It has been rendered, <span class= "ital">As a cistern </span>"<span class= "ital">gathers" </span>or "<span class= "ital">keeps in," </span>or "<span class= "ital">keeps its waters cool," </span>or "<span class= "ital">lets them flow." </span>The general meaning is probably given by the Authorised Version.
