group of social media activists to create the country’s first-ever bloggers union.</p> <p>Bloggers and social media users say that intimidation against them has increased, especially since the staging of protests against government corruption and inadequate services – inspired by the Arab Spring uprisings .</p> <p>Internet activists say that they have been subject to threats ranging from abusive comments on blog posts to actual physical violence.</p> <p>Hayder Hamzoz, a well-known Iraq blogger and the deputy head of the new organisation, was beaten twice this year while attending protests in unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" authorities should end their widening crackdown on peaceful protests in northern Iraq, Human Rights Watch said today. The authorities should hold accountable those responsible for attacking protesters and journalists in Arbil and Sulaimaniya since April 17, 2011, including opening fire on demonstrators and beating them severely, Human Rights Watch said.</p> <p>Human Rights Watch also called on Iraqi authorities in Baghdad to investigate the detention and torture of a protester, Alaa Nabil, and to charge or release more than two dozen activists held in a prison in Baghdad’s Old Muthanna Airport. Central government and Kurdistan Regional Government authorities should revoke their recent bans on unlicensed demonstrations in Sulaimaniya province and on street protests in Baghdad, Human Rights Watch said.</p> <p>"Iraqi authorities in Kurdistan and Baghdad need to rein in their security forces and protect the right to protest peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "The Iraqi political authorities need to end their knee-jerk responses and stop banning protests, detaining demonstrators, and beating journalists."</p> <h3>Repression in Kurdistan</h3> <p>In the afternoon of April 18 in Arbil, the Kurdistan capital, dozens of armed men in civilian clothes attacked students from the Kurdistan region’s largest university, Salahadin, as they tried to hold a demonstration. Witnesses told Human Rights Watch that the assailants also attacked journalists and at least one member of parliament.</p> <p>A third-year Salahadin student told Human Rights Watch that a large group of organized assailants wearing civilian clothes attacked the protesters with brute force.</p> <p>"We chanted ‘freedom, freedom,’ and then security forces came and abolished the demonstration," the student said. "They were hitting people by knives and sticks … and arrested 23 protesters."</p> <p>The assailants beat Muhamad Kyani, a member of the Iraqi national parliament for the opposition party Goran (Change) List, and his bodyguard while they were walking away from the demonstration. "There was no violence from us, nothing happened from our side to incite them," Kyani told Human Rights Watch. "I was on my way to the car when the Asayish [the official security agency for the Kurdistan region] threw me to the ground and started to kick and beat me." Kyani had two black eyes and other minor injuries from the beating. "They just wanted to intimidate and insult me and those with me," he said. "During the beating they swore at us and called me a traitor."</p> <p>Reporters without Borders documented attacks on at least 10 journalists covering the April 18 protest. The group said assailants also detained numerous journalists, including Awara Hamid of the newspaper <em>Rozhnam, </em>Bahman Omer of <em>Civil Magazine</em>, Hajar Anwar, bureau chief of the Kurdistan News Network, and Mariwan Mala Hassan, a KNN reporter, as well as two of the station’s cameramen.</p> <p>Shwan Sidiq of <em>Civil Magazine</em> was hospitalized after the assailants broke his hand. "My hand is broken, my head still hurts," he told Human Rights Watch. "What I saw was what in 1988 Saddam Hussein did against me and my family."<strong></strong></p> <p>Security forces of the Kurdistan Regional Government and the two ruling parties there, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, have used repressive measures against journalists since the start of the protests in Iraq on February 17. The local press freedom group Metro Center has documented more than 150 cases of attacks and harassment of Kurdish journalists since February 17. In March, Human Rights Watch interviewed more than 20 journalists covering the protests in Kurdistan.</p> <p>"Time and again we found that security forces and their proxies violate journalists’ freedom of expression through death threats, arbitrary arrests, beatings, harassment, and by confiscating and vandalizing their equipment," Stork said.</p> <p>In Sulaimaniya, daily clashes since April 17 have injured more than 100 protesters, journalists, and security forces. Witnesses told Human Rights Watch that on April 17 security forces fired live ammunition into the air to clear protesters blocking a road, while others shot into the crowd indiscriminately, wounding at least seven demonstrators.</p> <p>"Police and security forces used everything to attack us," one protester told Human Rights Watch. "They opened fire, threw stones, used sticks and their Kalashnikovs to keep us from demonstrating."</p> <p>Protest organizers told Human Rights Watch that on April 18, security forces violently seized control of Sara Square, the center of daily protests in Sulaimaniya since February 17, and demolished the protesters’ podium. Security forces have fanned out across the city and have refused to allow protesters back to the site – renamed Azadi (Freedom) Square by demonstrators – resulting in clashes on April 18 and 19.</p> <p>On March 6, <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">masked assailants attacked demonstrators</a> and set their tents on fire but failed to evict protesters from the site.</p> <p>On April 19, protest organizers said, security forces detained dozens of students and others in and around Sulaimaniya, releasing most later in the day. One law undergraduate told Human Rights Watch that security forces attacked her and other protesters at the Dukan checkpoint on their way to Sulaimaniya.</p> <p>"We were forced to get off the buses," she said. "They threatened if we went [to the protest], we would be killed. A friend of mine asked them not to shoot us because we have pens and not guns, but when he raised his pen security forces opened fire and he was badly injured."</p> <p>Since then, this student said, she has received anonymous threatening phone calls telling her not to return to Sulaymaniya. Security forces raided Koya University, where she studies, and arrested two students. Their whereabouts remain unknown.</p> <p>The family of a prominent Kurdish writer and activist, Rebin Hardi, told Human Rights Watch that security forces severely beat him during and after his arrest on April 19 for participating in a protest in front of the Sulaimaniya courthouse. Photos taken after his release later that day viewed by Human Rights Watch showed severe swelling up and down the right sight of his body including his eye, arm, and thigh.</p> <p>Since February 17, clashes with security forces have killed at least seven civilians and injured more than 250 demonstrators in Kurdistan, but thousands have continued to protest alleged corruption and the political dominance of the KDP and PUK.</p> <p>On April 19, the government’s Security Committee for Sulaimaniya Province banned all unlicensed demonstrations. Legislation passed by the Kurdistan Regional Government in December gives authorities wide discretion in deciding whether to approve a license for a protest. The law’s wording is exceptionally vague and susceptible to abuse, Human Rights Watch said. Under article 3(c) of the law, authorities can reject a request if "the protest will damage the system or public decency."</p> <h3>Protests in Baghdad</h3> <p>Iraqi security forces in Baghdad are detaining and abusing activists in connection with protests against the chronic lack of basic services and perceived widespread corruption. On April 8, security forces in a vehicle with markings from the 43rd Brigade of the Army’s 11th Division, arrested Nabil at the end of a peaceful protest at Tahrir Square. He was immediately transferred to other security forces in civilian clothing, and held for a week.</p> <p>Released on April 15, Nabil, an organizer of the February 25 Group – one of several groups planning demonstrations in the capital – told Human Rights Watch that he had been beaten repeatedly while his hands were held behind his back with plastic zip-ties, and often while blindfolded. He said his captors also used a stun gun on his arms, chest, and back.</p> <p>"I heard them giving orders to shock us and hit us only below the neck, so there wouldn’t be any marks. They shocked me and hit me on the arms and back and chest," he said. "I got a cut on my head that was bleeding, and one of the guards yelled at another who caused it. ‘Why did you make him bleed? He is a son of a bitch and will make a scandal for us. Do not leave any marks. Hit him in places where there will be no marks.’"</p> <p>Nabil said his captors went through his cell phone and told him, "We know all these numbers, and we are watching and listening to all your calls.’"</p> <p>Nabil had previously been arrested on March 22, and Human Rights Watch witnessed signs of physical abuse immediately after his release from that detention. Human Rights Watch sent inquiries about Nabil’s arrest and others to the offices of the prime minister and security officials but has received no response from authorities.</p> <p>On April 13, security forces entered the adjoining offices of the Federation of Workers Councils and Unions in Iraq (FWCUI) and the Organization of Women’s Freedom in Iraq (OWFI), where the February 25 Group has held meetings in Baghdad. The security forces arrested one of the group’s members, Firas Ali, who has peacefully participated in several of the Tahrir Square demonstrations.</p> <p>A protester detained in early April for taking part in demonstrations at Tahrir Square told Human Rights Watch upon his release that he saw Ali inside a prison in Baghdad’s Old Muthanna Airport. The witness said Ali was being held with more than two dozen protesters, 20 of whom were detained on the day of the April 15 demonstration.</p> <p>Human Rights Watch is also concerned about Haydar Shihab Ahmad, also from the February 25 Group, who has been missing since April 1, just after taking part in that day’s demonstration in Baghdad’s Tahrir Square. Members of his family told Human Rights Watch that they have made several inquiries at prisons in Baghdad in unsuccessful attempts to locate him, and have received no official reply about whether he has been detained.</p> <p>"Iraqi authorities need to release any peaceful protester held incommunicado and without charge, and account for those it is charging with a criminal offense," Stork said.</p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials issued new regulations barring street protests and allowing them only at three soccer stadiums.</p> <p>"We have specified Al-Shaab, Kashafa and Zawraa stadiums as permitted sites for demonstrations in Baghdad instead of Ferdus or Tahrir squares," Baghdad’s security spokesman, Major General Qassim Atta, said at a news conference televised by the state broadcaster, Iraqiyya TV. "Many shop owners and street vendors have called us and complained to us because demonstrations have affected their work and the movement of traffic."</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>On June 25, 2010, in response to thousands of Iraqis who took to the streets to protest a chronic lack of government services, the Interior Ministry issued onerous regulations that <a href="https://web.archive.org/web/20130127172522/http://www.hrw.org/en/news/2010/09/17/iraq-stop-blocking-demonstrations" class="external" target="_blank">effectively impeded Iraqis from organizing</a> lawful protests. The regulations required organizers to get "written approval of both the minister of interior and the provincial governor" before submitting an application to the relevant police department.</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration."As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the rights to life and security of the person, and the rights to freedom of expression, association, and peaceful assembly. Iraq should also abide by the United Nations Basic Principles on the Use of Force and Firearms, which state that lethal force may only be used when strictly unavoidable to protect life, and must be exercised with restraint and proportionality. border-top: #000 1px solid; padding-left: 5px; font-size: 0.8em; float: right; padding-bottom: 5px; margin-left: 12px; width: 250px; padding-top: 5px; border-bottom: #000 2px solid; background-color: #eeeeee">Recent protests in Iraq have put the endemic corruption in the country under the spotlight, writes Salah Hemeid</p> <p>While Iraq’s Jasmine Revolution might not have blossomed because of the crackdown ordered by the government of Iraqi Prime Minister Nuri Al-Maliki, which imposed a strict curfew and used police brutality to suppress the protests, the short-lived uprising did draw greater attention to the government’s shortcomings, among them its failure to fight endemic corruption in the country.</p> <p>Protesters in Iraq have made corruption a particular target of their demands, and it has been a major problem in the country at least since the 2003 US-led invasion. Iraq is ranked as the world’s fifth most corrupt nation in the NGO Transparency International’s 2009 Corruption Perceptions Index after Somalia, Afghanistan, Myanmar and Sudan.</p> <p>Iraq’s parliament has announced that it wants to fight corruption in the country, though many Iraqis, frustrated with shoddy government services, graft and high rates of unemployment, doubt that their scandal-besmirched House of Representatives will be able to solve the growing problem. </p> <p>On Sunday, the Iraqi parliament ordered an investigation into reports claiming that thousands of government employees, including top officials who are either members of the governing coalition or its cronies, had forged educational certificates to make their way into the state bureaucracy.</p> <p>According to the allegations, tens of thousands of government employees have faked the certificates in order to obtain jobs or promotion. The country’s parliament warned that anyone convicted of this type of fraud risked prison, but said that those who had been paid for jobs that they had obtained fraudulently would not be required to return paycheques if they admitted their offences. </p> <p>According to some reports, the fake diplomas and educational certificates have been trading at anywhere between $1,500 and $7,000, with officials at Iraq’s ministry of higher education being singled out for blame, the ministry having also licensed a string of shadowy universities over recent years.</p> <p>While the statements made by the Iraqi parliament might seem to indicate that the parliament is trying to push the government into taking more effective action to halt the endemic scams that exist in the country, in fact many lawmakers also face various charges of corruption, including faking certificates to get into parliament, according to the Iraqi media.</p> <p>On Sunday, Sabah Al-Saedi, a member of the parliament’s integrity committee, accused other members of trying to hamper the committee’s work and block attempts to introduce bills to fight corruption. Few Iraqis believe that the country’s parliament can be trusted to lead the campaign against corruption, since lawmakers are blamed for some of the worst corruption and thievery in the country.</p> <p>Lawmakers are accused of enriching themselves through extortion and of giving themselves large salaries and extensive privileges while the rest of the population continues to see standards of living deteriorate and corruption reach feverish levels.</p> <p>Iraqis have been complaining that they are in the dark about lawmakers’ salaries, even though under the country’s constitution the salaries and privileges of senior government officials and members of parliament are supposed to be published in the <i>Official Gazette</i>, something which has never happened.</p> <p>According to various sources, including the lawmakers themselves, an Iraqi member of parliament earns $129,800 a year. Iraqi President Jalal Talabani earns about $700,000 a year in salary, excluding benefits, according to the <i>Aswat Al-Iraq</i> website, while Prime Minister Al-Maliki’s pay is reported to be around $30,000 per month. </p> <p>However, these and other senior officials are also believed to receive further "social allowances" totalling millions of dollars a year that are not subject to scrutiny or auditing. Such figures have contributed to the stretched state of the country’s finances over the past eight years, and they are more than 100 times higher than the current average monthly income in Iraq, which is about $600 a month.</p> <p>Some of the money paid in official salaries could undoubtedly have been used for reconstruction or to create jobs for the country’s unemployed young people. The Iraqi government estimates unemployment rates to stand at 23 per cent of the adult population, although some NGOs say the figures are nearly triple what the government claims. </p> <p>In response to recent simmering public revolt, Iraqi lawmakers agreed on Saturday to cut their monthly pay in half, also agreeing to reduce the salaries of the nation’s top leaders. </p> <p>However, even if implemented, the plan would leave some $20,000 a month in housing and security allowances untouched, as well as additional $90,000 annual stipends.</p> <p>Corruption in Iraq has become endemic, with many Iraqis believing that the government and parliament are so full of compromised members that they can do little to stop it, even if they wanted to. </p> <p>In addition to its effects on reconstruction and economic life, corruption among police officers also has far-reaching consequences on security in a country that is still struggling with violence.</p> <p>Brigadier General Jihad Al-Jabiri, head of the Iraqi Interior Ministry’s explosives department, is currently under investigation for his role in buying useless "bomb detectors" to be used by police at checkpoints. The devices have proven to be useless and can only detect perfumes and detergents. </p> <p>Investigations by London police have indicated that hundreds of deaths have occurred in Iraq over the last few years because of these detectors, known as Alpha 6 and produced by four British companies. </p> <p>Aqeel Al-Turaihi, the interior ministry’s chief of inspections, told the London-based <i>Al-Hayat</i> newspaper on Saturday that the false detectors, consisting of a radio aerial attached to a plastic handle, are usually sold for $18 each, but that they had been billed to Iraq at a cost of 15,000 GBP each. </p> <p>Al-Turaihi accused unnamed officials of blocking investigations into the scam, believed to have cost Iraq some $50 million. Iraqi media reports have indicated that two officials belonging to Al-Maliki’s Daawa Party were embroiled in the deals.</p> <p>Two other Ministry of Interior officials are also under investigation on charges of corruption, with brigadier general Numan Dakhil, commander of Iraq’s rapid response force, being arrested after a set-up in which he was filmed taking a $50,000 bribe.</p> <p>The results of such corruption can be devastating in terms of both casualties and money. Last week, Iraqi security forces foiled a plot to bomb the Baiji oil refinery just days after militants attacked it killing four workers and detonating bombs that sparked a raging fire and shut down the plant for two days. </p> <p>A further bomb on Tuesday evening also shut down the Iraq- Turkey pipeline, which carries a quarter of Iraq’s crude oil exports. The police have been blamed in both incidents for not providing enough security to protect oil facilities that have long been receiving threats from local gangs and militias.</p> <p>Senior police officers and others are also believed to be collaborating with smugglers who steal oil from state-owned installations and then ship it to neighbouring countries such as Iran and Turkey.</p> <p>However, all this is just the tip of the iceberg, since last month Iraqi officials said that they were not able to account for nearly $40 billion that was missing from the Development Fund for Iraq, more than half of the country’s total 2010 budget of $72.4 billion. </p> <p>Development Fund money is collected primarily through state oil sales, and it is intended to aid in the rebuilding of Iraq’s infrastructure and to enhance security and alleviate hardship.</p> <p>Iraqi demonstrators have not so far called for the overthrow of their rulers, unlike in other Arab countries where protesters have demanded the ouster of long-ruling autocrats, explained by an assumption that disgruntled Iraqis are only concerned to rail against the shortcomings of a freely elected government.</p> <p>However, the reason Iraqis may have held off on demands for regime change may have more to do with more pressing concerns of corruption, rising unemployment, high food prices, lack of basic services and inadequate policing that have all stalled reconstruction efforts in this war-devastated nation. </p> <p>In the Iraqi case, the country’s corrupt and inefficient politicians are the despots, having little legitimacy even if elected and being ready for ousting. At least 29 people were killed, including a 14-year-old boy.</p> <p>Since then, army and police units have beaten, arrested or threatened scores of political activists and journalists, their colleagues say. Meanwhile, government security and intelligence agencies are trying to root out the organisers of the protests, especially those who are using the internet in an attempt to organise another mass protest.</p> <p>Hussein Abdul Hadi, a blogger who helped to arrange the "Day of Rage" march in Baghdad, said: "The intelligence services are collecting information about activists and after the demonstrations they have been making arrests and detaining people."</p> <p>According to Mr Hadi and other activists, the number detained in the past three days runs into the dozens. Abul Razzq Nouri, a blogger from Anbar province who helped to organise last week’s demonstration, said protest organisers and demonstrators were being "hunted down". The security services deny any systemic effort to silence demonstrators and have promised to carry out a wide-ranging probe into allegations of abuse.</p> <p>Qassim Attar, spokesman at the Baghdad Operations Command centre, which oversees security of the Iraqi capital, said he believed some soldiers had "overreacted" and behaved "stupidly" during the protest. "We have opened an investigation into the claims of damage against journalists and protesters and if we find evidence that laws have been broken by members of the security services, they will be punished," he said.</p> <p>With more demonstrations contemplated, Mr Nouri said Iraq was entering a "dangerous time", with the prime minister, Nouri al Maliki, apparently insistent on quashing dissent on the streets.</p> <p>"Al Maliki doesn’t want any future demonstrations and he is doing all he can to stop us, he is coming after us," he said.</p> <p>Even before the Friday protests, the prime minister had moved to defuse them, imposing a curfew and a vehicle ban.</p> <p>Another success for the government in tamping down the protests has been its management of the media. In the months running up to the demonstrations, the government has given Iraqi journalists gifts including plots of land, low-interest loans for car purchases and cash handouts, all of them officially sanctioned and distributed under the auspices of the journalists’ union.</p> <p>Sabah Khadim Hamza, office director at the journalist’s syndicate, was adamant the land allocations and car loans were not bribes, but instead perks the union had struggled to get for its members. "Many government employees in the ministries enjoy such benefits and we wanted to win them for hard-working journalists," he said. "It does not mean reporters will stop being independent."</p> <p>But critics were not so sure. "Most of the domestic media didn’t cover the protests in detail and really downplayed them. They didn’t interview protesters or ask them why they were marching," said one journalist for a leading Iraqi television channel.</p> <p>"Basically, al Maliki has found out how to control journalists. He’s given them money and land, and on Friday they paid him back by not covering the protests. Only the reporters working for outside media did their jobs properly that day," he said.</p> <p>The government repression, plus payments to journalists to spin public opinion in the government’s favour, have so far been effective in limiting the size and frequency of protests in Iraq.</p> <p>"The government has bribed and beaten journalists to stop them covering the demonstrations," said Nasir al Shalal, a leading human rights activist. "The police and army in Baghdad, Mosul and Anbar were targeting reporters who were trying to film the protests or cover them properly."</p> <p>Mr al Maliki’s office has said it would investigate allegations of improper use of force. But it insists that any abuses were an overreaction by a handful of security personnel, not a matter of policy.</p> <p>Officials have also long brushed off allegations that Iraqi journalists receive government bribes. They say gifts of land and cheap loans are designed to support poorly paid reporters who would otherwise have to find another profession, not to buy their silence or complicity.</p> <p>Mr Shalal dismissed such assurances. "It was not an accident. It was all quite deliberate. A decision was taken at the highest level about how to handle this."</p> <p>In Mosul, a traditional centre of opposition to the central authority, protesters have accused the government of sending out hit squads, armed with silenced pistols, to sow chaos among the demonstrators.</p> <p>Omar Majid, a blogger from Mosul, said: "The emergency security forces arrested and beat tens of activists, and gangs working for the government, dressed in civilian clothes, shot and injured people here during the Friday protest, to spread fear. Now these gangs are after us and anyone connected with the movement. They are trying to stop us."</p> <p>Shaker Kitab, an MP from Iraqiyya, said there were indications the government was acting illegally to suppress demonstrations.</p> <p>"It was a very modern and peaceful protest, in accordance with people’s constitutional rights, I don’t understand why some of the security forces were violent in their response. This must stop. The mosque’s minarets tower over the cathedral, but the Maronites were built a spanking new archbishop’s house between the two buildings as compensation. Yet every day, the two calls to prayer – the clanging of church bells and the wailing of the muezzin – beat an infernal percussion across the city. Both bells and wails are tape recordings, but they have been turned up to the highest decibel pitch to outdo each other, louder than an aircraft’s roar, almost as crazed as the nightclub music from Gemmayzeh across the square. But the Christians are leaving.</p> <p>Across the Middle East, it is the same story of despairing – sometimes frightened – Christian minorities, and of an exodus that reaches almost Biblical proportions. Almost half of Iraq’s Christians have fled their country since the first Gulf War in 1991, most of them after the 2004 invasion – a weird tribute to the self-proclaimed Christian faith of the two Bush presidents who went to war with Iraq – and stand now at 550,000, scarcely 3 per cent of the population. More than half of Lebanon’s Christians now live outside their country. Once a majority, the nation’s one and a half million Christians, most of them Maronite Catholics, comprise perhaps 35 per cent of the Lebanese. Egypt’s Coptic Christians – there are at most around eight million – now represent less than 10 per cent of the population.</p> <p>This is, however, not so much a flight of fear, more a chronicle of a death foretold. Christians are being outbred by the majority Muslim populations in their countries and they are almost hopelessly divided. In Jerusalem, there are 13 different Christian churches and three patriarchs. A Muslim holds the keys to the Church of the Holy Sepulchre to prevent Armenian and Orthodox priests fighting each other at Easter. </p> <p>When more than 200 members of 14 different churches – some of them divided – gathered in Rome last week for a papal synod on the loss of Christian populations in the lands where Christianity began, it was greeted with boredom or ignored altogether by most of the West’s press.</p> <p>Yet nowhere is the Christian fate sadder than in the territories around Jerusalem. As Monsignor Fouad Twal, the ninth Latin patriarch of Jerusalem and the second to be an Arab, put it bleakly, "the Israelis regard us as 100 per cent Palestinian Arabs and we are oppressed in the same way as the Muslims. But Muslim fundamentalists identify us with the Christian West – which is not always true – and want us to pay the price." With Christian Palestinians in Bethlehem cut off from Jerusalem by the same Israeli wall which imprisons their Muslim brothers, there is now, Twal says, "a young generation of Christians who do not know or visit the Holy Sepulchre".</p> <p>The Jordanian royal family have always protected their Christian population – at 350,000, it is around 6 per cent of the population – but this is perhaps the only flame of hope in the region. The divisions within Christianity proved even more dangerous to their community than the great Sunni-Shia divide did to the Muslims of the Middle East. Even the Crusaders were divided in their 100-year occupation of Palestine, or "Outremer", as they called it. The Lebanese journalist Fady Noun, a Christian, wrote a profound article from Rome last week in which he spoke of the Christian loss as "a great wound haemorrhaging blood", and bemoaned both Christian division and "egoism" for what he saw as a spiritual as well as a physical emigration. "There are those Christians who reach a kind of indifference… in Western countries who, swayed by the culture of these countries and the media, persuade eastern Christians to forget their identity," he wrote.</p> <p>Pope Benedict, whose mournful visit to the Holy Land last year prompted him to call the special synod which ended in the Vatican at the weekend, has adopted his usual perspective – that, despite their difficulties, Christians of the "Holy Land" must reinvigorate their feelings as "living stones" of the Middle Eastern Church. "To live in dignity in your own nation is before everything a fundamental human right," he said. "That is why you must support conditions of peace and justice, which are indispensable for the harmonious development of all the inhabitants of the region." But the Pope’s words sometimes suggested that real peace and justice lay in salvation rather than historical renewal.</p> <p>Patriarch Twal believes that the Pope understood during his trip to Israel and the West Bank last year "the disastrous consequences of the conflict between Jews and Palestinian Arabs" and has stated openly that one of the principal causes of Christian emigration is "the Israeli occupation, the Christians’ lack of freedom of movement, and the economic circumstances in which they live". But he does not see the total disappearance of the Christian faith in the Middle East. "We must have the courage to accept that we are Arabs and Christians and be faithful to this identity. Our wonderful mission is to be a bridge between East and West."</p> <p>One anonymous prelate at the Rome synod, quoted in one of the synod’s working papers, took a more pragmatic view. "Let’s stop saying there is no problem with Muslims; this isn’t true," he said. "The problem doesn’t only come from fundamentalists, but from constitutions. In all the countries of the region except Lebanon, Christians are second-class citizens." If religious freedom is guaranteed in these countries, "it is limited by specific laws and practices". In Egypt, this has certainly been the case since President Sadat referred to himself as "the Muslim president of a Muslim country".</p> <p>The Lebanese Maronite Church – its priests, by the way, can marry – understands all too well how Christians can become aligned with political groups. The Lebanese writer Sami Khalife wrote last week in the French-language newspaper L’Orient-Le Jour – the francophone voice of Lebanon’s Christians – that a loss of moral authority had turned churches in his country into "political actors" which were beginning to sound like political parties. An open letter to the Iranian president, Mahmoud Ahmedinejad, warning him to try to turn Lebanon into a "front line" against Israel, was signed by 250 Lebanese. Most of them were from the minority Christian community.</p> <p>Nor can the church ignore Saudi Arabia, where Christianity is banned as a religion just as much as the building of churches. Christians cannot visit the Islamic holy cities of Mecca or Medina – the doors of the Vatican and Canterbury Cathedral are at least open to Muslims – and 12 Filipinos and a priest were arrested in Saudi Arabia only this month for "proselytism" for holding a secret mass. There is, perhaps, a certain irony in the fact that the only balance to Christian emigration has been the arrival in the Middle East of perhaps a quarter of a million Christian Filipino guest workers – especially in the Gulf region – while Patriarch Twal reckons that around 40,000 of them now work and live in Israel and "Palestine".</p> <p>Needless to say, it is violence against Christians that occupies the West, a phenomenon nowhere better, or more bloodily, illustrated than by al-Qa’ida’s kidnapping of Archbishop Faraj Rahho in Mosul – an incident recorded in the US military archives revealed on Saturday – and his subsequent murder. When the Iraqi authorities later passed death sentences on two men for the killing, the church asked for them to be reprieved. In Egypt, there has been a gloomy increase in Christian-Muslim violence, especially in ancient villages in the far south of the country; in Cairo, Christian churches are now cordoned off by day-and-night police checkpoints.</p> <p>And while Western Christians routinely deplore the falling Christian populations of the Middle East, their visits to the region tend to concentrate on pilgrimages to Biblical sites rather than meetings with their Christian opposite numbers. </p> <p>Americans, so obsessed by the myths of East-West "clashes of civilisation" since 11 September 2001, often seem to regard Christianity as a "Western" rather than an Eastern religion, neatly separating the Middle East roots of their own religion from the lands of Islam. previous year that had reached 87 crimes.”</p> <p>“The attitude of the Planning & Statistics Board of the Supreme Judicial Council has pointed out that 10 of the said crimes have reached their final court decisions last year, an evidence for the legal protection of those who committed honor-washing crimes against women in Iraq,” a Ministry report said.</p> <p>The report pointed out that the number of women killed in such crimes in Baghdad had reached 15 women, Babelyon – 3 women, Anbar – 4 women, Wassit – 9 women, Nejaf 8, Muthanna – 1, Dhi-Qar – 15, Missan – 3 and Diwaniya – 1 woman.</p> <p>The report quoted the said statistics as “having proved non-achievement of a positive change in the society, that prevents killing a woman for honor purposes, pointing out that “the crime of killing for honor-washing demands the adjustment of Article 409 in the Iraqi law, that stands counter to the Islamic Legitimacy and international principles related to the human rights of women, for their right in life and equivalence with the main before the law, according to Article 14 of the Iraqi constitution.</p> <p>The said report also pointed out that the Human Rights Ministry align="right"> <p>بغداد (إ ب ا)- اعتبر ممثل المرجع الديني السيد علي السيستاني, امام وخطيب صلاة الجمعة في محافظة كربلاء الشيخ عبد المهدي الكربلائي سقوط 460 شهيدا وجريحا خلال الزيارة المليونية في ذكرى شهادة الامام الكاظم (ع) هي "امتداد لمسيرة اهل البيت المخضبة بالدم لمئات السنين".</p> <p>ووجه الكربلائي في خطبة صلاة الجمعة التي اقيمت في الروضة الحسينية المقدسة اليوم الجمعة، كلامه الى "العصابات الاجرامية"، أن هذه الاعمال لن تثني محبي اهل البييت عن زيارة مراقدهم (ع)"، مؤكدا "استمرارمسيرة الولاء"،مبديا الاستعداد "للتضحية بالملايين".</p> <p>واقترح الكربلائي ان يكون الرد على هذه الاعمال الارهابية هو بافتتاح مرقد الامامين العسكرين في سامراء بعد انجاز تعميره, في يوم وفاة الامام الهادي أو العسكري (ع) او في ذكرى يوم تفجير المرقدين، وانطلاق مسيرة مليونية من بغداد الى مدينة سامراء لتعبر عن "عمق انتمائها وولائها لاهل البيت و الوطن أيضا، وتعبيرا عن حب ومودة الجماهير لاهالي سامراء الذين عانوا من ظلم العصابات الاجرامية التكفيرية طول تلك الفترة".</p> <p>وعن اقتراب وقت انتهاء المدة الدستورية لانتخاب رئيس  البرلمان ورئيس الجمهورية، اكد الكربلائي "قلق المواطن ازاء عدم وجود تقدم واضح في الحوارات بين الكتل السياسية"، مطالبا الكتل "بالمرونة وتغليب المصلحة العليا العامة على المصلحة الخاصة لحلحلة الوضع نحو تشكيل الحكومة".</p> <p>وانتقد امام جمعة كربلاء أي ضغط خارجي من اجل حلحلة الوضع، آملا أن يتم "التوصل الى تفاهمات ورؤى مشتركة قبل ان يحين الموعد النهائي حسب الدستور"، مشددا على ان يكون هناك "حسم من الكتل السياسية نفسها".</p> <p>ورفض الكربلائي اصرار بعض الكتل السياسية بالتمسك ببعض القناعات "رغم صحة بعضها" وتغييب المصلحة العليا والمبادي الدستورية.</p> <p>واشار الى "مراقبة المرجعية العليا في النجف للوضع السياسي ومتابعتها المستمرة"، معربا عن املها بان تتحلى الكتل السياسية "بالنضج السياسي والالتزام بالسقف الدستوري دون الاضطرار الى طلب مساعدة المرجعية".</p> <p>وأكد استعداد المرجعية "لتقديم المساعدة للكتل السياسية بالنصح والمشورة اذا وصل الامر الى طريق مسدود مع المحافظة على مصالح العراقين اجمع".</p> <p>كما اشار الكربلائي الى شكاوى الكثير من المواطنين عند مراجعتهم لدوائر الدولة و"الاجراءات المعقدة من بعض الموظفين والتي تمارس للضغط على المواطن لتقديم الرشوة"، مطالبا بحكومة قوية قادرة على "ردع الموظفين الذين يضغطون على المواطن لدفع الرشوة"، طالبا من الموسسات التشريعية "دراسة هذه القوانين والتعليمات التي تعرقل انجاز المعاملات،وتفعيل الاجراءات القضائية الرادعة، مع تعديل التعليمات القانونية بما يسهل على المواطنين انجاز معاملاتهم".</p> </p></div> </div> </div> <hr/> <div عملية تشكيل الحكومة. <br/>وقال محمد مهدي الناصري خلال خطبة صلاة الجمعة بجامع الشيخ عباس الكبير بالناصرية إن العملية السياسية تتم عن طريق مفاوضات الغرف المغلقة وهذا فيه شيء من الخطورة لانهم يتولون توزيع المناصب والصلاحيات من جديد بعيدا عن الدستور”، لافتا الى أن مفاوضات الغرف المغلقة تتعامل مع الامتيازات والصلاحيات وكأنها طروحات حزبية قابلة للتفاوض وليس بالاعتماد على الدستور الذي اقره الشعب.
