birth defects in the Iraqi city of Falluja has for the first time concluded that genetic damage could have been caused by weaponry used in US assaults that took place six years ago.

The research, which will be published next week, confirms earlier estimates revealed by the Guardian of a major, unexplained rise in cancers and chronic neural-tube, cardiac and skeletal defects in newborns. The authors found that malformations are close to 11 times higher than normal rates, and rose to unprecedented levels in the first half of this year – a period that had not been surveyed in earlier reports.

The findings, which will be published in the International Journal of Environmental Research and Public Health, come prior to a much-anticipated World Health Organisation study of Falluja’s genetic health. They follow two alarming earlier studies, one of which found a distortion in the sex ratio of newborns since the invasion of Iraq in 2003 – a 15% drop in births of boys.

<div class="post align="right">

Parents of children with birth defects say Britain knew of US chemical weapons use

Allegations that Britain was complicit in the use of chemical weapons linked to an upsurge in child deformity cases in Iraq, are being investigated by the Ministry of Defence.

The case raises serious questions about the UK’s role in the American-led offensive against the city of Fallujah in the autumn of 2004 where hundreds of Iraqis died. After the battle, in which it is alleged that a range of illegal weaponry was used, evidence has emerged of large numbers of children being born with severe birth defects.

Alastair Hay: It is vital America discloses what weapons were deployed

Alastair Hay is professor of environmental toxicology at the University of Leeds

There clearly is a problem in Fallujah as far as the health of newborn children is concerned. Doctors and residents in the city are convinced that many more children than usual are being born with deformities. So great is the concern that some doctors are apparently advising mothers living in the city not to have children. If this is indeed the case the problem could hardly be more serious.

Something has to be done to resolve the issue. It is far from clear if there is a real increase in birth deformities or whether it is a case of more cases being recorded. An answer to this could come by comparing records for births before and after the attacks on Fallujah. For this to be an effective approach full recording of all births would be needed over an extended period.

Another approach is that announced by the World Health Organisation (WHO) on 1 April which is to analyse the trend in birth defects in Fallujah and to compare it with other parts of Iraq. Again good records are required. The comparison may indicate there are problems elsewhere, but it may also find no disturbing trend.

What the WHO will be assessing will be the effects of war on a civilian population, and more particularly what effect a war has on birth outcomes. The investigation is unique and very welcome.

The details of how the investigation is to be conducted are not yet known. If the approach is just to compare trends in birth defects in different locations in Iraq it may not identify causes of these. A more detailed approach would be the logical next step. But if there is no evidence of deformities being greater than the norm why do a more searching inquiry?

But this is jumping the gun. Fallujah has been in the headlines because of the savagery of the fighting there in 2004. US forces used white phosphorus there in November of that year. Allegations have also been made that the US used depleted uranium munitions. It is essential the US says what was used by its forces.

I am not aware of any evidence to suggest white phosphorus or depleted uranium has been linked with birth deformities. However, a toxicologist’s reassurance will not be enough for residents in Fallujah and they deserve more. This WHO investigation will help to explain what effects war has on birth outcomes and that has to be a small comfort for clinicians and their patients in Fallujah.

Alastair Hay: It is vital America discloses what weapons were deployed – Commentators, Opinion – The Independent

Iraqi families who believe their children’s deformities are caused by the deployment of the weapons have now begun legal proceedings against the UK Government. They accuse the UK Government of breaching international law, war crimes and failing to intervene to prevent a war crime.

Lawyers for the Iraqis have sent a letter before action to the MoD asking the Government to disclose what it knows about the Army’s role in the offensive, the presence of prohibited weapons and the legal advice given to Tony Blair, Prime Minister at the time.

Legal actions against America are blocked by US federal immunity laws and the US government’s boycott of the International Criminal Court.

The offensive against Fallujah, codenamed Phantom Fury, in 2004 was described as the most bitter fighting experienced by American soldiers since the war in Vietnam. But US forces were assisted by British units.

On 21 October, British soldiers were ordered by the Cabinet to help US forces throw a "ring of steel" around Fallujah. Six days later, a British battle group of 850 troops made up of the armoured infantry from the 1st Battalion, The Black Watch, an armoured reconnaissance squadron from the Queen’s Dragoon Guards, elements of 40 Commando Royal Marines and supporting specialists including Royal Engineers and Royal Military Police were redeployed from Basra.

The battle group established a base at Camp Dogwood on the eastern approach to Fallujah where they provided essential aid and assistance to the subsequent attacks on the city.

Before the attack the former Attorney General, Lord Goldsmith is alleged to have warned Mr Blair about the legal dangers of committing British forces to the attack.

Public Interest Lawyers, the law firm representing the Iraqi families, wants the Government to release this advice in full and say whether any British soldiers were involved in the fighting or supplied or helped fire prohibited weapons. During the attack coalition forces are alleged to have used weapons including white phosphorus, a modern form of napalm, and depleted uranium.

The World Health Organisation has begun investigating evidence of a worrying rise in the incidence of birth defects in the city, which Iraqi doctors attribute to the use of chemical weapons during the battle.

Malak Hamdan, a British Iraqi researcher working with doctors in Fallujah, told The Independent: "Doctors in Fallujah are witnessing unprecedented numbers of birth defects, miscarriages and cancer cases. Now, according to gynaecologists, paediatricians and neurologists in Fallujah, the numbers of these cases have been increasing rapidly since 2005."

She explained that the most common birth defects involve the heart and the nervous system but there have also been reported cases of babies being born with two heads, upper and lower limb defects and eye abnormalities.

"What is more disturbing is that pregnant women are completely unaware that they are carrying an abnormal child until the day they give birth – traumatising the mother and the rest of the family," said Ms Malak.

Mazin Younis, a UK-based Iraqi human rights activist who visited the city before the attack, said: "When I visited Fallujah a few weeks before the attack, I was shocked to see the majority of people had not left the city. Many of them had no one to go to…. We attacked this city ruthlessly without any concern for the fate of tens of thousands of civilians who were still living there. The unlawful use of white phosphorus in built-up areas was… never objected to by the British Government who assisted in the attack on Fallujah."

Phil Shiner, the UK lawyer leading the legal challenge, said: "The rate and severity of both foetal abnormalities and inexplicable illnesses such as leukaemia or those suffered by our clients in infants born to mothers in Fallujah has been the subject of numerous reports and letters to governments…. The full extent of the emerging public health crisis is unknown…. Doctors report a "massive, unprecedented number" of congenital health problems. The BBC investigation found that the incidence of birth defects in Fallujah has reached a rate 13 times higher than in Europe."

An MoD spokeswoman said: "We can confirm that we are in receipt of this letter from Public Interest Lawyers and will respond in due course. The MoD treats issues such as this very seriously but allegations must not be taken as fact."

<a shadows

“The Western world that slaughtered Iraq and Iraqis, through 13 years of sanctions and seven years of occupation, is now turning its back on the victims. What has remained of Iraq is still being devastated by bombings, assassinations, corruption, millions of evictions and continued infrastructure destruction. Yet the world that caused all this is trying to draw a rosy picture of the situation in Iraq.”

-Maki Al-Nazzal, Iraqi political analyst

As Afghanistan has taken center stage in U.S. corporate media, with President Barack Obama announcing two major escalations of the war in recent months, the U.S. occupation of Iraq has fallen into the media shadows.

But while U.S. forces have begun to slowly pull back in Iraq, approximately 130,000 American troops and 114,000 private contractors still remain in the country (Congressional Research Service, 12/14/09)-along with an embassy the size of Vatican City. Upwards of 400 Iraqi civilians still die in a typical month (Iraq Body Count, 12/31/09), and fallout from the occupation that is now responsible, by some estimates, for 1 million Iraqi deaths (Extra!, 1/2/08) continues to severely impact Iraqis in ways that go uncovered by the U.S. press.

From early on in the occupation of Iraq, one of the most pressing concerns for Iraqis-besides ending the occupation and a desperate need for security-has been basic infrastructure. The average home in Iraq today, over six and a half years into the occupation, operates on less than six hours of electricity per day (AP, 9/7/09). “A water shortage described as the most critical since the earliest days of Iraq’s civilization is threatening to leave up to 2 million people in the south of the country without electricity and almost as many without drinking water,” the Guardian (8/26/09) reported; waterborne diseases and dysentery are rampant. The ongoing lack of power and clean drinking water has even led Iraqis to take to the streets in Baghdad (AP, 10/11/09), chanting, “No water, no electricity in the country of oil and the two rivers.”

Devastation wrought by the occupation, coupled with rampant corruption among the Western contractors awarded the contracts to rebuild Iraq’s demolished infrastructure, are to blame (International Herald Tribune, 7/6/09). Ali Ghalib Baban, Iraq’s minister of planning, said late last year (International Herald Tribune, 11/21/09) that the billions of dollars the U.S. has spent on so-called reconstruction contracts in Iraq has had no discernible impact. “Maybe they spent it,” he said, “but Iraq doesn’t feel it.”

Last January, the Los Angeles Times ran a story (1/26/09) that highlighted the lack of electricity: “As elections near, people say it’s hard to have faith in leaders when they don’t even have electricity,” was the subhead. But most other large U.S. papers have avoided the topic-unless it is brought up in such a way as to blame Iraqis for the problem, as the New York Times (11/21/09) did with its piece, “U.S. Fears Iraqis Will Not Keep Up Rebuilt Projects.”

Further complicating matters, a drought that is now over four years old plagues most of Iraq. In the country’s north, lack of water has forced more than 100,000 people to abandon their homes since 2005, with 36,000 more on the verge of leaving (AP, 10/13/09).

Corporate media coverage of the ongoing Iraqi refugee crisis-the U.N. estimates that more than 4.5 million Iraqis in all have been displaced from their homes (UNHCR.org, 1/09)-continues to be scant. The stories that do appear tend to be local stories about Iraqi refugees in the newspaper’s home city (e.g., Chicago Tribune, 10/25/09).

For Iraqis who remain in the country, another critical story is cancer. The U.S. and British militaries used more than 1,700 tons of depleted uranium in Iraq in the 2003 invasion (Jane’s Defence News, 4/2/04)-on top of 320 tons used in the 1991 Gulf War (Inter Press Service, 3/25/03). Literally every local person I’ve ever spoken with in Iraq during my nine months of reporting there knows someone who either suffers from or has died of cancer.

The lead paragraph of an article by Jalal Ghazi, for New America Media (1/6/10), is blunt:

Forget about oil, occupation, terrorism or even Al-Qaeda. The real hazard for Iraqis these days is cancer. Cancer is spreading like wildfire in Iraq. Thousands of infants are being born with deformities. Doctors say they are struggling to cope with the rise of cancer and birth defects, especially in cities subjected to heavy American and British bombardment.

Ghazi reported that in Fallujah, which bore the brunt of two massive U.S. military operations in 2004, as many as 25 percent of newborn infants have serious physical abnormalities. Cancer rates in Babil, an area south of Baghdad, have risen from 500 cases in 2004 to more than 9,000 in 2009. Dr. Jawad al-Ali, the director of the Oncology Center in Basra, told Al Jazeera English (10/12/09) that there were 1,885 cases of cancer in all of 2005; between 1,250 and 1,500 patients visit his center every month now.

Babies born to U.S. veterans of the 1991 war are showing birth defects very similar to affected Iraqi babies (Sunday Herald, 3/30/03), and many U.S. soldiers are now referring to Gulf War Syndrome 2, alleging they have developed cancer because of exposure to depleted uranium in Iraq (New America Media, 1/6/10).

How has this ongoing story been covered by the corporate media? It hasn’t, at least not in the last five years, with the exception of an article in Vanity Fair (2/05) and a few isolated Associated Press stories, like “Sickened Iraq Vets Cite Depleted Uranium” (8/13/06). While smaller publications like the Washington Report on Middle East Affairs (11/05) and the Public Record (10/19/09) have taken it on, none of the other big outlets have touched the story.

While U.S. newspapers have been following the lead-up to the Iraq elections, there has been virtually no coverage of the mass arrests Prime Minister Nouri Al-Maliki’s government is busy conducting in predominantly Sunni areas of Iraq. As the Iraqi daily Azzaman (1/4/10) reported:

Iraqi security forces have launched a wide campaign in Sunni Muslim-dominated neighborhoods of Baghdad and towns and cities to the north and west of the capital…. The campaign is said to be the widest by the government in years and has led to an exodus of people to the Kurdish north.

Family members of those being arrested are not told where their loved ones are being held, only that those arrested will remain behind bars until after the elections. These sweeps have collected members of the formerly U.S.-backed Awakening Councils, Sunni militias once paid off by the U.S. to stop their attacks on occupation forces. The cutoff of U.S. support for the Councils is another underreported story.

Meanwhile, the hardship for Iraqis continues unabated, along with the need to find alternative sources for accurate information-or any information-about an occupation that continues to involve as many troops as when Iraq dominated U.S. headlines in 2004 (Congressional Research Service, 7/2/09).

Dahr Jamail is an independent journalist who has been reporting about the U.S. occupation of Iraq for more than six years. Population data were obtained from a 1997 census and various subsequent estimates to calculate rates.

Results. We observed 698 cases of childhood leukemia between 1993 and 2007, ranging between 15 cases (2.6 per 100000 annual rate) in the first year and 56 cases (6.9 per 100000 annual rate) in the final year, reaching a peak of 97 cases in 2006 (12.2 per 100000 annual rate).

Conclusions. Childhood leukemia rates in Basrah more than doubled over a 15-year period. The test for trend was significant (P=.03). Basrah’s childhood leukemia rate compared unfavorably with neighboring Kuwait and nearby Oman, as well as the United States, the European Union, and other countries.

See also:

Medline Plus information about childhood leukaemia

World Health Organization information about depleted uranium

Nerve agents could be to blame for tripling of child leukaemia in Basra – Times Online

The authors, three of whom are from the University of Washington, say they hope their calculations can now pave the way for an investigation into reasons why the rates have climbed so high, and why they are higher than found in nearby Kuwait, or in the European Union or the United States.

The study documents 698 cases of leukemia for children aged 0-14 during the 15-year period, with a peak of 211 cases in 2006. Younger children had higher rates than older ones.

"By using a hospital cancer registry, we were able to measure a jump in leukemia rates from 3 per 100,000 youngsters in the first part of our study period, to a rate of almost 8 and a half in the final three years," said UW Department of Global Health faculty member Amy Hagopian, the paper’s lead author.

By comparison, Hagopian said, the European Union and the United States report rates of 4 and 5 per 100,000, respectively. She also noted Kuwait reports a rate of approximately 2 per 100,000 and Oman reports rates between 2 and 3, depending on the gender of the child (boys typically have higher rates, as do children from higher socio-economic classes).

"Studying childhood diseases in war situations is difficult," Hagopian noted. "Aside from the normal difficulties of controlling for referral patterns changes caused by war-time conditions, the political situation is also challenging. We were constantly worried about the political risks our medical colleagues were taking by collecting and reporting these data."

Another author of the paper, UW Department of Epidemiology Chairman Scott Davis, noted, "Another challenge was securing population data for purposes of calculating rates." He said census data were not collected after the U.S. invasion of Iraq and population patterns were thought to be disrupted by migration patterns, as well. Study authors say they used the most conservative assumptions available, so as not to overstate their findings.

The study was conceived by faculty at University of Washington and two Iraqi universities — Mustansiriya University in Baghdad and Basrah University—and the Fred Hutchinson Cancer Research Center in Seattle. The authors formed an ongoing partnership to support public health in Iraq after the 2003 U.S. invasion.

During the period studied, Basrah and its highly populated surrounding area, which includes farmland and oil fields, became a modern battlefield, pummeled by three consecutive wars, including the Iran-Iraq war in the 1980s, the first U.S. invasion in 1991and the second U.S. invasion in 2003.

The researchers now seek to understand the cause of Iraq’s increased rate of child leukemia by conducting a case-control study to compare children who got leukemia with those who did not. That sort of study allows researchers to see if there were differences in exposures between the cases and the controls. Some increased exposures related to child leukemia could include the byproducts of regional petroleum fires and benzene, which comes from gasoline sold by children at the side of the road as a result of disrupted fuel supplies, war-related nerve agents and pesticides, and the widespread use of depleted uranium munitions.

<a
