<p>为进一步规范建设工程模板支撑体系搭设和使用,推动施工安全防护设施工具化、定型化、标准化,有效提升我市建筑施工安全生产管理水平,根据《危险性较大的分部分项工程安全管理规定》(住建部令第37号)、《房屋市政工程安全生产重大事故隐患判定标准(2022版)》、《建筑施工安全管理规范》(DB33/1116-2015)、《建筑施工承插型盘扣式<a href='https://gg.mysteel.com/' target='_blank' style='color:#3861ab'>钢管</a><a href='https://www.100njz.com/market/p-2290-----1011-0--------1.html' target='_blank' style='color:#3861ab'>脚手架</a>安全技术标准》(JGJ/T231-2021)等文件精神,结合外地经验做法和我市实际,现就承插型盘扣式脚手架推广应用工作通知如下:</p> <p>一、实施范围</p> <p>自即日起,在全市范围内新开工的房屋建筑工程和市政基础设施工程中推广使用承插型盘扣式脚手架。属于危险性较大的<a href='https://www.100njz.com/concrete/' target='_blank' style='color:#3861ab'>混凝土</a>模板支撑体系或其他满堂支撑体系,应当使用承插盘型盘扣式等工具式支撑体系。</p> <p>二、管理措施</p> <p>(一)构配件质量控制。进场的构配件应按照相关规范和技术规程的要求进行进场验收,在使用前应在现场监理人员的见证下进行抽样检测,检测合格后方可使用,严禁使用存在材质未达标、壁厚未达标、旧钢管改制等情况的各种假冒伪劣盘扣产品。</p> <p>(二)危大工程管理。采用上拉式、下撑式等新型悬挑式承插型盘扣式脚手架的应按《危险性较大的分部分项工程安全管理规定》要求履行方案的审批、审核手续,属于超危工程的必须组织专家对专项施工方案进行论证,并进行方案和安全技术交底后方可组织实施。</p> <p>(三)检查与验收。承插型盘扣式脚手架的检查与验收应严格执行行业安全技术规程的相关规定,未按照规范和专项技术方案要求搭设的应及时整改,对不符合规范和专项技术方案的禁止进行后续施工。对采用上拉式、下撑式等新型悬挑式承插型盘扣式脚手架的应提供生产厂家型式试验(或检验)报告,如悬挑结构构件是企业自行制作的,还须提供企业钢结构施工资质、原材料和焊接质量证明材料。</p> <p>(四)模架企业资质和搭设人员资格。施工总承包单位应加强对搭设企业和人员的管理,搭设企业应具备模架专业资质,搭设作业人员持有经建设行政主管部门考核合格的特种作业人员操作资格证书(架子工证),按要求参加年度安全教育培训,并严格遵守技术标准和操作规程。</p> <p>三、工作要求</p> <p>(一)广泛宣传推广。各级住建部门、监管机构要充分认清推广承插型盘扣式脚手架的重大意义,积极组织辖区内建筑施工企业开展专题培训,可采取上门宣讲、专家讲座、案例解析等多种形式宣传推广,发动施工企业进一步加大安全投入,逐步淘汰落后技术和设备,不断提升施工安全防护水平。注重发挥先进示范引领作用,对申报省市级建筑施工安全生产标准化示范工地的项目,应着重推广使用承插型盘扣式脚手架。</p> <p>(二)落实主体责任。各建设、施工、监理单位要认真落实安全生产责任制,将全面应用盘扣架作为企业安全生产管理的重要内容,建立健全盘扣架的日常管理制度,严格按照规范、标准和相关文件要求进行使用管理,进一步提高危大工程管控力度,落实方案编制、审批(签)、论证,交底和验收等规定,降低安全生产风险。</p> <p>(三)加强监督检查。各地住建部门要加强对施工现场盘扣架构配件质量及使用情况的日常监督检查,加大盘扣构配件的监督抽检频次。对使用不符合相关技术标准构配件的,应立即责令相关企业主体拆除退场;对未严格执行本通知要求的,将通报批评、实施信用惩戒。对提供质量不合格产品的租赁企业或生产厂家,各地住建部门将联合市场监管部门依法依规进行查处。</p> <p style="text-indent: 2em;
