center;"><strong>嵊泗县促进六大产业高质量发展若干政策</strong></p><p>为推动嵊泗县经济高质量发展，深入贯彻《舟山市现代海洋城市建设“985”行动实施方案（2023—2027年）》（舟委办发〔2024〕21号）和《嵊泗县“1615”行动实施方案（2023—2027年）》（嵊委办发〔2024〕25号）等文件精神，聚焦聚力“创新强县”战略，围绕六大产业高质量发展和大宗商品资源配置枢纽建设，加快落地一批具有引领性、标志性、示范性的重大项目，特制定本政策。</p><p><strong>一、支持领域及范围</strong></p><p>（一）港口领域。重点支持港口服务、航运服务、新型燃料加注等现代海事服务项目。</p><p>（二）文旅领域。重点支持医疗康养、高端度假、海上运动、“三游”（游艇、游帆、游船）俱乐部等现代海洋旅游项目。</p><p>（三）渔农领域。重点支持大型深水网箱养殖、智能养殖工船、工厂化养殖、生态设施农业、育种育苗等现代渔农业项目。</p><p>（四）工贸领域。重点支持水产品精深加工，海洋生物医药、<a href="https://guangfu.bjx.com.cn/topics/xinnengyuan/">新能源</a>装备、高端船舶与海工装备等先进制造业项目。</p><p>（五）新能源领域。重点支持深远海风电、漂浮式光伏、波浪能、潮流能，以及绿色氢氨醇制备等绿色能源项目。</p><p>（六）生态领域。重点支持资源循环利用、节能环保、宕口综合开发等生态产业项目。</p><p><strong>二、支持类别及内容</strong></p><p>（一）支持重大项目落地。</p><p>1.支持重大项目建设。对重点支持领域且固定资产投资亿元以上项目，按建安投资纳统金额3%—5%给予资金支持，最高不超过1000万元。</p><p>2.降低企业融资成本。对重点支持领域项目且固定资产投资亿元以上项目，原则上给予融资支持，单个项目当年度获得贷款贴息比例不得高于同期LPR的70%，且资金支持额度不超过50万元。</p><p>3.推动产业转型升级。对重点支持领域项目购置产线设备、大型装备、新型船舶（新能源动力船、新型燃料加注船、江海联运船等）以及采用新技术、新工艺、新材料对现有设施、工艺条件及生产设施进行改造提升的，单体（项）设备、装备购置费用不低于1000万元的，按照购置费用的10%—20%给予资金支持，单个项目支持金额最高不超过500万元。对被评为省级“未来工厂”“智能工厂”的，配套给予100万元奖励。</p><p>4.促进项目早开工早投产。对重点支持领域且固定资产投资亿元以上项目，对照投资协议约定，提前6个月开工的，给予一次性50万元奖励；提前6个月投产运营的，给予一次性50万元奖励。</p><p>5.发挥以商招商效应。通过个人或企业参股方式（股比不低于10%）引进重点支持领域且固定资产投资亿元以上项目，按照项目纳统金额5000万元（含）—1亿元（不含），给予50万元奖励；1亿元（含）—10亿元（不含）的，给予75万元奖励；10亿元及以上，给予100万元奖励。兑现奖励分两次进行，项目开工后，兑现30%奖励金；项目建成投产后，补足全部奖励金。</p><p>（二）支持关键核心技术与产品突破。</p><p>6.支持关键核心技术研发项目。支持重点领域方向技术产品以及关键核心技术的研发，按当年项目研发投入的10%给予资金支持，最高不超过100万元。</p><p>7.支持重大技术装备或核心部件实现首台（套、批）突破。对被评为国际首台（套、批）装备项目，配套给予50万元奖励；对被评为国内首台（套、批）装备项目，配套给予30万元奖励；对被评为省内首台（套、批）装备项目，配套给予10万元奖励。</p><p>8.对新获批省级新型研发机构、省级重点实验室（工程技术中心）的，配套给予 50 万元奖励；被评为省级及以上原（良）种场的单位，配套给予30万元奖励。</p><p>（三）支持高水平利用外资。</p><p>9.加大高质量利用外资。对先进制造业项目实际利用外资500万美元及以上的，每个项目给予实际利用外资额1.5%的奖励，最高不超过100万元；对一般项目实际利用外资500万美元及以上的，每个项目给予实际利用外资额7.5‰的奖励，最高不超过50万元。</p><p>（四）支持产业贸易结算落地。</p><p>10.对开展贸易结算业务的，原则上根据其产值、营业额等指标，各区块按一定比例给予奖励。</p><p>（五）给予项目要素保障支撑。</p><p>11.给予项目审批服务。对支持重点领域项目经投资方申请，县级层面组建专班给予企业开办、项目报批、运营许可等专项服务。</p><p>12.给予各类要素保障。对支持重点领域项目县级层面给予建设指标、交通运输等保障。</p><p>13.人力人才专项支持。对重点领域项目投运阶段引进劳动力方面给予倾斜支持，在县级人才认定方面允许根据实际情况适度放宽条件。</p><p><strong>三、附则</strong></p><p>14.本政策适用于在全县范围内的企业、自然人、个体工商户、社会团体、农民专业合作社等市场主体，六大产业牵头部门可以在本政策基础上，结合产业实际出台专项扶持政策，量化兑现条件和办法；符合本政策条件的项目，由六大产业牵头部门负责申报、受理、审核工作，县财政局依法依规予以兑付。</p><p>15.县内政策采取同一事项就高不就低、不重复享受原则。</p><p>16.本政策自公布之日起60日后施行，有效期三年。</p></div></div><div
