in the Tigris and Euphrates rivers, Iraq’s primary sources of surface water, will continue to mar agricultural development unless more equitable water access rights are agreed with neighbouring countries and modern irrigation techniques are more widely adopted to reduce wastage, says a government official. <br/>  <br/>“Iraq must take a legal step with the [help of the] UN and international organizations and community to determine its water rights with these countries… We must start using modern irrigation technology as we are still using the old, traditional ways which waste huge amounts of water,” said Abdul-Razzaq Jassim Hassoun, head of the Planning Ministry’s Agricultural Statistics Department. <br/>  <br/>The Ministry of Agriculture was promoting modern irrigation systems, particularly drip and sprinkle irrigation systems. Sprinkler irrigation would need 4-6 years to complete, but could save 3.6 billion cubic metres of water a year, said Deputy Agriculture Minister Riadh Al-Qaisi. <br/>  <br/>Since 2003, Iraq has tried to reach agreement with Turkey, Syria and Iran over water allocations but nothing has been agreed. The three countries argue that their increasing need for water due to drought makes it impossible to reach an agreement, and they urge Iraq to adopt modern irrigation techniques, instead. <br/>  <br/>In December, the Iraqi Cabinet authorized the minister of foreign affairs to lead negotiations with Turkey and Syria on a water-sharing agreement, but so far no meetings have been held, according to Water Resources Ministry spokesman Ali Hashim; he mentioned that on 20 February Iraq signed a non-binding Memorandum of Understating with Iran to activate already existing joint committees on water issues. “We hope this will lead to agreements in the future,” he said. The minister was also planning a visit to Turkey “very soon”.</p> <h3>Dam construction</h3> <p>“What is clear now is that water resources in Iraq mainly from the Tigris and Euphrates rivers are continually decreasing due to huge dams being constructed in Turkey and Syria,” said the Planning Ministry’s Hassoun. </p> <p> <a I ended up convincing myself that my husband Abdallah must have died."</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra’s Al-Zubair Centre of Iraq and Baghdad’s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. تصريح صحفي "إن قوة من مكتب رئيس الوزراء وصلت، ليلة أمس، الى سجن التاجي، شمالي بغداد، لنقل عدد من المعتقلين إلى احد سجون العاصمة"، مبينا "أن خمسة من قيادات جيش المهدي تمكنوا من الهروب أثناء عملية النقل". <br/>وتوقع المصدر"تورط جهات داخل المعتقل في تسهيل عملية هروب المعتقلين الخمسة".</p> <p><strong>احداث امنية في مناطق عدة من البلاد</strong> </p> <p>في محافظة صلاح الدين أصيب مدير ناحية العلم العقيد حسين سعد محيميد بعبوة لاصقة كانت مثبتة بسيارته انفجرت صباح الجمعة وسط الناحية الواقعة شرق تكريت كما أصيب مدنيان بانفجار عبوة لاصقة كانت مثبتة في سيارة نقيب في الشرطة لدى ترجله منها في سوق الجملة وسط تكريت من دون أن يصاب النقيب بأي أذى. <br/>وفي بغداد تضرر محل لبيع المشروبات الكحولية بانفجار عبوة ناسفة وضعت بالقرب من بوابة المحل الواقع في منطقة بغداد الجديدة شرق العاصمة من دون وقوع خسائر بشرية. <br/>كما اعتقلت قوة من لواء الرد السريع مسؤول مكتب المصالحة الوطنية لمناطق جنوب بغداد محمود الجنابي في منطقة اليوسفية وذكر مصدر أمني أن القوة داهمت مكتب الجنابي مساء الخميس واعتقلته من دون معرفة الأسباب. <br/>وفي محافظة ديالى أصيب ثلاثة مدنيين بانفجار عبوة ناسفة مساء الخميس بالقرب من محل لبيع الخضر في سوق ناحية بني السعد المركزي جنوب غرب بعقوبة. <br/>فيما اعتقلت قوة أمنية مشتركة لشؤون المصالحة الوطنية، أن ملتقى كبير لإلقاء السلاح لمختلف الفصائل المسلحة سيعقد خلال الأسبوعين المقبلين، لافتة الى "أن المصالحة الوطنية مفتوحة لجميع العراقيين، عدا حزب البعث المحظور وفق الدستور". <br/>وقال وزير الدولة لشؤون المصالحة الوطنية عامر الخزاعي" إن هناك ملتقى كبيرا لإلقاء الأسلحة لمختلف الفصائل المسلحة سيعقد، خلال الأسبوعين المقبلين"، مؤكدا " أن الملتقى سيختم تقريبا أمر الفصائل المسلحة في العراق". <br/>وأضاف الخزاعي" أن المصالحة الوطنية مفتوحة لجميع العراقيين ولا يمكن أن نعمل مصالحة خارج إطار الدستور"، مشيرا الى" أن الحوار لا يمكن أن يتم مع حزب البعث المحظور كحزب". العراق وسوريا من نصف مياه الفرات تقريباً </strong></p> <p>يحذر خبراء ومختصون من أن يشهد العراق وسوريا كارثة مائية خلال السنوات القليلة القدمة إذا لم تعدل تركيا عن تنفيذ مشاريعها المائية الضخمة للاستفادة من مياه دجلة والفرات. <br/>وبهذا الصدد اعتبر مدير قسم المياه الدولية الأسبق في وزارة الخارجية العراقية ناجي حرج أن من أبرز المخاطر التي تتهدد العراق وسوريا شح المياه، وذلك بسبب المشروع المائي الكبير المسمى مشروع جنوب شرق الأناضول على مياه نهري دجلة والفرات. <br/>وأوضح في "تصريح صحافي"، على هامش مؤتمر (العرب وتركيا.. تحديات الحاضر ورهانات المستقبل) الذي انطلق، الأربعاء في العاصمة <p><strong>محكمة تحقيق بعقوبة تفرج عن 427 موقوفاً خلال شهر نيسان </strong></p> <p>أفرجت محكمة تحقيق بعقوبة عن 427 موقوفا خلال شهر نيسان الماضي، وذلك بحسب إحصائيات أعدتها الجهات المختصة. <br/>واشار التقرير الاحصائي الذي اوردته رئاسة محكمة استئناف ديالى الاتحادية الى ان مجموع القضايا التي انجزت خلال شهر نيسان بلغ 880 قضية، حيث تم الافراج عن 427 موقوفا منهم 314 كانوا موقوفين وفق احكام قانون مكافحة الارهاب و113 كانوا موقوفين وفق احكام قانون العقوبات وبعض القوانين الجزائية الاخرى. <br/>واوضح انه تم احالة 453 موقوفا الى المحاكم المختصة منهم 306 متهمين بارتكاب جرائم خاضعة لاحكام قانون مكافحة Today, as their dependence on a crumbling social structure grows, many find themselves struggling to make ends meet. The ICRC is helping them get back on their feet.</p> <p>A great many women in Iraq are facing challenges in the task of caring for their families, earning income and taking part in community and professional life. Since widespread violence erupted in 2003, they have been increasingly caught in the crossfire, killed, wounded or driven from their homes. As their menfolk have been killed or taken away in large numbers, the entire burden of running the household has been suddenly thrust upon them.</p> <p>"Regardless of the circumstance of loss, the mere fact that there is no traditional breadwinner directly affects the family’s financial situation," said Caroline Douilliez, head of the ICRC’s Women and War programme in Iraq. "The ICRC’s observations across Iraq have led us to the distressing conclusion that the lack of regular and sufficient income over the years has cast a huge number of families into severe poverty."</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"> <p>30-03-2011 Operational Update </p> <ul> <li><a href="https://web.archive.org/web/20130125172548/http://www.icrc.org/eng/assets/files/2011/iraq-update-01-02-2011-icrc-eng.pdf" target="_blank" class="external"><strong>Download full document: "Iraq: women struggle to make ends meet"</strong></a> PDF 368 KB </li> </ul></div> <p>According to ICRC estimates, between one and two million households in Iraq today are headed by women. This figure includes women whose husbands are either dead, missing (some since as far back as 1980) or detained. Divorced women are also taken into account. All these women were wives at one time, and today remain mothers to their children and daughters to their parents, and sometimes ultimately breadwinners and caregivers for all these people. Without a male relative, they lack economic, physical and social protection and support. Often they struggle with harrowing memories of the circumstance of death or disappearance of their husband. Displaced women face the added challenge of coping with the loss of a home that they had to leave because of threats to their safety, or for lack of income.</p> <p>"With no job opportunities, with no help from relatives themselves too poor to provide it, and with no assistance from the State social-security system, these women’s daily struggle revolves around putting food on the table and paying for shelter, schooling and medical care," said Ms Douilliez. "Sometimes their only option is to take their young boys out of school and send them out to earn a few dinars for the family. As a result, future generations pay the price of today’s difficult times. Without a proper education, today’s youth will not be equipped to face their own challenges once they have families of their own."</p> <p>In response to this emergency, the ICRC has launched programmes aimed specifically to assist women heading households alone. Since 2008, the organization has focused on finding ways to help women attain self-sufficiency.</p> <p>At the same time, the ICRC closely monitors the effects of efforts made by the State to improve social-welfare benefits for women facing particular hardship. The ICRC can attest to the struggle required to increase budgetary allocations and other resources for this vulnerable group. Ms Douilliez stresses the scale of the problem and the need for a comprehensive approach by the Iraqi government.</p> <p>The ICRC is engaged in dialogue with parliamentarians and other central and provincial policy-makers to ensure that the social-welfare system for vulnerable women receives the resources it needs.</p> <p><b>Assistance:</b> Between 2009 and 2010 the ICRC assisted around 4,000 women heading households who have been displaced from their homes. Food parcels and hygiene items were distributed to women in Baghdad, Diyala and Ninawa governorates.</p> <p><b>Micro-economic initiatives:</b> The ICRC provides in-kind grants to help finance income-generating projects. The grants are extended to women who are willing and able to run such projects, which are often home-based businesses such as small shops, trade projects or food production. The projects, which have been initiated in Najaf, Basra, Missan and Baghdad since 2009, are conducted in partnership with local NGOs and monitored for several months to ensure sustainability.</p> <p><b>Social welfare benefits:</b> The ICRC, working in partnership with local NGOs, helps women handle the formalities associated with applying for social-welfare benefits. As the cost of travel to gather documents is high, especially for women who have very limited resources, it reimburses the travel expenses incurred by women in Baghdad, Anbar, Basra and Missan who have not previously applied for the allowance. In addition, the ICRC has provided the agency in charge of administering the benefit with technical support.</p> <h4>Bringing aid to people facing hardship</h4> <p>The ICRC has maintained its support for people struggling to earn a living, such as women heading households, people with disabilities and the displaced. During the months of January and February, the ICRC:</p> <ul> <li>provided emergency winter assistance for more than 44,000 displaced people in Ninawa, Kirkuk, Diyala, Baghdad, Wassit, Babil, Anbar, Salah Al-Din, Dohuk and Sulaimaniya; </li> <li>awarded 82 grants to disabled people and women heading households in Baghdad, Kirkuk, Ninawa, Sulaimaniya and Erbil to enable them to start small businesses and regain economic self-sufficiency. Around 900 households headed by women and the disabled have received such assistance since 2008. The grants have benefited over 5,000 people. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>Because health-care services in some rural and conflict-prone areas are still struggling to meet the needs of the civilian population, the ICRC continues to help renovate the premises of health-care facilities and train staff. To help disabled people reintegrate into the community, the ICRC also continues to provide limb-fitting and physical rehabilitation services. In January and February:</p> <ul> <li>192 new patients were fitted with prostheses and 1,010 with orthoses at 10 ICRC-supported centres throughout Iraq; </li> <li>17 doctors and 44 nurses took part in a course on emergency services given in Sulaimaniya and Najaf for medical personnel from Koya, Erbil, Dohuk, Khanaqin, Sulaimaniya, Kirkuk, Babil, Muthanna, Diwaniya, Kerbala and Najaf. </li> </ul> <p>In 2010 the ICRC began providing on-site support for eight primary health-care centres in Diyala, Ninawa, Kirkuk, Babil and Diwaniya. By agreement with the local authorities, the ICRC visits the centres on a regular basis to maintain and, where necessary, upgrade water supply networks. The ICRC also provides advice for emergency stabilization and referral services. In addition, it helps local health administrations to ensure that stocks of medicines and vaccines are adequate and that these items are always readily available.</p> <p>Over 280,000 people, including internally displaced people, now have better access to basic health-care and emergency services in the eight primary health-care centres. By mid-2010, the ICRC was providing the centres with enhanced support for various services. Local health authorities appointed additional female doctors to work in some facilities and provided additional ambulances and beds.</p> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas to improve the quality of services provided in communities and health-care facilities. In January and February, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <ul> <li>to al-Sadr City (sectors 52 and 53), Husseinia and Ma’amil area in Baghdad governorate to over 4,840 internally displaced people; </li> <li>to al-Zeidan primary health-care centre in Abu Ghraib, Baghdad governorate. </li> </ul> <h5>Support for health-care facilities:</h5> <p>The ICRC completed the following works:</p> <ul> <li>upgrading the water storage capacity in al-Shirqat General Hospital (100-bed capacity) in Salah al-Din governorate; </li> <li>renovation of the sanitary facilities in three buildings (Zainab, al Kindy and al Razi) in al- Rashad Psychiatric Hospital Phase 2 Stage 2 (1,300-bed capacity) in Baghdad governorate; </li> <li>renovation of a primary health-care centre in al-Sadr City (300 patients per day) in Baghdad governorate. The area served by the centre has a population of 50,000; </li> <li>installation of specialized equipment in al-Sadr Teaching Hospital (200 bed capacity), Najaf governorate. </li> </ul> <h5>Drinking-water supply:</h5> <p>The ICRC completed 10 main projects benefiting over 612,250 people throughout the country:</p> <ul> <li>renovation of Qaim water treatment plant in Anbar governorate, serving about 170,000 people; </li> <li>renovation of a compact unit in Za’faraniya, Baghdad governorate, serving about 200,000 people; </li> <li>transfer and reinstallation of a compact unit from al-Quds to al-Rasheed in Baghdad governorate, serving about 15,000 people; </li> <li>upgrade of five compact units in Abu Ghraib district, Baghdad governorate, serving about 74,000 people; </li> <li>renovation of a compact unit in al-Shirqat, Salah al-Din governorate, serving about 20,000 people; </li> <li>renovation of a compact unit in Diyala governorate serving about 40,000 people; </li> <li>supply of a generator for Mendili and Qaratapa water treatment plants in Diyala governorate, serving about 42,000 people; </li> <li>upgrade of water supply system in Qosh villages, in Ninawa, serving about 45,000 people; </li> <li>upgrade of water supply system in Khanaqin, Diyala governorate, serving about 6,000 people; </li> <li>renovation of a compact unit in Missan governorate serving about 250 people. </li> </ul> <h5>Renovation of infrastructure in places of detention:</h5> <p>● electro-mechanical works completed in Kadhimiya maximum security prison in Baghdad governorate; <br/>● improvement of the women’s yard in Hilla Prison (No. 2), Babil governorate, serving about 50 detainees.</p> <h4>Visiting detainees</h4> <p>In January and February, ICRC delegates visited detainees held by the Iraqi Correctional Service under the authority of the Ministry of Justice, the Ministry of the Interior, various branches of the Kurdish Regional Government and the United States government in 27 places of detention in 14 governorates. The delegates monitored the conditions in which detainees were being held and the treatment they received.</p> <p>The ICRC shared its observations and recommendations with the detaining authorities with a view to bringing about improvements where needed.</p> <p>In some of the places of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between people held in detention facilities and their loved ones. In January and February over 350 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to over 750 enquiries from families seeking information on detained relatives or requesting other types of information, for instance on missing relatives. In addition, in Iraq, Iran and Kuwait, the ICRC issued close to 1,000 certificates of detention to former detainees and prisoners of war from previous international armed conflicts. The voluntary repatriation of two released detainees took place under the auspices of the ICRC. The organization also issued travel documents to 13 persons, mainly refugees, to enable them to resettle abroad. In February, the ICRC made arrangements for a three-day visit for seven Iraqi families (19 persons) to visit their loved ones detained in Kuwait Central Prison.</p> <h4>Clarifying the fate of missing people</h4> <p>During the months of January and February, the ICRC, in its role as a neutral intermediary, chaired a meeting between Iraq and Iran during which joint field work undertaken with a view to recovering the remains of soldiers killed during the 1980-1988 Iran-Iraq War was discussed. It also chaired one meeting of the Technical Sub-Committee dealing with missing persons from the 1990-1991 Gulf War, and participated in technical meetings with the parties concerned with a view to preparing joint field exhumations.</p> <p>The mortal remains of 38 persons, presumed to be Iraqi soldiers killed during the Iran-Iraq War, were handed over by the Iranian to the Iraqi authorities under ICRC auspices.</p> <p>The ICRC continued to provide the Iraqi Ministry of Human Rights and Baghdad’s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics. In January, the ICRC provided training in forensic anthropology for 27 members of the Medico-Legal Institute.</p> <h4>Promoting compliance with international humanitarian law</h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to spread knowledge of international humanitarian law by organizing presentations for various audiences, including military personnel, prison staff, students and تعود الى انخفاض منسوب مياه الامطار وعدم توفر المياه باسعار معقولة مع تزايد استغلال مصادر المياه كالسدود والابار والتحلية وغيرها.ودعا الباحث الى تحسين العلاقات بين الدول المتشاطئة والعمل على عقد اتفاقيات من اجل ضمان تدفق المياه الى العراق ولا سيما مع تركيا وسورية واجراء دراسة مائية دقيقة لتحديد الوضع المائي العراقي على ادق وجه. وأضاف أنه على ضوء ذلك تكون الموازنة بين عدد السكان والكمية water shortage in Iraq is raising tensions in the multi-ethnic Kirkuk province, where Arab farmers accuse the Kurdistan region of ruining them by closing the valves to a dam in winter.</p> <p>"We are harmed by the Kurds, and the officials responsible for Baghdad and Kirkuk will not lift a finger," said Sheikh Khaled al-Mafraji, a leader of the Arab Political Council that groups mainly Sunni tribal leaders.</p> <p>At the heart of the conflict is the Dukan dam, built in 1955 in Iraq’s northern autonomous region of Kurdistan, 75 kilometres (50 miles) northeast of Kirkuk province.</p> <p>"They release too much water from June to September while from October it is the opposite: there is not enough drinking water and even less to irrigate our lands," Mafraji complained.</p> <p>Kirkuk province with its rich oil reserves has 250,000 hectares (617,740 acres) of arable land and 16 percent of its workforce engaged in agriculture, according to UN figures. Winter crops include wheat and corn, and summer harvests are mainly sesame, tomatoes and watermelon.</p> <p>A UN factsheet in October 2010 showed that while more rain fell in 2009 compared with 2008, the situation is still critical. Rainfall is now 50 percent below average.</p> <p>"The central government must intervene immediately to ask that our brothers in the north (Kurds) provide the necessary amounts of water for irrigation," Mafraji said, threatening to hold demonstrations if his voice was not heard.</p> <p>Out of Kirkuk’s estimated 900,000 inhabitants, some 31 percent live in rural areas, UN data shows. They represent all of Iraq’s faiths, and are ethnic Arabs, Turkmen or Kurds.</p> <p>Largely because of its oil riches, Kirkuk is at the centre of a tussle between Iraq’s central government and authorities in Kurdistan, who want to add it to their own region, currently made up of three provinces.</p> <p>"Our suffering began in 2005, when the peasants were forced to set aside one-third of their land and cultivate only small patches near the artesian well" where there was water, said Abdul Rahman al-Obeidi, who owns 450 hectares west of Kirkuk.</p> <p>"The peasants claimed that they (the Kurds) cut off water supplies to force them to leave the area. They do not understand there is a shortage and believe it is a political conflict," he added.</p> <p>For him, it "is the lack of coordination between the authorities in Baghdad and Sulaimaniyah (the province in which the Dukan dam lies) which fuels the notion that the Kurds are responsible."</p> <p>The growing water deficit and dams built by Iraq’s neighbours have significantly reduced the water flow in a country that was until the late 1950s a breadbasket of the Arab world.</p> <p>"The dam holds 1.3 million cubic metres of water," said Shihab Hakim Nader, director of water resources in Kirkuk province.</p> <p>"There is a strategic reserve of 700,000 cubic metres (which must not be used), which means there remains 600,000 cubic metres that can be used. But the rain is becoming more scarce, and the level of the dam is decreasing."</p> <p>"Also, the Kirkuk area receives only 30 cubic metres per second of water, when it should be receiving 75. This is only sufficient for drinking water," he added.</p> <p>The issue is a ticking bomb in a province with strong ethnic loyalties, where Arabs accuse Kurds of intentionally harming the province.</p> <p>"The water issue is critical, and thousands of people driven to unemployment blame their situation on Kurdistan," said Sheikh Burhan Mezher, the head of Kirkuk’s agriculture department.</p> <p>According to Tahseen Kader, a former minister of water resources for the Kurdistan region’s government, the closure of Dukan’s gates is routine and not a matter for concern.</p> <p>"Every year, even during the time of the old regime (of Saddam Hussein who was ousted in 2003) we used to close the dam gates during the winter," he said.</p> <p>Kader said that was done "to conserve water for agriculture in the late spring, and for the production of electricity," and claimed the notion that political motives had driven the dam closure was absurd.</p> <p>"The majority of the inhabitants of the province of Kirkuk are Kurdish, so why would we harm them? The old regime is gone and we have a new government, but look at our situation.  We are living in shacks</em>.” </p> <p>The US is spending $53 billion on the reconstruction effort in Iraq, but the residents of Al-Tajiat have not seen a dime of it. What they have seen, though, is the sectarian violence that drove them from their homes five years ago. </p> <p>“<em>We used to live in Abu-Ghraib</em>,” says Naima Faisal. “<em>Then America came. The war increased in Iraq.  People started killing each other and so we fled because we were afraid</em>.” </p> <p>In 2005, Naima’s family moved to the landfill and have been living there ever since, too afraid and too poor to return home. Naima is still unemployed. </p> <p>“<em>The American occupation turned Iraq into a battlefield as well as sewing the seeds of political corruption</em>,” says Faizia al-Obaidiy, an MP. “<em>How can Americans stand back and watch without intervening in this situation?  Everybody knows about the failure of the Iraqi economy.  It has fallen to 70% if not 90% of what it used to be. This is having a terrible effect on the ground, both socially and economically</em>.” </p> <p>Experts worry about the children who grow up too poor to go to school. Without an education, they are easily preyed on by criminal gangs and terrorist organizations that lure them with money and promises of a brighter future. </p> <p>“<em>How can I fulfill a dream when I live in fear</em>?” asks 19-year-old Mohammed. “<em>I can’t accomplish anything.  We want nothing but security and for everyone to go back home, even though there is no work.  We only need security.  That’s it. But resentments simmer below the surface.</p> <p>"Iraqi officials note that periodic anti-Shia outbursts from Saudi religious figures are often allowed to circulate without sanction or disavowal from the Saudi leadership. This reality reinforces the Iraqi view that the Saudi state religion of Wahhabi Sunni Islam condones religious incitement against Shia."</p> <p>Hill reports the Saudis have used considerable financial and media resources to support Sunni political aspirations, exert influence over Sunni tribal groups, and undercut the Shia Islamic Supreme Council of Iraq (ISCI) and Iraqi National Alliance.</p> <p>Hill adds that some Iraqi observers see Saudi aims as positively malign. "A recent Iraqi press article quoted anonymous Iraqi intelligence sources assessing that Saudi Arabia was leading a Gulf effort to destabilise the Maliki government and was financing ‘the current al-Qaida offensive in Iraq’."</p> <p>Hill and his Iraqi interlocutors are not alone in their suspicions of Saudi policy. At a meeting in Ankara in February this year a senior Turkish foreign ministry official, Feridun Sinirlioglu, told an American envoy that "<a href="https://web.archive.org/web/20130125172548/http://www.guardian.co.uk/world/us-embassy-cables-documents/250705" class="external" target="_blank">Saudi Arabia is ‘throwing around money’ among the political parties in Iraq</a> because it is unwilling to accept the inevitability of Shia dominance there".</p> <p>Returning to more familiar ground, Hill asserts that Iranian efforts in Iraq are also "driven by a clear determination to see a sectarian, Shia-dominated government that is weak, disenfranchised from its Arab neighbours, detached from the US security apparatus and strategically dependent on Iran". Such an outcome is not in the interests of the US, he notes drily.</p> <p>But he passes on to Washington the arguments of Iraqi officials who say they know how to "manage" Iran. "Shia contacts … do not dismiss the significant Iranian influence but argue that it is best countered by Iraqi Shia politicians who know how to deal with Iran." These officials also maintain Iranian interference "is not aimed, unlike that of some Sunni neighbours, at fomenting terrorism that would destabilise the government". They predict Tehran’s meddling will "naturally create nationalistic Iraqi resistance to it, both Shia and more broadly, if others do not intervene".</p> <p>The difficulties encountered by Iranian-backed Shia parties in coming together to form a new government, despite much urging from Tehran and the co-opting of the hardline Iran-based cleric Moqtada al-Sadr, could be seen as evidence that Iran’s overall influence has been exaggerated and that public "resistance" to Iran’s role is indeed growing.</p> <p>All the same, American officials continue to blame Iran principally for instigating and fomenting much of the sectarian and insurgent violence that has disfigured Iraq since the 2003 invasion. James Jeffrey, Hill’s successor as US ambassador, claimed in August that about one-quarter of all US casualties in Iraq were caused by armed groups backed by Iran.</p> <p>A Baghdad embassy cable from November 2009 says Iran continues to view Iraq as "a vital foreign policy priority for the <a href="https://web.archive.org/web/20130125172548/http://www.guardian.co.uk/world/us-embassy-cables-documents/234583" class="external" target="_blank">Iranian government’s efforts to project its ideology and influence in the region</a>". At the head of this effort, it says, is the Iranian Revolutionary Guards Corps-Qods (Jerusalem) Force, or IRGC-QF, led by Brigadier-General Qasem Soleimani, whose authority is "second only to supreme leader [Ayatollah Ali] Khamenei".</p> <p>Soleimani has close ties with prominent Iraqi government officials, including the president, Jalal Talibani, and prime minister, Nouri al-Maliki, the cable reports. "Khamenei, President [Mahmoud] Ahmadinejad, Speaker [Ali] Larijani and former president [Ayatollah Akhbar Hashemi] Rafsanjani consult regularly with visiting GOI [government of Iraq] officials as part of the IRIG’s [Islamic Republic of Iran government] broader ’strategic’ council of advisers seeking to influence the GOI."</p> <p>The cable continues that Iran’s tools of influence include financial support to and pressure on a cross-spectrum of Iraqi parties and officials; economic development assistance, notably to religious organisations; lethal aid to selected militant Shia proxies; and sanctuary to Iraqi figures fearful of US government targeting, or those seeking to revitalise their political-religious credentials, most notably Moqtada al-Sadr.</p> <p>"This leverage also extends, to a lesser extent, to select Sunni actors, including such public figures as Iraqi speaker [Iyad al-] Samarra’i, whose September visit to Tehran included meetings with several senior IRIG officials."</p> <p>The cable comments that Iran is watching the US troop withdrawal schedule closely as it tries to make permanent its "strategic foothold". All US troops are expected to leave Iraq by the end of next year. But the cable’s American author also injects some welcome historical perspective.</p> <p>"Iran will continue to flex its muscles to ensure its strategic outcomes are met. This should not lead to alarmist tendencies or reactions on our part. The next Iraqi government will continue to cultivate close ties with Iran, given longstanding historical realities that precede Iraq’s ties with the United States.</p> <p>"On the other hand Iran’s influence should not be overestimated. As the GOI continues to gain its footing, points of divergence between Tehran and Baghdad become increasingly evident on such sensitive bilateral issue as water, hydrocarbons, maritime borders and political parity. Some prominent Iraqi leaders, including those with ties to Iran, are increasingly sensitive to being labelled Iranian lackeys."</p> <p>A visit last December by US diplomats to the Iraqi holy city of Najaf, the "epicentre of Shia Islam", finds further evidence of Iraqi public resentment of foreign meddling from whatever quarter. One local leader "<a href="https://web.archive.org/web/20130125172548/http://www.guardian.co.uk/world/us-embassy-cables-documents/239665" class="external" target="_blank">singled out Saudi Arabia and Iran as the biggest culprits</a> but noted that a ‘mental revolution’ was under way among Iraqi youth against foreign agendas seeking to undermine the country’s stability".</p> <p>Iraqi sources also tell the visiting Americans that the Iranian government and the IRGC cannot match the "social and political clout" that Iraq’s Shia establishment, led by the Shia world’s most senior cleric, Grand Ayatollah Ali al-Sistani, wields among the ordinary citizens of both Iraq and Iran.</p> <p>Sistani, it is noted, rejects the fundamental tenet of Iranian clerical rule – the unchallengeable "custodianship of the jurist" adopted by the late Ayatollah Ruhollah Khomeini to justify his de facto dictatorship. Seen this way the entire Iranian Islamic revolution is illegitimate.</p> <p><strong>Source:</strong> <a
