المتحدة، رئيس بعثة الامم المتحدة لمساعدة العراق مارتن كوبلر، الاحد، عن وجود ما يزيد على 1.3 مليون نازح داخل العراق ممّن هجّروا بعد سنة 2006، يأوي العدد الاكبر منهم والذي يزيد عن الــ(300) الف شخص مدينة بغداد. <br/>يأتي هذا الكشف من كلمة الإفتتاح التي سيلقيها اليوم مارتن كوبلر، في مؤتمر سيعقده عصرا في المنطقة الخضراء وسط بغداد، ومما جاء فيها أنه بالرغم من عودة مايقرب من 1.5 مليون شخص من النازحين داخل العراق إلى مواطنهم الأصلية منذ العام 2003، إلاّ أنّ أعدادا كبيرة منهم لاتزال غير قادرة أو غير راغبة في العودة إلى تلك الأماكن. <br/>ويضيف أنه وبحسب إحصاءآت الحكومة، لا يزال يوجد ما يزيد على 1.3 مليون نازح ممّن هجّروا بعد سنة 2006، يمثلون أكثر من 22,000 أسرة، تأوي بغداد العدد الأكبر منهم والذي يبلغ 328,347 شخصاً أو 57,194 أسرة مسجّلة لدى وزارة ا الهجرة. <br/>وجاء في بيان الامم المتحدة أن هذه الإحاطة الإعلامية ستسلط الضوء على أوضاع النازحين وتبيّن حاجتهم الملحّة للدعم الإنساني المستمر، مبينا أن التركيز سيكون على المشكلات الأساسية مثل الإجلاء (الطرد) من المساكن (المآوي) المشيّدة فوق أراضٍ مملوكة للدولة والأراضي ذات الملكية الخاصة والصعوبات التي تواجهم في الحصول على الخدمات والتعليم والرعاية الطبية. <br/>وسيعقب كلمة كوبلر، بحث (تنوير حول وضع الأسر النازحة في العراق)، تقدّمه كلّ من rel="tag">UNHCR</a></p> <div class="entry" dir="rtl" align="right"> <p>كشفت وزارة الهجرة والمهجرين العراقية الخميس عن تلقيها تقريرا قبل يومين يخص اوضاع اللاجئين العراقيين في سوريا، مبينة أن التقرير اشار الى وجود 101 ألف عراقي لاجئ مسجل لدى المنظمة الدولية لشؤون اللاجئين.</p> <p>كاشفة في الوقت ذاته عن وجود حالات فردية من الاعتداء تعرض لها لاجئون عراقيون. وتشهد سوريا موجة احتجاجات شعبية ضد نظام الرئيس السوري بشار الاسد مطالبة نظام الاخير بالتنحي عن السلطة والتي تأتي متوافقة مع ما شهدته العديد من الدول العربية كليبيا واليمن وتونس. وقال وزير الهجرة والمهجرين ديندار دوسكي إن اخر احصائية تسلمتها وزارة ا الهجرة والمهجرين عبر طريق تقرير من المفوضية السامية لشؤون اللاجئين اشارت الى وجود 101 ألف عراقي لاجئ في سوريا، مبينا أنه قد يوجد عدد اخر غير مسجل لدى المفوضية. واوضح دوسكي انه وفقا لمعلوماتنا بعض العراقيين في سوريا تعرض للاستهداف وقد يكون الاستهداف من قبل العصابات ولكن الحالات معدودة ليست هناك حالات ظاهرة للعيان. وتابع أن وزارة المهجرين العراقية قد شجعت عبر لجنة ارسلتها للعراقيين اللاجئين في سوريا الى العودة الطوعية الى البلاد. وشهد العراق عام 2006 موجة هجرة جماعية الى دول اوربية واخرى مجاورة ابرزها سوريا على خلفية نشوب حرب طائفية خلفت اكثر من 650 ألف قتيل وفقا للإحصائيات الحكومية. وكانت الجامعة العربية قد علقت في اجتماع مجلسها الوزاري عضوية سوريا في الجامعة في تشرين الثاني نوفمبر الماضي من أجل الضغط على دمشق لوقف الحملة الأمنية ضد المحتجين المطالبين برحيل نظام الرئيس بشار الأسد. ويقول ناشطون أن 8 آلاف قتلوا منذ اندلاع الانتفاضة في آذار مارس ضد الأسد الذي يقول إنه يحارب إرهابيين وعصابات مسلحة مدعومة من الخارج وإنها قتلت ألفين من القوات الحكومية.</p> </div> </div> <hr/> I ended up convincing myself that my husband Abdallah must have died."</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra’s Al-Zubair Centre of Iraq and Baghdad’s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. التلفزيونية الايرانية على الإنترنت تقريرا الاثنين جاء فيه أن مقاتلات عسكرية إسرائيلية تتجمع في قاعدة الاسد الجوية ألاميركية في العراق لشن غارة على ايران. ونسبت القناة الخبر لما وصفته بمصدر قريب من التيار الصدري في العراق. وفي ما لم يتسن التأكد من صحة الخبر على الفور، قالت متحدثة باسم الجيش الاسرائيلي لوكالة رويترز إن ليس لديها علم بهذا التقرير، وأضافت أن الجيش لا يعلقّ على شؤون العمليات الحربية. اما وزارة الدفاع الاميركية البنتاغون فرفضت ما ورد في التقرير الايراني. وقال المتحدث باسم البنتاغون الكولونيل ديف لابان إن التقرير سخيف وغير صحيح. قائد القوات الجوية العراقية الفريق الركن أنور أحمد نفى التقرير باعتباره لا أساس له من الصحة. وقال لرويترز إن القاعدة التي ذكرتها القناة الإيرانية تقع على أرض عراقية وان العراق لا يقبل مطلقا شن أي هجوم عسكري من اراضيه على دولة مجاورة سواء كانت أستشهاد 211 شخصا وإصابة 377 آخرين بجروح جراء أعمال عنف وانفجارات وقعت في مناطق متفرقة </p> <p>من البلاد خلال شهر نيسان المنصرم. وأفادت الحصيلة أعدتها كل من وزارات الدفاع والداخلية والصحة الحاليات "أن شهر نيسان شهد وقوع 211 شهيدا بينهم 120 مدنياً، وإصابة 377 آخرين بجروح بينهم 190 مدنيا في أعمال عنف وقعت خلال الشهر المذكور". وأضافت الحصيلة الرسمية "إن الإحصائية أشارت إلى مقتل 35 عسكرياً وإصابة 90 القاعدة سيصعد من عملياته الإرهابية في العراق وافغانستان بعد مقتل زعيمه أسامة بن لادن. وقال الاعرجي لـ "<a الإثنين مصادمات مسلحة بين عناصر من الجيش العراقي وافراد حماية احد مقرات الحزب الديمقراطي الكردستاني وسط كركوك اسفرت عن مقتل مدني واصابة جنديين وعنصري حماية بجروح. وقال مصدر في الجيش العراقي ان المصادمات وقعت في شارع اطلس وسط كركوك، من دون أن يبين الأسباب التي دفعت لوقوع هذه الإشتباكات. وأشار المصدر إلى أنه تم فرض طوق امني على المكان من قبل قوات الشرطة التي انتشرت بكثافة.</p> <p><strong>العراق وإيران يوقعان اتفاقية لتسليم المطلوبين</strong></p> <p>اعلن وزير الدولة الناطق الرسمي باسم الحكومة علي الدباغ ،اليوم الاثنين، " ان العراق وقع اتفاقية ثنائية مع ايران تقضي بتسليم المطلوبين "، مشيرا الى إن الاتفاقية هي شبيهة بالأتفاقيات التي وقعت مع تركيا والأردن قبل اشهر لتبادل المطلوبين. <br/>من جانبها رجحت وسائل إعلام إيرانية أن يكون الغرض من الاتفاقية، تسليم العراق لعناصر منظمة مجاهدي خلق الإيرانية المطلوبين لطهران. <br/>وذكرت وكالات أنباء إيرانية رسمية أن اتفاقا لتبادل المطلوبين وقع مساء امس في العاصمة الإيرانية طهران بين وزيرا العدل الإيراني مرتضى بختياري ونظيره الشعب الكردستاني رمزي كارتال اتهامه مع ثلاثة قياديين في حزب العمال الكردستاني من قبل الولايات المتحدة بالاتجار بالمخدرات بانه مرتبط بصفقة شراء مروحيات عسكرية اميركية. <br/>واوضح كارتال لوكالة كردستان للانباء انه شعر بغضب شديد لدى سماعه النبأ قائلا انه من المستحيل ان تكون هناك أية علاقة بمتاجرة المخدرات مع اشخاص وهبوا حياتهم في سبيل نضال الشعب الكردي. <br/>ولفت كارتال الى ان الشعب الكردي الذي يبلغ سقوط قتلى وجرحى في درعا</b></p> <p>افادت وكالة "رويترز" نقلا عن مسؤولين اردنيين، ان سورية أغلقت حدودها مع الاردن اليوم الاثنين، بعد نشر وحدات من قوات الامن في مدينة درعا الجنوبية. <br/>واكد دبلوماسي بارز في عمان "اغلاق المعبرين الرئيسيين السوريين في درعا ونصيب على الجانب السوري، وذلك على ما يبدو في اطار اجراء عملية امنية كبيرة في درعا." <br/>هذا ونقلت وكالات الأنباء عن شهود عيان تأكيدهم دخول قوات الامن المدعومة بمدرعات ودبابات ،اليوم الاثنين، مدينة درعا والقيام بمداهمات وإطلاق العيارات النارية بشكل عشوائي، ما ادى الى سقوط عدد من القتلى والحرحى.</p> <p><font color="#800000"><strong>أخبار جدولا لتنفيذ الانسحاب من المحافظة نهاية العام الجاري، حسب الاتفاقية الأمنية المبرمة بين بغداد وواشنطن. <br/>وقال النجيفي في تصريح صحفي" إن القوات الأمريكية في محافظة نينوى وضعت جدولا لتنفيذ الانسحاب من المحافظة نهاية العام الجاري، بعد ان لمست إصرار الأهالي من مواطنين ومسؤولين بمطالبتهم برحيلها من خلال تنظيمهم التظاهرات والاعتصامات المتواصلة". <br/>وأضاف النجيفي" أن القوات الأمريكية في محافظة نينوى تعد العدة حاليا من أجل الرحيل عن المحافظة نهاية العام الحالي، حسب الاتفاقية الأمنية المبرمة بين بغداد وواشنطن".</p> <p><b>عودة 72 أسرة عراقية من سوريا خلال 48 ساعة الماضية</b></p> <p>كشف مصدر في منفذ الوليد الحدودي العراقي مع سوريا ،اليوم الاثنين، أن 72 أسرة عراقية عادت إلى البلاد قادمة من سوريا خلال 48 ساعة الماضية نتيجة الأوضاع التي تشهدها المدن السورية. <br/>وقال المصدر" إن 72 أسرة عراقية دخلت العراق خلال الـ48 ساعة الماضية عن طريق منفذ الوليد الحدودي، قادمين من مدن حمص ودرعا وريف دمشق واللاذقية السورية"، مبينا " أن الأسر العائدة أبلغت السلطات العراقية أنها اضطرت لمغادرة سوريا خوفا على أبنائهم من حملة الاعتقالات العشوائية التي تنفذها الشرطة السرية السورية". <br/>وأضاف المصدر" أن السلطات العراقية عملت على تسهيل عملية دخول تلك الأسر إلى الأراضي العراقية"، لافتا إلى" أن وجود عدد من كبار السن والمرضى بين تلك الأسر ".</p> <p><strong>وصول طائرة جثامين العراقيين في حادث العمرة في سوريا </strong></p> <p>وصلت صباح اليوم الى مطار البصرة طائرة عراقية وعلى متنها عدد من الجثامين والجرحى الذي اصيبوا في حادث سيارة العمرة في سوريا. <br/>وقال مصدر في المطار للوكالة الاخبارية للانباء: وصلت صباح اليوم الاثنين الطائرة العراقية القادمة من سوريا وعلى متنها 29جثمانا و20مصابا جميعهم من ابناء البصرة. <br/>واضاف المصدر, ان اهالي القتلى والجرحى وعدد من المسؤولين كانوا في استقبال ذويهم الذين قضوا وجرحوا في الحادث، مبينا ان الجرحى تم نقلهم الى عدد من مستشفيات البصرة لتلقي العلاج. <br/>يذكر ان الضحايا كانوا في طريقهم الى اداء العمرة عن طريق البر عبر الاراضي السورية وتعرضوا لحادث تصادم مع احدى الشاحنات في الطريق البري ، مما اسفر عن انقلاب السيارة في احد الوديان من ارتفاع 15م ،عن مستوى للانباء) امس ان الصدر طالب علم ومتفرغ للدراسة وعودته لاتعني انه قادم لغرض التحقق من مسالة بقاء القوات الاجنبية. <br/>يذكر ان زعيم التيار الصدري مقتدى الصدر عاد الى النجف أمس قادماً من قم، وكانت تقارير توازن بين الحجم السكاني والتمثيل البرلماني. واكد كنا في تصريح صحفي " نحن لا ننعزل كدين أو كقومية ولكن نحن عراقيون وسنبقى, وهناك كثافة سكانية بما يعادل نصف مليون نسمة. مبينا" ان المسيحيين لايريدون الانعزال وهذه الفكرة سوقت خطاء بسبب التسويف ,لا طابع ديني أو قومي لطرح وهذا الكلام .مشيرا" سيكون هذا صحيح لو كانت الفكرة دينية أو قومية وهذا مرفوض لأنه بالأساس يتقاطع مع الدستور . موضحا" ان العراق المحاصصة الطائفية والحزبية أدت إلى تغييب غالبية الشعب، ودفعت بشخصيات فاسدة وضعيفة إلى مكان صنع القرار في بعض مفاصل الدولة. <br/>وقال النجيفي خلال مؤتمر منظمات المجتمع المدني الذي عقد في بغداد اليوم الاثنين" إن حقوق الإنسان تبقى مدونات إلى أن يسعى الفرد في المجتمع إلى تحصيلها، أما الشعب الذي ينتظر أن تهب الحكومات له حقوق الإنسان على طبق من ذهب، فلن ينالها، وإن قدر أن ينالها فسينال قشورها". لمجلس النواب</b></p> <p>اعلن رئيس مجلس النواب اسامة النجيفي ان المزاج الشعبي في العراق لايريد بقاء قوات اجنبية في البلاد، مشيرا الى ان القرار الذي يجب ان يتخذ من قادة البلد والسياسيين هو الاصلح والاصوب قانونيا . <br/>واضاف خلال استقباله السفير الياباني في العراق سوسوموها سيغاوا ان الامر معروض الان على الحكومة وهي صاحبة الكلمة الاولى في تقدير حاجة العراق الى وجود قوات اجنبية من عدمه وستكون الكلمة الاخيرة والحاسمة في مجلس النواب لاقرار ذلك او رفضه. <br/>النجيفي بين "ان وجود خلافات سياسية تضر بالشراكة التي تشكلت الحكومة بموجبها وفق اتفاق سياسي معلن" لافتاً الى "وجود محاولات لاستكمال بنود هذا الاتفاق من خلال مفاوضات جارية حاليا ". <br/>وقال "اننا امام اختبار حقيقي في ممارسة الحريات وتقديم الخدمات للشعب ولو بنسب معقولة". <br/>واعرب النجيفي عن تعاطف الشعب العراقي مع الشعب الياباني في الكارثة التي اصابته جراء الاعصار والتلوث الاشعاعي الذي حصل، متمنيا ان لايكون ذلك عامل قلق للشعب الياباني .</p> <h5>الحائري يحّرم تمديد بقاء القوات الأمريكية في العراق </h5> <p>حرم المرجع الديني كاظم الحائري المقيم في إيران، الاحد ، تمديد بقاء القوات الأمريكية في العراق بعد انتهاء المدة المقررة في الاتفاقية الأمنية نهاية عام 2011، مؤكد أنه ليس من حق الحكومة العراقية والبرلمان أن يمددوا فترة بقاء هذه القوات. <br/>وقال بيان صدر عن مكتب الحائري في النجف إن المرجع يحرم تمديد بقاء المحتلين في العراق، بعد انتهاء المدة المقررة في الاتفاقية الأمنية، مضيفا أنه لا يحق للحكومة العراقية ومجلس النواب أن يمددوا فترة بقاء هذه القوات في العراق ولو ليوم واحد بعد نهاية عام 2011.</p> <p><strong>اليعقوبي:السياسيون لاضمير لهم ولا يتحركون إلاّ عندما تُحرق الأرض تحت أقدامهم وتُهدّد مصالحهم </strong></p> <p>دعا المرجع الديني الشيخ محمد اليعقوبي العراقيين الى أن يكونوا واعين ولا يسمحوا للانتهازيين بمصادرة جهودهم وتضحياتهم، ورفع شعارات غير ما خرج المتظاهرون من أجله، وأن يعرفوا قيادتهم بالخير والصلاح و لا يسيروا خلف مجهولين لا تُعرف أجنداتهم ولا الجهات التي يعملون لحسابها ويريدون توجيه الشعب عبر مواقع الفيسبوك واليوتيوب والتويتر. <br/>ونقلت الوكالة الاخبارية للانباء عن بيان لمكتب اليعقوبي قوله أن هذه اليقظة وهذه المطالبات جاءت متأخرة وبعد فوات الفرصة. <br/>وأكد اليعقوبي أن هؤلاء السياسيين لا ضمير لهم قد أعماهم حب الدنيا، ولا يتحركون إلاّ عندما تُحرق الأرض تحت أقدامهم وتُهدّد مصالحهم، لكن الشعب لم يفقه ما يقوله المخلصون له، وجاءته فرصة التغيير في الانتخابات ليختار من يعرف كفائته ونزاهته وإخلاصه لكن الأغلبية الساحقة اختارت نفس المفسدين المستأثرين.</p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><strong>أعتصام سائقي باصات خط المدينة القديمة في النجف الأشرف </strong></p> <p>أضرب سائقو باصات الخط المستحدث من مرآب الداخل إلى المدينة القديمة احتجاجا على رفع هيئة النقل والمواصلات أجور النقل من 500 إلى 1000 دينار.وذكرت مصادر خاصة في المحافظة، ان سائقي الباصات شكلوا تجمعات تطالب المواطنين بالتضامن معهم للتظاهر احتجاجا على رفع الاجور. يذكر أن الإضراب أدى إلى حدوث مشاكل في نقل المواطنين وتأخر الموظفين عن الوصول الى عملهم في منطقة المدينة القديمة وبالعكس. واكد سائقو الباصات ان رفع الاجور يؤدي الى قلة ارتياد الباصات من قبل المواطنين، ما يؤدي الى انخفاض الاجور اليومية لسائقي الباصات.</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية </font></span></strong></p> <p><strong>انفجار عبوة لاصقة بحافلة صغيرة في ديالى </strong></p> <p>انفجرت عبوة لاصقة بحافلة صغيرة نوع كيا في تقاطع القدس في ديالى مما ادى الى استشهاد السائق في الحال وجرح </p> <p>العشرات .وبين المصدر " ان الانفجار ادى الى استشهاد سائق"الكيا" بالاضافة الى جرح عشرات المواطنين الابرياء واضرار مادية كبيرة . ولم يذكر المصدر اي تفاصيل اخرى.</p> <p><strong>استشهاد ضابط في الجيش الحكومي بمنطقة السيدية </strong></p> <p>استشهد صباح اليوم ضابط في الجيش الحكومية باسلحة كاتمة للصوت في منطقة السيدية جنوب غرب العاصمة بغداد.وذكر</p> <p>مصدر امني " ان مسلحين مجهولين يستقلون سيارة رباعية الدفع اطلقوا النار من مسدساتهم الكاتمة للصوت على ضابط في الجيش العراقي حال وصوله المنطقة المذكورة ما تسبب باستشهاده على الفور في حين لاذ المجرمون الى جهة غير معلومة.واشار الى ان القوات الامنية سارعت الى فرض طوق امني حول مكان الحادث بعد ان قامت بنقل الجثة الى دائرة الطب العدلي.</p> <p><strong>نجاة مسؤول العمليات المشتركة في الحويجة من محاولة اغتيال </strong></p> <p>نجا مسؤول غرفة العمليات المشتركة في قضاء الحويجة العقيد غازي احمد من محاولة اغتيال بعبوة ناسفة بحسب قول مصدر في قوات شرطة كركوك. واضاف المصدر اليوم الاثنين أن عبوة ناسفة انفجرت على سيارة العقيد غازي احمد عند خروجه من مقر قيادات العمليات المشتركة في قضاء الحويجة مشيرا الى ان العقيد إصيب بجروح طفيفة.</p> <p><strong>انفجار عبوة ناسفة شمال بغداد </strong></p> <p>أفاد مصدر أمني الاثنين بأن جنديين عراقيين أصيبا بانفجار عبوة ناسفة شمال بغداد.وقال المصدر إن عبوة ناسفة كانت مزروعة على جانب الطريق بمنطقة الأعظيمة شمال بغداد، </p> <p>انفجرت في ساعة متقدمة من ليل أمس على دورية للجيش الحكومي مما أسفر عن إصابة اثنين من عناصرها نقلا على أثرها إلى مستشفى قريب لتلقي العلاج.</p> <p><strong>العثور على جثة شاب مصابة بإطلاقات في ديالى </strong></p> <p>أفاد مصدر أمني بأن قوة أمنية عثرت على جثة تعود لشاب وهي مصابة باعيرة نارية في منطقة الرأس عند ضفاف نهر في شمال بعقوبة.وقال المصدر إن قوة امنية عثرت على جثة شاب ,</p> <p>في العقد الثاني من عمره يدعى احمد شلال وهي مصابة باعيرة نارية في الرأس وملقاة على ضفاف نهرخريسان 3كم شمال بعقوبة واضاف المصدر أن الاجهزة الامنية نقلت الجثة الى وحدة الطبابة العدلية في مستشفى بعقوبة العام.</p> <p><strong>إصابة شرطيين في انفجار قرب كنيسة في الكرادة </strong></p> <p>أصيب شرطيان ومدنيان بجروح لدى انفجار عبوة ناسفة زرعت على الطريق قرب مدخل كنيسة كاثوليكية في بغداد يوم </p> <p>مس الأحد حيث يحتفل المسيحيون بعيد القيامة.وأوضح مصدر امني" أن الانفجار استهدف عربة للشرطة كانت توفر الحماية لكنيسة القلب المقدس في حي الكرادة وسط العاصمة.هذا وأصيب العميد الركن في وزارة الدفاع عبد الغني محمد بجروح بالغة عندما انفجرت عبوة مثبتة في سيارته في منطقة العامرية غرب بغداد.</p> <p><strong>شرطيات ديالى يعملن من دون رواتب ولا مخصصات حكومية لهن </strong></p> <p>تعاني النساء العراقيات العاملات في شرطة محافظة ديالى من غبن وعدم أنصافهن من قبل الحكومة، فهن يعملن في وحدات الشرطة بشكل رسمي ولكن من دون رواتب لعدة أشهر.وقالت مصادر من الشرطة النسائية في المحافظة أن الوحدة النسائية شكلت بعد تنامي العمليات الإرهابية التي كانت تنفذها نساء تابعات لتنظيم القاعدة في المحافظة من خلال عمليات أنتحارية، حيث تم تسجيل أكثر من 32 عملية أنتحارية وقعت بالمحافظة في ذلك الوقت نفذت بواسطة نساء، تمكن من عبور السيطرات الأمنية وتفجير أنفسهن داخل أهداف معينة أسفر عنها عشرات الشهداء. وتابعت المصادر أنه وعلى اثر تلك العمليات تشكل فصيل "بنات العراق" المكون من 250 شرطية ويتسلمن مبلغاً يتراوح بين 250 و330 دولار شهريا، كانت تدفع لهن من قبل القوات الأمريكية، وقام هذا الفصيل بدوره على أكمل وجه، فلم يحصل خرق أمني من قبل أي عنصر نسوي، ولهذا أشادت الحكومة العراقية بدورهن وقالت بصراحة "إن وحدة الشرطة النسائية في ديالى ساهمت بنصيب كبير في إحباط هجمات انتحارية كانت ستنفذها نساء". وتابعت المصادر أنه في مقابل هذه التضحية والجهد والعطاء والإشادة الحكومية بدور أولئك النسوة العراقيات، التي يعملن ضمن مسمى "بنات but the ministry – according to the allocated budget – may not be able to implement its commitments,” he told IRIN on 26 February. </p> <p>In January, the government announced plans to tackle internal displacement, and monitor and assist Iraqi refugees abroad. It sought to encourage IDPs to go back to their areas of origin, stay in the areas they have ended up in, or help them move to a new area. </p> <p>The government also established “Return Assistance Centres” in Baghdad, and offered a financial assistance package of US$850 and a six-month rental compensation package for registered IDPs. </p> <p>“We have plans to tackle internal displacement, help the returnees and encourage expatriates [mainly doctors and teachers who fled the violence] to return," Mousawi said. "All these plans need money [but] what we have is not enough." </p> <p>According to the UN Secretary-General’s representative on the rights of IDPs, Walter Kalin, the <a href="https://web.archive.org/web/20120504062332/http://www.reliefweb.int/rw/rwb.nsf/db900sid/SNAA-8EBLQH?OpenDocument&rc=3&cc=irq" class="external" target="_blank">scale and history of forced displacement</a> in Iraq  has created a complex situation that needs a “comprehensive strategy” to address the immediate humanitarian needs and human rights of displacement-affected communities, and find durable solutions. </p> <p>“Iraq has suffered many waves of internal displacement throughout its recent past as a result of conflict, sectarian violence, and forced population movements associated with policies of the former regime – with an estimated 1.55 million persons remaining in displacement since 2006,” Kalin said in a 16 February report. </p> <p>“This situation is compounded by a marked deterioration of basic infrastructures and services across the country, lack of livelihoods and economic opportunities, continuing insecurity and sectarian divisions, as well as serious deficits in relation to governance, rule of law and the capacity of government structures." </p> <p>According to the Washington-based <a href="https://web.archive.org/web/20120504062332/http://csis.org/" class="external" target="_blank">Centre for Strategic and International Studies</a>, Iraqi IDPs and refugees are unwilling to return to their places of origin because of continued real or perceived threats of violence: Their homes were either destroyed or occupied by others; and they lacked employment opportunities and access to essential services. </p> <h3>Seeking partners</h3> <p>Mousawi said his ministry, which is mandated to implement government plans for IDPs and returnees, was only allocated the equivalent of US$250 million this year, but needs $416-500 million to fully implement its plans. Iraq’s parliament approved an $82.6 billion budget on 20 February. </p> <p>The ministry, he added, would review its plans and seek partners mainly in the UN. “Our priority is to help displaced people and returnees to meet their needs,” he said. “But returnees will need more to be spent on them than those still displaced because they need health, education and other services." </p> <p>Funding shortfalls have also affected the work of international organizations. In its 2011 Global Appeal, the UN Refugee Agency (UNHCR) said its budget for this year in Iraq was about $210.6 million, lamenting a 20-40 percent funding shortfall. </p> <p>“Some returnees and IDPs remain in dire circumstances that require urgent humanitarian interventions,” it said in an appeal earlier this year. </p> <p>(For latest statistics on returnees and IDPs by governorate, <a href="https://web.archive.org/web/20120504062332/http://www.iauiraq.org/documents/1300/Return%20Update%20IRAQ%20JAN%202011.pdf" class="external" target="_blank">see</a>) </p> <p>According to Kalin, over 75 percent of IDPs live in rented accommodation or with host families, while over 20 percent live in irregular settlements, former military camps, tents and public buildings. </p> <p>There are an estimated 1.5 million IDPs across the country, according to Refugees International and the Brookings Institution. She cannot get an Iraqi identification or citizenship card, and, since the marriage courts legally require them, she cannot get married.</p> <p>“I am afraid to get married without a legal contract, because then anyone can divorce me at their whim,” said Ms Muhammad.</p> <p> <a title="20110318_refugee_women_at_Kawa by Gorillas Guides, on Flickr" href="https://web.archive.org/web/20120504062332/http://www.flickr.com/photos/gorillasguides/5537296450/" class="external" target="_blank"><img style="display: inline; float: right; margin: 4px 0px 5px 10px" height="198" alt="20110318_refugee_women_at_Kawa" src="https://web.archive.org/web/20120504062332im_/http://farm6.static.flickr.com/5219/5537296450_e31e826876_o.jpg" width="350" align="right"/></a> <p>Many other girls like her in the camp are worried for the same reason. If they were divorced, they would be unable to ask for their legal rights, since they would not have a legal marriage contract to protect them.</p> <p>“There are 90 girls here who are over 25 and are afraid to get married because we can’t get a legal contract,” said Ms Muhammad. “Many of those who have traditional marriages without going to the courts get divorced in a short time.”</p> <p>Many of the camp’s families came to Iraq after the Iran-Iraq war in the 1980s and were consigned to Altash Refugee Camp in Iraq’s Ramadi city. But, after the collapse of Saddam Hussein’s regime in 2003, many armed groups assaulted the camps, so they took refuge in Iraqi Kurdistan.</p> <p>Many of the 90 young Kawa Camp women, who are longing for marriage, were born in Iraq and, since they do not even have Iranian identification cards, are technically without citizenship anywhere.  </p> <p>These women are now calling out to women’s rights groups and governmental organizations to help them find a solution. There was an evident mood of desperation among the young women that Rudaw spoke with at the camp, because of this dilemma that prevents them from having a family of their own.</p> <p>Many families have five or more unmarried daughters</p> <p>According to the statistics on Kawa Camp that Rudaw obtained from the Refugee Council in Erbil, 1,364 refugees reside in the camp, of which 650 are male and 714 are female. Of the unmarried women, 90 are over 20 years of age, and 15 are over 40. </p> <p>It is not uncommon to find families in the camp with five or more unmarried daughters of marriageable age, and the families say they are very worried that this phenomenon may soon create social problems for the young women.</p> <p>Muhammad Bawajani is an imam in the camp, also with five unmarried daughters.</p> <p>“Many individuals from our camp have asked for the hands of my daughters, but I am afraid to agree to such marriages, because my daughters can’t get a legal contract from the courts,” said Bawajani. “Many girls here who get married without a legal contract get divorced soon after.”</p> <p>The camp’s women, along with its other residents, have residency permission cards that are only valid in Erbil, and they say the cards do not allow them to carry out official procedures.</p> <p>“We cannot have legal marriage contracts with these residency permission cards,” said Ms Muhammad, “So our men are migrating overseas, and our women are left here unmarried.” </p> <p>Bawajani referred to a verse from the Quran, which states that hampering the marriage of females is a sin, and also quoted from a Kurdish proverb to support his complaints.</p> <p>“‘If you keep fresh water in a place longer than it should be kept there, it will go bad,’ and the same will happen to our daughters,” he said, referring to the proverb.</p> <p><strong>Women’s rights groups are ineffective</strong></p> <p>The women from Kawa Camp criticize women’s rights activists for overlooking their case and claim that the activists only deal with the issues of urban women and do not care about them. </p> <p>“They never place any importance on us,” said Ms Muhammad.</p> <p>However, Chilura Hardi, head of the Khatuzin Center, a non-governmental women’s issues organization, rejected these claims and said her organization had visited and talked with the refugees in Kawa Camp.</p> <p>“We have asked them many times if they have problems or requests; they never said anything,” said Ms Hardi. “So how can we help them if we don’t know what their problems are?”</p> <p>Another young Kurdish woman living at the camp, 22-year-old Layla Jhuma from Iran’s Kirmashan city, paints a bleak picture of life in the camp for a young unmarried woman.</p> <p>“There are no [single] men left in this camp, and [single] women have to stay with their parents,” she said. “We stay home day and night with nowhere to go. Not having a legal I.D. card makes it impossible for us to get married to Iraqi Kurds, and many men from our camp cannot afford to get married because of poverty and lack of living space.” </p> <p>Ms Jhuma has five sisters, all of marriageable age, and all as yet unmarried. But, her parents say they still hope to see all their daughters have husbands and their own families before they pass away. </p> <p>“The young men who live here have no place or work,” said Kafiya, Ms Jhuma’s mother. “Each family is given only two rooms, so where should they bring their wives if they want to get married? Our neighbor divorced his wife after two months of marriage because they did not have enough room, and we are not going to abandon our daughters on the street.” </p> <p><strong>The government insists they can get married</strong></p> <p>However, Abdul Basit Farhadi, spokesman for the Iraqi Kurdistan region’s Judicial Council, rejects the claim that women from the camp are unable to have legal marriages using their residency permits. He said any Kurdistan identification card would enable them to be legally married in the courts, as long as they obtained official authorization.</p> <p>“We give them an official letter, which they can take to the Ministry of Interior for authorization. If [the ministry] agrees, we can give them a legal marriage contract,” said Farhadi. “With [the ministry’s] authorization, these Iranian girls would be able to get married to men from Iraq or from their camp.”</p> <p>But, this is no comfort to Ms Jhuma, who, during the interview with Rudaw, sat next to her mother and her five unmarried, home-bound sisters.</p> <p>“We have lost hope in life,” she said. “Our father cannot work because of chronic illness, and we, his six daughters, have become a burden to him. We are so poor and prices are so high that only two of us could go to school.
