Monsignor Emil Shimoun Nona, told Adnkronos International (AKI) that there had been a "net improvement in security in the past few days" due to a curfew introduced for the election and other security measures. </p> <p>Pope Benedict XVI recently expressed his concern about violent attacks on Christians by extremists in Iraq. </p> <p>Three Christians were killed in Mosul last week and two women were raped. The victims included a father and son who were killed in their home. At least eight Christians have been murdered since mid-February. </p> <p>"Now the army and the police are knocking on our doors from time to time to be sure that we are doing well," the bishop told AKI. </p> <p>Nona said the church did not have any preference about the election outcome but looked forward to an improvement in the quality of life in Iraq. </p> <p>"The church has no particular political orientation or any preference for a given person or list (of candidates), " he said. </p> <p>"The only thing that interests us is the general well-being of the country. Christians like other members of our society are exercising their right to vote for whoever they believe deserves it, in total freedom and without any directive or pressure from anyone." </p> <p>The Mosul bishop said it was difficult to predict the outcome of the vote. </p> <p>"The Iraqi people are counting on this election and hoping for an improvement," he told AKI. "The situation has become extremely complex and people have had enough of the tension." </p> <p>He said following recent attacks, 800 Christian families had fled from Mosul to surrounding villages and most of them were waiting until after the election before they returned home. </p> <p>"This election will help to bring about a return to normality in the country, so that people can return to their daily life and the church can go forward with its mission." </p> <p>Last week’s brutal killings were the latest in a spate of murders targetting Christians ahead of Sunday’s election, which is being seen as crucial test of democracy in a country wracked by sectarian strife. </p> <p>It is not clear if the spikebis in attacks against Christians is an attempt at voter intimidation by factions involved in a violent territorial and power struggle between Kurds and Arabs in Mosul or another attempt by Al-Qaeda to derail the election. </p> <p>Christians number around 250,000 to 300,000 in attacks that struck the Iraqi capital Baghdad on Tuesday appear to be a deliberately timed attack to undermine the state, according to a leading Middle East expert. But Robert Lowe, a Middle East expert at the London-based think-tank Chatham House said it was impossible to identify who was responsible for the attacks. </p> <p>At least 127 people were killed and 500 others were wounded in several coordinated bomb attacks in the heart of Baghdad. </p> <p>"The bombings were an attack on the Iraqi state, its civil service and majority Shia population, " said Lowe, who a research fellow for the organisation’s Middle East and North Africa programme. </p> <p>The high-profile attacks targeted sensitive sites in central Baghdad and came two days after MPs approved a new election law to govern national elections due to be held in March. </p> <p>"It is impossible to be sure who was behind the attack. The identity of these groups is often very woolly. Sunni groups are obvious suspects given the timing of the announcement of a new date for the election," Lowe said. </p> <p>Five bombs, including at least three suicide bomb attacks, struck near a college, a court complex in western Baghdad, a mosque and a market and a neighbourhood near the interior ministry in what appeared to be a coordinated assault. </p> <p>The Iraqi government said it suspected Al-Qaeda was behind the bombings and Italy’s foreign minister Franco Frattini said on Tuesday "a group close to Al-Qaeda" had claimed responsibility for the attacks. </p> <p>Asked to comment on accusations made on Wednesday by Islamic Daawa Party MP Ali Al Adib that elements in Iraq’s interior ministry had somehow connived in Tuesday bombings, Lowe deflected the claims. </p> <p>"It’s not unusual for accusations to fly back and forth between various parties and factions in Iraq, some of which have credibility and others do not," he told AKI. </p> <p>Iraq’s spoils system, where ministries and appointments are assigned on a political basis is part of the process of power and patronage in Iraq, Lowe said. </p> <p>"The increasing politicisation of government departments and posts is one of the country’s biggest problems, especially for the Sunni minority," he stated. </p> <p>Tuesday’s attack was the worst in Iraq since twin suicide bombings struck three ministries on 25 October, killing at least 155 people and wounding 500 others, all civilians. </p> <p>In August, two suicide car bombs exploded near the country’s finance and foreign ministries, killing at least 122 people and wounding hundreds of others. </p> <p>The attacks were said to bear the hallmarks of previous attacks by the Islamic State of Iraq, an umbrella group for Al-Qaeda in Mesopotamia and other terrorist networks in the country. </p> <p>But Lowe said prime minister Nouri al-Maliki, who is under attack for failing to prevent the recent carnage in Baghdad has made "some progress" in improving security, especially in the Shia-majority southern Basra province. </p> <p>The government has put pressure on the insurgents who are now saving their energy for less frequent but bigger, more spectacular attacks, he said. </p> <p>"It’s very difficult to stop every attack in Baghdad, given the patchwork of communities and people," he said. "There are still enough disenchanted Iraqi citizens prepared to carry out these attacks." </p> <p>The United States is committed to withdrawing combat troops by August next year, and withdrawing fully مدينة كركوك. <br/>وقالت وكالات الانباء ان سيارة مفخخة انفجرت مساء الاثنين ما أسفر عن مقتل مدنيين اثنين وإصابة اربعة اخرين بجروح في كركوك. <br/>واضافت الوكالات ان السيارة المفخخة كانت مركونة في شارع صلاح الدين ، مشيرة الى ان حصيلة الضحايا قابلة للزيادة بسبب شدة الانفجار.</p> <p><strong>عمليات بغداد تعلن ان نزاعا عشائريا ادى الى مقتل 13 عراقيا غرب المحافظة </strong></p> <p>قالت قيادة عمليات بغداد ان المعلومات الاولية بشان حادث اختطاف وقتل 13 مدنيا عراقيا تشير الى وجود خلاف عشائري. <br/>وذكرت قيادة العمليات في بيان صحفي انها شكلت لجنة رفيعة المستوى للتحقيق بالحادث والذي تشير المعلومات الاولية الى انه وقع اثر نزاع عشائري في احدى قرى قضاء ابو غريب. <br/>ولم تشر قيادة العمليات في بيانها الى طبيعة النزاع العشائري او الجهات التي تقف وراء ارتكاب الجريمة. <br/>وكانت مصادر مطلعة قالت ان مسلحين مجهولين برداء قوات الامن اختطفوا 13 شخصا تتراوح اعمارهم بين ال20 و 50 عاما من احدى قرى بلدة ابو غريب ثم عثر على جثثهم مقيدة وقد تعرضت الى طلقات نارية.</p> <p><strong>مقتل واصابة 17 شرطيا في بغداد </strong></p> <p>قالت الشرطة العراقية ان خمسة من عناصرها قتلوا الاثنين في هجومين منفصلين بالقنابل وقعا في بغداد وضواحيها. <br/>وقال مصدر في الشرطة العراقية لوكالة الانباء الكويتية ان ثلاثة من عناصر الشرطة قتلوا حين عثرت الشرطة على عبوة جنوب بغداد تبين فيما بعد انها مفخخة. <br/>واضاف المصدر ان انفجار العبوة التي عثر عليها تحديدا في منطقة (القره غول) في بلدة المحمودية جنوب بغداد تسبب كذلك في اصابة ستة اخرين من عناصر الشرطة العراقية. <br/>وفي حادث منفصل انفجرت عبوة لاصقة داخل مركبة مدنية عند احد حواجز التفتيش في منطقة المنصور شمال بغداد الامر الذي تسبب بمصرع شرطيين عراقيين واصابة ستة اخرين بجراح.</p> <p><strong>طالباني يتوجه الى فرنسا تلبية لدعوة رسمية من ساركوزي </strong></p> <p>في التحركات ، توجه رئيس الجمهورية جلال طالباني صباح اليوم الى العاصمة الفرنسية، على رأس وفد رفيع المستوى، تلبية لدعوة رسمية من الرئيس الفرنسي نيكولا ساركوزي. طالباني وقبيل مغادرته مطار السليمانية الدولي، اكد للصحافيين ان الهدف من زيارته هو توقيع عدة بروتوكولات تشمل الجوانب الاقتصادية والعسكرية والتجارية وتعزيز وتطوير العلاقات بين البلدين الصديقين، بما يخدم المصالح الوطنية للشعبين الفرنسي والعراقي املا أن تساعد فرنسا العراق على الخروج من طائلة البند السابع، رئيس الجمهورية أشار أيضا الى انه سيزور أيضا بولندا ويعقد إجتماعات مع المسؤولين هناك لحل مشكلة الديون ومشكلة الدعاوى التي أقامها العراق على هذا البلد، وفي ما يخص المصادقة على قانون الانتخابات، أشار طالباني الى أن نقاشات وسجالات مطولة حدثت في المدنية الا اذا تم القضاء على افة الفساد التي تهدد كل دوائر ومؤسسات الدولة بحيث انه لا يمكن تفعيل هذا النظام في بلد تعاني دوائره ومؤسساته من فساد مستشري كبير. <br/>وقال السامرائي خلال مؤتمر ببغداد الاثنين ان الحكومة بدات باتخاذ الخطوات الاساسية لمعالجة الفساد في الدولة وسياتي بثمار ايجابية لاصلاح الوضع العام للدولة وبالتالي اصلاح النظام الخدمة المدنية في العراق فضلا عن ان مؤسسات الدولة العراقية المالكي يؤكد على اعادة هيكلية مؤسسات الدولة على اساس الكفاءة والخبرة </strong></p> <p>اكد رئيس الوزراء نوري المالكي انه يجب تطوير الموارد البشرية حسب الخبرة والكفاءة خلال المرحلة المقبلة لان بدونها لا يتحقق معدل التنمية الوطنية في البلاد. <br/>وقال المالكي خلال مؤتمر اصلاح الخدمة الوطنية الاثنين ان الكثير من مسؤولي الدولة العراقية في المؤسسات والدوائر الحكومية يفتقرون للخبرة والكفاءة والمهنية ويجب اعادة هيكلية مؤسسات الدولة على اسا الكفاءة والخبرة لتحقيق التنمية الوطنية. <br/>واضاف ان الدستور العراقي قام بتاسيس مجلس الخدمة ليسعى الى تطوير الكوادر البشرية على اساس الخبرة والكفاءة والمهنية والامكانات الناجحة. واشار المالكي الى ان الوقت قد حان لاعادة النظر في هيكلية دوائر ومؤسسات الدولة لاصلاح نظام الخدمة المدنية داخلها لتحقيق التنمية في البلاد ، فضلا عن عمل الاصلاحات في الجانب السياسي والوظيفي ووضع اصحاب الخبرة والكفاءة في دوائر الدولة والاستفادة منهم وتطوير مهارات وقابليات جميع الموظفين لادارة المؤسسات ودوائر الدولة .</p> <p><strong>طارق الهاشمي يرفض المصادقة على قانون الانتخابات</strong></p> <p>شدد نائب رئيس الجمهورية طارق الهاشمي على أنه لا تسعه المصادقة على قانون الانتخابات التشريعية المقبلة بصيغته الحالية لعدم قناعته بعدد المقاعد التي منحها القانون للعراقيين المقيمين خارج البلاد. <br/>وطالب الهاشمي في رسالة عاجلة وجهها لرئيس وأعضاء مجلس النواب برفع نسبة عدد المقاعد التعويضية من خمسة في المائة إلى 15 في المائة في مجلس النواب المقبل. <br/>وشدد الهاشمي على برلمان كردستان كمال كركوكي خلال جلسة للبرلمان ان رئاسة برلمان الاقليم بعثت رسالة الى رئاسة الجمهورية من اجل اعادة النظر بقانون الانتخابات النيابية، مؤكدا ان اقليم كردستان هو المتضرر الاكبر جراء زيادة نسبة السكان في بعض المحافظات. <br/>وتوصل اعضاء برلمان كردستان الى صياغة عدة توصيات، ابرزها دعوة رئيس الجمهورية لنقض تعديل قانون الانتخابات وتحديد نسبة 3 بالمائة لزيادة نسبة عدد السكان وبشكل متساو في target="_blank">آكي</a>) الايطالية للأنباء <br/>أعرب وزير الموارد المائية العراقي عبد اللطيف جمال رشيد عن أمله بألا تترك الأجواء المشحونة بالتوتر بين حكومتي بغداد ودمشق أثرها على الاجتماع المزمع عقده في العاصمة التركية أنقرة في الثالث من الشهر المقبل لمناقشة تقاسم المياه بين الدول الثلاث. </p> <p>وقال رشيد في تصريح لوكالة (آكي) الايطالية للأنباء، اليوم الجمعة "أملنا أن يتمخض الاجتماع المرتقب عن نتائج ايجابية من خلال توقيع اتفاقيات ثلاثية نستطيع من خلالها ادارة الموارد المائية المشتركة على النحو الذي يحدد حصص عادلة من المياه للدول المتشاطئة على نهري دجلة والفرات". وأردف "مانرغب فيه هو ألا تتأثر هذه المناقشات المقبلة بأجواء التوتر التي تسود حالياً العلاقات العراقية السورية، لأن مشكلة المياة والبحث الفني في كيفية تقاسمها وتوزيعها ينبغي أن يكون بعيداً عن أية قضايا سياسية أو أمنية خلافية"، على حد قوله. </p> <p>وتشهد العلاقات بين العراق وسوريا تأزماًً على خلفية دعوة الحكومة العراقية لدمشق تسليم قياديين في حزب البعث العراقي تتهمهم بغداد بالمسؤولية المباشرة عن الهجمات الدموية التي استهدفت وزارتي الخارجية والمالية في 19 آب/أغسطس الماضي. </p> <p>وأشار الوزير العراقي إلى أن "اجتماع أنقرة الذي يأتي استكمالاً لمناقشات سابقة عقدت على المستوى الوزاري في بغداد ودمشق واسطنبول وأنقرة يهدف للتوصل إلى تثبيت شراكة استراتيجية من خلال ابرام بروتوكولات ثلاثية تسهم في تنظيم النسب المخصصة من المياه وحسب حاجة كل دولة وتطوير القابليات والامكانات التي تساعد في معالجة شح الماء الناجم بسبب موجة الجفاف الحادة الذي ضربت منطقة الشرق الأوسط". </p> <p>وتابع رشيد "نحاول من خلال هذه الاتفاقيات تأمين 60 مليار متر مكعب في السنة من المياه الواصلة للعراق المتضرر الأكبر من الجفاف، فبالرغم من الاجراءات التي اتخذناها لمعالجة المشكلة ومنها التوجه نحو تقليل المساحات الزراعية إلى النصف لكن هذه المعالجات كانت غير مفيدة واستمر النقص بمياه الري وتلك الصالحة للشرب في مناطق مختلفة من البلاد، لاسيما في منطقة الاهوار التي تشكل مسطحاتها المائية حوالي 25 بالمئة من مساحة العراق، كما ولم يتبقَ لدينا سوى 5 بالمئة فقط من المخزون الاستراتيجي" من الماء </p> <p>وفيما إذا كانت بغداد تنوي دورا أمميا من أجل إلزام تركيا وسوريا بتأمين اطلاقات مائية كافية في حال فشل المشاورات، رّد المسئول العراقي "علينا عدم استباق الأحداث، فنحن الآن لازلنا نتحاور للتوصل إلى تسويات مرضية لجميع الأطراف تتوج باتفاقيات مشتركة تضع الأمور في نصابها الصحيح"، على حد تعبيره. </p> <p>وبشأن مايتردد عن قطع وتغيير ايران مسار العديد من الروافد النهرية التي تصب في العراق، أوضح "هذا الموضوع ناقشته مع المسئولين الايرانيين في طهران لأكثر من مرة، وأبلغتهم بأن قطع الروافد أحدث نقصاً شديداً في كميات المياه الواصلة إلى نهر دجلة وشط العرب والأهوار وهدد مساحات شاسعة من الأراضي الزراعية بالهلاك، ورغم مطالباتنا المتكررة لم نتلقَ أي رّد ايجابي align="right"> <div dir="rtl" align="right"> <p>بغداد (22 نيسان/أبريل) وكالة (آكي) الايطالية للأنباء <br/>وصف رئيس الكتلة الصدرية في البرلمان العراقي الأنباء التي تشير إلى انشقاق عدد من قادة التيار الصدري مؤخراً، بأنها إشاعات مغرضة. </p> <p>وقال عبد الحسين في تصريح لوكالة (آكي) الايطالية للأنباء الأربعاء "سمعنا قبل أيام من بعض وسائل الإعلام أن هناك تصدعاً أصاب التيار الصدري، تمثل بانشقاق بعض قادته وتشكيلهم لمجموعات مناوئة للتيار". وأردف "ومن هنا أؤكد أنه لا يوجد أي خلاف أو فرقة أو تنافس بين صفوف الصدريين، وأن منْ يحاول إشاعة هذه التصورات المغرضة إنما يريد التضليل والتأثير على القاعدة الجماهيرية التي يحظى بها التيار"، على حد قوله. </p> <p>وأضاف "التيار الصدري ليس حزباً حتى يكون هناك انشقاق لبعض قادته من مؤسستهم الحزبية وذهابهم إلى تشكيل أو تفريخ جناحات أو مجموعات معارضة لتوجهات الحزب، فالتيار يوصف بأنه تيار شعبي وجماهيري ترأسه قيادة ممثلة بشخص سماحة السيد مقتدى الصدر، ويمتلك هذا التيار تمثيلا سياسياً ودينياً وقواعد ولجان مركزية، وبالتالي لا مكان للانشقاقات داخله"، حسب تعبيره. </p> <p>وكانت تقارير إعلامية تحدثت في الآونة الأخيرة عن أن حوالي 200 شخص بارز انشقوا عن التيار الصدري، مشكلين مجموعة من شأنها "إضعاف" قبضة مقتدى الصدر على ما كان يعّد في السابق من أكثر
