الحق، الاربعاء، من أن يؤدي فشل الكتل السياسية في انهاء الازمة السياسية الى تدهور الاوضاع الامنية والخدمية في البلاد، فيما دعت الى "مصالحة شعبية" تعتمد على شرائح ومذاهب الشعب العراقي لمنع عودة الاقتتال الطائفي في البلاد. <br/>وقال زعيم جماعة عصائب اهل الحق قيس الخزعي في مؤتمر صحفي مشترك مع رئيس طائفة الصابئة المندائيين ستار جبار، على هامش زيارته لمقر الاخير، إن "على القادة السياسيين ان يتحلوا بروح التفاهم والتنازل لايجاد حلول للازمة السياسية في البلاد"، مبينا أن"المؤتمر الوطني يمكن ان يكون احد الحلول للازمة السياسة في البلاد". <br/>وحذر الخزاعي من أن "فشل القادة السياسية بالتوصل الى حلول سيؤثر سلبا على الاوضاع الاجتماعية والخدمية والامنية للمجتمع العراقي"، داعيا الى "مصالحة شعبية جماهيرية تزيل ترسبات الفتنة الطائفية التي حصلت خلال الاعوام الماضية وتمنع تكراراها من جديد". <br/>واكد الخزاعي أن "هذه المصالحة يجب ان تركز على اطياف المجتمع وشرائحه الدينية وليس على السياسيين الذين يصعب الوصول بينهم إلى نقاط مشتركة لحل الازمات في البلاد". <br/>وأعلنت العصائب، في (23 كانون الأول 2011)، أنها ستطوي ملف العمليات العسكرية في حال تأكدت أن القوات الأميركية انسحبت بالكامل، مؤكدة أن مهامها ستكون الانخراط بالعملية السياسية. <br/>وتعتبر جماعة عصائب أهل الحق التي يقودها قيس الخزعلي المقيم في إيران حالياً إحدى الجماعات المنشقة عن التيار الصدري بزعامة مقتدىالصدر، وقد نسب إليها العديد من الاغتيالات كما أعلنت مسؤوليتها عن الكثير من العمليات المسلحة في محافظات الوسط والجنوب ضد القوات الأميركية. <br/>وكان تنظيم سياسي جديد باسم عصائب تنظيم العراق أعلن، في 15 آذار 2012، انشقاقه عن جماعة عصائب أهل الحق، وفيما أكد عدم التزامه بأي اتفاق بين العصائب والحكومة، رفض أي محاولة لتخريب العلاقة مع التيار الصدري وزعيمه مقتدى الصدر. <br/>ويعد الإعلان عن تشكيل التنظيم الجديد أول انشقاق يتعرض له تنظيم عصائب أهل الحق منذ السماح له بالمشاركة في العملية السياسية ضمن مبادرة المصالحة الوطنية نهاية العام الماضي 2011، كما يمثل إشارة إلى وجود خلافات بشأن كيفية التعامل مع التنظيم الأم التيار الصدري والذي يعد تنظيم عصائب أهل الحق احد المجموعات المنشقة عنه. <br/>وشهد العراق بعد العام 2003 ظهور وانتشار فصائل وجماعات مسلحة أطلق عليها البعض بفصائل المقاومة العراقية، في حين وصفها آخرون بالجماعات الإرهابية، ولبعض هذه الفصائل توجهات دينية واضحة، ولبعضهم الآخر توجهات قومية، وبعضهم ذو توجهات دولية أو رأس السنة على طريقته، اختار ناشطو المجتمع المدني ان يخصصوا اول ايام عامهم الجديد لدعوة السياسيين الى الابتعاد عن خلافاتهم والالتزام بتطبيق القانون والحفاظ على السلم الاهلي والتعايش السلمي بين شرائح المجتمع. <br/>العام الجديد الذي بدأه العراقيون بعيدا عن الوجود العسكري الامريكي لم يخل من التخوف من القادم فبينما يتخوف هؤلاء من عودة سلطة المليشيات وتناميها مرة اخرى يقول اخرون انهم متخوفون من التصعيد الاعلامي الممول خارجيا. <br/>ورغم الجلاء الامريكي من العراق وبعض النقلات السياسية والاقتصادية التي ربما كانت ابرز احداث العام الماضي الايجابية الا ان العام الفائت لم يودع العراقيين الا بعد ان Party of Free Life of Kurdistan (PJAK) who had said, “In order to come to an agreement with other parties in Iranian Kurdistan, we are ready to offer anyone a clean slate,”</p> <p>During the seminar that was organized by KDPI’s Germany branch, Azizi said, “In politics a clean slate wouldn’t be given to anyone and we wouldn’t offer it to anyone.”</p> <p>Regarding a possible meeting with the PJAK الهيكلية الثقافية بما يسهم في إزالة الآثار التي خلفتها الحروب وأعمال العنف على البنية الثقافية للإنسان العراقي. <br/>هذا ودعا المشاركون في الندوة إلى تكثيف جهود المثقفين العراقيين في مجال البحث عن country living in the shadow of violence and terror? </p> <p>The orchestra – created on the lines of Argentine-Israeli conductor Daniel Barenboim’s Arab-Jewish West-Eastern Divan Orchestra, and comprising Kurds, Arabs, Shiites, Sunnis and Christians – is ready to try. </p> <p>Car bombs, persecution of Christians and corruption are part of everyday life in Iraq, but the new orchestra wants to make a musical contribution toward forging a different kind of future. </p> <p>The orchestra, which will give its first guest performance at a Beethoven festival in the German city of Bonn on October 1, is to unite young musicians from different and usually divided ethnic and religious backgrounds. </p> <p>The founding members of the orchestra, created with British support by a young Iraqi pianist الاحتلال الأمريكية وأصيب ثلاثة آخرون بانفجار عبوة ناسفة استهدفت دوريتهم اليوم غرب العاصمة بغداد . </p> <p>وأوضحت الأنباء الصحفية إن رجال المقاومة العراقية تمكنوا من تفجير عبوة ناسفة على دورية أمريكية اليوم في شارع العمل الشعبي بمنطقة العامرية غرب بغداد، ما اسفر عن تدمير آلية نوع همر ومقتل اثنين من جنود الاحتلال وإصابة ثلاثة آخرين بجروح .وأشارت الأنباء إلى إن قوات الاحتلال المسعورة قامت كعادتها باغلاق الشارع المذكور والطرق المؤدية اليه وفرضت إجراءات مشددة حول مكان الانفجار للتغطية على الخسائر البشرية والأضرار المادية التي تكبدتها نتيجة هذا الهجوم .</p> <p><b>مسؤول في البيشمركة: نحتاج لبقاء اميركا لأن جيشنا بلا اسلحة ثقيلة ولا طائرات</b></p> <p>اعلن الامين العام لوزارة البشمركة جبار ياور دعمه لتمديد فترة بقاء القوات الاميركية في العراق الى ما بعد نهاية العام الحالي، معتبرا ان البلاد لا تزال تحتاج الى هذه القوات في المجالات "العسكرية والسياسية". <br/>وقال ياور خلال مؤتمر صحفي في اربيل "نرحب بخطوة تمديد بقاء القوات الاميركية في العراق"، رابطا اياها بموافقة "الحكومة العراقية ومجلس النواب". <br/>واوضح ياور "ان الجيش العراقي لا يملك حاليا الاسلحة الثقيلة وكذلك القوة الجوية ولم يكمل تدريباته، ولهذا نحن نرى ان العراق ما زال بحاجة للقوات الاميركية في جميع المجالات العسكرية والامنية وحتى السياسية". <br/>واعتبر "ان انسحاب القوات الاميركية سيؤثر على الاوضاع في المناطق المتنازع عليها وبالاخص مدينة كركوك التي لا تزال تشهد اضطرابات امنية". <br/>ورأى ياور ان "انسحاب القوات الاميركية من هذه المناطق سيكون له تاثير لان هذه القوات تعمل معنا في مراكز التنسيق ونقاط التفتيش ولنا قوات مشتركة، وايضا تساعد القوات العراقية وقوات الاقليم في مجالات التدريب". <br/>وشدد رغم ذلك على انه "لا يحق 23% من نسبة السكان في العراق</b></font></p> <p>دعا وزير التخطيط علي يوسف الشكري الوزارات والجهات ذات العلاقة الى ضرورة الالتزام بتنفيذ الستراتيجية الوطنية للتخفيف من الفقر للسنوات 2010 – 2014 بعد ان اصبح الفقر في العراق واحدة من المشاكل الكبيرة والتي تعد من التحديات التي تواجه الدولة بكل مفاصلها". <br/>    واكد الشكري خلال الاجتماع الموسع الذي عقدته اللجنة الفنية الدائمة لسياسات التخفيف من الفقر في العراق "إن هذه الستراتيجية تعد واحدة من اهم المشاريع الوطنية التي يشهدها العراق، كونها جائت ثمرة لجهود كثيرة وكبيرة بذلت من قبل جهات كثيرة على رأسها مجلس النواب الوزارات ذات العلاقة، وبالتالي سيكون دورا فاعلا في مساعدة الفقراء الذين يمثلون (23%) من نسبة السكان في العراق ونأمل ان تتراجع هذه النسبة الى (16%) عام 2014". <br/>    الى ذلك اعلنت الوزارة ، اليوم الاثنين، ان تقييم عمل خطة التنمية الوطنية من 2010 ـ 2014 سيكون بعد السنة الثالثة من اطلاقها. <br/>    وقال وكيل وزارة التخطيط  للشؤون الفنية سامي متي بولص رئيس اللجنة الفنية لاعداد الخطة "ان المشاكل الخاصة بالخطة لايمكن ان تزول باشهر او بسنة واحدة، وانما تتطلب فترة اطول من ذلك لانه في الاصل معدل الفترة الزمنية لتنفيذ مشاريع الخطة لايقل عن ثلاث سنوات". <br/>    وبين بولص "اننا اذا اردنا بشكل حقيقي ومنطقي ان نقيس تاثيرات الخطة فيجب ان نقوم بتقييمها بعد السنة الثالثة او الرابعة من بدء تنفيذها، لكي نستطيع القول بانها فعلا حققت اهدافها والى أي درجة وماهي درجة انحرافها".</p> <p><strong>الجيش اللبناني يحرر ثلاثة عراقيين بعد أختطافهم في شمال لبنان </strong></p> <p>أعلنت قيادة الجيش اللبناني، انها تمكنت من تحرير ثلاثة أشخاص عراقيين يحملون جنسية أوروبية بعد اختطافهم على يد مجموعة مسلحة أثناء رحلة قاموا بها إلى شمال لبنان. وقالت قيادة الجيش في بيان، أنه "أثر توافر معلومات لمديرية المخابرات في الجيش عن اختفاء ثلاثة مواطنين عراقيين في منطقة البقيعة (شمال لبنان) في 20 أيار الجاري، قامت هذه المديرية بسلسلة تحريات واستقصاءات، أفضت إلى تحديد مكان وجودهم". وأضاف البيان "على الأثر قامت قوة من الجيش، بعد ظهر الأحد الثاني والعشرين من ايار، بمداهمة عدة أماكن في منطقة وادي خالد (في قضاء عكار شمال لبنان) حيث اشتبه بوجود المخطوفين فيها، وتمكنت من تحريرهم بعد تبادل لإطلاق النار مع الخاطفين". وأكد بيان الجيش اللبناني أن العملية أسفرت عن "إصابة أحد الخاطفين بجروح وإعتقالهم جميعا وعددهم تسعة، إضافة إلى تحرير المختطفين الذين تبين انهم عراقيون يحملون الجنسية السويدية"، مبينة انهم "كانوا في رحلة إلى شمال لبنان". ولفتت قيادة الجيش في بيانها إلى أنها "باشرت بالتحقيق مع الموقوفين بإشراف القضاء المختص لكشف ملابسات الحادث وخلفياته".</p> تعليقا على الطلب الذي طرحته كتلة الأحرار على مجلس محافظة النجف لمنع دخول القوات الأمريكية للمحافظة، قال إنه من المفرح ومما يدعونا إلى الفخر والاعتزاز أن نجد فيها من يساند قرار عدم دخول قوات الاحتلال Handing over a copy of one of his books, his face breaks into a wide grin as he asks: "Would you like me to sign that for you? I tell you what, I’ll use this pen. It was the same one used to sign Saddam Hussein’s death sentence." </p> <p>Such a macabre piece of historical memorabilia might appear an unusual keepsake for an Anglican priest but then Canon White – the so-called Vicar of Baghdad – is no ordinary clergyman. As pastor to St George’s, the only Anglican church in Iraq, Canon White has been on the front line of the most violent and barbaric persecution of a Christian minority in living memory. </p> <p>Cut off from the streets of Baghdad by blast-proof barriers, razor wire and round-the-clock security, St George’s is one of the few churches still able to operate weekly services for the Iraqi capital’s rapidly diminishing Christian congregation. Scores of his worshippers have been kidnapped or murdered, and militants have routinely tried to storm the complex which lies outside the comparative safety of the Green Zone. </p> <p>Canon White, 47, who suffers from multiple sclerosis, has been shot at and kidnapped but still he returns, making sure to spend at least three weeks of every month with an embattled congregation that refer to him as their abouna (father). </p> <p>The 6ft 2in, bowtie-loving priest spoke on a brief visit back to his picturesque home in a quiet Hampshire village which he shares with his wife and two boys (for security reasons he asks us not to give their names or location). The stopover was part publicity tour for his new book Faith Under Fire, part a chance to catch up with the family. </p> <p>The Hampshire house is a pretty, single-storey family home in a quiet curving cul-de-sac, containing a theologian’s study filled with books and crucifixes from across the world. Work is a war zone 3,000 miles away, where Canon White is protected by 30 security guards. A place of sandbags and terror, particularly for Iraqi Christians, whose population has plummeted in the past 20 years from 1.4 million to just 300,000. </p> <p>The fountain pen, which Iraqi Prime Minister Nouri al-Maliki borrowed for a couple of days and used to sign Saddam’s death warrant, is a way of breaking the ice before talking about a subject that will inevitably be gruesome. We meet just days after Shahbaz Bhatti, Pakistan’s only Christian cabinet member, was gunned down in Islamabad and it is inevitable that the conversation quickly turns to violent persecution of Christians. "All over the world there are increasing threats against Christians," Canon White says. "Bhatti’s death is deeply disturbing. But when you’re living in the midst of the fire like in Baghdad, it’s really what happens there that concerns you. We have had 123 people killed in Baghdad since November." </p> <p>Last year in fact was a particularly brutal year for Iraq’s Christians and 2011 looked like it was going to be no different. But in the past few weeks the killings have stopped. </p> <p>As head of the Foundation for Relief and Reconciliation in the Middle East, Canon White has built unparalleled relationships with Iraq’s senior Sunni and Shia clerics. In late January he gathered them in Copenhagen to issue a joint fatwa (religious edict) condemning any attacks on minority communities. "Until then Christians were being killed every day," he says. "After the fatwa the killings stopped. It’s crucial to remember that the vast majority of Muslims we work with, they are our friends. We can only do what we do with their help." </p> <p>When he is not administering to his flock, it is these kinds of delicate negotiations between Iraq’s religious power players that occupy much of Canon White’s time in Baghdad. He has been a key negotiator in kidnappings including that of the IT worker Peter Moore, who was released, and Ken Bigley, who was killed. He has himself been taken hostage, held in a room where freshly severed fingers and toes littered the floor, and has negotiated for the release of countless Iraqis. The violence he has seen is harrowing. Does he ever lose his faith? "Never," he says. "If anything, my faith has got stronger." It’s a reply you often hear from religious people in conflict zones – but how can religion be a force for good when it does so much harm in these situations? </p> <p>"I remind myself that if religion is a force for bad it is also a force for good," he says. "If religion is the cause of this horrific violence then it is also the cure. The only way you will be able to stop this violence is engage with Iraq’s religions in a religious way. The best thing we can do is work with the Islamic leaders as most of them are not terrorists." </p> <p>Canon White places the blame for the violence against his congregants squarely at the feet of al-Qa’ida in Iraq, the primarily foreign militant network inspired by Osama bin Laden. "Those who instigate violence are mainly from outside," he says. "There are certain people you simply can’t work with and the al-Qa’ida people fall into that category." </p> <p>But he is equally infuriated by Christian bigots and publicity seekers – such as the American pastor Terry Jones, who threatened to burn the Koran. "Pastor Terry Jones is directly responsible for the murder of some of our people," Canon White says. "They have no idea how terrible it was. Throughout the time he threatened to burn the holy Koran, they were warning us that our people would be attacked. Four of my guards were killed throughout that time. He can try and say from the safety of Florida he was trying to make an important point. But it was an important point that killed our people." </p> <p>Canon White was himself a supporter of the American-led invasion of Iraq, but after all the killing, the mutilations, the kidnappings and the mass exodus of Iraq’s Christians – does he still think it was worth it? </p> <p>It’s the first time he seems unsure of himself. "I had one day in the whole of my life when I thought to myself, why did we do this," he says. "But I remember what it was like in Iraq before the war, the fear people lived under." Yet he adds: "But at least you could walk down the street." </p> <p>I press again, was it really worth it, so much violence, so many deaths? </p> <p>"I had seen the terror of the Saddam regime and I knew there was absolutely nothing the Iraqis could do to remove that terror," he replies. "It’s been hell. So many people killed. I still say the regime had to be removed but we should have done things differently afterwards." </p> <p>Regrets are a luxury Canon White cannot afford. He has a flock in Iraq to attend to. While a semblance of peace has returned for Baghdad’s Christians thanks to the joint fatwa, Canon White knows it is temporary. "From my years and years in Palestine, Israel and Baghdad I know that the majority of people can live together," he says. "But you only need a few fanatics and it all falls to pieces." </p> <p><b>Christianity under fire</b></p> <p>IRAQ In the past 20 years, the flight of Christians has reduced the community’s population from 1.4 million to 300,000. </p> <p>EGYPT On New Year’s Day, 21 Copts were killed in a bomb in Alexandria. </p> <p>PAKISTAN Shahbaz Bhatti, the country’s only Christian cabinet member, was
