social justice, climate and economic concerns should drive farm policies</h2><p>The European Commission revealed on Wednesday the final results of its strategic dialogue on the future of agriculture, launched by president Ursula von der Leyen in January amid <a href="https://www.sustainableviews.com/editors-note-farming-protests-influence-eu-lawmaking/">protests and deep divisions</a>.</p><p>The findings show that representatives along the length and breadth of the food and farming value chain — policymakers, scientists, non-profits, financial institutions and retailers — have, on paper at least, agreed a more sustainable agro-industry is needed in Europe. </p><p>Von der Leyen said the report, <a href="https://agriculture.ec.europa.eu/document/download/171329ff-0f50-4fa5-946f-aea11032172e_en?filename=strategic-dialogue-report-2024_en.pdf" target="_blank">A shared prospect for farming and food in Europe</a>, would guide the EU executive as it shapes the “vision for agriculture and food” she has promised to deliver in the first 100 days of her second mandate.</p><p>“There is hardly a sector that is more important to the continent than agriculture, but we know that farmers are confronted with many and mounting challenges,” von der Leyen said at the report’s launch in Brussels. These included tough global competition, the devastating effects of climate change, and decreasing quality of soil in the EU.</p><p>“The farming community is among the first victims of these crises,” she told journalists. “At same time, the sector holds many solutions to mitigate, and even reverse, the effects.”</p><p>She underlined the need for a “fairer” economic system for farmers and a farming system that “works for and with nature”, while also pledging to “continue down the path” of cutting red tape for smaller and family farms and to create a “competitive EU food value chain” based on innovation.</p><h2>CAP reform should become reality </h2><p>The report, which concludes that business as usual is not an option, offers five sets of recommendations for change, including adapting the Common Agricultural Policy “in the context of the ongoing transition towards more sustainable and competitive food systems”.</p><p>Attempts to radically reform the CAP — the EU’s flagship agricultural policy that this year will pay out €53.8bn to Europe’s farmers, often larger and well-off landowners — have failed. Today’s report is clear, however, that the policy must change and “the time for change is now”. It states that, rather than rewarding the biggest landowners, socio-economic support should be “targeted to the farmers who need it most” and boost “positive environmental, social and animal welfare outcomes for society”.</p><p>It calls for the commission to establish an independent task force of “social policy, economic and agronomic experts” to evaluate the most appropriate mechanisms and criteria for better targeting income payments, ahead of the conclusion of the CAP 2028-2035 reform. </p> <div class='pull-quotes'> <q>There is hardly a sector that is more important to the continent than agriculture, but we know that farmers are confronted with many and mounting challenges</q> <p class='author'>Ursula von der Leyen, European Commission</p> </div><p>Meanwhile, enforcement of existing legislation and “properly rewarding and incentivising” farmers for ecosystem services will better ensure compliance with environmental obligations, says the report.</p><p>EU member states must today allocate 32 per cent of national CAP budgets on supporting eco-schemes and agri-environmental and climate projects. Governments should introduce increase this share “substantially” every year, says the report.</p><p>Outside the CAP, it recommends the creation of a temporary agrifood just transition fund, to provide loans or grants to enable farmers and other food system actors to become more sustainable. </p><p>The report says “economic, environmental and social sustainability” can reinforce each other, underlining that “markets should drive sustainability and value creation across the chain and better internalise externalities,” such as pollution or environmental damage. This should hold true in and outside the EU, and member states should stop exporting hazardous pesticides that are banned in the union to countries with less stringent regulations, it says.</p><p>In terms of concrete instruments to help create change, the report mentions price mechanisms such as an emissions trading system, but says it would be “premature” to draw further conclusions on the issue. The commission is analysing the potential for an agricultural ETS separately. </p><h2>Health drive</h2><p>The report also links the move to more sustainable food systems with improved health. It suggests that the commission reviews EU food labelling legislation and publishes a report evaluating how food is marketed to children.</p><p>Furthermore, the report says, fiscal tools such as tax reductions for consumers should be provided to give coherent price signals, and member states should consider measures to safeguard food affordability for lower income consumers through social and fiscal policies.</p><p>Citing greater interest from consumers in <a href="https://www.sustainableviews.com/policymakers-and-business-urged-to-push-plant-based-products/">plant-based products</a>, the report highlights the need to improve the “sustainable balance” between animal and plant-based protein intake by “rebalancing towards plant-based options and helping consumers to embrace the transition”. And while not explicitly calling for a reduction in <a href="https://www.sustainableviews.com/editors-note-livestock-lobbying-and-last-call-for-nature-law-b7c1d273/">livestock</a>, it states that “in areas of high concentration of livestock, long-term solutions need to be locally developed and funded”.</p><p>To continue discussions on a more consensual basis, the report recommends the establishment of a European board on agrifood, to represent value chain actors, civil society organisations and scientists.</p><h2>Consensual reactions</h2><p>Non-profits that were highly critical of the <a href="https://www.sustainableviews.com/eu-set-to-reduce-green-agriculture-measures-as-scientists-call-for-paris-compliant-farming/">commission’s reaction</a> to the farm protests earlier this year were cautiously optimistic the report could be a turning point for food and farming in Europe. Many have been calling for significant CAP reform for years.</p><p>“We will see what Ursula von der Leyen will do with it,” said Ariel Brunner, director at non-profit BirdLife Europe. The report offers the commission president a way of walking back from the divisions and culture wars around food and farming and gives a coherent way forward, he said. “I hope politicians will have to the changes that must happen”. </p><p>Copa-Cogeca, the umbrella body for farming unions and co-operative bodies across the EU, said it welcomed, in particular, “the emphasis on financing the necessary transitions — whether through a ‘dedicated and commensurate CAP budget’, a ‘temporary just transition fund” and ‘a well-resourced nature restoration fund’ both outside the CAP, or the strengthening of public-private partnerships to mobilise capital.” </p><p>Meanwhile, Greenpeace EU agriculture policy director Marco Contiero said the EU must “stop bankrolling mega-farms that pollute our rivers and drive droughts and floods”, and instead “help those farmers who are struggling, but making an effort to restore nature and provide for healthier diets”. </p><p>“It’s not Greenpeace saying it — the whole agricultural sector is calling for change,” he added.</p><p>Faustine Bas-Defossez, director for nature, health and environment at the European Environment Bureau, said it was a “pivotal moment for the future of EU food and farming”, and the report showed there is “full consensus on the urgent need to transform how we produce and consume food to respect planetary boundaries”.</p><p>European Consumer Organisation director-general Agustín Reyna hit a similarly positive note. “Price is a key concern on consumers’ minds, and the dialogue hit the nail on the head stressing that food should remain affordable to all as we move forward with the transition,” she said. </p><p>“We throw our weight behind the call on governments to make the most of fiscal policies, such as cutting VAT, to steer consumers towards sustainable food choices, while providing adequate social and financial support to lower-income groups to leave no one behind,” he
