Yet unwillingly they expect a continued U.S. presence as few believe the Americans will leave such a deeply-invested and strategically-important place. For Iraqis, the debate on U.S. troops’ departure is intertwined with national dignity, security uncertainty and wariness of its coveting neighbors. Some doubt Iraqi security forces have the capability to curb insurgents and defend the country on their own while others fear a residual American force could sanction continued violence by militias. About 300 intellectuals and university students staged a peaceful demonstration on Friday morning in Mutanabi Street in central Baghdad, calling for reform of the country’s political system and elimination of administrative corruption, an Interior Ministry source told Xinhua on condition of anonymity. The protestors also demanded more job opportunities for the unemployed and better services, such as more power and clean water resources, he added. Meanwhile, some protestors went to Tahrir Square in central Baghdad to emphasize the need for combatting corruption, the source said, adding the protestors held banners and chanted slogans, such as "no to administrative corruption," "no to unemployment," "no to bloodshed," "no to bribe" and "the people want reform of the system." About 1,000 people also protested in the southern city of Basra, 550 km south of Baghdad, local police source told Xinhua. The demonstration started from the center of Shatt al-Arab river, about 2 km east of the city, demanding better services, new job opportunities for the unemployed, adequate supply of food and punishment of corrupt officials. They also urged the provincial governor to resign. Some young demonstrators blocked the bridge linking the city with the center of Shatt al-Arab for more than an hour, he added. وشخصيات عشائرية عراقية مقيمة في سوريا اليوم(الثلاثاء) أن سياسة الاغتيالات التي تنفذ حاليا في العراق تهدف إلى عرقلة مسيرة تشكيل الحكومة العراقية المتعثرة اصلا ، وإلى خلق أجواء من الترويع والتخويف في صفوف القائمة العراقية الفائزة بالمرتبة الأولى في الانتخابات العراقية. وقال المحلل السياسي العراقي فاضل الربيعي المقيم في سوريا منذ سنوات لمراسل وكالة أنباء (شينخوا) بدمشق إن حادث اغتيال النائب عن القائمة العراقية عن محافظة الموصل بشار العكيدي يجب ان يقرأ في اطار " مخطط لتمزيق القائمة العراقية وعرقلة المساعي لتشكيل حكومة عراقية". وأشار الربيعي إلى أن اغتيال العكيدي يحمل رسالة " ترويع وتخويف لاقطاب القائمة العراقية وحملهم على الاندماج دون اياد علاوي في ائتلافات اخرى "، لافتا إلى وجود " عصابات في المنطقة لها مصلحة في استهداف نواب في محافظتي الموصل وكركوك ". وحذر الربيعي من وقوع عمليات اغتيال مشابهة في تلك المناطق في الايام القادمة في محاولة " لفرض سياسة الامر الواقع "، مؤكدا أن هذه الاغتيالات تصب في اطار اضعاف القائمة العراقية وافشال مساعيهم في تشكيل حكومة وطنية. وكان مسلحون مجهولون اغتالوا أمس (الاثنين) بشار العكيدي احد اعضاء البرلمان العراقي الجديد عن القائمة العراقية التي يتزعمها اياد علاوي رئيس الوزراء الاسبق والتي فازت بالمركز الاول في الانتخابات التي جرت في السابع من مارس الماضي، في مدينة الموصل كبرى مدن الشمال العراقي. من جانبه، أكد الدكتور احمد الديلمي الناطق الرسمي باسم القائمة العراقية في سوريا ل (شينخوا) أن موضوع الاغتيالات الذي تم تأجيجه من قبل خصوم القائمة العراقية لا يصب في مصلحة تحقيق المصالحة الوطنية العراقية ويهدف إلى " وضع العصي في العجلات امام تشكيل الحكومة العراقية التي ينتظرها الشارع العراقي بفراغ الصبر ". ودعا الديلمي إلى ضرورة نبذ العنف والاحتكام الى لغة الحوار بين الاطراف السياسية للاسراع في تشكيل الحكومة التي تمر في مخاض عسير بسبب رفض ائتلاف دولة القانون الذي يتزعمه نوري المالكي رئيس الوزراء المنتهية ولايته افساح المجال امام القائمة العراقية التي فازت في الانتخابات. واكد الديلمي ان فقدان احد نواب القائمة لن يؤثر على مسيرة " العراقية "، مشيرا الى ان هذا " سيزيد من اصرار القائمة بالتمسك بموقفها الحازم ازاء تشكيل الحكومة". يشار الى ان القائمة العراقية بزعامة علاوي تصدرت نتائج الانتخابات التي جرت في السابع من مارس الماضي بالحصول على 91 مقعدا، في حين حصل ائتلاف دولة القانون بزعامة رئيس الوزراء العراقي نوري المالكي على 89 مقعدا، والائتلاف الوطني العراقي على 70 مقعدا، والقائمة الكردستانية على 43 مقعدا. وكان رئيس الوزراء العراقي الاسبق رئيس القائمة العراقية إياد علاوي توقع امس بدء مفاوضات تشكيل الحكومة العراقية الجديدة بعد عشرة ايام، موضحا ان العراق في طريق "الميل النهائي" لاستقراره. من جهته، استنكر الشيخ احمد عبد الله امين عام المجلس الوطني الموحد لشيوخ عشائر العراق في سوريا عملية اغتيال النائب بشار العكيدي، واصفا اياها بـ " الجريمة البشعة"، مؤكدا "أن دل هذا على شيء فأنما يدل على ضعف الحكومة العراقية الحالية في تحقيق الامن والاستقرار للعراقيين ". وبين الشيخ احمد ان المقصود من وراء ذلك " التماطل والتباطؤ في تشكيل العملية السياسية في العراق "، موضحا أن هناك جهات سياسية في العراق لا تريد ان يتحقق الاستقرار والهدوء في العراق ، مشيرا الى ان الشعب العراقي هو" الضحية ". يذكر أن الخلافات بين ائتلافي دولة القانون الذي يتزعمه نوري المالكي والقائمة العراقية مازال متأججا بسبب رفض المالكي السماح للقائمة العراقية بتشكيل الحكومة العراقية لكونها الفائزة في الانتخابات ويصر على ان الكتلة الاكبر في البرلمان هي Saba Ali <h3 style="color: #800000">Society and Economy:</h3> UN agency kicks off first cash-for-work initiative in Iraq: <blockquote>19 May 2010 – The United Nations World Food Programme (WFP) today launched a cash-for-work initiative to help poor Iraqis earn money to provide food for their families. “While there’s food in the shops, not everyone can afford it and nearly a million people still need food assistance and millions more depend on government aid,” WFP Country Director Edward Kallon said. “Cash-for-work projects are an innovative way to provide a much-needed influx of cash to poor communities who struggle to make ends meet and provide food for their families,” he added. “They are appropriate when food is readily available in the markets but out of their reach.” Participants in the programme will be paid the equivalent of $10 per day for a three-month period for carrying out tasks such as clearing and rehabilitation of sewage and irrigation canals, tree planting, rehabilitation of farmland and a sanitation campaign. While beneficiaries will initially be paid in cash on a weekly basis, WFP is exploring the possible use of electronic technology, such as smart cards, to facilitate payments and reduce security risks in future programmes. Some 1,400 households will be involved in the pilot project which will be carried out in the central Iraqi governorate of Diyala with the help of WFP’s partner organization, Mercy Corps. The cash-for-work project is part of the Diyala Initiative to provide assistance to facilitate the resettlement of internally displaced persons (IDPs), returnees and other vulnerable groups. Baghdad maintains the deals are illegitimate because they bypass the central government. I have also picked an article that appeared in the London "Times" about the plan to build a wall around Baghdad in the hope of keeping bombers out. More immediately there is a lot of interest in the two al-Qaeda members arrested and who apparently were planning to attack the World Cup in South Africa. A lot has been made of the claims that one of them was a Saudi military officer, "not so fast" say the Saudis. (And if you think from Major General Mansour al-Turki’s name that Saudi Arabia is a family business you’d be right). No, I did not know it either, but it does explain why every time that an alleged al-Qaeda member is killed/captured/accidentally blows themself up that they are always described as being a "senior" al-Qaeda commander/leader/prince/warlord. 62 of them were sentenced to death today i don’t know how many of them received a fair trial or how many of them were truly members of an al-Qaeda affiliated movement. The two were allegedly a Saudi and Algerian nationals who were captured in separate raids in Baghdad, according to a military spokesman. Azzam Saleh al-Qahtani, known as Sinan al-Saudi, 31, was an officer in the Saudi Army before he came to Iraq in 2004. Al-Saudi later became an al-Qaida security leader in Anbar and Salahudin provinces in western and central Iraq respectively, Major General Qassim Atta told a news conference. Atta said that al-Saudi was involved in "planning and coordination to carry out attacks during the World Cup in South Africa in complicity with Ayman al-Zawahiri (al-Qaida’s No. 2 top leader)." Al-Saudi was also involved in the Baghdad massive bombings and many robberies against jewellers and killings of many people, Atta added. Another Qaida leader named Tariq Hassan Abdul Qader, known as Abu Ysseen al-Jazairi, 34, an Algerian national, was also captured by a joint U.S. and Iraqi force, Atta said, adding that al-Jazairi was captured in November last year but his captured was not announced as he was interrogated for information about his terrorist group.
