Due to human error, the robots were sent a faulty command which caused them to attempt to move west forever. The robots are powered by some kind of reactor that can run for decades, they do not respond to commands, and seem to be hardy enough to survive almost any conditions (it is mentioned that during part of their trek they walk across the ocean floor, and that china attempted to destroy the robots with nuclear weapons but was unable to). Instructions came from homeland security for people near the robots path to hide in their basements when the robots pass. In addition, China attempted to deploy nuclear weapons against the robots to destroy them. In addition, when Mendoza first moved into Dallas, he was shunned by his neighbors, who associated him with the robots. However, 16 years later, the robots are perceived very differently. When the story takes place, the passage of the robots has become something of an event in some places, with people crowding bars to watch the robots go by and some thrill seekers attempting to drive vehicles alongside the robots during certain legs of their journey. In addition, we have the perspective of Ben. Ben is described as a kid, and is presumably college age, so he is likely in his early 20's at the oldest. This means that when the robots originally lost control, Ben was likely only a small child, and so he would not have many memories of the fear that came with the robots. He lived in a world where the robots were simply there, and the mistake which caused them was something to be read about in textbooks. As a result of these things, he had come to admire Mendoza, thinking that perhaps he was making some kind of statement when he accidentally released the robots. This kind of contrast, from an event that causes people to hide in basements, to an event which is almost an unofficial holiday, clearly illustrates how peoples perspective on an event changes with time. The movie shows us that the robots have three laws that they live by, the first one being they must protect human from any harm. This first law has a few issues in being that sometimes humans do not need to be protected, for example people who have committed a crime, need to be punished, not protected. The second law tells the robot they are to obey every order given unless it violates the first law. Even if the order is unethical the robot must still obey it. The third law states the robot must protect the robot its self unless it would violate the first two laws. If they were given the same rights as humans would set them free from their laws. Robots cannot function as human because they lack the ability to have compassion or emotion.
