Gender stereotypes and violence against women are still, unfortunately, a too common reality. Women's rights equal human rights. And this is the essence of our societies and our democracies. One of the main pillars of our European way of life.</p> <p class="contents">Let me now switch to the subject matter of this debate, the outcome of the G20 Leaders' Summit.</p> <p class="contents">As you know, presidents von der Leyen and Michel represented the European Union. President Lula has put a special emphasis on fighting inequalities under this Brazilian presidency, and this was reflected in the official launch of the Global Alliance against Hunger and Poverty. The European Union, together with 82 countries and organisations, proudly joined this alliance as a founding member. With the aim of reducing global inequalities, G20 leaders also agreed to engage cooperatively to ensure the taxing of ultra-high-net-worth individuals, but this according to the principle and the respect of tax sovereignty of all states. The president highlighted our commitment as the European Union to make the fight against poverty a priority, and this was reflected in our first ever anti-poverty strategy. But let me remind you, and through you Europeans, that the European Union and our Member States remain the largest global provider of development aid, contributing collectively around EUR 90.59 billion last year.</p> <p class="contents">Another focus of the summit was obviously climate change and energy transition. Together with others, the European Union wanted to send a strong signal on our increased ambition to the COP29 negotiations, including the transition away from fossil fuels and our commitment to absolute emission-reduction targets. This was, however, unfortunately not possible. Instead, G20 leaders reaffirmed their commitment to the outcome of the global stocktake from last year's COP28. And ahead of next year's COP30 in Belém, the EU will support Brazil in ensuring a more ambitious outcome.</p> <p class="contents">Another subject of the summit was gender equality. That also, unfortunately, proved to be contentious. Similar discussions occurred during the Parliamentary 20 meeting a few weeks ago. And as the European Union, we remain fully committed to promote gender equality and women's empowerment.</p> <p class="contents">Another key topic for Brazil is the reform of global governance. The call to action, adopted in September, was one of Brazil's deliverables in calling for reform of the United Nations and of the international financial institutions. Leaders endorsed this G20 roadmap in the reform of the multilateral development banks, and encouraged the IMF and the World Bank to support vulnerable countries that face liquidity challenges.</p> <p class="contents">Honourable Members, obviously, as you could imagine, geopolitics and the current turbulent situation in geopolitics clearly overshadowed the G20 summit once again. Compared with the previous two leader summits, the escalation in the Middle East has significantly changed the dynamics. That's why the leaders' declaration covers first general principles and then separate paragraphs on the Middle East and Ukraine using the New Delhi declaration and relevant UN Security Council language as references.</p> <p class="contents">We, as the European Union, would have certainly liked to obtain more ambitious language on Ukraine. The language contains key asks for the EU, such as the respect of the UN Charter, human suffering, the need for a just and durable peace. The President condemned, notably, the involvement of North Korea in the war in Ukraine, and as regards Gaza, President von der Leyen also called for a ceasefire and the immediate release of hostages, and the end of the suffering of the Palestinian people, as well as the need for a two-state solution.</p> <p class="contents">So there you go. This was the result. As conclusões da reunião do G20 e o acordo deste fim de semana na COP 29 mostram bem que as notícias diárias sobre o fim do multilateralismo foram manifestamente exageradas. A prioridade do desenvolvimento sustentável, a muito necessária transição energética e a ação climática são também provas de que, mesmo em circunstâncias geopolíticas difíceis, o esforço coletivo das nações com o futuro do planeta fazem eco nas preocupações dos líderes mundiais.</p> <p class="contents">A criação da Aliança Global contra a Fome e a Pobreza, a <span class="italic">Task Force</span> para a Mobilização Global contra as Alterações Climáticas provam que temos de conciliar a proteção do ambiente e o combate à pobreza. Estas iniciativas são exemplo da capacidade das nações de se unirem em torno de causas comuns. E o futuro é a nossa causa comum.</p> <p class="contents">A nós, como líderes políticos, cabe-nos muito mais do que tomar decisões. Temos de promover o diálogo, confiar e ouvir a ciência, ouvir as comunidades, ouvir as pessoas, envolver as pessoas. Como líderes políticos, temos a responsabilidade de garantir que ninguém é deixado para trás. Como líderes políticos, temos de, em conjunto, trabalhar para resolver os problemas das pessoas.</p> <p class="contents">Juntos, com cooperação e ambição, podemos transformar aspirações em realidade e garantir que não falhamos às futuras gerações. For the S&D, the answer is crystal clear – we need a strong, rules‑based international community to fight global inequalities, climate change and rising aggression.</p> <p class="contents">That is why the so‑long‑called 'billionaire tax' is so important. Wealth is more concentrated than ever, and it's time for the super‑rich to contribute to the fair share. We can invest then in housing, education, healthcare for everybody in the world.</p> <p class="contents">Dear colleagues, there is still a long work ahead of us. Today, only 70 % of the SDG targets are on track and some are even backward. Siamo contrari a quelle che abbiamo chiamato vere e proprie follie ecologiste che sull'altare della transizione ecologica danneggiano le famiglie e le imprese. The establishment of the Global Hunger Alliance was very welcome. The dedication to the implementation of the Sustainable Development Goals and the commitment to ending poverty and ending hunger was quite surprising to me.</p> <p class="contents">It made me wonder how comfortable EU Member States really would be with signing up to this rededication to traditional development aid.</p> <p class="contents">Let's not forget that the EU Member States and the Commission are slashing aid budgets. They are turning their back on traditional development principles and they are diverting aid budgets to migration management.</p> <p class="contents">So why does the Global South, under its leadership, dedicate itself to these traditional development goals?</p> <p class="contents">It's not because they want to access greater critical raw materials. It's not because they want to address the root causes of migration. They do it because it's right. Alors faisons en sorte qu'à l'heure des choix l'Union européenne préfère l'humanité à la cupidité. La moitié de la population mondiale souffre aujourd'hui de la faim, de l'absence de soins, d'un avenir incertain. Alors, bien sûr, ce n'est pas pareil, mais l'Europe n'est pas épargnée, avec près de 23 % de la population exposée au risque de pauvreté et d'exclusion sociale, c'est-à-dire 118 millions de citoyennes et de citoyens.</p> <p class="contents">Et je veux rappeler ici que les plus pauvres sont systématiquement victimes de violences institutionnelles multiples, une pauvrophobie d'État à l'échelle mondiale. Malgré les souffrances endurées par les populations, nous n'avons pas fait, Monsieur le Commissaire, de la lutte contre la pauvreté une priorité politique. Ce n'est pas encore le cas, ce n'est pas vrai! Les fortunes des cinq plus grands milliardaires mondiaux ont plus que doublé depuis le début de cette décennie, pendant que 60 % de l'humanité est devenue plus pauvre encore. C'est ce que nous a rappelé Lula. Et en fait, ces plus riches sont aussi les plus pollueurs.</p> <p class="contents">Alors nous pouvons agir, il est temps! Pour la première fois, le G20 s'est engagé à une taxe mondiale sur les ultrariches. Mais nous ne pouvons pas en rester aux grands discours, ce serait insupportable. Donc l'Europe, Monsieur le Commissaire, doit encourager ce choix et œuvrer à sa mise en œuvre. Tuttavia, ha anche contribuito ad ampliare le disuguaglianze economiche, concentrando ricchezze e potere senza precedenti nelle mani di pochi.</p> <p class="contents">Questo cambiamento ha evidenziato le lacune strutturali dei nostri sistemi fiscali, con asimmetrie normative che risultano inadatte ad affrontare le sfide di un'economia sempre più digitale e globalizzata.</p> <p class="contents">La dichiarazione dei leader del G20 riuniti a Rio rappresenta un passo significativo verso un sistema fiscale più equo, impegnato a garantire che i grandi patrimoni vengano adeguatamente tassati. Oggi più che mai il mondo ha bisogno di un sistema multilaterale forte ed efficace, capace di adottare politiche fiscali che rispondano ai nuovi paradigmi tecnologici.</p> <p class="contents">Dobbiamo porci alla guida di questo cambiamento, come Europa, promuovendo equità, riducendo le disuguaglianze e garantendo le risorse essenziali per le priorità fondamentali come l'istruzione, la sanità e l'azione climatica.</p> <p class="contents">La nuova Commissione e la nuova presidenza G20 del Sud Africa devono agire con ambizione e coraggio. Europa will die Welt belehren – interessiert aber niemanden. Das haben wir beim G20-Gipfel in Rio gesehen und auch beim Klimagipfel in Baku. Nur unser Geld ist immer noch gern gesehen. 150 Milliarden Euro hat Frau von der Leyen in Rio für Klimaschutz in Afrika versprochen. Aber trotzdem wollen afrikanische Staaten von Klimaideologie nichts wissen. Wohlstand, Industrie, Fortschritt – das sind die Ziele der Menschen in Äthiopien, Kenia oder Nigeria. Das sollten auch unsere Ziele sein, aber Frau von der Leyen und ihre CDU sehen das anders: Verzicht statt Wohlstand, Windräder statt Kraftwerke, Armut statt Wirtschaftswunder. Diese Politik schadet unseren Ländern. Die hohen Energiepreise zerstören unsere Industrie, Gewinne bei Volkswagen, BMW oder Mercedes brechen ein, tausende Familien werden ihrer Existenzgrundlage beraubt.</p> <p class="contents">Dabei wird aber nicht nur die Wirtschaft, sondern auch unsere Natur zerstört. In Hessen wird gerade der Reinhardswald planiert; der Wald, der die Gebrüder Grimm zu ihren Märchen inspiriert hat, soll Windrädern weichen. Es ist ein wirtschaftlicher und kultureller Selbstmord. In Brasilien wollen sie den Regenwald retten. Bei uns lassen sie die letzten verbliebenen Wälder abholzen. Das ist das Ergebnis grüner Klimapolitik.</p> <p class="contents">CDU und Grüne behaupten immer, Deutschland müsse mit gutem Beispiel vorangehen. Die Konferenzen in Baku oder Rio haben aber gezeigt: Deutschland geht voran, es folgt aber niemand. Ich freue mich deshalb über die Ergebnisse von Rio und Baku: Die Welt lässt sich nicht mehr von deutschen Geisterfahrern belehren. Wir erleben den Beginn eines neuen Zeitalters. Das haben auch die Wahlen in Amerika gezeigt. Wir brauchen mehr Elon Musk, weniger Ursula von der Leyen. Mehr Mut, weniger Zukunftsangst. Mehr Freiheit, weniger Bürokratie. Das ist das Erfolgsrezept für die Zukunft. It addresses the SDG one and SDG two, the most urgent ones, and that should be acknowledged and supported.</p> <p class="contents">Having said that, I regret that the G20 failed to address all the causes of poverty. They did address some of them, like inequalities, like the Commissioner has mentioned, but they did not address, for example, the lack of good governance.</p> <p class="contents">As a former rapporteur of this House for the 2030 agenda, we worked hard to include that SDG 16. They missed to address the lack of good governance as a cause of poverty. And they had a good example, unfortunately, of that situation in the vicinity, in the neighbourhood, in Venezuela, a country very rich in oil but unfortunately poor due to the mismanagement of the regime of Nicolás Maduro.</p> <p class="contents">Why that was not mentioned? Well, because Russia and China are supporting Nicolás Maduro. They did not want to have this mentioned at the G20 in Rio. But I believe that that was necessary because here we saw all the hypocrisy of these countries that say that they are caring about the interests of the citizens of the Global South, but what they are really doing is to support a dictator to stay in power against the will of his own people.</p> <p class="contents">So I believe that the leaders in Rio should have addressed the situation in Venezuela. Und wir wissen auch, wer diejenigen sind, die die Klimakrise am Ende des Tages trifft: Es sind die Menschen, die am wenigsten dazu beigetragen haben, die heute schon unter Hungersnöten, unter Dürren, unter Fluten leiden. Und ja, es sind diejenigen, die jetzt gerade die Rechnung dafür zahlen. Und dem müssen wir entgegenstehen. Wir müssen ganz klar die Verursachenden endlich zur Verantwortung ziehen. Pero, por otro lado, vemos —con pesar— cómo cada vez es más difícil llegar a acuerdos globales en el ámbito multilateral, donde necesitamos más multilateralismo que nunca.</p> <p class="contents">Pero esta cumbre nos ha dejado varias lecciones a la Unión Europea. La primera es que un país como Brasil, un país emergente, ha colocado en el corazón de la agenda global la necesidad de luchar, sin excusas, contra la pobreza, contra el hambre, contra la desigualdad. Y esto ocurre en un momento en el que, en esta casa, hay tentaciones de dar marcha atrás en el cambio climático y la conservación de la naturaleza.</p> <p class="contents">Necesitamos más ambición en el cumplimiento de los objetivos de desarrollo sostenible (ODS). Necesitamos seguir luchando, sin excusas, contra el cambio climático; porque después de la CP29 en Bakú no podemos permitirnos ni más excusas ni más retrasos. Neste quadro de brutais desigualdades, os chefes de Estado do G20 reconheceram finalmente que precisamos de soluções conjuntas para taxar as fortunas dos maiores multimilionários.</p> <p class="contents">É um momento histórico e a Europa tem de liderar pelo exemplo, mostrar às pessoas que existe um caminho justo para ter serviços públicos de qualidade e com profissionais bem pagos, sem que o esforço continue a cair sobre as classes médias, que já não conseguem pagar mais impostos nem suportar mais aumentos.</p> <p class="contents">Chegou a hora de construir uma grande maioria que nos permita avançar. Aos nossos colegas da direita, pergunto se estão prontos para assumir a responsabilidade e contribuir para uma solução europeia. E à Comissão, pergunto: quando é que avança com uma proposta concreta? Kokoukseen osallistui nimittäin maita, jotka edustavat kaikkea muuta kuin sitä, mistä olivat keskustelemassa. Onko kokoukseen osallistunut Venäjä huolissaan oikeudenmukaisuudesta, kun se kuluneen vuorokauden aikana on tehnyt yli 1 500 iskua Ukrainaan? Onko Kiina huolissaan oikeudenmukaisuudesta, kun se vainoaa uiguureja ja demokratia-aktivisteja? Entä onko Saudi-Arabia oikea maa keskustelemaan oikeudenmukaisuudesta, kun siellä naiset saivat vasta jokunen vuosi sitten oikeuden ajaa edes autoa? Nämä maat eivät ole rakentamassa oikeudenmukaista maailmaa. Aišku, kad akcentai į karą, į karus, į Rusijos agresiją prieš Ukrainą yra silpni. Akcentai į humanitarinę katastrofą Gazoje irgi yra silpni. Tačiau reikia pasakyti, kad akcentai į tai, kad reikia apmokestinti turtinguosius, kad reikia įvesti klimato kaitos mokesčius, kad reikia daugiau skirti dėmesio tam, kad pajamos atsirastų, nes tie, kurie kalba apie švietimą, turi suprasti, kad švietimui reikalingi viešieji finansai. Norint gauti viešųjų finansų trečiosioms šalims, šiandien reikia apmokestinti turtingesnius. Ir čia visiškai taip pat reikia pasakyti, kad Europos Sąjungai reikia suteikti daugiau kompetencijų, kad ji būtų žymiai stipresnė klimato kaitos kontekste, turėtų daugiau galių. But at the same time, it also highlighted its complexity.</p> <p class="contents">Our ambition is to showcase that the G20 is and can remain an effective forum that addresses the global challenges. It can provide solutions, while taking into account the interests of the Global South, and go beyond the rather simplistic concept of 'the West against the rest'. It's not an easy thing, but it's possible.</p> <p class="contents">As a European Union, we will always stand ready to further support also our African partners, the African Union, in their participation. Now, the incoming G20 presidency by South Africa is another opportunity for the EU to fully support the overarching themes – solidarity, equality and sustainability – also, the priorities focusing on inclusive growth, food security and artificial intelligence. These issues are at the heart of the global agenda.</p> <p class="contents">We look forward to working together also on a just energy transition and local value creation, where we could build on the work carried out by the experts in the UN Panel on Critical Energy Transition Minerals, co-chaired by South Africa and the European Commission.</p> <p class="contents">In concluding this debate, on behalf of the Commission, let me assure you of two things. First, Europe will continue to defend a rules‑based, multilateral world, a rules‑based multilateral order, not a power‑based world.</p> <p class="contents">And secondly, our values and political priorities will always project us as a force of good. This was the case in Rio. It will be the case in South Africa. We will continue to fight for a better world. Die anderen machen da nicht mit: Der globale Süden erachtet unsere grünen Belehrungen als Neokolonialismus: Diese Länder waren arm. Sie sind ehrgeizig. Und sie wollen Wohlstand. Diesen Wohlstand wollen sie sich nicht von uns wegregulieren lassen. Die USA wiederum werden unter Trump absehbar aus dem Pariser Klima-Abkommen aussteigen. Grüne Politik muss man sich leisten können. Doch selbst die USA können das nicht mehr.</p> <p class="contents"></p> <p class="contents">Im Klartext: Wir sind mit unserem Kurs weltweit isoliert. Wir schneiden uns ins eigene Fleisch: Statt Wohlstand und Souveränität gibt’s Armut und Abhängigkeit. Wir machen uns zum Gespött der Welt. Innovation, Industrie und interessenorientierte Beziehungen zur restlichen Welt - das ist das, was wir brauchen! Was wir nicht brauchen, ist falsch verstandene „Global Governance“, Werteimperialismus und Klimahysterie.
