process of local entrepreneurial ecosystems, which are attracting increasing attention from both academic and practical perspectives. Specifically, the survey targeted Hokkaido and Sapporo City, which were selected as the promotion base cities in the Cabinet Office's “Strategies for creation of startup ecosystem to compete with the world top ecosystems”. Interviews were conducted with entre-preneurs, investors, and persons in charge of support organizations to identify issues in entrepreneur-ial ecosystems. However, some governments may be reluctant to collaborate with other stakeholders. Using the case of ODA in the Philippines as an example, this study aims to understand the problem structure of inter-agency col-laboration in ODA programmes that is aimed at reducing flood disaster risk, and to identify why re-cipient government and donor agency are likely to overlook sustainable inter-agency collaboration. This study revealed that there are three forms of missing links that cause a lack of inter-agency col-laboration, namely (i) intra-work type, (ii) inter-work type (handover) and (iii) inter-work type (com-plementarity). It was also found that ODA related to flood disaster risk reduction are managed within the silos of the legal frameworks and mission of relevant organisations and donor agencies also easily overleap the positionality of each project to achieve DRR. These lead to partial optimisation. The achievement of Sustainable Development Goals (SDGs), established in 2015 at the United Nations Summit, requires substantial social innovation. Furthermore, transformation programs implementing such innovations are key to achieving these goals. The Project and Program Management (P2M) approach effectively manages transformation programs. According to the P2M, using backcasting, rather than forecasting, in the conceptual planning phase (scheme model) of the transformation program is important to envi-sion a “To-Be” image based on zero-based thinking. However, there remains a notable gap in the literature regarding concrete methodologies for developing this “To-Be” vision based on zero-based thinking. This study explores the development of a “To-Be” business model designed to catalyze social innovation, using Nepal—the home country of the first and second authors—as a case study. By applying a series of business analyses, we develop a novel business model concept that integrates agribusiness and tourism through information and communication technologies. However, in basic nursing education, the only practical training in which nurses take care of multiple patients is the integrated training in the highest grade. In many cases, pre-training exercises (pre-training) to effectively tackle the integrated training and effec-tive reflection after the training (post-training) are left to the discretion of each educational institution and each nursing instructor in charge. To solve this problem, we developed a mid- to long-term plan in 2021 using the P2M 3S model, and developed a simulation method to be used for pre- and post-training based on that plan.
