البعث العربي الاشتراكي نائب رئيس مجلس قيادة الثورة المنحل عزة الدوري السبت في اول دليل مرئي على بقائه على قيد الحياة منذ العام 2003 أن البعث اليوم في العراق يفجر الثورة التي ارادتها الامة ويؤججها ودعا المقاومة والمعارضة إلى مواجهة المشروع الفارسي في البلاد فيما مجد بمبادئ حزب البعث ورسالته مشددا على انه النموذج والمثل والقيادة.وقال الدوري في تسجيل تلفزيوني نشر على عدد مواقع الانترنيت إن بعثنا في عيد الخامس والستين خاصة في عراق العروبة والاسلام كان وما يزال وسيبقى إلى الأبد يمثل روح الشعب العظيم وروح والامة المجيدة والنموذج والمثل والريادة والقيادة.وأضاف الدوري متوجها إلى &quot;جماهير الأمة&quot; وقال بعثنا اليوم يقود في العراق ما ارادته الامة ويفجر ثورتها الكبرى ويؤجهها ويحمل مبادئها الاساسية واعتبر البعث في العراق حاليا في &quot;منازلة تاريخية كبرى.واكد الدوري البعث ما زال ثائرا ومناضلا وهدد بمواصلة المقاومة لتغيير النظام السياسي واعتبر أن الحكومة الحالية حولت العراق إلى لقمة سائغة بيد الصفويين وأضاف حتى باتت المواجهة معهم وجها لوجه.وحذر الدوري من انه إذا سقط العراق بيد الصفويين فإن لا اميركا ولا غيرها قادر على الوقوف بوجد المد الصفوي وسيجتاح الأمة العربية من أقصاها إلى اقصاها ودعا المقاومة والمعارضة في العراق إلى العمل المشترك من اجل مواجهة المشروع الفارسي في العراق&quot;.ووصف الدوري المرحلة منذ تغيير النظام في العراق بانها تسع سنوات من القتل والتخريب والتهجير.وتعد كلمة الدوري المتلفزة اول ظهور له منذ عام 2003 اول دليل حسي على بقائه على قيد الحياة بعد اختفائه منذ ذلك الوقت وانتشار شائعات عن وفاته نتيجة اصابته بسرطان الدم الذي يعاني منه منذ فترة طويلة. وعلى الرغم من ظهور تسجيلات صوتيه للدوري خلال السنوات الماضية فإن مراقبين دائما ما كانوا يشككون بها خصوصا مع اعتقال اغلب مسؤولي النظام السابق وعلى رأسهم صدام حسين الذي اعدم نهاية عام 2006.كما يعد ظهور الدوري المطلوب للسلطات العراقية بتهمة قيادة العمليات المسلحة بزي عسكري وبرتبه المهيب الركن التي كان الرئيس العراقي السابق صدام حسين الوحيد الذي منح هذه الرتبه العسكرية له بصفته القائد العام للقوات المسلحة العراقية والامين العام لقيادة قطر البعث العراقي اشارة الى ان الدوري يعتبر نفسه الزعيم الفعلي لحزب البعث العراقي في الوقت الحالي.وتأتي كلمة الدوري بمناسبة الذكرة الخامسة والستين لتأسيس حزب البعث في السابع من نيسان في العام 1947 متزامنة مع الذكرى التاسعة لسقوط بغداد في التاسع من نيسان عام 2003 كمال وكالة رويترز ان هذه المجموعة كانت تخطط لاطلاق اعمال تخريب وتمرد للاطاحة بالعملية السياسية في البلاد بعد انسحاب القوات الاميركية من البلاد. وقال كمال ان تقارير للمخابرات تشير الى ان أكثر من ثلاثمئة مشتبه به يتنمون لمجموعة كانت تنشط في مختلف ارجاء البلاد بما في ذلك محافظات بغداد والنجف والناصرية وواسط ونينوي وديالى وكركوك والانبار، ممتنعا عن تقديم اي تفاصيل عن المؤامرة. بدوره مصدر قريب من Bashar al-Assad wasn&#8217;t his father&#8217;s original choice of successor, that role was played by his brother Bassel al-Assad whose liking for fast women was exceeded only by his liking for fast cars.and who died in a car crash in 1994. It remains to be seen whether Bashar al-Assad is <strong><a href="https://web.archive.org/web/20130206052331/http://en.wikipedia.org/wiki/Hama_massacre" class="external" target="_blank">as ruthless as his father</a></strong> was.<br/> I suspect the answer is that even if he is he has less room for manoeuvre than his father did. I also suspect that he&#8217;s a bit more tactically flexibly than his father. But both of those are hunches and should be taken with several grains of salt. &#8211; mfi</span> government is the successor to the hard-liner faction who, led by Hafez al-Assad,<strong>*</strong>&#160; successfully launched the 1970 &quot;<em>Syrian Corrective Revolution</em>&quot;. Under the constitution promulgated in 1973 the country is&#160; nominally a parliamentary democracy (which happens to allow only the Ba’ath Party to rule). If, having read that, the analogy that springs to your mind is the Soviet Union of the 1980s, then you&#8217;re right in more ways than one. Like the Soviet Union the economy is dominated by the Ba&#8217;ath who nationalised everything in sight and is now in a disastrous state: The party itself long since shed even the remnants of its ideology and has become nothing more than a vehicle for clientilist politicking by which members of a <em>nomenklatura</em> dispense patronage. Additionally the country is governed under a state-of-emergency law that harks back to 1963. Under the provisions of this law the various arms of the security services can (and do) treat the citizenry as they wish with little or no fear of retribution. </p> <p>The protesters demands so far seem to be:</p> <ul> <li>End the state-of-emergency. </li> <li>Free all political prisoners. </li> <li>Allow the return of political exiles. </li> <li>Eliminate corruption. </li> </ul> <p>As far as I know there haven&#8217;t, thus far, been widespread calls for President Assad to step down/be overthrown but it&#8217;s early days. </p> <p>What&#8217;s significant is where the protests started. I invite you to <a href="https://web.archive.org/web/20130206052331/http://www.lib.utexas.edu/maps/middle_east_and_asia/syria_rel90.jpg" class="external" target="_blank"><strong>take a look at a map of Syria</strong></a> before reading further. Locate Damascus and then trace south and little west. Just before you get to the Jordanian border you&#8217;ll see Daraa. </p> <p>Daraa&#8217;s a God-awful dump it has a couple of caves and some very boring ruins. That&#8217;s it. It&#8217;s the capital of Daraa governorate whose only industry is agriculture&#160; The governorate is in a bad way as a result of the drought which so far has lasted for 4 years and shows no sign of remitting. The town&#8217;s population has been greatly swollen by peasant farmers and their families who&#8217;ve been driven off the land by the drought. Like the rest of the south it&#8217;s more like Jordan than Syria and that includes religiously. Daraa&#8217;s population tends to Salafism and a fair proportion of its young men have fought in Irak against the American invaders. Many of these have recently been rounded up and hauled off to prison in Damascus where they&#8217;ve been joined by any teenager unfortunate enough to have been caught spraying anti-government graffiti on the walls (most of these according to a contact resident in Daraa town were below 16 years of age). The same contact tells us by email that with a few exceptions both groups of prisoner have been released to their parents. Many of them in a state close to collapse and all them bearing the marks of having been subjected to torture. Their parents, family, extended families, and neighbours are understandably less than pleased at the way their loved ones have been treated. Then there&#8217;s the fact that in the region of sixty demonstrators have been shot in the town these tactics seem to have backfired. Far from being cowed the many of the town&#8217;s inhabitants are enraged and keen to make their displeasure felt.</p> <p>What happens next? I don&#8217;t know and neither does anyone else. If the business elite, the military elite, the Alawite minority and the Christian minority hang together then Assad has a pretty good chance of keeping his grip. Mosul</a>&quot; their report is below, from this report and other local reports several things are known:</p> <ul> <li>The murder was committed by men in army uniform (not in police uniforms as al Jazeera&#8217;s report says the difference is important for reasons I&#8217;ll explain below). </li> <li>The death squad went from house to house in the village claiming to be searching for mortars. </li> <li>Several residents said that the men in uniform sounded &quot;strange&quot; – this is a codeword for saying that they spoke Arabic with a non-Arabic accent. </li> <li>The account given by the family is different from al Jazeera&#8217;s — the family say that the death squad dragged him out of the house and shot him down there. </li> </ul> <p>Al Jazeera&#8217;s account makes much of the fact that the victim was a replacement candidate for the Iraqiya list headed by Iyad Allawi, and the claim by two Iraqiya politicians Intisar Allawi and&#160; Maysoun Damlouji&#160; that this is part of an ongoing campaign of murder and intimidation against the Iraqiya list, for reasons I explain below I think al-Jazeera have got their coverage of this murder of a relatively unknown politician wrong: has been shot dead by armed men in the northern city of Mosul, officials say. <br/>Police say unknown assailants shot Faris Jassim al-Jubouri early on Saturday in his home in Mosul about 350km north of Baghdad.</p> <p>No group has so far claimed responsibility for the attack.</p> <p>The Iraqiya bloc of former Prime Minister Iyad Allawi narrowly won elections in March, beating the coalition led by Nouri Maliki, the incumbent prime minister. <br/>Al-ubouri was a candidate on Iraqiya&#8217;s list for parliament but did not win a seat in the 325-seat assembly.</p> <p>Al-Jubouri was the third candidate from the party to be killed in the past two weeks.</p> <h4>Killing &#8216;political&#8217; </h4> <p>A police source, who asked not to be named, said al-Jubouri was shot dead by gunmen in police uniform.</p> <p>He said the men searched several homes in al-Jubouri&#8217;s village saying they were looking for mortars. <br/>On entering his home, &quot;they tied up his brother and when he came downstairs they opened fire and killed him,&quot; he told the Reuters news agency. <br/>The Iraqiya party says al-Jubouri was killed for political reasons. <br/>Maysoun Damlouji, the spokeswoman for Iraqiya described the attack as one in a string of killings &quot;clearly targeting the Iraqiya list.&quot;</p> <p>Two other Iraqiya candidates were gunned down in February and May. <br/>&quot;Iraqiya was targeted before the election, and the attacks are continuing,&quot; Intisar Allawi, a senior Iraqiya official, told Reuters.</p> <p>&quot;We don&#8217;t know who we will lose next. I do not however believe that the murder of&#160; Faris al-Jubouri was part of that campaign:</p> <ul> <li>The murder was committed by &quot;men in army uniform&quot; not as al-Jazeera&#8217;s report has it by men police uniform. The difference is important. It is relatively easy to get army uniforms and relatively difficult to get hold of police uniforms. The army in Mosul consists either of Peshmerga units or of Arab units known to be heavily infiltrated by persons loyal to the Badr brigade and its political sponsors. By contrast the police in that part of Mosul are widely trusted by the populace because they believed to neutral in the performance of their duties. Put plainly that means that they are not politically infiltrated by Kurdish nationalists or by sectarian political parties such as Badr. </p> <p>Moreover the identities of the police are known to the local populace a group of men masquerading as police would be quickly unmasked and attacked. </li> <li>Most importantly of all there is also the matter of al-Jubouri&#8217;s past: <p><em><strong> Faris Jassim al-Jubouri had been an airforce pilot under the Ba&#8217;athist government overthrown by the American invaders. <br/></strong></em> <br/>Since the American invasion there has been a long-running death-squad campaign against former armed forces commanders and officers. </li> <li>This death squad campaign has in particular targetted former Airforce pilots, especially those who like al-Jubouri flew sorties against the Iranians.</li> </ul> <p>I can understand why Iraqiya list politicians such Intisar Allawi and Maysoun Damlouji, would see al-Jubouri&#8217;s murder as part of a campaign against their party. There is no doubt that al-Iraqiya politicians and organisers are being subjected to a campaign of murder and intimidation. The margin was so close, however, that political maneuvering to change the results has delayed the seating of a new government.</p> <p>Here&#8217;s a look at where the election results stand, what happens next and when a new government might take shape in Baghdad.</p> <p>Q: Have the major players changed since election day?</p> <p>A: Not much. The main blocs are still Allawi&#8217;s Iraqiya, a mixed-sect ticket with broad Sunni support; Maliki&#8217;s State of Law, mostly from his conservative Shiite Dawa Party; the Iraqi National Alliance, the main religious Shiite grouping of Iranian-backed parties, including politicians loyal to militant cleric Muqtada al Sadr.</p> <p>The two main Kurdish parties ran on a single ticket as the Kurdistan Alliance. An upstart Kurdish opposition party, Gorran, won some seats, as well.</p> <p>Q: One of the first snags was an attempt to disqualify some winning candidates by accusing them of ties to the late dictator Saddam Hussein&#8217;s Baath Party. Did they lose their seats?</p> <p>A: There were several rounds of de-Baathification, the controversial process of rooting out former Baathists and barring them from public service. Former exile and Bush administration ally Ahmad Chalabi and his deputy Ali al Lami, who both ran in the elections, oversaw the purges.</p> <p>Hundreds of candidates were eliminated, but an Iraqi court Monday ruled in favor of nine victorious candidates whose cases were in dispute. Those candidates are expected to take their seats in the next parliament.</p> <p>Q: Maliki rejected the election commission&#8217;s results and demanded a partial recount. Did the recount uncover fraud or change the results?</p> <p>A: At Maliki&#8217;s insistence, a court ruled that the election commission should conduct a recount, but only in Baghdad province. The recount uncovered no major fraud and didn&#8217;t alter Allawi&#8217;s Iraqiya bloc&#8217;s slight lead.</p> <p>Q: OK, so now the recount is over and the de-Baathification efforts have been suspended. What&#8217;s next?</p> <p>A: The next step is for Iraq&#8217;s top court to certify the final election results, which would start the clock on forming a government in accordance with the Iraqi constitution. The chief delay now is the intense, behind-the-scenes haggling over who&#8217;ll get the prime minister&#8217;s post and other key positions. With no group winning an outright majority, alliances are starting to take shape.</p> <p>For now, it looks as if Maliki&#8217;s State of Law and the Shiite-dominated Iraqi National Alliance are pairing up to challenge Allawi&#8217;s group for a majority in parliament. However, the Sadrists, a backbone of the Alliance, have long opposed Maliki as premier, which jeopardizes cooperation between the two groups.</p> <p>Also, there&#8217;s growing concern that cutting out Allawi, whose bloc was the nation&#8217;s top vote-getter, would be unacceptable to millions of Iraqis who voted for him, especially the Sunni minority.</p> <p>Q. What do ordinary Iraqis think?</p> <p>A. The word on the street is similar to the criticism from political quarters: The leadership is too busy guarding its own interests to pay attention to the security and other needs of ordinary citizens.</p> <p>With so many government offices in limbo, Iraqis say, everyday aspects of life have slowed to a halt: obtaining passports, approving state jobs, road and utility repairs, awarding contracts, to name just a few.</p> <p>The longer and bloodier this transition becomes, the more Iraqis begin to question their participation in the democratic process.</p> <p>Q. So when can we expect to see a new government?</p> <p>A. It&#8217;s hard to say. Maliki has predicted that it won&#8217;t take longer than July. Foreign diplomats speculate it&#8217;ll be sometime this summer; religious authorities hope things will be resolved in time for the holy month of Ramadan, which begins in August; and other political observers fear that it could last into the fall.</p> <p>Q. What are some of the main points of negotiation among all these blocs?</p> <p>A. Each bloc holds some powerful cards. Allawi&#8217;s bloc is the top vote getter, has the most Sunni support and is looked upon favorably by both the Americans and Iraq&#8217;s Arab neighbors. Maliki also won a huge number of votes, is the incumbent and has branded himself with some success as a nationalist.</p> <p>The chief kingmakers are the Sadrists, who want hundreds of their prisoners released and some senior cabinet posts, and the Kurds, who are insisting on keeping the presidency, gaining control of oil-rich Kirkuk and other territories that Sunni Arabs also claim, and holding cabinet positions in numbers that are proportionate to the Kurdish population.</p> <p>Q. What&#8217;s the role of the Americans, the Iranians and other foreign powers with vested interests in the outcome of the Iraqi elections?</p> <p>A. Both the Americans and Iranians have played it cool publicly, while meeting privately with all the key players.</p> <p>The Americans prefer a government that includes Sunnis and other minorities and is diverse enough to act as a spoiler to outright Iranian control.</p> <p>The Iranians, who have numerous allies and agents in Iraq, would like to see a continuation of Tehran-friendly, Shiite-dominated government, though some Iranian officials have said that some of Allawi&#8217;s allies must be included in order to work toward a more stable Iraq.</p> <p>Q. Who&#8217;s in charge while all these negotiations are going on? Are there limitations on the caretaker government?</p> <p>A. Maliki&#8217;s administration is carrying on with business as usual, but absent a parliament, the government cannot enter into international treaties, declare war or make any other major decisions that normally would require parliamentary approval.</p> <p>Q. Are there constitutional mechanisms to ensure that the paralysis doesn&#8217;t last forever?</p> <p>A. Yes. However, the current government found loopholes after the last parliamentary elections in 2005. For example, the constitution calls for the naming of a speaker of parliament in the legislature&#8217;s first session. To get around this and buy more time, the last parliament simply called a session to order and didn&#8217;t adjourn it for several weeks.</p> <p>Strictly speaking, once the top court certifies the election results, the parliament must convene within 15 days. In the first session, the members are required to choose a speaker and two deputy speakers. After that, they&#8217;re supposed to name the Iraqi president, though the constitution doesn&#8217;t specify a timeline.</p> <p>Once a president is elected by parliament, the president has 15 days to ask the nominee of the largest bloc in parliament to form a government within a month. If that fails, the president can ask another candidate from any bloc to try.</p> <p>Q. Will the delay in forming a government affect security in Iraq?</p> <p>A.
