However, the raid on Tuesday caught US military officials, diplomats and even some Iraqi officers by surprise.</h5> <p>Iran, which has called for action against the group, known as the Mujaheddin-e Khalq, lauded the move.</p> <p>The moves demonstrate an eagerness by Mr Maliki to do what was unthinkable when his term began three years ago – create an image as an independent leader in a country that still hosts 130,000 US troops. But his penchant for unilateral action, often backed by the force of arms, has created enemies across the spectrum, many of them determined to block his return as prime minister in the elections.</p> <p>"He wants to turn himself into a national symbol, and he is willing to use power and force to promote himself as one," said Salim Abdullah, a Sunni lawmaker and part of a parliamentary bloc that has opposed Mr Maliki in the past. "He is determined to break through anything that can get in the way of him becoming prime minister again."</p> <p>Mr Maliki faces an array of challenges as he heads toward the elections that will choose a parliament and eventually a new cabinet and prime minister.</p> <p>Few expect him to maintain the remarkable convergence of luck and fortune that has helped transform him from a compromise choice as prime minister, whose weakness made him appealing to more powerful forces, into the axis around which Iraqi politics have begun to revolve.</p> <p>Violence remains in the country, threatening to undo what the prime minister, fairly or unfairly, has touted as his greatest accomplishment: a restoration of a semblance of calm in Baghdad and other war-wrecked towns and cities.</p> <p>Underlining the fragility, six bombs exploded within minutes near Shia mosques across Baghdad on Friday, killing at least 29 people and wounding scores of others, said police and witnesses.</p> <p>More challenging to Mr Maliki are the frenetic negotiations that have become a parlour game in Baghdad, with politicians engaging in sometimes unlikely negotiations. For instance Moqtada al-Sadr, the Shia cleric blamed for some of the worst sectarian bloodletting, has ventured to Anbar Province, once the cradle of the Sunni insurgency. A procession of politicians – Kurd and Arab, secular and religious – has visited the hospital room in Tehran of Abdel-Aziz Hakim, a Shia leader stricken with cancer.</p> <p>Since the spring, Mr Maliki has courted Sunni leaders, from Saleh al-Mutlak, who counts former Baathists among his constituency, to Ahmed Abu Risha, probably the most powerful tribal sheikh in Anbar. He has declared his intention to ally with Mr Maliki.</p> <p>"If he considers you a friend, he keeps you as a friend," said Mr Abu Risha.</p> <p>Mr Maliki’s critics, though, accuse him of courting those same Sunni politicians to put pressure on his Shia colleagues in negotiations to reconstitute the Shia alliance that competed in the 2005 elections.</p> <p>This time, Mr Maliki would have the upper hand in the bloc, and he has sought promises that he would enjoy the coalition’s backing to become prime minister again in 2010.</p> <p>He has yet to win that pledge. And Shia politicians, wary of what they see as an authoritarian streak, have demanded more transparency in a government dominated by a circle of advisers from Mr Maliki’s Dawa party.</p> <p>If he becomes prime minister again, the politicians have vowed to retain a say in cabinet appointments, reserve the right to review his policies and curb attempts to concentrate military power in his hands. Still, as one noted, "promises before the election aren’t worth much".</p> <p>Others insist Mr Maliki has simply earned too many enemies to become prime minister again. This week, Sunni leaders criticised the raid on the Iranian dissidents, suggesting he was doing the bidding of neighbouring Iran.</p> <p>Some Kurdish officials say they will never support his return. So have Mr Sadr’s followers and a leading Sunni party, although it is rarely clear where bargaining ends and principle begins. "He needs other powers to support him and it will not be easy to win them over," said Jalaleddin Sagheer, a lawmaker and a leader of a rival Shia party. "His policy was never to have allies. He solved crises by creating enemies. He lost politicians’ trust."</p> <p>Mr Maliki seems to be playing an aggressive game with the Americans as well. The raid on the dissident camp began as Robert Gates, defence secretary, was in the country – a sign of poor planning or disregard for the US reaction.</p> <p>Americans still carry tremendous influence in Baghdad. And there remains a sense in Iraq at least that the US would like to see Mr Maliki consolidate control as the most expedient way to ensure stability during a US withdrawal next year.</p> <p>"I think they’re turning the keys over. And that’s unfortunate," said an Iraqi official who has been critical of Mr Maliki. ريشه، كل من محافظ الانبار قاسم محمد عبد ورئيس مجلس المحافظة جاسم محمد بالاضافة الى قائد شرطة المحافظة اللواء يوسف طارق العسل وقائد عمليات الانبار اللواء مرضي المحيلاوي. وتم في خلال اللقاء بحث القضايا الامنية في المحافظة وسبل النهوض بالواقع الامني وضمان عدم عودة الاعمال الارهابية. </p> </p></div> <p>جدد رئيس الوزراء نوري المالكي رفض حكومته التدخلات الخارجية في الشأن العراقي وذلك بعد يومين من تحذيرات اطلقتها الولايات المتحدة بانها قد تغير التزاماتها في حال عدم تحقيق مصالحة وطنية في البلاد. المالكي وفي كلمة القاها في خلال زيارته الانبار ولقائه مسؤوليها المحليين وشيوخ العشائر والقادة الامنية العراقية. <br/>وشدد ابو ريشة خلال الاجتماع على زعماء الصحوة بإجراء تصفية حقيقية لفصائلهم وإبعاد العناصر المفسدة او التي ما زالت تدور حولها الشبهات لضمان استقرار البلاد بعد انسحاب القوات الامريكية من المدن . <br/>مشيرا الى ان هذا لا يعني ان علاقة الصحوة مع الجانب الاميركي انتهت تماماً، إذ ان التعاون مع الجانب الاميركي لن ينقطع لأن الاخيرة تعول كثيراً على المعلومات الاستخباراتية لدى نشر اليوم الجمعة ، ان مؤتمر صحوة العراق الذي فاز بالمركز الثاني في انتخابات مجلس محافظة الانبار ينوي التحالف مع تجمع المشروع الوطني في الانبار وقوائم سياسية اخرى فازت في الانتخابات. <br/>من جهة اخرى اعرب عضو قائمة عشائر العراق الشيخ عبدالجبار الفهداوي عن عدم ارتياحه للنتيجة التي احرزتها قائمته بزعامة حميد الهايس والتي حصدت نسبة 4.5% . <br/>هذا واشارت انباء اخرى الى ان معظم الكتل السياسية التي class="external" target="_blank">العراق</a>) – (رويترز) – هدد شيوخ العشائر الذين ساعدوا في طرد متشددي القاعدة من غرب العراق اليوم الاثنين بحمل السلاح ضد الحكومة المحلية بسبب ما قالوا انه تزوير في انتخابات المحافظات التي اجريت يوم السبت.</p> <p>وفي احدى اشرس المنافسات الانتخابية تحدت العشائر الحزب الاسلامي العراقي وهو حزب ديني يدير المحافظة منذ 2005.</p> <p>وبعدما أعلن الحزب ان النتائج ستبقيه في السلطة قال قادة مجالس الصحوة إن مخالفات حدثت في الانتخابات.</p> <p>وقال رئيس مجالس الصحوة الشيخ احمد ابو ريشة لرويترز إن مجالس الصحوة وجهت تحذيرا لمفوضية الانتخابات بعدم السماح بحدوث تزوير. وأشار إلى أن مجالس الصحوة ستتحول من كيانات سياسية إلى جناح مسلح ضد مفوضية الانتخابات والحزب الإسلامي بعد اكتشافها للتزوير على حد قوله.</p> <p>وتوجه حامد الحايس رئيس قائمة عشائر الانبار في الانتخابات الى بغداد لتقديم احتجاج.</p> <p>وقال لرويترز إن المجالس ستحول شوارع الرمادي إلى نار إذا أعلن فوز الحزب الإسلامي في الانتخابات. وأضاف أن المجالس ستجعل الأنبار "مقبرة للحزب الإسلامي وعملائه" من خلال شن حرب عشائرية ضدهم وضد من يتعاون معهم.</p> <p>وتقول السلطات الانتخابية ان النتائج الرسمية الاولية لن تعلن قبل ايام وان اعلان النتائج النهائية ربما يستغرق عدة اسابيع. ويقول الحزب الاسلامي العراقي انه جاء في المرتبة الاولى ويتوقع ان يظل في موقع السلطة في المحافظة.</p> <p>وقال خالد محمد العلواني رئيس فرع الحزب الاسلامي العراقي بالفلوجة وهي مدينة بالانبار شهدت معارك ضارية بين القوات الامريكية ومسلحين في 2004 إن الحزب مقتنع بأنه حل في المركز الأول في الأنبار وسينشئ ائتلافا مع أي كيان يريد العمل معه.</p> <p>وفرضت السلطات حظرا للتجول ليل الاثنين لمنع اندلاع اعمال عنف. وقال محمود العيساوي رئيس شرطة الفلوجة ان حظر التجول سيسري في انحاء محافظة الانبار اعتبارا من العاشرة مساء حتى الخامسة صباحا (1900-0200 بتوقيت جرينتش).</p> <p>وقال شهود ان مؤيدي الجانبين اطلقوا النار في الهواء في وقت متأخر من مساء امس الاحد احتفالا بما يتصورون انه نصر حيث احتفل انصار الحزب الاسلامي العراقي بالقرب من مكتب المحافظ في الرمادي فيما احتفل مؤيدو مجالس الصحوة خارج البلدة.</p> <p>ولم يصب احد لكن اطلاق النار استمر لنحو ساعتين في انحاء المدينة.</p> <p>وكانت اللجنة الانتخابية قد اعلنت ان الانتخابات جرت دون احداث عنف كبرى. غير انها أقرت بأن آلاف الاشخاص لم يتمكنوا من التصويت بسبب عدم وجود اسمائهم في قوائم التسجيل.</p>
