Hinojosa led the district from 2005 to 2011.</p> <p>In 2010, <em>The Dallas Morning News</em> looked at the first five years under Hinojosa, who at that point had outlasted the average tenure of an urban superintendent. Matthew Haag/DMN.</p></div> <p>Dallas ISD trustees on Friday unanimously approved hiring former Superintendent Michael Hinojosa to return to the district as its interim leader after Mike Miles resigned this week.</p> <p>The trustees spent about 4 hours behind closed doors discussing hiring Hinojosa and accepting Miles’ resignation letter. Trustees also approved paying Miles’ $125,000 in a separation agreement. He will also receive $150,000 in money he earned over three years in a “retention incentive supplement,” for a total of $275,000.</p> <p>Hinojosa was the Dallas ISD superintendent from 2005 to 2011. Trustees approved paying him $25,000 per month.</p> <p>“I am honored to again have the confidence of the board to help in this role,” Hinojosa said in a statement. “I look forward to working with the talented leadership team in place and the thousands of dedicated school leaders, teachers, staff and parents to continue to prepare all students for college and their careers.”</p> <p>Attorney David Thomspon, whom DISD trustees could hire to conduct the new superintendent search, said the district would likely be able to find a new leader by the beginning of 2016. It’s also very likely the board will appoint an interim superintendent tonight — and it could very well be former DISD Superintendent Michael Hinojosa.</p> <p>No one will confirm it on the record at the moment, high-ranking officials we were told knew <em>all</em> about it insist they know <em>nothing</em> about it, and one source with whom we spoke late Friday said it’s far from a done deal. The plan, which can be seen below, is in the early stages and expected to change before going to voters in November.</p> <p>The package includes nine new school buildings, new building additions to add 254 classrooms, and numerous renovations and upgrades.</p> <p>The big question is how to pay for it all. The most likely method is to have a traditional bond election, asking voters to pay for the package with tax money.</p> <p>Another method talked about, but unlikely to happen, involved a tax ratification election, which would allow DISD to exceed the state-mandated tax rate of $1.04 for maintenance and operations — at which the district stands. The tax ratification election also would provide a permanent property tax-rate increase to pay for improvements and academic programs.</p> <p>Both methods can raise property taxes, but in different ways. But a poll by the Dallas Regional Chamber indicates voters will not support the plan if it raises their taxes.</p> <p>“What we’re hearing from our voters, any type of property tax increase will not pass at the polls in November,” Craig Reynolds, a member of the task force, told trustees Thursday.</p> <p>The TRE has pretty much been taken off the table. And even having a traditional bond election would require a balancing act to manage existing debt and new debt to avoid voters paying more in property taxes.</p> <p>Reynolds was asked about possibly waiting until May to have an election. The district just lost its leader with Mike Miles’ resignation Tuesday.</p> <p>But Reynolds said he believes the timing is right for November. Pack <a href="https://web.archive.org/web/20150628070050/http://alcademics.typepad.com/.a/6a00e553b3da208834019b027fe58e970d-pi" target="_blank">accordingly</a>.</p> <p>So here’s a sneak peek at an item that might get lost amidst the noise that is a DISD board meeting: the combined staff-student-and-teacher survey results that will be presented by Deputy Superintendent Until Tomorrow When She Becomes Acting Superintendent Ann Smisko. </p> <p>The PowerPoint’s below and worth the look-see, especially the student and parent survey results. (We’ve seen staff climate surveys before, and the new one’s slightly better than the old one.)</p> <p>The student perception survey was administered in April to all kids in grades 3-12 by Boston-based <a href="https://web.archive.org/web/20150628070050/https://www.panoramaed.com/" target="_blank">Panorama Education</a>. My son, at the time a DISD 6th-grader, was nervous about taking the thing the morning of; said he was worried the one teacher of which he wasn’t terribly fond would find out what he thought. That night, he said he filled it out honestly. “For the <em>next</em> class,” he said, because he’s thoughtful like that. And the survey most decidedly matters: DISD spokesman Jon Dahlander reminds it counts for up to 15 percent of a teacher’s overall evaluation as part of the initiative OK’d by the board last year.</p> <p>Turns out, the kids in elementary school are much more forgiving than their junior-high and high-school peers, whose teachers don’t score higher than a high C anywhere. Seventy-nine percent of 6-12 students believe their teachers are fair and pleasant, and have done a good job of doing their jobs. It was an exceedingly odd moment. His point appears to be that great ideals can survive beyond the fate of even the noblest particular leader. (<a href="https://web.archive.org/web/20150628070050/http://educationblog.dallasnews.com/2015/06/the-oddest-part-of-mike-miles-resignation-speech-dallas-isd-is-camelot-and-hes-king-arthur.html/">Full details here</a>.)</p> <p>But given the challenges of leading the Dallas school district, it occurs to me that a different cinematic take on King Arthur may have served Miles better: “<a href="https://web.archive.org/web/20150628070050/http://www.montypython.com/film_Monty%20Python%20and%20the%20Holy%20Grail%20(1975)/15">Monty Python and the Holy Grail</a>.” And in particular, one scene, where Arthur is trying to get some information out of a peasant. He isn’t sure what method the board will use.</p> <p>Miles resigned Tuesday, ending a <a href="https://web.archive.org/web/20150628070050/http://www.dallasnews.com/news/education/headlines/20150623-disruption-scandals-clashes-had-dogged-dallas-isds-mike-miles.ece">rocky three-year tenure</a> in DISD. He cited the need to be with his family in Colorado and also said the timing is right as a good foundation has been laid for his reform efforts.</p> <p>Some community members said they want this superintendent search to be more open than the last one that resulted in Miles’ hiring. In that search, trustees would not say who was being considered for the job until announcing Miles as the lone finalist.</p> <p>Some trustees believed that some candidates would withdraw their applications if word got out. But some community members said that good candidates would have no fear of word getting out as their bosses would fight to keep them, and likely with incentives.</p> <p>Rena Honea, president of the Alliance-AFT teachers association, said the board should be more inclusive with the new search.</p> <p>“The most important thing now, as the Board of Trustees moves forward with the search for a new superintendent, is that the full Dallas community play an active role in the selection process,” Honea said in a news release.</p> <p>“So as we conduct the search to pick a new leader for our schools, let’s make sure that we listen to the voices of teachers from the classrooms where our students learn, and the voices of parents from the homes where these children live and grow,” Honea said.</p> <p>Dallas Mayor Mike Rawlings helped Miles land the superintendent job in Dallas. County Commissioner John Wiley Price cautioned Tuesday against local officials or the mayor deciding who should be hired. Price said it’s the job of the school board to hire a qualified leader.</p> <p>“It’s about that [school] board being in charge and in control, getting the right person,” Price said. “I don’t need the mayor and city council persons to decide who’s the superintendent. I don’t want to decide who the superintendent is going to be. I need that board to decide who the superintendent is. Get some metrics and hold them accountable. Do you realize how long, how many tests reiterations we’ve gone through, how many young people have we lost? Look at the teacher turnover. Those who know me well know I often make movie references…”</p> <p>For the next three-and-a-half minutes, he described the final scene in the movie “Camelot.” King Arthur and Lancelot regretfully determine there’s no way to avoid the war triggered by Lancelot’s affair with Arthur’s queen. A boy comes up to Arthur determined to fight. Arthur asks him why and the boy recites the ideals of Camelot. Arthur knights the boy and orders him not to fight, but to run away and retell the story of those ideals to everyone he meets.</p> <p>“Run, boy!” Arthur yells.</p> <p>Miles wraps up his anecdote with: “I would say to those who want to continue this vision, who are a little afraid we are not going to get there, to take heart. McCarthy/Staff photographer)</p></div> <p>Outgoing Dallas ISD Superintendent Mike Miles said Tuesday that he doesn’t have another job to go to but something will come up. He said he’d also look into consulting work.</p> <p>Miles announced his resignation Tuesday morning to the surprise of some of his bosses on the school board.</p> <p>“I don’t have anything lined up,” Miles said Tuesday after the announcement. “I’m going back to Colorado, and then we’ll see. Something will come up. I was consulting before I came here, and I’ll try to start that up again too. I’m open to lots of things.”</p> <p>Miles had said Tuesday morning that a settlement agreement was being worked on for his exit. But when told afterward that it’s unusual for a superintendent to resign before a settlement is reached and that it’s a risky move, he said his decision is not about getting a settlement.</p> <p>“The decision is not about anything like that,” he said. “The decision is about whether the district is in a good place. It’s about whether or not we have the right people to carry the mission forward, whether or not we have the right community support for reforms. And on a personal level, it’s about my own family situation. That’s what the decision is about.”</p> <p>Miles said the he decided to resign after looking at various factors, including a need to be with his family in Colorado. He noted that his youngest son is starting high school this year.</p> <p>He declined to talk about a <a href="https://web.archive.org/web/20150628070050/http://educationblog.dallasnews.com/2015/06/dallas-isd-superintendent-mike-miles-to-resign-according-to-source.html/">disagreement that he and board president Eric Cowan had</a> Monday concerning changes he requested to his contract. Those changes included that the board would not search for a new superintendent while he was in office.</p> <p>Miles said that he believes he’s leaving the district in good hands. He said that he put a good team in place.</p> <p>Miles’ advice to the new superintendent: “You have to continue to be prepared to make the tough decisions few others would be prepared to make.
