them I&#8217;m going to beat him severely, and I won’t mind going to jail.” </p> <p>Anhar Ali says she was fired from her 700-dollar-per-month nanny job. </p> <p>“The family that hired me brought a Bangladeshi baby-sitter, saying she doesn’t mind being with the babies for longer hours, and she is teaching them English,” she said. “But the truth is that families are hiring Bangladeshi workers for two reasons: first, the low wages, and second, they want to appear wealthy to other tribes in the province.&quot; </p> <p>The foreign workers say that, even behind closed gates, they are aware of that some Anbar residents resent them. Many say they do not want to be in Iraq but have few other options. </p> <p>Khaleda, the servant from Ramadi, says she earned one dollar a day collecting aluminium cans and selling them as scraps at home. She now works for 350 dollars per month, but is not allowed to leave the house without an armed guard and sleeps on the kitchen floor. </p> <p>Her boss’s wife watches her like a hawk, checking on her in the middle of the night because she worries that her husband will not be faithful, she says. </p> <p>Khaleda speaks and writes English and dreamed of being a nurse but could not pay for her education. Two people put a strange object at the entrance to your house and ran away’,” Fadhawi recalled. </p> <p>Fadhawi rang the security forces, who spent more than an hour diffusing a two-kilogramme bomb the size of a football close to his front door. Police said that if it had gone off, the bomb would have killed Fadhawi and his family. </p> <p>Fadhawi believes the incident was connected to his work: two days prior to the bomb scare, his magazine published his report on alleged government corruption involving tribal chiefs. </p> <p>He credits his neighbour with saving his life but, fearing for his safety and that of his family, Fadhawi fled his home in Al-Khaldiya, a town in western Anbar province, and is shopping around for a gun. </p> <p>He has submitted an application for a weapons license, but if it is not approved he said he will fork out up to a month’s salary – 900 US dollars – for a gun on the black market. </p> <p>Police in Ramadi, the capital of Anbar, report that at least 43 journalists in the province have applied for gun licenses since April, amid an increasingly hostile climate for journalists. </p> <p>Once a stronghold for Sunni insurgents and one of the most dangerous parts of Iraq, Anbar – now controlled by Iraqi forces – has been held up as an example of the government’s ability to stabilise formerly volatile regions of the country. </p> <p>But journalists in Anbar say their jobs continue to put them at grave risk. They no longer fear al-Qaeda and its affiliates – which hunted down journalists – but instead believe they are being targeted by political factions. </p> <p>Particularly risky for journalists is exposing corruption or challenging political parties or the authorities. </p> <p>Yousif Abu Jabal, editor-in-chief of the Al-Esnad newspaper in Fallujah, barely survived a drive-by shooting last year after he wrote an article on Iranian intervention in Iraq. An American patrol showed up as his car was coming under fire, saving his life, he said. </p> <p>“I don’t blame any journalist who carries or wants to carry guns in Anbar,” said Jabal. “The situation here is unbelievably dangerous.” </p> <p>Anwar Ibrahim, head of the Journalists&#8217; Rights Protection Association in Anbar, said nine colleagues in Fallujah have received death threats since March. </p> <p>Journalists either quit their jobs, leave their homes and go into hiding “or carry pistols without permission and live in fear”, said Ibrahim. </p> <p>Omar Mohammed, who works for Voices of Iraq Agency, revealed he applied for a gun license after receiving a letter last month that, he said, warned him to “quit your job or you will die”. </p> <p>Mohammed had recently written on alleged corruption and bribery, reports which he said “were not welcomed by some parties in Anbar”. </p> <p>“I’m expecting to be killed by several political groups at any moment,” said Mohammed. </p> <p>But journalists who’ve submitted gun license applications to the interior ministry in Baghdad complain that they’re requests are either being denied or put on hold. </p> <p>At the same time, some journalists argue that carrying weapons undermines their neutrality and puts them at greater risk of being attacked. </p> <p>Ziad al-Ajili, head of the Baghdad-based media rights organisation the Journalistic Freedom Observatory, said he understands why reporters feel they need to carry guns, but warns that if they fall into the hands of insurgents or are detained by the military, they would not be considered – or treated – as civilians. He said they would run the risk of the being killed by the former and imprisoned by the latter. </p> <p>“In a war anything is possible, especially when a journalist is armed,” said Ajili. “Weapons could endanger [a journalist] rather than protect him.” </p> <p>But few Anbar journalists share this view. </p> <p>One Fallujah-based photographer, working for an international news agency, said he bought a gun on the black market after his application for a license was denied. He said he carries it with him at all times as he is always fearful of being targeted. “The police are indifferent whether we live or die,” he said. </p> <p>Mistrust of the military and security forces runs deep in Anbar. Mohammed Faysal, a Reuters reporter, was beaten by police in Fallujah while filming the aftermath of a car bombing in mid-May.
