unicode-bidi: bidi-override; direction: ltr"> <p>In a seminar in Germany last week, Khalid Azizi, leader of the Kurdistan Democratic Party of Iran (KDPI) rejected a claim by Haji Ahmadi, leader of the Party of Free Life of Kurdistan (PJAK) who had said, “In order to come to an agreement with other parties in Iranian Kurdistan, we are ready to offer anyone a clean slate,”</p> <p>During the seminar that was organized by KDPI’s Germany branch, Azizi said, “In politics a clean slate wouldn’t be given to anyone and we wouldn’t offer it to anyone.”</p> <p>Regarding a possible meeting with the PJAK to discuss the unification of both parties, Azizi said, “If we decide to meet with PJAK we will meet with the PKK instead, because they are the same.”</p> </p></div> <p> <a said.</p> <p>Minister of Human Rights Mohammed al-Sudani said it was wrong to leave hundreds of thousands of Iraqi dead bodies lying in the country’s mass graves to their fate.</p> <p>“The responsibility for the human rights file should not be shouldered by (my) ministry only. It is a joint responsibility in which judicial, executive and legislative powers as well as civil society organizations must bear together,” Sudani said.</p> <p>“There are 500,000 corpses still I ended up convincing myself that my husband Abdallah must have died."</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra’s Al-Zubair Centre of Iraq and Baghdad’s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. Yet unwillingly they expect a continued U.S. presence as few believe the Americans will leave such a deeply-invested and strategically-important place. </p> <p>For Iraqis, the debate on U.S. troops’ departure is intertwined with national dignity, security uncertainty and wariness of its coveting neighbors. MADRE’s Iraqi partner group, the Organization of Women’s Freedom in Iraq (OWFI), states that activists who gathered in the square to continue their weeks of protests for democracy, jobs and an end to corruption were beaten by armed men who were unleashed to disperse the protests.</p> <p>OWFI also reports that women were specifically targeted for sexual attacks. Four young women OWFI activists were violently groped and sexually assaulted, and one 19-year-old woman was attacked by a group of men who attempted to forcibly strip off her clothes. One woman lost a tooth in the attack. unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20130125062457/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130125062457/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130125062457/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130125062457/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130125062457/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" In the ensuing fight, one person was killed and nearly 60 injured.</p> <p>At this point, I was a few blocks away, but could hear the sounds of gunshots and the sirens of ambulances and security vehicles rushing towards the scene. I knew that I had an assignment and headed straight there.</p> <p>It was the first time I had seen such huge crowds of people demanding reform and jobs and the first time I had witnessed live gunfire against protesters. What I saw that day became part of an IWPR report about the demonstrations that were sweeping Iraq (<a href="https://web.archive.org/web/20130125062457/http://iwpr.net/report-news/protests-sweep-iraq" class="external" target="_blank"><strong>Protests Sweep Iraq</strong></a>), but I felt that I needed to write another story focused on Sulaimaniyah.</p> <p>I kept a close eye on developments after February 17 as the demonstrations gained momentum. I could see that the young protesters were defying the might of the security forces and their use of live ammunition, and asked my editors at IWPR if I could write a follow-up story about the demonstrations.</p> <p>In the ensuing days, hundreds of extra troops were brought to the outskirts of Sulaimaniyah and a curfew put in place. More demonstrators were killed and many more injured, and there were numerous arrests by the security forces as the protests spread to other areas of the province.</p> <p>My biggest challenge in filing the story was the security situation. People were defying the curfew and I had to walk around with my press card always ready to show the security forces. People were demonstrating in several areas of Sulaimaniyah city, so I had to decide which of the protests I needed to cover. In the end, I judged that it was the centre of the city that had become the magnet for demonstrators.</p> <p>The images were shocking; I saw protesters blocking roads and burning tyres as security forces opened fire on them and plainclothes police tried to arrest them. Businesses were all shut down and the usual traffic jams were eased as fewer people were willing to enter the city. The slogans that the demonstrators were chanting – such as, “Down with corruption” and “People are suffering” – were all new to me.</p> <p>I carried out several interviews with the protesters, but getting information from officials was difficult. I had to call many of them numerous times before they even picked up the phone. My other challenge was to keep up with the fast-paced developments as casualties increased and more and more people joined the demonstrations.</p> <p>I filed the article <a href="https://web.archive.org/web/20130125062457/http://iwpr.net/report-news/sulaimaniyah-eye-storm" class="external" target="_blank"><strong>Sulaimaniyah in Eye of Storm</strong></a> from an internet café on February 23 but the following day I was still on the phone to sources and out reporting on the demonstrations to make sure that my piece was up to date.</p> <p>What I learned from this story were some very valuable lessons for my career. For example, while I was told by military officials that all reinforcements had been withdrawn from Sulaimaniyah, I could see for myself that many of them were patrolling the streets of the city. This experience was a good reminder of the lessons that I had learned from IWPR – that information has to be checked carefully for accuracy before it could be published.</p> <p>When the story appeared it meant a lot to me. Although the violence has died down, the protesters are still holding daily rallies in Sulaimaniyah’s central square, waiting for the authorities to meet their demands. In the light of all the protests happening in other parts of Iraq and Middle East, I too feel that the demonstrators in Iraqi Kurdistan needed to be heard</p> <p><strong>Source:</strong> <a Several Middle Eastern countries such as Iraq and Yemen are unlikely to achieve the education-for-all Millennium Development Goals by 2015 because of insecurity and conflict, according to a new report by the UN Educational, Scientific and Cultural Organization (UNESCO). </p> <p> <a title="20110328_yemen_school_caption by Gorillas Guides, on Flickr" than 160 countries in 2000. But according to Kevin Watkins, director of <a href="https://web.archive.org/web/20130125062457/http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/reports/2011-conflict" class="external" target="_blank">UNESCO’s 2011 Global Monitoring Report</a>, children and education are not just getting caught in the cross-fire, they are increasingly the targets of violent conflict. </p> <p>"The failure of governments to protect human rights is causing children deep harm – and taking away their only chance of an education," he said. </p> <p>The UNESCO report, entitled The Hidden Crisis: Armed Conflict and Education, says 35 countries were affected by armed conflict between 1999 and 2008, several in the Middle East. “Children and schools are on the front line of these conflicts, with classrooms, teachers and pupils seen as legitimate targets,” it noted. </p> <h3>Egypt </h3> <p>Recent demonstrations and clashes in Egypt led to the ouster of President Hosni Mubarak, but also closed many schools. Schools in only seven of the country’s 29 governorates reopened after the recess, according to sources in Cairo. </p> <p>The Interior Ministry deployed police outside schools to beef up security and encourage a return to school, but thousands of parents still preferred to keep their children at home. </p> <p>“A deteriorating security situation hinders the opening of the schools and this affects the whole educational process,” Fathi al-Sharqawi, a professor of educational psychology at Cairo’s Ain Shams University, told IRIN. “Teachers will have to skip some parts of the curricula after the students go back to their classrooms, which will also affect these students’ learning badly.” </p> <p>Hundreds of parents have complained that their children are attacked by thugs on their way to school, according to human rights groups. The Egyptian Centre for Human Rights, for example, said some parents complain that criminals use weapons to grab money from children. </p> <p>Manal Abdul Aziz, an Egyptian journalist who opted for home-based tuition for her two children, told IRIN in Cairo: “There is total obscurity about the future of this academic year.” The cost of hiring five teachers for her two children (aged 12 and 15) is the equivalent of US$169 a month – a significant sum for most families. </p> <h3>Iraq</h3> <p><strong></strong>Decades of war in Iraq, UN sanctions, poor security and the economic situation have adversely affected education and increased illiteracy levels. According to data produced by the government and UNESCO in September, at least five million of Iraq’s almost 30 million people are illiterate. Of these, 14 percent are school-age children who left school to feed their families, are displaced or have no access to suitable schooling. </p> <p>Ahmed Khalid Jaafar, 14, told IRIN in Baghdad that he left school after his father died in an explosion three years ago, and sought work on the streets to feed his mother and two younger daughters. </p> <p>"I sell gum and my mother works is a seamstress," said Jaafar. "We make 200,000-300,000 dinars (US$160-250) a month. We spend that money on the most important things, mainly food. School is not important now." Jaafar and his family squat in an abandoned government building. </p> <p>The September data show that adult illiteracy in Iraq is now one of the highest in the Arab region. In rural areas, almost 30 percent of the population are unable to read or write. Significant gender disparities exist, with 40 percent of the illiterate being women. </p> <h3>Other countries </h3> <p>Bahrain is on track to achieve the goal of halving illiteracy levels by 2015, but countries like Iraq, Mauritania and Sudan are off track. "The recent experiences of Algeria, Egypt, Kuwait and Yemen show that literacy policy can be effective: all four countries have increased their adult literacy rates by at least 20 percentage points in the past 15-20 years," the UNESCO report said. </p> <p>In Yemen, a reallocation of 10 percent of the military budget to education would put an additional 840,000 children in school. In the north, 220 schools were destroyed, damaged or looted during fighting in 2009 and 2010 between government and rebel forces, according to the report. "In Yemen, many internally displaced children complement family income by begging, smuggling or collecting refuse, and there are concerns that child labour is increasing." </p> <p>In Syria, attendance rates in pre-school programmes varied from less than 4 percent for children in the poorest households, to just above 18 percent for wealthy households. </p> <h3>In harm’s way </h3> <p>According to the report, armed conflict places children directly in harm’s way. Some get killed while others are exploited as soldiers or forced to flee their homes and become refugees. </p> <p>“Children subject to the trauma, insecurity and displacement that come with armed conflict are unlikely to achieve their potential for learning,” it said. All too often, armed groups see the destruction of schools and the targeting of schoolchildren and teachers as a legitimate military strategy. </p> <p>In conflict situations, children fear to go to school, teachers to give classes and parents to send their children to school. According to UNESCO, in such situations, children suffer psychological trauma, as well as loss of parents, siblings and friends. [Translation by ZENIT]</p> </p></div> <p>Syria has facilitated the reception of Iraqi refugees. Thousands of them have come, above all to Damascus, and hundreds of them continue to come to flee from death and the violence they have suffered since 2003. U.N. agencies organize their exodus to other more clement skies. While waiting for their visas, these refugees stay in Damascus, at times for two or three years and sometimes more.</p> <p>These well-formed Christians, fervent and practicing, take refuge in Christian faith and hope. They fill our churches, invigorate our parishes and reinforce the Christian faith in Syria, offering new encouragement to our parishes.</p> <p>Iraqi refugees take part assiduously in daily Mass despite the fact they come from far away, on foot or public transport.</p> <p>On asking for confession before receiving Communion, these refugees have accelerated the return to the confessional which now has waiting queues.</p> <p>Their devotion to the saints and veneration of the Virgin has relaunched the production of candles and the niches of the saints both within and outside the churches are illuminated day and night.</p> <p>Their children are numerous in the catechism and first Communion classes. Young people are involved in the choirs and liturgies of different churches.</p> <p>The war spread information technology rapidly in Iraq. These refugees who have arrived in Damascus are very familiar with the Internet and the Web. They have put their knowledge in a generous way at the service of parishes and communities. In this way, thanks to them, our parishes have been equipped with Web sites, vanguard instrument at the service of evangelization at a universal scale.</p> <p>Moved by profound piety, they come together in dozens, two or three times a week, to do the great cleaning of the cathedral and the Square of the Church until they receive their visas. Before traveling, they ensure the take over in this activity.</p> <p>They take part in prayer vigils, eucharistic adoration, pilgrimages and processions on the streets of Damascus during Holy Week and especially in the month of May. Their spiritual dynamism attracts other communities, one of our priests gives a helping hand in the Chaldean parish.</p> <p>Despite their poverty and precarious condition of life, they are generous and know how to share. Suffice it to see them as they leave Mass giving help with joy, a smile and tears.</p> <p>They live their more intimate moments in silence before the Most Blessed Sacrament, face-to-face with the Lord. For hours, they mourn the death of their loved ones and wonder about the future. And they try to understand the reason why.</p> <p>They arrive in great numbers at the archbishopric every week to say good-bye before traveling to the unknown, and at times separated: parents to Australia, children to Canada. Even in exile they cannot live as a family, an even more painful wrench.</p> <p>These Iraqi refugees passing though Damascus are itinerant missionaries who have left their imprint on the Church in Syria, which sees them pass by and wonders about its own future.</p> <p>The synod of Christians of the East was an opportunity and a hope which, however, has been unable to halt the exodus. These missionary refugees scattered in the four corners of the world are united only by prayer and the Internet, as their roots have been torn and they live the twilight of their Church.
