<p>2021年是“十四五”的开局之年，生态环境保护工作进入新发展阶段。为深入贯彻落实习近平生态文明思想和新发展理念，扎实做好2021年度本市（上海市，下同）大气环境与应对气候变化工作，实现精准减污降碳，特制定本工作计划。</p> <p><strong>一、工作目标</strong></p> <p>2021年，本市PM2.5年均浓度稳定达到国家二级标准，并力争进一步下降；各区PM2.5年均浓度优于2020年，空气质量优良率达到85%左右，力争消除重污染天气。本市及各区单位国内生产总值二氧化碳下降率分别满足国家及本市下达的目标要求。</p> <p><strong>二、重点工作</strong></p> <p>1. 编制上海市二氧化碳排放达峰行动方案。在满足国家碳达峰、碳中和战略要求的条件下，统筹考虑我市经济社会发展和各领域实际情况，力争实现在高质量发展中促进经济社会发展全面绿色转型，编制完成上海市二氧化碳排放达峰行动方案，年底前正式发布。鼓励各区、五大新城、重点区域、企业等积极研究制订碳达峰、碳中和行动方案，4月底前报送编制计划。（责任单位：大气处、市环科院、各有关区生态环境局、各有关重点企业）</p> <p>2. 积极配合推进全国碳市场建设。在生态环境部的指导下，加快与湖北省碳排放权注册登记系统的对接,6月底前确保碳排放权交易系统正式运行。按照生态环境部时间要求完成全国碳排放权交易机构设立。（责任单位：大气处）</p> <p>3. 系统提升本市应对气候变化相关能力建设。筹划组织碳达峰、碳中和、碳交易、低碳试点示范等一系列培训，强化各区生态环境局在纳入碳排放管理企业管理、区级温室气体清单编制、低碳示范区创建等工作方面的能力。（责任单位：大气处、市环科院、各区生态环境局）</p> <p>4. 编制完成十四五专项规划。系统谋划，编制完成十四五大气环境保护专项规划和应对气候变化专项规划。（责任单位：大气处）</p> <p>5. 出台重点行业企业VOCs深化治理专项扶持政策，激励和推动企业进一步提升VOCs治理水平。市生态环境局联合发改、财政等部门发布专项扶持政策，同步制定政策配套操作细则，做好政策解读宣贯。市区两级生态环境部门持续跟踪VOCs 2.0企业新一轮深化治理进度，确保2021年底前完成70%的治理任务。（责任单位：大气处、各有关区生态环境局、化工区管委会、临港新片区管委会、市环科院）</p> <p>6. 探索固定源环境监管新模式，开展VOCs、餐饮油烟等简易治理设施精细化管理。通过开展精细化管理提升更换式活性炭等低效VOCs治理设施的治理效果，鼓励各区、管委会积极选取典型街镇或工业区开展试点示范工作，4月中旬前报送工作计划，力争形成在全市范围内可复制可推广的案例。（责任单位：各区生态环境局、化工区管委会、临港新片区管委会、市环科院）</p> <p>7. 加强在用非道路移动机械监管。严格落实市政府关于划定高排放非道路移动机械禁止使用区的通告要求。修订非道路移动机械申报登记管理办法，3月底前发布，5月起实施，落实属地化申报登记管理。（责任单位：各区生态环境局、市环境监测中心、市环境执法总队）</p> <p>8. 严格落实中央环保督查整改要求，开展内部加油站油品抽查。各区制定年度计划，全年对物流、运输企业开展全覆盖排摸，对企业自备加油站和流动加油罐车开展全覆盖检查，油品抽测率不低于10%。加强油品使用环节监督检查，对部分具备条件柴油车的油品和尿素质量进行抽检。（责任单位：各区生态环境局、市环境监测中心、市环境执法总队）</p> <p><strong>三、常规工作</strong></p> <p>（一）应对气候变化</p> <p>9. 深化本市碳交易试点市场建设。做好本市2020年度314家纳入碳排放配额管理企业的管理工作，各区生态环境局加强辖区内相关企业的监督管理，督促企业完成温室气体排放报告和碳排放监测计划报告，配合做好核查并督促企业履约。年底前制定2021年度纳入碳排放配额管理企业清单和配额分配方案。（责任单位：大气处、各有关区生态环境局）</p> <p>10. 持续推进本市低碳示范区建设。持续推进第二批低碳发展实践区创建工作，启动第三批低碳社区创建工作，鼓励有条件的区积极建立近零碳示范（项目或园区）。研究完善本市低碳示范区创建体制机制。研究本市碳普惠实施方案，初步搭建碳普惠运营平台，开发碳普惠示范项目，积极组织各区公共服务平台、互联网平台、商业机构开展碳普惠行动，并提供碳普惠减排量的价值激励渠道，带动绿色生活和绿色消费。（责任单位：大气处、各区生态环境局）</p> <p>11. 探索建立区级温室气体排放清单统计体系。研究建立区级碳排放统计核算体系与方法，鼓励有条件的区试点建立区级温室气体排放清单。（责任单位：大气处、各区生态环境局）</p> <p>12. 积极开展气候投融资试点。积极开展气候投融资试点。积极申报国家气候融资试点，争取国家级专业化的气候投融资平台落户上海；鼓励有条件的区参与气候投融资工作，4月底前报送参与气候投融资试点意向。（责任单位：大气处、各区生态环境局）</p> <p>（二）固定污染源</p> <p>13. 持续推进钢铁行业超低排放改造。推进宝钢股份严格落实钢铁行业超低排放改造工作方案，年底前累计完成90%的钢铁超低排放改造任务目标，力争提前全面完成。分阶段启动监测评估工作。（责任单位：宝钢股份、市环境监测中心）</p> <p>14. 开展重点行业储罐油气回收专项整治。按照国家统一部署全面开展本市重点行业储罐排摸，鼓励各区制定计划开展储罐油气回收专项整治。（责任单位：各区生态环境局）</p> <p>15. 持续加大重点企业大气污染治理力度。督促本市重点企业继续加大大气污染治理力度，按照“一厂一策、分步实施”原则，制定并实施年度治理计划（见附件）。（责任单位：各区生态环境局、各相关重点企业）</p> <p>（三）面源</p> <p>16. 深化汽修行业大气污染治理。年底前出台汽修业大气污染物排放标准，突出源头治理，并督促贯彻落实。（责任单位：各区生态环境局）</p> <p>17. 持续做好易扬尘堆场的无组织排放治理。完善更新散货堆场、码头等易扬尘堆场的无组织排放管理台账，并完成治理。（责任单位：各区生态环境局）</p> <p>18. 深化餐饮油烟治理。推行餐饮油烟在线监控和第三方治理，推广集中式餐饮企业集约化管理。（责任单位：各区生态环境局）</p> <p>（四）移动源</p> <p>19. 贯彻落实国家移动源相关标准。按照国家统一要求，实施重型柴油车国6a排放标准。贯彻落实加油站等三项标准在地方落实。（责任单位：大气处、市环境监测中心）</p> <p>20. 持续开展国三柴油车淘汰补贴。完成国三柴油车提前淘汰补贴审核。（责任单位：大气处、市环境监测中心）</p> <p>21. 继续做好移动源大气污染相关监测和检查工作。按照国家和本市相关要求，制定全年监督检查计划，开展新车和非道路移动机械环保一致性检查，在用柴油车路检执法、入户监督抽测及其使用的燃油和车用尿素抽检，加油站油气回收监督检查。开展机动车排放检验机构和在用非道路移动机械属地化管理。（责任单位：市环境监测中心、市环境执法总队、各区生态环境局）</p> <p>22. 移动源地方立法研究工作取得实质性进展。明确各部门对于移动源的职责分工，建立和完善移动源监管体系和制度设计，10月底前完成立法调研任务，形成立法草案送审稿。（责任单位：大气处、市环科院、市环境监测中心）</p> <p>23. 加强移动源能力建设，逐步推进移动源信息平台建设，加强管理应用。积极推进机动车智慧监管平台的建设，年底前完成智慧监管平台一期建设，切实提升移动源信息化监管水平。继续推进重型柴油车远程在线监控安装与联网，加强数据应用分析，提升精细化管理水平。完成2套固定式遥感系统建设并联网。推进非道路移动机械远程在线监控工作，基本完成本市非道路移动机械GPS的安装。持续跟踪2000吨以上加油站在线安装与联网，6月底前完成。研究加油站在线监管体系，依托在线数据开展巡查抽查。推进油库在线监控的安装，年底前完成4家油库在线监控系统安装联网。（责任单位：市环保信息中心、市环科院、市环境监测中心、市环境执法总队）</p> <p>24. 积极开展移动源相关政策研究。研究新车环保一致性检查工作指南。开展非道路移动机械提前实施国四标准的可行性研究和淘汰补贴政策研究。开展非道路移动机械执法指南研究和尾气治理技术规范研究。研究路检超标车辆强制维修纳入I/M制度。（责任单位：大气处、市环境监测中心、市环境执法总队）</p> <p>（五）其他</p> <p>25. 做好重点时段大气污染攻坚工作。按照生态环境部部署，做好秋冬季大气污染综合治理攻坚行动，9月底前更新空气重污染应急减排措施清单和大气污染源排放清单。做好第四届进博会空气质量保障工作，4月底前完成政企协商并形成自愿减排措施清单，9月底前完成保障工作方案。（责任单位：大气处、市环科院、市环境监测中心、市环境执法总队、各区生态环境局）</p> <p>26. 加强消耗臭氧层物质（ODS）淘汰管理。依据《消耗臭氧层物质管理条例》，继续加强本市消耗臭氧层物质（ODS）环境管理。完善管理体制和机制。做好ODS备案工作。市区加大执法力度，市环境执法总队、各区生态环境局、自贸区支队等部门结合年度备案工作，做好涉ODS企业现场执法检查，严厉打击涉ODS非法行为。开展好ODS主题宣传活动。（责任单位：市固化管理中心、市环境执法总队、各区生态环境局）</p>
