<div class="content"><p>Even in the frugal India of the 1970s, where the idea of waste bordered on the criminal, I thought my grandfather was being excessively old-fashioned when he refused to use our quite easily afford our modest electricity bills, he would insist on staggering outside with a bucket of water and leaving it to grow warm in the afternoon sunshine for a few hours. Then he would struggle back indoors with it, and, presently, emerge from his bath to take his evening walk down to the railway station to watch the trains go by. My granddad was eighty years old at the time: a man of many interests, but very few needs. </p> <p>Was it really just three decades ago that my granddad&rsquo;s carbon footprint was barely visible? Today, as part of my job at the World Bank, I&rsquo;ve been following climate issues closely, and am often struck by the difference between life in a big western city in the 21st century and in the small-town India in which I grew up. In my world today, many people are beginning to adopt &ldquo;<a href="https://web.archive.org/web/20090510072319/http://www.guardian.co.uk/environment/2008/feb/05/tearfund">carbon fasts</a>&rdquo; during the Christian period of Lent, agreeing to a daily low-carbon action, say, unscrewing a light bulb and doing without it for 40 days. Apart from the increased frequency of these events resulting from climate change, there is also an escalated risk associated with an urbanizing world: urban areas in developing country cities are commonly characterized by high population densities, old and deteriorated infrastructure, poor environmental conditions, concentrated poverty in informal settlements and slums, unplanned and often unregulated growth,&nbsp; and inadequately prepared local institutions, which makes them especially vulnerable. <em><span style="color: rgb(255, 0, 0);">(Photo by Lecercle)</span></em></p> <p>A commonly cited problem attributed to much disaster-related damage in developing countries is the use of inappropriate building codes, poor zoning by-laws, and more generally, the lack of enforceability of the same. This is particularly the case for earthquakes, because unlike other types of natural disasters, casualties and fatalities from earthquakes are associated almost entirely with collapse or failure of manmade structures. The saying &ldquo;earthquakes don&rsquo;t kill people, buildings do&rdquo; is as true today as it was when it was first coined.</p> <p>Hence, the importance of these regulations&mdash;and more importantly, their enforceability&mdash;cannot be over-stated. Education</a></div></div> </div> <div class="content"><p>It's been four years since the The One Laptop Per Child (OLPC) project (known then as the '$100 laptop) was announced.&nbsp;&nbsp;&nbsp;According to recent <a href="https://web.archive.org/web/20090510072319/http://www.siliconindia.com/shownews/10_laptop_flops_India_orders_25_lakh_OLPC_laptops_-nid-56068.html">unconfirmed news reports from India</a>,&nbsp;one&nbsp;quarter million of the little green and white OLPC XO laptops are now on order for use in 1500 hundred schools on the subcontinent.&nbsp;&nbsp;Four years on, what have we learned about the impact of various OLPC pilots that might be of relevance to a deployment in India?&nbsp;&nbsp;Thankfully, preliminary&nbsp;results are starting to circulate among researchers.&nbsp; However, the onus of addressing mitigation is common with countries like China, USA, Russia, India, Japan, Germany, Canada, UK, South Korea, Iran, Italy, South Africa, Mexico, Saudi Arabia, France, Australia, Brazil, Spain, Ukraine and Poland etc whose expanding economy has a huge feed demand for fuel. For these countries, mitigation is a central concern they constitute the top 20 CO2 emitters per capita (measured at metric tonnes per person). The decision by <a href="https://web.archive.org/web/20090510072319/http://www.veoh.com/">Veoh</a> to stop offering video to users in&nbsp;Africa, Asia, Latin America and Eastern Europe because of high bandwidth costs:</p> <blockquote><p>&quot;I believe in free, open communications, but these people are so hungry for this content. They sit and they watch and watch and watch. Education</a></div></div> </div> <div class="content"><p>For some people in other parts of the world, it was the <a href="https://web.archive.org/web/20090510072319/http://www.flickr.com/photos/mnsblog1/3480234976/">picture</a> of two top Mexican futbol teams playing earlier this week in an <a href="https://web.archive.org/web/20090510072319/http://news.yahoo.com/s/ap/20090427/ap_on_sp_so_ne/soc_mexico_empty_stadiums">empty <em>Estadio Azteca</em></a>&nbsp;(one of the world's largest capacity stadiums) that made clear the severity of&nbsp;the current swine flu outbreak.&nbsp; While&nbsp;the sporting&nbsp;passions of&nbsp;the 100,000 missing spectators could presumably satisfied by watching the game on TV, it was less clear how to immediately satisfy the learning needs&nbsp;of&nbsp;over <a href="https://web.archive.org/web/20090510072319/http://www.nytimes.com/2009/04/25/world/americas/25mexico.html">seven million students</a>&nbsp;who were sent home after their schools were ordered closed.</p> <p>Many educational reformers have long held out hope that computers and other information and computer technologies (ICTs) can play crucial and integral roles in bringing about long-needed changes to education systems.&nbsp; Indeed, many see the introduction of ICTs in schools as a&nbsp;sort of <em><a href="https://web.archive.org/web/20090510072319/http://www.emeraldinsight.com/Insight/viewContentItem.do;jsessionid=7E7B7D3F03B7B5F5EE530EE5F225DCE7?contentType=Article&amp;hdAction=lnkpdf&amp;contentId=1532737">Trojan horse</a></em>, out of which educational reform and innovation can spring once inside the walls of the traditional (conservative) education establishment. While I can think of a number of &ldquo;climate-positive&rdquo; reasons for exploring synergies between the two regimes and for aligning policies that could stimulate production, trade, and investment in cleaner technology options, much of focus instead has been on using trade measures as weapons in the global climate negotiations.&nbsp; This stems mainly from competitiveness concerns in countries that are now racing to reduce GHG emissions to meet Kyoto 2012 targets and beyond and in the US primarily to allay domestic fears of a tightening climate regime. These concerns have led to proposals for tariff or border tax adjustments to offset any adverse impact of capping CO2 emissions. Vimeo also allows much more flexibility when it comes to embedding videos and using HD&nbsp;video. <a href="https://web.archive.org/web/20090510072319/http://youtube.com/">Youtube</a>, on the other hand, offers a much larger community and is still the number one place people visit when they are looking for video online.</p> <p>I think there's value in having both accounts, and using them for different purposes. (In English and in <a href="https://web.archive.org/web/20090510072319/http://blogs.worldbank.org/meetings/es">Spanish</a>!)</p> <p>For a pilot, I think the <a href="https://web.archive.org/web/20090510072319/http://blogs.worldbank.org/meetings/">World Bank Meetings Center</a> did quite well. The preliminary traffic numbers are looking pretty good, and I've received some pretty good feedback from people that visited the site.</p> <p>That said, there were very few comments on the posts -- perhaps not surprising considering the type of content and the timelines in which we launched the pilot. Going forward in the future, we're going to make an effort to make the tone more conversational but still keep the focus on providing quality information to people that don't want to wade through a series of press releases.</p> <p>A good lesson learned for the upcoming Annual Meetings this fall.</p> <h2>A Bank of Photos</h2> <p><a target="_blank" href="https://web.archive.org/web/20090510072319/http://www.flickr.com/photos/worldbank/1116870437/in/set-72157601423112019/"><img alt="Portrait of a Colombian man. Photo: © Curt Carnemark / World Bank"/></a>Three African ministers shared their experience with Bank officials on Thursday when they met to discuss ways to develop capacity in post-conflict countries.</p> <blockquote> <p>&nbsp;&ldquo;We are here to listen&mdash;tell us how we can better assist you. And please, be frank,&rdquo; said Obiageli Ezekwesili, World Bank Africa Region Vice President.</p> </blockquote> <p>Ezekwesili asked the ministers from Liberia, Rwanda and the Democratic Republic of Congo (DRC) to discuss capacity development efforts in their countries, and to identify what has and has not worked, and how donors can provide more effective support for human development, infrastructure, and public sector reforms.</p> <p>Several common themes emerged from the ministers&rsquo; interventions, including:</p> <ul> <li>Donors prioritizing support for primary and secondary education, and not higher education</li> <li>Donors pressing a &ldquo;one size fits all&rdquo; approach on countries, trying to replicate programs that were successful elsewhere</li> <li>The failure by expatriate advisors in civil service posts to transfer their knowledge and skills to local counterparts</li> <li>Tension among returning members of the Diaspora and local populations that stayed behind, partly around incentive structures for civil service</li> <li>An urgent need to deliver skills-training and create job opportunities for young ex-combatants<br/> &nbsp;</li> </ul> <p><a href="https://web.archive.org/web/20090510072319/http://www.flickr.com/photos/worldbank/1128196267/in/set-72157601463732327/" target="_blank"><img vspace="5" hspace="5" border="1" align="left" src="https://web.archive.org/web/20090510072319im_/http://farm2.static.flickr.com/1334/1128196267_bb2d192af2_m.jpg" alt="South Africa. Photo: Trevor Samson / World Bank"/></a>Augustine Ngafaun, Minister of Finance for Liberia, outlined the enormity of the challenges facing his country, which has &ldquo;75 percent of the educational facilities destroyed&rdquo; combined with a &ldquo;massive brain drain&rdquo; as a result of professionals fleeing during Liberia&rsquo;s recent conflict.</p> <blockquote> <p>&ldquo;We have very few doctors, teachers and hardly any engineers,&rdquo; said Ngafaun, Liberia's Minister of Finance.</p> </blockquote> <p>He also noted that, despite the importance of the mining sector for Liberia&rsquo;s growth, there are not even five geologists in the entire country.</p> <p>Rwanda&rsquo;s Finance Minister James Musoni noted that even though the reconstruction challenges were daunting, his country has made significant progress since the 1994 genocide. He said it is crucial for the donor community to understand the context in which each country operates, as in some cases the political leadership may not be ready.</p> <p>Ezekwesili stressed the need to build confidence in all sectors, pointing out that &ldquo;development solutions work only to the extent that the capacities of the nation-state, the private sector, and civil society are strong.&rdquo;</p> <blockquote> <p>&ldquo;The lack of capacity is magnified by the stress of the post conflict environment,&rdquo; Ezekwesili said.&nbsp;</p> </blockquote> <p><a Photo: Scott Wallace / World Bank"/></a>Experts on youth and employment from Ghana, Kenya, Mali, and Colombia met on Saturday as the Spring Meetings got underway to discuss the growing problem of youth unemployment in Africa. The high-level panel, chaired by Obiageli Ezekwesili, World Bank vice president for the Africa Region, agreed that there are no easy solutions to the problem.</p> <blockquote> <p> &ldquo;Youth in urban areas are looking for jobs alongside thousands of others from the same schools, while rural youth are flooding into the cities looking for work,&rdquo; said Sanoussi Toure, the Minister of Finance of Mali. &ldquo;This is a tragedy. Photo: © Curt Carnemark / World Bank "/></a>The panel also&nbsp;included Mauricio C&aacute;rdenas, former Colombian Minister of Transport and Economic Planning.&nbsp;C&aacute;rdenas&nbsp;talked about the outcomes of two youth programs Colombia put in place during his country's economic crisis in the late 1990s, when external shocks drove unemployment from 10 to 20 percent, and youth unemployment to 30 percent.</p> <p>It is clear that youth unemployment in Africa needs to be addressed from many entry points, Ezekwesili said in her concluding remarks.</p> <blockquote> <p>&ldquo;The profile of unemployed youth has to enter the way we think, just as gender has.
