Mary Gonz谩lez used a legislative maneuver in an attempt to kill a local bill they say will protect their wells.</p> <p>In calls and emails, several asked why a lawmaker whose district is 500 miles away would insert herself into a strictly local debate.</p> <p>"She seems like a decent person," said Nancy Weaver, who lives about a half mile from a commercial wellfield that she and her neighbors fear will pump down the water table, rendering their wells useless. "I can't help but wonder what's gotten into her."</p> <p>Gonz谩lez, D-El Paso, said she is protecting principles that are important to her. She said rural Texans and farmers are against regulation of groundwater pumping such as that proposed in House Bill 3405.</p> <p>"I philosophically have a problem with that," she said.</p> <p>And even though the bill would only have affected part of Hays County, Gonz谩lez said it would create a dangerous precedent if it becomes law.</p> <p>The bill seeks to place the commercial wellfield in Weaver's neighborhood in the Barton Springs/Edwards Aquifer Conservation District. Eventually, that would give the district the ability to regulate how much water could be pumped from the wellfield, which is owned by Electro Purification LLC, said State Rep. Donna Campbell, R-New Braunfels, will kill a bill sponsored by Gonz谩lez that would mandate a feasibility study for a visitor center at Hueco Mountain State Park, Gonz谩lez said.</p> <p>Gonz谩lez temporarily pulled down her points of order, but she plans to raise them again when Isaac's bill comes back up today. Isaac said he can easily overcome them.</p> <p>Gonz谩lez said the company had been working on the project for years, and the bill would amount to changing the rules in the middle of the game. Weaver said residents in the area only learned of the project in January and hurriedly held a town meeting attended by hundreds in Wimberley to see what could be done to regulate it.</p> <p>Isaac said Gonz谩lez's procedural maneuver — known as a "point of order" — took him by surprise. He said she doesn't know about the bill and accused her of acting on someone else's behalf.</p> <p>"She's a pawn," he said.</p> <p>Gonz谩lez didn't name who asked her to file her points of order. She described them as "multiple people who care about rural agriculture and water and property rights."</p> <p>She denied a widespread suspicion in Wimberley that El Paso businessman Woody Hunt asked her to file them.
