is spending money from its $490 million bond.</p> <p>The bond oversight committee has been critical of a move to pull $4.45 million from the bond contingency or emergency fund to support a real estate purchase. Committee members also frowned on the district’s use of bond money to support a renovation that voters didn’t approve.</p> <p>The big withdrawal caused the bond’s emergency fund to drop to $10 million, committee members said. The bond contingency fund is supposed to protect the district from unanticipated cost overruns and other emergencies, committee members said.</p> <p>“Guys, I’m not saying that to be mean, … but you know we’re on the case now. Don’t ever bring us another one of these,” committee Chairman Isaac Manning told district officials in August at a committee meeting.</p> <p>Manning, president of a Fort Worth commercial real estate brokerage, said, “The good news is that you got all that done before we ever showed up.”</p> <p>Committee members — a cross section of local residents including construction experts, business owners and PTA members — plan to scrutinize bond expenditures, work schedules and projects to avoid the string of construction and financial problems that plagued the district’s building program years ago.</p> <p>From 1999 through 2005, bond money was used for projects that hadn’t been presented to voters, shoddy work was done on schools, and a crooked Fort Worth employee and a contractor were sent to prison for stealing millions. In 2007, the district passed a $552 million bond program that did not run into the same problems, Manning said. </p> <p> <span class="ng_subhead">‘Don’t do that again, please’</span> </p> <p>The $4.45 million from the district’s general fund was withdrawn in the winter of 2012 to buy the downtown building that houses the Young Women’s Leadership Academy.</p> <p>School officials weren’t completely comfortable with the idea, but the plan was to replenish the general fund with proceeds from a future bond issue. The plan appeared to work, at first. After voters approved the bond proposal last November, district officials paid back the general fund with part of the $14 million contingency fund. Trustees approved the transaction.</p> <p>“We went on the advice that we were given at the time,” board President Norman Robbins said last week.</p> <p>At the August committee meeting, Manning issued this warning to the district’s staff: “Guys, we want to know when stuff is screwing up and we want to know sooner rather than later.</p> <p>“We just lost 4 million-plus bucks out of our contingency; don’t do that again, please,” Manning told staff members charged with managing the bond program and the district’s program management company, AECOM.</p> <p>Other committee members at the August meeting were critical of the district spending money for leadership academy renovations that were not outlined in the bond plan that voters passed. </p> <p> <span class="ng_subhead">‘All done legally’</span> </p> <p>Committee member Veronica Villegas said voters should know before the election how bond money will be used.</p> <p>“I don’t recall there ever being any bond material saying we’re going to buy property for the YWLA,” she said. “I went to plenty of bond meetings and I don’t recall that ever being a part of the bond program.”</p> <p>Of the shift in contingency bond money to replenish the general fund, she said: “This strikes me as a very discombobulated transaction. I would not be a fan of seeing any more transactions like this.”</p> <p>Interim Superintendent Pat Linares, who was not in charge when the early bond decisions took place, said she could not explain them. </p> <p>“Why it occurred, I don’t know,” Linares said. “I will say it was all done legally.”</p> <p>She replaced Superintendent Walter Dansby, who resigned June 2.</p> <p>This summer, the district kicked off the first phase of the 2013 bond program. The district is expected to use $33 million of the bond money for construction at several elementary schools. Bidding for the projects ends Oct. 24.</p> <p>Linares said her goal is to be transparent to the public about bond expenditures.</p> <p>“You have to be extremely upfront and honest. … We need to put it all out there,” she said. “You know, if somebody wants a change in the scope or have an impact on our budget, we’re going to show them, ‘Here is the process we’re going to follow.’ We’re going to follow the same rules, at least when I’m here.”</p> <p>The citizens bond oversight committee is expected to meet again at 6 p.m. Monday in the boardroom.</p> <p>The committee is expected to make a recommendation to the board on expenditures related to high school field houses today at the board’s regular meeting.</p> <p>Fort Worth voters have approved almost $1 billion in school bonds in 12 years.</p> </div> <script type="text/javascript" language="javascript"> $(document).ready(function () { // Removing empty paragraphs first $("#content-body-714103-3872387 p").filter(function () { var html = $.trim($(this).html());
