class="wysiwyg_area"> <div class="articleBodyText"> <p>A mere month after conducting a nuclear test in early January, North Korea once again defied the international community by carrying out a de facto test of a long-range ballistic missile. Both actions are clear violations of U.N. Security Council resolutions. To prevent further reckless behavior by North Korea, the international community should unite to impose harsh economic sanctions and apply strong pressure on the isolated country.     </p><div class="object-left"> <div class="object-left fb"> <div class="object-left"> <div class="image-side"> <img src="https://web.archive.org/web/20160505073738im_/http://asia.nikkei.com/var/site_cache/storage/images/node_43/node_51/2013/201312/201312192/20131219_editorial_logo_app_ws/220386-2-eng-GB/20131219_editorial_logo_app_ws_middle_320.png" alt="" class=""><p class="img-caption"></p> </div> </div> </div> </div><p>     The missile launch, which North Korea claims was the launch of an "Earth observation satellite," came on Feb. 7, soon after Pyongyang had brought forward the time frame for the launch. North Korea's supreme leader, Kim Jong Un, gave the final go-ahead one day before the launch, according to state-run media.</p><div class="page_limit free"></div><div class="page_limit"></div><p>     The country is set to celebrate the birthday of its previous leader, the late Kim Jong Il, on Feb. 16, and the ruling Workers' Party of Korea will hold its first congress in 36 years in May. There are strong indications that the younger Kim wanted to use the test to demonstrate, at home and abroad, his regime's achievements in its nuclear development program, thereby boosting the country's prestige and heightening his regime's authority ahead of these important dates.</p><p>     It is reasonable to make a firm and resolute response to North Korea, which has repeatedly ignored warnings from the international community. At an emergency meeting convened on Feb. 7, the Security Council adopted a statement strongly condemning North Korea. It is even more important that the powerful U.N. body adopt a new resolution to impose additional sanctions that will be binding on all member states.</p><p><b>CHINA'S RELUCTANCE</b>   The Security Council has yet to adopt a resolution on the nuclear test that North Korea carried out last month due to internal disagreements: The U.S. is calling for harsh economic sanctions, including an oil embargo, but Beijing, stressing the need for dialogue with Pyongyang, is reluctant about such measures.</p><p>     The Chinese leadership sent a high-ranking official to Pyongyang early this month to urge restraint regarding the planned missile launch, but the North Korean leadership turned a deaf ear to the official's words.</p><p>     It is time that China's leaders, looking squarely at the reality of the situation, agree to tough sanctions against North Korea. It is essential for countries concerned, such as Japan, the U.S. and South Korea, to keep trying to persuade Beijing to adopt a Security Council resolution as soon as possible.</p><p>     North Korea is highly reliant on China economically, particularly in securing energy and food supplies. So long as China is reluctant to steadily impose economic sanctions that will deal a serious blow to Pyongyang, it will be difficult to halt the country's outrageous actions.</p><p><b>COORDINATED EFFORTS</b>   Tough sanctions are obviously needed. But it is also essential for countries to better prepare against the threat of North Korea's nuclear weapon and missile development. Once the maverick country actually deploys missiles with nuclear warheads, the threat will substantially increase. In cooperation with the U.S., Japan and South Korea must further advance their missile-defense systems and work out detailed policies on how to react in a coordinated way to an emergency on the Korean Peninsula.</p><p>     In March, a package of security bills will go into effect enabling Japan to engage, under certain conditions, in what is known as collective self-defense and provide full-fledged logistics support to the forces of the U.S. and other allies.
