الشبلي من محاولةِ اغتيالٍ بعبوة ناسفة استهدفت موكبه وسط العاصمة، وأسفرت عن مقتلِ أحد عناصر حمايته وإصابةِ آخر. وفي ساحة الفردوس، قُتل مدني واصيب ستة ُ اشخاص بينهم ثلاثة من عناصر الشرطة بانفجار عبوة ناسفة استهدفت دوريتَهم، كماأصيب ضابط ٌومنتسب في الشرطة بانفجار عبوة كانت ملصقة بسيارة مدنية تعود لضابط في وزارة الداخلية في مدينة الصدر. وفي كركوك، اصيب مدرسٌ بانفجار عبوة ناسفة استهدفت سيارته في منطقة حي الشعب داخل ناحية الزاب. وفي منطقة الهرمات غرب الموصل، إعتقلت قوةٌ أمنية مطلوبا بتهمة الإرهاب، فيما اعتقلت قوةٌ أمنية في ديالى تسعة أشخاص بينهم مطلوبان بتهمة "الإرهاب" في عمليات دهم شنتها في مناطق متفرقة من المحافظة. الى ذلك، استـُهدِف مطار بغداد الدولي عصر اليوم بأربع قذائف هاون، من دون معرفة حجم الخسائر البشرية او المادية. </p> <p><b>استبدال طباخي سجن المقدادية ينهي إضراب 70 معتقلا</b></p> <p>قال مصدر في شرطة ديالى إن مديرية شرطة المقدادية أنهت إضرابا عن الطعام بدأه السجناء احتجاجا على نوعية الطعام المقدم لهم بالاستجابة جزئيا لمطالبهم. <br/>وأوضح المصدر في تصريح صحفي "أن سبعين سجينا من نزلاء سجن مديرية شرطة المقدادية شرقي بعقوبة بدأوا إضراباً عن الطعام في تمام الساعة السادسة من مساء السبت الماضي احتجاجا على نوعية الطعام المقدم لهم". <br/>وأضاف المصدر "أن مديرية شرطة المقدادية أنهت الإضراب من خلال الاستجابة الجزئية لمطالب السجناء، إذ قامت باستبدال طباخي السجن".</p> </p></div> <p><b>مقتدى الصدر يدعو قناة الجزيرة الى الحيادية في نقل الاخبار وينتقد تغطيتها لاحداث البحرين</b></p> <p>التقى زعيم التيار الصدري السيد مقتدى الصدر في مقر اقامته في العاصمة القطرية الدوحة وفدا من قناة الجزيرة الفضائية . <br/>وقال المكتب الاعلامي للهيئة الاعلامية للتيار الصدري "ان الصدر شدد خلال اللقاء على احتكام الحيادية في نقل الاخبار وتغطية الاحداث وعدم الانحياز الى جهة دون اخرى" ،مبينا "ان ما حصل في البحرين كان خير شاهد على عدم الحيادية في التعاطي مع الاحداث". <br/>وراى الصدر "ان الحيادية والمهنية ضروريتان لنجاح اية وسيلة اعلامية هادفة تريد ان توصل الخير للناس وتزرع المحبة والالفة بينهم ". <br/>ودعا قناة الجزيرة الى "تبني مشروع اعلامي وحدوي يهدف الى زرع وتأصيل مفاهيم الاخوة الاسلامية والعربية والانسانية وزرع التكاتف بين المسلمين ونبذ الخلاف والفرقة ، سيما في ظل الاوضاع الراهنة التي تعيشها المنطقة". <br/>من جانبه عبر وفد قناة الجزيرة عن شكره للسيد مقتدى الصدر لاتاحته فرصة اللقاء".</p> <p><b>اسامة النجيفي خلال لقائه اوغلو: استقرار العراق هو استقرار لتركيا ودول المنطقة</b></p> <p>أكد رئيس مجلس النواب اسامة النجيفي , خلال لقاءه وزير الخارجية التركي احمد داود اوغلوا, ان استقرار العراق يؤئر بشكل ايجابي على استقرار المنطقة . <br/>وذكر بيان صدر عن مكتب رئيس مجلس النواب "ان النجيفي التقى مساء امس الاحد , على هامش المنتدى البرلماني في اسطنبول وزير الخارجية التركي وجرى خلال اللقاء بحث مجمل العلاقات الثنائية واّفاقها المستقبلية وسبل تطويرها، كما بحث الجانبان تطورات الاوضاع في المنطقة والدول الاقليمية وتاثيراتها الجانبية على البلدين" . <br/>واضاف البيان "ان رئيس مجلس النواب اكد ان استقرار الوضع في العراق هو استقرار لتركيا ودول المنطقة". <br/>وشدد على "اهمية التفاهمات والمباحثات المستمرة بين دول المنطقة لما فيها من ضرورة تصب في مصلحة الجميع ". <br/>و اشار النجيفي الى "ان المنطقة تمر بمنعطف خطير وذلك يتطلب حرصا وجهودا لتدارك الاوضاع ومعالجة الاخطاء".</p> </p></div> <p> <a المزمع عقدها ببغداد في أيار المقبل </strong></p> <p>كشف نائب الأمين العام للجامعة العربية أحمد بن حلي االيوم عن وجود توجه لتأجيل القمة العربية المزمع عقدها ببغداد في أيار المقبل مؤكدا أن الجامعة حددت الخامس عشر من الشهر المقبل الحالي موعدا, <br/>لعقد اجتماع طارئ لوزراء الخارجية العرب لتحديد موعد جديد للقمة وتعيين أمين عام جديد خلفا لموسى. وقال بن حلي في تصريحات صحافية لعدد من وسائل الإعلام اليوم إن المشاورات التي أجرتها الأمانة العامة للجامعة العربية مع الدول الأعضاء أظهرت وجود توجه إلى تأجيل القمة العربية المزمع عقدها في الـ 10 و11 من أيار المقبل.</p> <p><strong>السلطات البحرينية تعتدي سقطوا بين قتيل وجريح بانفجار عبوة ناسفة استهدفت موكب قاضي تحقيق سامراء شمالي المدينة. <br/>وقال المصدر "إن عبوة ناسفة انفجرت صباح اليوم، مستهدفة موكب قاضي التحقيق في محكمة سامراء شهاب أحمد خضير في <p><strong>الأحرار: الإحتلال الأمريكي أعتقل خمسة من الصدريين في البصرة </strong></p> <p>استنكر رئيس كتلة الأحرار في محافظة البصرة، الخميس، اعتقال خمسة من أتباع التيار الصدري من قبل قوات الإحتلال الأمريكية خلال اليومين الماضيين في مناطق مختلفة من البصرة. وقال مازن المازني إن "القوات الأمريكية اعتقلت خمسة من أبناء التيار الصدري في مناطق البصرة المختلفة والمتمثلة بمنطقة 5 ميل في مركز المدينة، وقضاء شط العرب شرق البصرة، وكذلك ناحية الكرمة الواقعة شمال البصرة". واوضح المازني أن "الاعتقالات التي قامت بها القوات الأمريكية غير قانونية كونها لا تستند إلى أوامر قضائية، وكذلك تمت دون الرجوع إلى الجهات الأمنية العراقية". وأضاف ان "الاعتقالات جاءت متزامنة مع إعلان مكتب السيد الشهيد الصدر في البصرة عن تسجيل أسماء الراغبين بالمشاركة في الاعتصام الذي دعا له السيد مقتدى الصدر استنكارا لوجود القوات المحتلة على الأراضي العراقية". وانتقد المازني صمت الحكومة الاتحادية والمحلية اتجاه الانتهاكات والمداهمات التي تقوم بها القوات الأميركية في البصرة، محذرا من تداعيات استمرار هذه المداهمات والاعتقالات "التي تطال الأبرياء من أبناء الشعب العراقي".</p> <p><strong>محامو مدينة الفلوجة يعتصمون في نقابة المحامين للمطالبة برحيل المحتل</strong> </p> <p>طالب محامو مدينة الفلوجة الاحتلال الأمريكي بالرحيل من العراق خلال اعتصام أقيم  صباح اليوم الخميس في نقابة المحامين وسط الفلوجة .</p> <p>وأوضح  المحامي محمد المحمدي أحد المشاركين في الاعتصام إن المئات من محامي الفلوجة نظموا  صباح اليوم اعتصاما في نقابة المحامين وأضاف المحمدي إن المعتصمين يطالبون بخروج قوات الاحتلال الأمريكية كما طالبوا بإطلاق سراح المعتقلين الأبرياء من السجون الذين امضوا أعواما .</p> <p><strong>الكشف عن سجن سري جديد بجانب سجن الشرف داخل المنطقة الخضراء في بغداد </strong></p> <p>كشف مصدر مطلع اليوم عن وجود سجن سري حكومي آخر بجانب سجن اشرف سيء الصيت الذي كان يضم المئات من المعتقلين الأبرياء في المنطقة الخضراء وسط العاصمة بغداد.</p> <p>ونسبت الأنباء الصحفية الى المصدر الذي رفض الكشف عن هويته تأكيده بان المعتقلين في السجن السري الجديد الذي يشرف عليه ما يسمى مكتب مكافحة الإرهاب يتعرضون الى ابشع انواع التعذيب الجسدي والمعنوي من قبل الأجهزة الحكومية المسؤولة عن هذا السجن الذي يضاف الى السجون الحكومية السرية والمعلنة التي يقبع فيها منذ ثماني سنوات عشرات الآلاف من المعتقلين العراقيين الذين لم توجه لهم أي تهم حقيقية .وأوضح المصدر ان وزارة العدل في الحكومة الحالية لديها علم بالسجن السري الحكومي الجديد لكنها لم تحرك ساكنا ازاء ما يتعرض له المعتقلون فيه من تعذيب وإذلال وانتهاكات صارخة لحقوق الإنسان.</p> اليوم الخميس بانفجار عبوة ناسفة داخل نفق التحرير وسط بغداد.وقال مصدر امني ان عبوة ناسفة انفجرت صباح اليوم داخل نفق التحرير وسط بغداد اسفرت عن اصابة ثلاثة ,</p> <p>مدنيين كانوا داخل باص لنقل الركاب.واضاف ان الانفجار ادى ايضا الى الحاق اضرار مادية بالنفق واحراق الباص.</p> <p><strong>إصابة مدير أحد المراكز الانتخابية بانفجار عبوة لاصقة جنوب الموصل </strong></p> <p>أصيب مدير أحد المراكز الانتخابية بانفجار عبوة لاصقة اليوم كانت مثبتة داخل سيارته جنوب الموصل مركز محافظة نينوى .</p> <p>وأوضح مصدر مطلع إن طلال سالم وهو مدير أحد المراكز الانتخابية في ناحية حمام العليل جنوب الموصل أصيب  بعبوة لاصقة كانت موضوعة في سيارته قرب منزله عند قرية قبر العبد التابعة لناحية حمام العليل.وأضاف المصدر إن قوة أمنية نقلت المصاب إلى المستشفى القريب فيما طوقت مكان الحادث ومنعت الاقتراب منه.</p> <p><strong>استشهاد صاحب محل لبيع الكحول وإصابة مدني بنيران مسلحين اقتحموا محله ببغداد </strong></p> <p>بغداد-أفاد مصدر في الشرطة العراقية الخميس بأن صاحب محل لبيع المشروبات الكحولية استشهد وأصيب آخر بنيران مجهولين اقتحموا محله جنوب غرب بغداد.</p> <p>وقال المصدر إن مسلحين مجهولين اقتحموا محلاً لبيع اللكحول في منطقة حي الجهاد جنوب غرب بغداد وأطلقوا النار على صاحبه وشخص كان معه مما أسفر عن استشهاد الأول وإصابة الثاني.وأضاف المصدر الذي طلب عدم الكشف عن اسمه أن قوة أمنية نقلت جثة الشهيد إلى دائرة الطب العدلي والمصاب إلى مستشفى قريب لتلقي العلاج فيما طوقت منطقة الحادث وشنت حملة تفتيش بحثاً عن مجلس محافظة السليمانية دون ان يسفر الحادث عن اصابات في الارواح وافاد مصدر صحفي بأن النيران اشتعلت في سيارة رئيس ,</p> <p>كتلة يككرتوو في مجلس محافظة السليمانية حين كانت متوقفة أمام منزله في ساعة متأخرة من ليل الاربعاء -الخميس. واضاف المصدر هذا الحادث دليل على الانفلات الامني وحالة عسكرة محافظة السليمانية وهو يوقع السلطة تحت طائلة المساءلة القانونية يذكر أن احراق سيارة كوردستان سيوكاني ياتي في ظل الاضطرابات التي تشهدها السليمانية بعد حشد السلطة لقواتها العسكرية لقمع المتظاهرين.وهذا الحادث هو الرابع من نوعه بعد حالات احراق عمد من قبل محسوبين على الاجهزة الامنية  لتخويف نشطاء لمعارضة .</p> يوم أمس الاربعاء. <br/>وتسبب طفح المياه والأوحال بمعاناة كبيرة للمواطنين وإرباك حركة السير في معظم الشوارع الرئيسة والإستراتيجية في قلب العاصمة بغداد جراء فيضانها". <br/>وغرقت اغلب شوارع مدينة الصدر والبلديات وزيونة الامر الذي تسبب بالعديد من حوادث السير المرورية، وتأخر وصول الموظفين والطلبة الى دوائرهم ومدارسهم بسبب الزحام جراء تلك الفيضانات. <br/>وكان اهالي حي الجهاد جنوب غربي بغداد قد طالبوا أهالي العاصمة توجهوا، صباح اليوم، إلى ساحة التحرير وسط المدينة للتظاهر والمطالبة برحيل رئيس الحكومة نوري المالكي، فضلاً عن إطلاق سراح المعتقلين. <br/>وأضاف أن المتظاهرين رددوا شعارات عدة منها إرحل إرحل يا مالكي وهبت رياح التغيير، لافتاً إلى انتشار كثيف للقوات الأمنية في محيط التظاهرة.  <br/>وتعد هذه التظاهرة الأولى من نوعها من حيث المطالبة برحيل رئيس الحكومة على الرغم من أن البلاد تشهد منذ الـ25 من شباط الماضي، تظاهرات جابت أنحاء البلاد تطالب بالإصلاح والتغيير والقضاء على الفساد المستشري في مفاصل الدولة، نظمها شباب من طلبة الجامعات ومثقفون مستقلون عبر مواقع التواصل الاجتماعي في شبكة الإنترنت، وشهدت تلك التظاهرات تضييقاً من قبل الأجهزة الأمنية وفرض حظر للتجول لمنع وصول المتظاهرين كما شهدت إطلاق نار من قبل الأجهزة الأمنية مما أسفر عن سقوط العديد من القتلى والجرحى في صفوف المتظاهرين.</p> </p></div> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية </font></span></strong></p> <p><b>القوات الامنية تعثر على جثة رجل مجهولة الهوية شمالي واسط</b></p> <p>أفاد مصدر امني ،اليوم الجمعة، أنه تم العثور على جثة رجل مجهول الهوية قضى رمياً بالرصاص شمالي واسط. <br/>وقال المصدر" إن قوة أمنية عثرت ظهر اليوم، على جثة رجل مجهول الهوية في العقد الثالث من عمره، ملقاة في منطقة البلحة، شمال مدينة النعمانية في الكوت"، مبينا" أنه بدى على الجثة آثار طلقات نارية في منطقتي الرأس والصدر".</p> <p><strong>إصابة نقيب في شرطة كركوك بأنفجار عبورة لاصقة </strong></p> <p>أفاد مصدر في شرطة محافظة كركوك، الجمعة، بأن نقيباً في الجيش العراقي أصيب بانفجار عبوة لاصقة بسيارة عسكرية وسط كركوك. وقال المصدر: إن "عبوة لاصقة كانت مثبتة بسيارة عسكرية من نوع (ميتسوبيشي بيك أب) بيضاء اللون يستقلها ضابط برتبة نقيب في الفرقة الـ12 التابعة للجيش العراقي انفجرت، ظهر اليوم، لدى مرورها في منطقة الحي العسكري قرب جامع صالح بهاء الدين وسط كركوك، مما أسفر عن إصابته بجروح متوسطة". وأضاف المصدر الذي طلب عدم الكشف عن اسمه، أن "قوة من الشرطة فرضت طوقاً أمنياً حول مكان الحادث، ونقلت المصاب إلى مستشفى كركوك العام لتلقي العلاج، فيما فتحت تحقيقاً لمعرفة ملابساته والجهة التي تقف وراءه".</p> <p><strong>اغتيال زوجة تاجر في الموصل بنيران مجهولين </strong></p> <p>قال مصدر امني ان مسلحين مجهولين قتلو زوجة تاجر في مدينة الموصل وأصابوه هو بجراح واكد المصدر ان مسلحين اطلقوا النار على  منزل تاجر في حي المشراق شرق مدينة الموصل مركز المحافظة، </p> <p>ما أسفر عن استشهاد زوجته وإصابته بجروح بليغة، من دون أن يعطي المصدر تفاصيل أكثر حول الحادث.</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>بعد صفقة بينها وبين المالكي.. قناة الجزيرة تفتح مكتبها رسميا في بغداد </strong></p> <p>عاود مكتب قناة الجزيرة الفضائية عمله رسميا في بغداد، بعد ان قررت الحكومة العراقية اغلاقه قبل خمس سنوات. حيث بدأت القناة ببث التقارير من بغداد، وعينت ياسر ابو هلاله مديرا للمكتب، وجرى تعيين أربعة مراسلين آخر من داخل العراق. وجاء فتح مكاتب القناة بعد صفقة جرت مؤخرا بين نوري المالكي ووفد قطري من قناة الجزيرة زار العاصمة العراقية بغداد مؤخرا. وقالت مصادر عراقية أطلعت على تلك المفاوضات أن الوفد القطري التقى بالمسؤولين في هيئة الاتصالات والاعلام، وتسلموا شروط العمل، وكان على رأس الوفد القطري الاعلامي يوسف الخميشي. وقالت المصادر ان الجزيرة ستفتح اكبر مكتب لها في العراق، حسب المفاوضات وستلتزم بشروط عمل الاعلام في العراق، وان لاتكون جزءا من الاثارة. واغلق مكتب قناة الجزيرة الفضائية القطرية في بغداد وباقي المحافظات باستثناء اقليم كردستان عام 2005 بقرار حكومي.</p> <p><strong>نافي بيلاي تندد بشدة مقتل اربعة وثلاثين شخصا في مواجهات معسكر اشرف </strong></p> <p>نددت المفوضة العليا لحقوق الانسان في الامم المتحدة نافي بيلاي بشدة في مقتل اربعة وثلاثين شخصا في مواجهات معسكر اشرف بين منظمة مجاهدي خلق والجيش العراقي، مطالبة بفتح تحقيق في ما جرى. وقالت بيلاي ان الجنود العراقيين يعرفون جيدا المخاطر المرتبطة بشن عملية في هكذا مكان كأشرف، وليس هناك من مبرر معقول لهذا العدد من الضحايا، ويجب ان يكون هناك تحقيق كامل ومستقل وشفاف. واضافت القاضية السابقة الجنوب افريقية ان كل شخص مسؤول عن استخدام مفرط للقوة يجب ان يلاحق. بدوره قال روبرت كولفيل المتحدث باسم المجلس الاعلى لحقوق الانسان التابع للامم المتحدة ان معظم الضحايا ومن بينهم نساء قتلوا بالرصاص وان هناك عشرات الجرحى. من ناحيته، قال المتحدث باسم الحكومة علي الدباغ ان الحكومة سوف تحقق في هذه القضية لان القوى الامنية تعتقد ان هذا الامر حصل من قبل حراس مجاهدي خلق الذي قتلوا كل من كان يريد الفرار من المعسكر. </p> <p><b>محافظ واسط الجديد: تراجع الخدمات بشكل خطير هو الذي دفع المواطن الى التظاهر</b></p> <p>قال محافظ واسط الجديد مهدي حسين خليل الزبيدي ،اليوم الجمعة، أنه يواجه تركة ثقيلة ومتشعبة تركتها إدارة المحافظة السابقة. <br/>الزيدي لفت في تصريح صحفي إلى" أن استياء أهالي المحافظة كان بسبب عشرات المشاريع المتلكئة لسوء الإدارة وضعف المتابعة". <br/>واوضح "ان التركة التي وجدناها من الإدارة السابقة كانت ثقيلة وليست سهلة، كونها تشمل مختلف المجالات ولم تختصر على مجال واحد أو جانب معين". <br/>وبين المحافظ الجديد "أن أبرز جوانب تلك التركة، هو تراجع الخدمات بشكل خطير لاسيما في مدينة الكوت، حيث كانت أعمال الحفريات والشوارع المغلقة أحد أهم الاسباب التي دفعت بمواطني المدينة للتظاهر والمطالبة بتحسين تلك الخدمات". <br/>وأضاف الزبيدي" أن الإدارة الجديدة ستركز في المرحلة المقبلة على الحشد الآلي والبشري من خلال إشراك جميع الآليات العائدة للدوائر الخدمية في المحافظة ودفعها باتجاه تطوير وتأهيل المناطق الاكثر تردياً في الخدمات، لاسيما مناطق مركز المدينة".</p> <p><b>حسن العلوي: الغاء قمة بغداد افضل من عقد قمة بائسة والمبلغ المخصص لها "فضيحة الفضائح"</b></p> <p>قال زعيم الكتلة العراقية البيضاء النائب حسن العلوي ان مؤتمر القمة العربية المقرر عقده في بغداد فيما لو عقد فسيكون من اكثر مؤتمرات القمة بؤسا وتواضعا ،مبديا استغرابه من حجم المبلغ المخصص للانفاق على المؤتمر . <br/>واضاف العلوي في تصريح صحفي من الرياض "ان من يحسنون قراءة الاحداث كانوا واثقين ان مؤتمرا للقمة لن يعقد في بغداد ، وقد اعطيت وجهة نظري هذه للزعامات الاساسية، وكنت اتمنى ان يصدر قرار من رئاستي الجمهورية والوزراء بتاجيل عقد مؤتمر القمة بدلا من ان ننتظر قرارا من الجامعة العربية بتأجيله". <br/>وتابع العلوي " <br/>وقال ممثل العراق في جامعة الدول العربية قيس العزاوي في تصريح له انه ستتم خلال المنتدى مناقشة التزامات الدول المشاركة بالتوصيات التي خرجت بها المؤتمرات الوزارية لدول الجوار العراقي سابقا، والتي تدور حول دعم جهود الحكومة في تحقيق الامن والاستقرار ودعم وحدة العراق واستقلاله ، فضلا عن دعم جهود المصالحة الوطنية وادانة جميع الاعمال الارهابية التي تستهدف الشعب العراقي. <br/>هذا واوضح العزاوي انه تم أدراج موضوع المياه ايضا على جدول أعمال المنتدى نظرا لأهميته في حياة البلد، لاسيما ان نهري دجلة والفرات ينبعان من تركيا لذلك فمن المهم مناقشة هذا الامر على مستوى جامعة الدول العربية، موضحا ان العراق اعترض على ان يكون موضوع المياه من الموضوعات الاقتصادية وانما هو موضوع سياسي مهم والان نحن في ازمة مياه. <br/>وأضاف ممثل العراق ان المنتدى المقرر عقده في مدينة اسطنبول التركية، سيكون على المستوى I am not Iraki. Although I have lived here all my adult life and am married to an Iraki nevertheless I remain a Pakistani and as such my perspective is a bit different from that of most of the other team members. I have many good friends here, but I also have good friends in Kuwait. All of which is my way of leading up to the English language articles I want to discuss. First a sign of hope the German airline Lufthansa is resuming services to Baghdad after a hiatus of 20 years:</p> <p><a href="https://web.archive.org/web/20110802060638/http://www.businessweek.com/news/2010-05-28/lufthansa-first-west-european-carrier-to-resume-baghdad-flight.html" class="external" target="_blank">Lufthansa First West European Carrier to Resume Baghdad Flight – BusinessWeek</a>:</p> <blockquote><p>Deutsche Lufthansa AG, Europe’s second-biggest carrier, will restart regular service to Baghdad, the first western European or U.S. carrier to resume flights to the Iraqi capital. <br/>The airline will serve Baghdad from Munich beginning Sept. 30, following a 20-year break, as economic growth attracts customers to the former war-ridden country, Cologne-based Lufthansa said in an e-mailed statement today. A Boeing 737 operated by Switzerland-based PrivatAir on Lufthansa’s behalf will offer four weekly flights, it said. <br/>The carrier offered Baghdad flights between 1956 and 1990, when it stopped service because of the first Gulf War, during which a U.S.-led army pushed Iraq’s forces out of neighboring Kuwait. The Middle Eastern nation aims to double oil production and lift revenue from crude sales by 60 percent in the coming four years even as it struggles to find a government that’s acceptable to all its major ethnic and religious group</p> </blockquote> <p>Nor are they the only ones as the article goes on to make clear:</p> <blockquote><p><strong>Competing Flights</strong></p> <p>Turk Hava Yollari AO, also known as Turkish Airlines, became the first carrier in Europe to resume Baghdad flights to in October 2008. The airline is offering one daily connection, according to its website. Bahrain-based Gulf Air began serving the Iraqi capital in September, while Abu Dhabi-owned Etihad Airways followed last month. Both airlines operate five flights there a week, according to their websites.</p> </blockquote> <p>Alas Iraqi Airways has not been so lucky as this AFP report from <a href="https://web.archive.org/web/20110802060638/http://www.middle-east-online.com/english/" target="_blank" class="external">Middle East Online</a> makes clear:</p> <blockquote><p>Baghdad said Wednesday it is to close state-owned Iraqi Airways in the face of a decades-old financial dispute with Kuwait that prompted the seizure of one of its aircraft last month.</p> <p>The sudden move comes a day after the airline announced it was dropping its services to Sweden and Britain over the legal row with Kuwait, but it was not immediately clear if a new company would be formed to take its place.</p> <p>"The cabinet decided yesterday (Tuesday) to wind up the Iraqi company," transport ministry spokesman Aqeel Kawthar said.</p> <p>"The decision was taken because of the numerous acts of harassment that the company has faced from Kuwait that have prevented its planes from taking on fuel and food at various airports," Kawthar said.</p> <p>"The transport ministry will carry out the decision by the council of ministers, even though we disagree with it," he added, without giving details on whether a new company would be formed.</p> <p>… … …</p> <p>On Tuesday, Iraqi Airways announced it was ceasing its services to Britain and Sweden, with chief executive Kifah Hassan Jabbar blaming the decision on the legal battle with Kuwait.</p> <p>"We are sorry to announce to our fellow citizens, especially the communities living in Britain and Sweden, that Iraqi Airways will stop flying to these two countries because of difficult circumstances as a result of Kuwaiti escalation," Kifah Hassan Jabbar said.</p> <p>Source: <a href="https://web.archive.org/web/20110802060638/http://www.middle-east-online.com/english/?id=39197" class="external" target="_blank">Middle East Online: Iraqi Airways closes down after Kuwait row</a>:</p> </blockquote> <p>There has been a long running legal battle between the Kuwaiti airline and Iraqi Airways. Briefly the Kuwaitis are suing Iraqi Airways for $1.2bn (£837m, €979m) reparations which they say they are owed because Iraqi airways took looted aircraft and parts from them during the Iraki invasion of Kuwait. The legal battle over this started in the British courts in 1991.</p> <p>"How can they do this?" Say Irakis to me. " We have suffered enough" they go on. And certainly no one can deny that Irakis suffered grievously first under the tyrant and then under the Americans who managed to be even worse than that monster.</p> <p>The problem is that the Kuwaitis suffered too. Oh not the elite who scuttled off to their luxurious properties in London and other western capitals. But the normal average Kuwaiti suffered dreadfully during <a href="https://web.archive.org/web/20110802060638/http://en.wikipedia.org/wiki/Invasion_of_Kuwait" class="external" target="_blank">the invasion</a>. Saddam ordered his troops to go on a rampage and they did, they slaughtered, burnt, and looted all around them. Every single Kuwaiti that I know who stayed in Kuwait has some horror story or another to tell. There are still Kuwaitis "missing presumed dead" even after all this time, to say nothing of the material losses caused to ordinary Kuwaitis by wide scale looting.</p> <p>But it gets worse you see the Kuwaitis are afraid of Irak and they have good reason to fear their northern neighbour. Consider that during the 1930s that <a href="https://web.archive.org/web/20110802060638/http://en.wikipedia.org/wiki/Ghazi_of_Iraq" class="external" target="_blank">Ghazi of Iraq</a> wanted to annex Kuwait, thirty one years later <a href="https://web.archive.org/web/20110802060638/http://en.wikipedia.org/wiki/Abd_al-Karim_Qasim" class="external" target="_blank">Abd al-Karim Qasim</a> reasserted <a href="https://web.archive.org/web/20110802060638/http://looklex.com/e.o/qasim_a_k.htm" class="external" target="_blank">the longstanding Iraki claim to Kuwait</a>. (See also the Wiki entry section <a href="https://web.archive.org/web/20110802060638/http://en.wikipedia.org/wiki/Abd_al-Karim_Qasim#Foreign_policy" class="external" target="_blank">3.4 Foreign policy</a>). Qasim backed down in the face of British troops, the Arab League and hefty secret payments into Baghdad’s treasury from the Kuwaiti emir. But the claim to Kuwait was never dropped. It was that claim that Saddam Hussein used as justification for his <a href="https://web.archive.org/web/20110802060638/http://en.wikipedia.org/wiki/Invasion_of_Kuwait" class="external" target="_blank">invasion of Kuwait</a> and his declaration incorporating its territory into Irak as the 19th governorate. Even still, as Cockburn makes clear in his article, there are border disputes to be settled:</p> <p><cite>The maritime border was drawn up in Kuwait’s favour after the first Gulf War. Endorsed by the UN, it was accepted by Saddam Hussein when his fortunes were at low ebb in 1993 and he was prepared to make concessions to stay in power.</cite></p> <p>When I speak and write to my Kuwaiti friends I detect among a very few of them a very reluctant willingness to consider an opening towards more normal relations with Irak. A few talk of Kuwait becoming a gateway to Irak. But most are not willing to consider this. Although they accept that Irak is unlikely to ever invade Kuwait again they cannot shake themselves of the fear engendered by the history of the last century they cannot resist the temptation, however short sighted and counter-productive it might be, to hit Irak while it is down.</p> <p>Cockburn’s article is short and well worth your while reading <a href="https://web.archive.org/web/20110802060638/http://www.independent.co.uk/news/world/middle-east/legacy-of-gulf-war-and-border-dispute-continue-to-dog-relations-with-kuwait-1985072.html" class="external" target="_blank">reading in full</a>, I hope that my far wordier offering helps you understand the background. It is all of those things it is about a small and weak state, Kuwait, that will not forget that it was invaded and brutalised by its neighbour and seizes every opportunity it can to keep that Since the change of the Iraqi regime in 2003, four governments have succeeded each other in administering Iraq ranging between the government of Paul Bremer, US civil Administrator, and interim, and permanent governments. The Kurdish politician Hoshyar Zebari – leading member of the Kurdistan Democratic Party [KDP] led by Masud Barzani -has been a foreign minister in all these governments. In fact he was the first foreign minister after the end of the regime of former Iraqi President Saddam Hussein, and he still is while the prime ministers and other ministers have been changed.</p> <p>On the basis of this, Zebari has shouldered all the burdens, difficulties, and complications of the new construction of one of the most important ministries of the government, the Foreign Ministry, and he has become the most prominent engineer of the Iraqi foreign policy. Perhaps one of the most complex issues is being the first Iraqi foreign minister from the Kurdish nation, which constitutes the second national group in Iraq, and all these years he has had to sit down and confer with his Arab opposite numbers, who, according to his expression, have forged distinguished links with him.</p> <p>During his private visit to London, Zebari gave Asharq Al-Awsat exclusively an expanded and comprehensive interview about his work experience at the Foreign Ministry in which he explains the difficulties facing the Iraqi foreign policy. Today, Zebari is on the verge of leaving his post as the term of the government ends, and he is a member of the upcoming Iraqi Parliament for the Kurdistan Alliance, and of the committee stemming from the alliance for dialog with the other political blocs about the formation of the new government.</p> <p>The following is the text of the interview:</p> <p>[Asharq Al-Awsat] At the end of the term of the Government, what is your assessment of Iraqi foreign policy?</p> <p>[Zebari] I am greatly honored to have served in this post in four consecutive governments. This is a record achieved under the most difficult circumstances through which Iraq has gone. I take pride in my service during this period in which we have tried to serve our country. Our record testifies to the achievements and accomplishments we have made. The state was in ruins when we took over in September 2003 during the period of the Government Council; and the Foreign Ministry consisted of some isolated, besieged, burned, and ruined embassies. Thus, praise be to God, we have been able, through collective efforts and not individual ones, to rebuild and restore the ministry. This has been achieved as a result of us working on the basis of the principle of national reconciliation.</p> <p>We have been the first ministry to apply this principle. When we took over the ministry it included 1,200 employees ranging between diplomats and administrative officials, and supplemented them from among former members of the intelligence and the Baathists. We have dismissed more than 550 employees, because the Foreign Ministry under the previous regime was one of the security ministries, and was a closed shop for the Baath Party. We have kept the professional diplomats and administrators, and in practice they have proved their high level of efficiency and national sense. This is why we have been accused, while our aim was, and still is, to keep the wheel of work turning.</p> <p>It is true that when we took over the ministry we had the experience of working abroad, and of the foreign relations of the KDP, but the partisan work, or work in the opposition remains different from official work, the ministry, and work in the state. However, we utilized our previous relations for the benefit of our work in the Foreign Ministry.</p> <p>Moreover, we opened the work in the Foreign Ministry for all, and not only for the elite, the sons of the wealthy or upper-class families, and officials. Two years after we started work, we advertised in the media a training course for diplomatic work, and any Iraqi who satisfied the conditions was able to work in the ministry. We have accepted the highest grade graduates of the Iraqi universities. Also the issue in which I personally take pride is our interest in training and qualifying the cadres of diplomatic work.</p> <p>Moreover, the number of the employees of our ministry is the lowest among the Iraqi ministries compared to its services and importance, as there are less than 2,000 diplomats and administrators in the Foreign Ministry, which is a very small number. We have sent most of them, more then 1,200 employees, to training courses in diplomatic and language training abroad, which is something that is admired by our Arab counterparts. We also changed the culture of work in the Ministry, which used to be characterized by domination, militarism, and centralization, and the employee used to stand before the official as if he was his servant or slave; we have removed all these barriers. I am entitled to take pride in this issue.</p> <p>It is well known that Iraq is a big and old country in international politics. It is one of the founders of the United Nations, the Arab League, and the Non-Aligned Movement. Thus, we have decided to make the diplomatic representation extensive, or at least acceptable; now there are more than 83 diplomatic missions around the world, 67 embassies, and 16 consulates. Therefore, I can say that the upcoming Iraqi Government will take over a developed institution. Add to this that we have ratified the Foreign Service law, which is at the level of the international laws in this field.</p> <p>Despite all the suspicions and distortion that accompanied the work of the ministry, such as claiming that it is a Kurdish ministry and similar things, I do not say that our ministry is an ideal one that is devoid of administrative or financial corruption, but I say that compared to other ministries, the Foreign Ministry is one of the cleanest and most impartial ministries from the point of view of the good reports of the auditing departments and the Commission on Public Integrity.</p> <p>[Asharq Al-Awsat] There are accusations leveled at Iraqi foreign policy because of the bad relations between Iraq and some regional countries?</p> <p>[Zebari] Iraq was isolated, punished, and marginalized in all Arab and international forums. However, with great efforts we have been able to restore it to its important status, and we broke the isolation ring. To be frank and explicit, this has not taken place only as a result of our efforts, but also with the help and support of our allies in the US and UK Administrations, which liberated Iraq from dictatorship.</p> <p>The work of the Foreign Ministry is a reflection of the domestic policy of the country and its stances; if there is no united stance or a united domestic policy coupled with strong will, there will be no success in the foreign policy however relentless the efforts might be, because the foreign policy will reflect what is taking place domestically. [The same applies] if there is reconstruction, the security situation is solid, the economic situation is good, and the national unity is strong.</p> <p>I admit that one of the problems in which we failed is that we have not been able to play any role in the Arab forums. We have not been able to fulfill our commitments to the issues of destiny, such as the Palestinian issue, supporting the Palestinian Authority, or supporting the regional or international issues to which Iraq was contributing. We have inherited a huge legacy of international sanctions, effects of siege, fragile relations, and problems of water and borders with nearly all the neighboring countries. This is what we have been focusing on, and that is what any government ought to focus on, try to close all these dossiers, and rectify its relations.</p> <p>In the midst of this hysterical and difficult political situation, we have been able to progress with our work, and to reflect a positive image of the situation and work of the government. The Foreign Ministry does not make the policy, but it implements it; our policy exists in the Constitution, and in the government decisions and viewpoint, because the government is the one that determines Iraq’s foreign policy. One of the problems which we faced at the level of our foreign operations is the multiplicity of the sources of media statements and stances given by MP’s, advisers, and others. In many cases we receive instructions, but we act according to the interest of the country; thus we have adopted some stances that the others understood.</p> <p>[Asharq Al-Awsat] Was your stance at the last Arab summit in Libya one of these policies?</p> <p>[Zebari] At the last summit, and other summits, we acted according to our relations, and as representatives of the Iraqi Government. The other sides relied on what we said and not on the statement of this MP, or that adviser or politician.</p> <p>[Asharq Al-Awsat] How do the Arab officials receive you as a Kurd in your capacity as foreign minister of Iraq?</p> <p>[Zebari] In the beginning it was a surprise and a strange and odd thing. I remember that I attended my first meeting of Arab foreign ministers in the Arab League in September 2003. The Arab foreign ministers, in jest, said: Let us have fun at his (broken) Arabic. After I talked and delivered speeches, they said: We were wrong, because your Arabic is better than ours. This is a real experience. We behave as a national Iraqi official, and not as a Kurd, and we defend Iraq and the interests of Iraq. Now they have got used to us. At the Arab summit in Sirte (Libya) they said: We have become used to you. I said: This is politics, and we have a diplomatic system; today I am here, and tomorrow there is someone else. I have had excellent relations with my Arab counterparts, and achieved good relations with the Arab officials and leaders, and with the Arab League.</p> <p>[Asharq Al-Awsat] How do you explain the delay of some Arab countries in opening their embassies in Baghdad?</p> <p>[Zebari] The fact is this subject has been exaggerated, and politicized by some Iraqi political sides. They say that Iraq is distant from its Arab and Islamic environment; this is political one-upmanship. When an Iraqi politician meets an Arab leader, does this mean that he is close to that leader and we cannot do the same? For instance, I can meet Egyptian President Hosni Mubarak or any other Arab official any day. We tolerate the fact that Iraqi politicians meet Arab leaders outside the government framework; have we had a strong government, it would not have allowed to hold such meetings. This is not supposed to occur. I remember once that the leader of the British Conservative Party met Clinton or Bush in Washington, and there was a commotion that raised Cain in London, because it was considered defiance. Unfortunately, our leaders or politicians are complacent about this issue, and hence they lose their value.</p> <p>[Asharq Al-Awsat] How do you explain the bad relations between Prime Minister Nuri al-Maliki and some Arab countries, such as Syria, Saudi Arabia, and others?</p> <p>[Zebari] The prime minister is not responsible for these stances. Perhaps I have many issues related to work over which I disagree with the prime minister, but over this issue we have to be realistic. If there is a country or a side that wants to harm Iraq, we must not kiss their hands; this is inadmissible. Today, for instance, there are public activities by Muhammad Yunus al-Ahmad – leading member of the Iraqi Baath Party – in Damascus. We have asked the Syrians about him, and we told them that he was active against Iraq; they said: We do not know him at all. Now, here he is. What is his program or aims? Are his programs and aims related to participating in government, or developing the political process in Iraq? Definitely not, because he (Al-Ahmad) wants to destroy and blow up everything. There are some issues on which we have to draw the line. For instance, with regard to the relations with Saudi Arabia, the Saudi brethren are the ones who opened the doors, and they opened up to receive various Iraqi leaders, and are the ones who became convinced that there ought to be good relations with Iraq, with which they have the longest common borders; the initiative came from them. The Egyptians, after they realized that they were absent and that the non-Arab neighboring countries were the ones that would fill the vacuum, woke up and came and opened their embassy in Baghdad.</p> <p>[Asharq Al-Awsat] Have Iran and Turkey filled in the vacuum resulting from the Arab absence in Iraq?</p> <p>[Zebari] I have visited Tehran, Ankara, and even Damascus, and I have said to them beware, and do not think that you will fill in the vacuum that will occur due to the withdrawal of the US forces. The Iraqis will not accept anyone other then themselves to fill in the vacuum in their country. We have the legitimate right to do so. Iran, Turkey, and others are waiting for the withdrawal of the US forces, which are in a hurry to leave Iraq in August, to fill in the vacuum; this is a huge disaster.</p> <p>[Asharq Al-Awsat] What do you think of the Kuwaiti claims over the airplane hired by the Iraqi Airways, which they tried to detain in Britain? How will you deal with the problems with Kuwait?</p> <p>[Zebari] Let me tell you something, several times we have discussed the pending relations with the Kuwaiti brethren. At Sirte summit, we sat with the Amir, deputy prime minister, and foreign minister of Kuwait. There are pending problems between Kuwait and Iraq, and they ought to be resolved. The most prominent of these problems is the issue of the borders that have been demarcated according to UN Security Council Resolution 833, the recognition of which the constitutional Iraqi Government is supposed to reiterate. As for the rest of the issues, they are treatable. These borders have been imposed on Iraq following Saddam’s invasion of Kuwait.</p> <p>[Asharq Al-Awsat] Does Iraq recognize these borders?</p> <p>[Zebari] Saddam Hussein agreed to them in 1993. What is required of this government or the upcoming government is to reiterate its recognition of these borders. This is the key to the resolution of all the pending problems between Iraq and Kuwait. I say it frankly, neither the issue of the missing, the prisoners, nor the properties are the obstacles; this issue (the borders) still is pending. We have tried, and we have exerted huge efforts to resolve it; however, we have become convinced that it is a political and not a technical issue. The government has said, now we are on the verge of elections and we will leave this dossier to the upcoming government.</p> <p>[Asharq Al-Awsat] You have spoken of the professionalism of the Iraqi ambassadors, but the issue of the ambassadors constitutes a subject for the accusations leveled at the Foreign Ministry, as there are ambassadors who have been appointed at the level of extraordinary ambassador without any diplomatic background. How do you explain this?</p> <p>[Zebari] The ambassador is supposed to be a professional diplomat who has progressed in his diplomatic career until he reaches the grade of ambassador. However, in many countries there are political appointments, i.e. the government or the head of state chooses a former minister, military officer, or a friend as (former US President) Bush or (US President) Obama did. If you look into the background of some US ambassadors you will discover that they are friends of the president. However this happens within certain percentage such as 10 percent or more, and could be as much as 25 percent. The highest percentage of such appointments, as far as we know, is in Egypt. Also we have fixed a percentage of such appointment in the Foreign Service Law, which has been ratified by Parliament and government. However, we are in an interim stage, and all the political sides want to be represented in the diplomatic corpse.</p> <p>I would like to explain the mechanism we used. We have accepted 57 ambassadors out of 150 nominated by the various political blocs; and we have said to all the blocs that we would not accept anyone who does not satisfy even the minimum of the conditions set by our ministry. This is what has taken place, and it was my decision. Among those accepted there have been a large percentage of professional diplomats, and also there have been ambassadors nominated by sides not participating in the government, such as the former Al-Iraqiya List, national and religious minorities, and also women. The process has not taken place on the basis of quotas alone, but we also took into consideration the diversity of the Iraqi society in addition to those who have been nominated by sides in the government. Moreover, the deliberations and the discussions of the names between the ministry and the Parliament continued for two years until the list of names was given back to us; during that period we sent the candidates to training courses, and attached them to work within the departments of the ministry. After that came the difficult stage, even the most complex one, namely the organization and distribution of the ambassadors. This is a more complex process than forming the government. We were obliged to meet the political leaders and explain to them that the standard of the ambassador nominated by them is not suitable to be appointed to this-or-that country, but he has to be appointed to another country, and so on.</p> <p>There have been many opinions saying that we should not send the names to the countries until after the elections, but I insisted on sending them before the elections. I said: I will send them and you will see the confidence of the countries in us. Indeed, we sent the names of the ambassadors to the countries to which they were nominated. This is an achievement that ought to be recorded for the government and for our ministry. Ten days ago, we received 43 approvals out of 52 nominations to Arab and western countries, and to international organizations.</p> <p>[Asharq Al-Awsat] Why is the Foreign Ministry accused of being a Kurdish ministry?</p> <p>[Zebari] This is not true. If you count the number of Kurds among the administrators and diplomats in the Foreign Ministry you will realize that it is very small, and less than the percentage they deserve. The Kurds are Iraqis, and have the right to work in the diplomatic corps. Moreover, I am not promoting the Kurdish interests, but I promote the Iraqi interests, and the Kurds come within this context.</p> <p>[Asharq Al-Awsat] The Iraqi embassy in London has been, and still is without an ambassador. What are the reasons behind this?</p> <p>[Zebari] Indeed this is a problem. However, there is an ambassador who is a candidate for this post, but I cannot divulge his name now.</p> <p>[Asharq Al-Awsat] Will you remain the foreign minister in the upcoming government?</p> <p>[Zebari] I belong to the Kurdistan Alliance, and this issue is up to the alliance and not to me. When I served as a foreign minister, I was nominated by the Kurdistan Alliance. I am one of the people who consider themselves soldiers in the service of the leadership; this means that today we serve in this post, and tomorrow in another one that is chosen for us by the leadership. This is the first factor. Secondly, this depends of whether or not the Kurdistan Alliance will participate in the government.</p> <p>[Asharq Al-Awsat] Is there any doubt that you will participate in the upcoming government?</p> <p>[Zebari] It is possible to forge coalitions that will be able to form the government with no need for the Kurdistan Alliance, and it is possible to include some Kurds from outside the alliance in the upcoming government.</p> <p>[Asharq Al-Awsat] Do you think that such a possibility might take place?</p> <p>[Zebari] Theoretically, it is possible. The Kurdistan Alliance was strong in the previous elections, and it constituted the second parliamentary bloc. Today, it is the fourth list. However, politically and realistically I do not think that such a possibility might materialize, and all the other blocs agree on the importance of our participation in government. If the negotiations to form the government take place, one of the sovereignty ministries will be in our share. In the past, the choice and agreement was the Foreign Ministry because of the accumulation of expertise and other factors; today, as I said, this is not up to me, but to our leadership.</p> <p>[Asharq Al-Awsat] If the decision is up to you, will you stay at the Foreign Ministry?</p> <p>[Zebari] I can serve at this ministry, because we have accumulated developed experiences, and we have established good relations with our Arab and non-Arab counterparts. However, I reiterate that the political decision is not up to me.</p> <p>[Asharq Al-Awsat] As long as we are talking about the formation of the government, what do you think of the existing dispute on the political arena over this issue, I mean the formation of the new government?</p> <p>[Zebari] The disputes are very severe, and the situation has become extremely complicated for a number of reasons. One of those reasons is that the results are close between the two major blocs, the Al-Iraqiya (led by Iyad Allawi, former prime minister of the Iraqi Government) and the State of Law (led by Nuri al-Maliki, prime minister of the government whose term has ended). In the previous election there was one bloc that won the majority of the seats and formed the government. As for the current situation, the events will lead to prolonged and complicated negotiations; no serious alliances or dialogs will take place until the ratification of the results of the elections. You know that there are the manual recounting, the looking into the issue of the excluded because of the Debathification commission, and other issues; the longer the period, the more complications will appear.</p> <p>[Asharq Al-Awsat] Would you have preferred the results to be ratified without the issuing of the decision to have a manual recount?</p> <p>[Zebari] The problem lies in the electoral system. The (Independent High Electoral) Commission has done its utmost to make the elections succeed, but there are frightening shortcomings in its work, and it has not taken into consideration many issues. Moreover, there is the absence of the support and help from the United States and Britain that had a clear role in the previous elections; this role has been absent in these elections, which contributed to the increase in the difficulties despite the presence of the United Nations. What I mean exactly is the absence of a side that helps and contributes to gathering the winning blocs in order to agree and form the government.</p> <p>[Asharq Al-Awsat] Do you think that the US Administration has withdrawn its hand completely from Iraq?</p> <p>[Zebari] Unfortunately I say that the United States now is not bothered about anything other that withdrawing its forces from Iraq. If the new government is not formed by August, and in the light of these difficult security conditions, the withdrawal of the US forces will be too early, and immature. The US Administration has a problem now, if the government is not formed, the security challenges escalate, and the political problems get complicated, the situation will be extremely complicated, and in my opinion this might affect the timetable of the withdrawal of the US forces.</p> <p>[Asharq Al-Awsat] Have you explained this viewpoint of yours to the US side?</p> <p>[Zebari] Yes, we always meet the US ambassador to Baghdad, and there are dialogs with US Vice President Joe Biden, US Secretary of State Hillary Clinton, and also her assistants. However, so far their viewpoint is to leave the Iraqis to solve their problems on their own. Their message to us is: Solve your problems quickly so that we can get out quickly.</p> <p>[Asharq Al-Awsat] Do you think that the current problem, with regard to the issue of manual recounting and the exclusion of some winners from Parliament, will be internationalized in order to find solutions for it?</p> <p>[Zebari] When the situation gets complicated, it is inevitable that an acceptable side intervenes to help in finding solutions; the candidate for such a role is the United Nations. The issue is not one of internationalization as much as it is giving help, especially as there is an international authorization to the United Nations from the UN Security Council with the agreement of the Iraqi Government to intervene in the situation in Iraq. This authorization is under Chapter 7. political influence over courts as votes are recounted in Baghdad. </p> <p>The winning coalition in Iraq’s national elections has charged the ruling alliance with using the courts to overturn the bloc’s slim victory and warned that political influence over judicial decisions could destabilise Iraq. </p> <p>The order from Iraq’s Electoral Judicial Commission last week to manually recount ballots in Baghdad, and a subsequent ruling to disqualify at least one winning candidate from the Iraqiya list of former premier Ayad Allawi, could potentially erase Iraqiya’s two-seat lead over the State of Law coalition headed by incumbent prime minister Nuri al-Maliki. </p> <p>Should this reversal occur, politicians and analysts fear a protracted period of political deadlock and possibly a return to sectarian tensions that could plunge Iraq into civil war. </p> <p>In a statement released on April 27, the leadership of Iraqiya called on the head of the Supreme Judicial Council, which oversees judicial affairs, to protect the “judiciary from political influence, as this may have serious ramifications for the stability of the country”. </p> <p>The coalition said it would hold to account those responsible for “distorting the election results by the appropriation of the electorate’s votes through malicious disqualification”. </p> <p>Iraqiya said it was considering a formal request to the United Nations Security Council, the European Union, the Organisation of the Islamic Conference and the Arab League to press for a rerun of national elections in an “environment free of any political manipulation”. </p> <p>“Iraqiya will hold legally liable those who are trying to undermine the political process and steal the voices of the people, harming Iraq’s security and its social peace and drawing it into the unknown,” the statement concluded. </p> <p>Iraqiya has been negotiating with other parties to form a government since winning 91 seats – the most of any bloc – in the nationwide vote last month. If the reconfigured results shift the majority of seats to Maliki’s State of Law coalition, it will be a victory for the prime minister and a boost for his bid for a second term. State of Law won 89 of Iraq’s 325 parliamentary seats. </p> <p>“The court is clearly targeting the Iraqiya list,” Usama al-Nujaifi, a senior Iraqiya leader, said. “This is another attempt to prevent Iraqiya from exercising its constitutional right to form the next government. It is one of many continuous attacks against Iraqiya. We will reconsider our participation in the political process if we find out that it will not be a truly democratic one.” </p> <p>State of Law officials have strongly denied manipulating the courts or the electoral process. </p> <p>“Iraq’s judiciary body is independent and so is the electoral commission. We don’t have any power over them. We practiced our right by going to the judiciary and it is up to the judiciary which complaint they accept and which they refuse. We do not interfere in judiciary,”Eisa al-Freji, a senior State of Law official from the Dawa Party, said. </p> <p>“Recounting will not cause a dramatic change to the election results. There will be slight change, but recounting will assure Iraqi voters their right is protected and that law is the only authority in this country. No one can affect people’s will. Also, recounting will return our right to [form the government] and of course it will show people that we were right when we insisted on recounting,” Freji added. </p> <p>But for many Iraqis, power struggles in Baghdad are all too familiar. Some are now worried that a war of words between the Shia-led ruling party and the mainly Sunni and secular Iraqiya could spill out into the streets. </p> <p>“Things are going to be explained this way: the body that issued the ban and the recount is Shia, while the parties that will be hurt by these decisions are Sunni. So any possible progress in negotiations between Maliki’s [majority Shia] lists and Allawi’s Sunni and secular parties has become a very difficult, if not an impossible, option,” said Abdullah Jaafar , a political analyst and retired political science professor at Baghdad University. </p> <p>“On the ground, the court’s decisions can only create more problems between the sects. Sunnis who voted for Iraqiya now believe that becoming part of the government is a distant dream. Their next step could be to take up arms again; they feel there is no other hope for them,” he added, referring to the Sunnis’ perception of disenfranchisement that fuelled sectarian violence after the 2005 elections. </p> <p>A review panel of the Independent High Electoral Commission, IHEC, on April 26 upheld the recommendation of the controversial Accountability and Justice Committee, AJC, to throw out the votes cast for 52 candidates who stood in the March 7 vote. Among those banned, the only winning candidate was Iraqiya’s Ibrahim al-Mutlaq, who was disqualified for his alleged ties with the outlawed Baath Party of Saddam Hussein. The AJC is tasked with rooting out Baathist influence in Iraq. </p> <p>Mutlaq won a parliamentary seat in Baghdad, in a constituency once held by his brother, the prominent Sunni secular politician Saleh al-Mutlaq, who was barred prior to the election by the AJC. An additional six to nine other winning candidates, all aligned with Iraqiya, are expected to be ruled on next week, according to local media. </p> <p>The votes cast for any banned candidates will be discarded. Although candidates have a right to appeal against the disqualification, analysts see this option as extending the already lengthy period required to form a government.  The United States, which plans to remove 50,000 combat troops from Iraq by August, has pressed for a new administration to be in place by the time of withdrawal. </p> <p>“There have been obvious attempts to take the right to form a government away from Iraqiya. All of these moves will only prolong the negotiations needed to form a government. It is necessary to have a government in place as soon as possible in order to prevent terrorists from exploiting the political vacuum,” senior Iraqiya official Alia Nesaif told IWPR. </p> <p>Last week, the same electoral court ruled in favour of State of Law’s appeal for a recount in Baghdad, where 70 parliamentary seats are at stake. </p> <p>Several parties and coalitions appealed for recounts in various provinces, cities and voting stations, but were all denied by the elections commission. </p> <p>Iraqiya officials have pushed for the recount to be expanded to all provinces and have expressed concern that the ballots may have been tampered with in the six weeks since the election. </p> <p>The elections commission has stressed that the Baghdad recount will be monitored by all political parties and representatives from the UN and NGOs. </p> <p>According to Iyad al-Kenani, an IHEC commissioner, the recount should take no more than seven to ten days once the process is approved by IHEC officials. He admitted to reluctance within the elections commission to the court-ordered process. </p> <p>The commission “did not want to recount ballots. We think we did our job properly and there is no need for recounting. We refused requests made by other parties but an order from the Iraqi judicial authority is binding”, Kenani said. </p> <p>“We can guarantee a transparent recounting process and we would like to assure all political parties that they can send representatives to attend the recounting sessions,” he added. </p> <p>Even so, State of Law’s legal adviser, Tariq al-Harb, has little doubt about the results. </p> <p>“We think that hand counting will be foolproof and it will put State of Law ahead of the other lists. State of Law will gain one or two seats from Iraqiya or the Iraqi National Alliance,” said Harb, who filed the recount appeal for the coalition. </p> <p>“I have been asked by the head of State of Law (Maliki) to be in charge of this issue, and I will win,” he added. </p> <p>This possibility has some observers concerned about the fallout from such an abrupt election turnaround that would reassign the right to initiate the next government. </p> <p>“Political blocs should be aware of the dangerous direction in which Iraq is beginning to drift. Many Kurds hope to make the city the capital of a future independent state. Arab and Turkmen politicians view the city and its nearby oil fields as integral parts of Iraq. </p> <p>The issue of voting in the region has proved so contentious that it has been left out of previous polls, and a debate over voting there stalled the passage of Iraq’s new electoral law for months. </p> <p>‘We fear bias in the (electoral commission’s) work,’ Sheikh Hassan Ali al-Jaburi, a member of the Kirkuk Arab Political Council, which also represents Turkmen, told the German Press Agency dpa. </p> <p>‘We call upon the president and the prime minister and parliament to supervise the elections in Kirkuk themselves in order to ensure there is no fraud or manipulation,’ he said. </p> <p>‘We also call for international, Arab and Islamic supervision of the election, to ensure that the polls do not favour the strong over the weak in the Iraqi city of Kirkuk,’ al-Jaburi said. </p> <p>Talal Qassab, a leading Turkmen politician from the city, called for particularly close supervision of ethnically mixed areas of Kirkuk and other similar areas of the country, which he called ‘particularly sensitive.’ </p> <p>‘We expect that political pressure will affect the outcome of the
