It is a vast area between Bryce Canyon National Park and Dixie National Forest on the west, Capitol Reef National Park and Glen Canyon Recreation Area on the east, and Grand Canyon National Park to the south. The geography of the monument is divided into three main regions: the Grand Staircase, the Kaiparowits Plateau, and the Canyons of the Escalante as the terrain descends from the height near Bryce to the canyons leading to the Colorado River. The towns of Big Water, Glendale and Kanab line the southwest side and Escalante and Boulder on the northeast. The Paunsaugunt Plateau and the Paria River dominate the western section of the monument and reveals the geologic progression of the Grand Staircase. Highway 12, on the northwest edge, give a feeling of driving a knife edge with a deep canyon on either side. <br> <br> Human habitation began about 500 AD and there are several paleontological sites.<br> <br> It was created in a controversial action by President Bill Clinton in September of 1996 when he designated the area as a National Monument using his authority under the Antiquities Act. This is the largest monument created this way and some argued he overstretched his authority. Environmentalists applauded and developers argued job losses. The dedication was held in Arizona which irritated many in Utah where the entire monument lies.
