He said Canadian universities were largely unknown in India. One of the first steps Canada needed to take in India was increase its marketing there for postgraduate students who mainly go to the US, and for undergraduates. <br /> <br /> There were 28,000 Indian students studying in Australia but only 2,800 in Canada, he said. <br /> <br /> One option for establishing a strong presence in India was the development of offshore campuses - just as the Georgia Institute of Technology was doing in Visakhapatnam and Hyderabad and Virginia Tech in Tamil Nadu. <br /> <br /> A new bill going through India's parliament would make this process much easier for foreign universities, Agarwal said.<br /> <br /> Another area was research collaboration. Shashishekhar Gavai, Indian High Commissioner to Canada, said McGill and Carleton universities wanted to set up Canada-India centres which made sense given the million Indian immigrants who call Canada home.<br /> <br /> India has 26,200 higher education institutions, the third largest sector in the world after China and the US. Current enrolment is 15 million people, a number India hopes to double in the next few years as the middle and upper classes continue to grow rapidly.<br /> <br /> The majority enrolled are young people. Agarwal said he would like to increase the number of mature students in university, something Canada has been successful in doing.<br /> <br /> Most of the growth in the Indian tertiary sector was in management and engineering programmes. Agarwal said he hoped working with Canada would diversify this growth into more subject areas. <br /> <br /> A closer relationship between the education systems has been in the works for the last few years. On a recent trip to India, Canadian Prime Minister Stephen Harper hosted a roundtable discussion with 15 presidents of Indian universities. <br /> <br /> More recently, the premiers of Canadian provinces Ontario and Quebec visited India and expressed interest in pursuing closer ties with the Indian higher education system. In November this year, 15 Canadian university presidents will go to India to try cementing real progress. <br /> <br /> "This the right time - there is so much opportunity in India," said Agarwal. More and more, universities were focusing on giving their students a global experience.
