While harassment while vanished/retired is obviously unacceptable, simply condemning or criticising before leaving should not be banned as long as it is not false. The points of the proposer is a classic example of slippery slope, where there is no actual connection between their points and "condemnation" jumps right to "libel" and "disruption" which makes no sense at all.
